Yoon, Jae-Kun ; Ko, Bumsuk ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 1~6
Recently the government declared an all-out war on bogus fuel in order to crack down on tax evasion and ensure fuel safety. The move came after four people were killed in explosion at the two gas station. Illegally processed gasoline is the only one of low grade fuels. The problems are induced by relatively high vapor pressure of bogus fuel.

Yoon, Cheonhan ; Yoon, Heesung ; Oh, Yoolkwon ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 7~12
In this study, the solidification characteristics inside the AC7A casting material was analyzed using the numerical analysis method and was verified using the experimental method by the pre-heated temperature conditions of metal casting device. For the numerical analysis, "COMSOL Multiphysics", the commercial code based on the finite element analysis(FEA), was used in order to predict the thermal deformation of the AC7A casting material including temperature, displacement and stress distribution. Also, in order to verify the results calculated by the numerical analysis, the experiment for temperature measurement inside the AC7A casting material was performed using the K-type thermocouple under the same condition of numerical analysis method. In the numerical results, thermal deformation inside AC7A casting material was well-suited for manufacturing products when the pre-heated temperatures of the metal casting device was
. When the results of the temperature distribution were experimentally measured and were compared with those of the numerical result, it appeared that there was some temperature difference because of the latent heat by phase change heat transfer. However, the result of cooling temperature and patterns were almost similar except for the latent heat interval. The solidification characteristics was closely related to the temperature difference between the surface and inside of the casting.
Evaluation of Performance and Reliability of a White Organic Light-Emitting Diode(WOLED) Using an Accelerated Life Test(ALT)
Moon, Jin-Chel ; Park, Hyung-Ki ; Choi, Chung-Seog ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 13~19
The purpose of this study is to extract the major factors related to the deterioration mechanism of white organic light-emitting diodes(WOLED) by performing accelerated testing of temperature, voltage, time, etc., and to develop an accelerated life test(ALT) model. The measurement results of the brightness of the WOLED exhibited that their average brightness tended to increase as the operating voltage increased and that the half-life period of the brightness appeared after approximately 400 hours when the operating voltage was 20V and the ambient temperature was
. It could be seen that although the WOLED showed comparatively the same brightness when the initial acceleration began after the operating voltage was applied to it, its brightness changed excessively after the WOLED's thermal storage had been made. In addition, it was observed that the half-life period was reduced as the ambient temperature and applied voltage increased. The strength of the WOLED which had been maintained in the range of visible light at the maximum load was reduced by the deterioration of the organic light emitting material due to the influence of the operating voltage and temperature, and the reduction of emitted light was small at low voltage and temperature. It could be seen that the failure of the WOLED during the ALT was caused by wear due to load accumulation over time, and that Weibull distribution was appropriate for the life distribution and acceleration was established between test conditions. From the WOLED analysis, it is thought that factors influencing the brightness deterioration are voltage, temperature, etc., and that comprehensive analysis considering discharge control, dielectric tangent margin, etc., would further increase the reliability.

Kim, Doo-Hyun ; Kang, Yang-Hyun ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 20~25
The purpose of this study is to analyze the thermal characteristics and to study fire hazard of electric leakage by iron power accumulated on circuit breaker in an iron processing factory. The thermal characteristics were analyzed while current was applied to the powder for ten minutes. Results showed that temperature of iron powder at 100 mA is
and at 175mA is
. The sparks have occurred as iron powder drops between two(hot line and neutral line) wires and then iron powder explosion occurred while dropping continuously the iron powder on two lines. Those who work in the iron processing industry need to periodically remove and maintain the iron powder. The thermal characteristics in this paper can be used for electrical fire investigation and for basic data of thermal characteristic of leakage current through iron powder at iron processing factories.

Choi, Sang-Won ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 26~32
With a progress of electrical and electronic technology, radio-frequency including high frequency components are widely to various industrial installations. Some of them are used in hazardous locations where explosive or flammable gases exist. As a result, ignition of such gases may be induced by a spark discharge when the radio frequency circuits are switched on or off. The purpose of this study is to investigate the ignition hazards of some kind of flammable mixtures based on the IEC 60079-11 publication. In this experiment, we used a high frequency resistive circuit which consists of a co-axial cable, a 20
resistor and two kind of power amplifier with frequency range up to almost 1 MHz and 50 MHz. Experimental results show that the ignition of the acetyleneair, ethylene-air mixtures and methane-air mixtures due to spark discharge depends primarily on the frequency of the power source in the resistive circuit the minimum ignition voltage increases gradually with the increase of the frequency.

Gil, Hyoung-Jun ; Kim, Dong-Woo ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 33~37
This paper describes the characteristics for ground impedance of counterpoise according to position of auxiliary probe and frequency using the fall-of-potential method and the testing techniques to minimize the measuring errors are proposed. The fall-of-potential method is theoretically based on the potential and current measuring principle and the measuring error is primarily caused by the position of auxiliary probes. In order to analyze the effects of ground impedance due to the distance of the current probe and frequency, ground impedances were measured in case that the distance of current probe was located from 10[m] to 100[m] and the measuring frequency was ranged in 55 [Hz], 128[Hz], 342[Hz], and 513[Hz]. The results could be help to determine the position of auxiliary probe when the ground impedance was measured at grounding system.

Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 38~42
This paper describes electrical fire on residential environment such as apartment and detached house caused by defect of interior wiring. We carried out experimental study on short circuit characteristics by the interior wiring length. We were measured arc current, arc energy and interrupting time of earth leakage current circuit breaker(ELB), when an interior wiring break out short circuit in residential environment. From the experiment results, the longer of the interior wiring, the magnitude of arc current decreased and the interrupting time of ELB increased. When applied the A maker's ELB, the strength of arc current and interrupting time of ELB was 254 A and 245 ms respectively at 30 m interior wiring length. In 3 m interior wiring length, arc current and interrupting time was 716 A and 4.24 ms respectively. Arc energy was dependent on the magnitude of arc current and the interrupting time of ELB, the longer the interrupting time, arc energy increasing. In this paper, minimum arc energy was 277 J using C maker's ELB and 3 m interior wiring length(arc current 283 A, interrupting time of breaker 6.28 ms). Therefore in the residential environment, short circuit caused by defect of the interior wiring lead to electrical fire.

Bang, Myung-Seok ; Chung, Guang-Mo ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 43~49
In the design of high speed railway bridges is important a impact factor as a tool of assessing the dynamic capacitys of bridges. However, the impact factor(or dynamic amplification factor, DAF) of high speed railway bridges may essentially be changeable because the dynamic response is affected by the long train length(380 m), number of axles and high speed velocity(300 km/h)(Korea Train eXpress: KTX). Therefore, on this study will be examined the dynamic capacity and stability of the typical PSC Box Girder of high speed railway bridge. At first, the static/dynamic analysis is performed considering the axle load line of KTX based upon existing references. Additionally, the KTX moving load is transformed into the dynamic time series load for conducting various parameter studies like axle length, analytical time increment, velocity of KTX. The time history analysis is repeatedly performed to get maximum dynamic responce by varying axle load length, analytical time increment, velocity of KTX. The study shows that dynamic analysis has resonable results with optimal axle load length(0.6 m) and time increment(0.01 sec.) and maximum DAF and dynamic resonance happens at 270 km/h velocity of KTX.
Experimental Study for Development of the Steel-Concrete Composite Rigid-Frame Bridge Integrated with PS Bar
Ahn, Young-Soo ; Chung, Jee-Seung ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 50~61
In recent years, various research and developments to introduce composite bridges of new concept have been performed. The types of integral bridge and portal rigid frame bridge are having advantages in bridge maintenance and structural efficiency by eliminating expansion joints and bridge supports. However, the detail of typical girder-abutment connection has problems such as complexity of construction and increase of the construction cost. A new type of bridge, called prestress integral composite girder(PIC girder) bridge, is proposed in this study, which decreases the cost of construction and improves the efficiency of construction by simplifying the detail of construction for girder-abutment connection. PIC girder bridge has the connection detail in which the steel girder and the abutment are integrated by using the PS bar installed in the connection. In this study, finite element analysis and mock-up load test are conducted to evaluate the propriety of design, the effective of fabrication and structural safety for PIC girder bridge. The adequacy of the PIC giredr bridge is verified by the results of static/dynamic load test and finite element analyses.

Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 76~82
A diesel-Liquefied natural gas(LNG) combustion engine truck fleet demonstration project had been carried out and commercial expansion project was launched. The key issues of these projects are the safety of LNG fuel station and the reduction of natural gas relief. When LNG is fueled to LNG vehicles the heat is input in the LNG system. The LNG in the fueling system was boiled and the vapor of LNG is vented through the safety devices. The temperature of the vapor of LNG is
and density is heavier than air. It can be dispersed to downside of the fuel station. The safety evaluation is carried out using CFD program and risk assessment program for the vapor of LNG in the LNG vehicle fuel station. The hazards are identified and suggested the operation instruction to reduce the relief of LNG vapor.

Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 83~89
In order for start-up establishment to enter the business market, it has to get over the first mover advantage of the existing establishment. As a result, its working condition deteriorates and a great deal of occupational accidents take place. Based on 2009 standard, the occupational accident rate of start-up establishment is 1.28%, which is two times higher than existing establishment and the gap between manufacturing and service industry has been getting wide. For the characteristic of injured person in start-up establishment, it is showed that the occupancy rate of women and people with less than 30 age starting out in a career is high and the occupancy rate of occupational accident for holiday and night work is high. Therefore, the act for occupational accident prevention is needed in the early period of business and underprivileged group for occupational accident.

Lim, Hyeon-Kyo ; Lee, Seung-Hoon ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 90~95
To prevent similar accidents with the basis of industrial accidents already occurred in industrial plants, it would be possible only after true causes are grasped. Unfortunately, however, most accident investigation carried out with the basis of legal regulation failed to grasp them so that similar accidents have been repeated without cease. This research aimed to find out differences between results from conventional accident investigation and those from human error analysis, and to draw out effective and practical counter-plans against industrial accidents occurred repeatedly in an autoglass manufacturing company. As for analysis, about 110 accident cases that occurred for last 7 years were collected, and by adopting the Comprehensive Human Error Analysis Technique developed by the previous researchers, not direct causes but basic fundamental causes that might induce workers to human errors were sought. In consequence, the result showed that facility factors or environmental factors such as improper layout, mistakes in engineering design, and malfunction of interlock system were authentic major accident causes as opposed to managerial factors such as personal carelessness or failure to wearing personal protective equipments, and/or improper work methods.
A Psychophysical Approach on the Assessment of Lifting Loads
Park, Hyun Jin ; Ock, Minwoo ; Chang, Seong Rok ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 96~100
Low back pain (LBP) is a major issue in modern industrialized society which is mainly caused by manual material handling (MMH) tasks. The objective of this study was to provide scientific data for establishing work standard for Korean workers throughout the laboratory experiment including some specific lifting tasks. Thirty male college students were recruited as participants. The maximum voluntary contraction (MVC), recommended weight limit (RWL), and psychophysical safety weight using Borg's CR-10 scale were studied. Results showed that the RWL was 8.4% MVC higher than the proposed psychophysical safety weight. Based on this result, it is suggested that the NIOSH lifting equation (NLE) should not be directly applied to Korean without reasonable modifications. The ratio of psychophysical safety weight to MVC was ranged from 20.1 to 26.4%. It is expected that use of the methodology in this study may provide better expectation of the work ability of Korean for reducing lower back pains caused by MMH.
A Study on Musculoskeletal Disorders Symptoms and the Work Ability of Shipbuilding Workers
Kim, Tae-Hyeong ; Chang, Seong Rok ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 101~107
The statistics of industrial accident reported by ministry of Employment and Labor denoted a significant increase of musculoskeletal disorders(MSDs) after 1993, and showed the higher incident rate by 71.3% over the overall worker's disorders. Also, it was expected that Korean society will become the post-aged society in 2026 with 20.8% of elderly who is over 65 years old. The reports suggest possible problems caused by the older worker known to have reduced working ability than the young counterparts. On this basis, the goal of this study was to investigate the relationship between MSDs symptoms and work ability in the shipbuilding industry. To achieve this goal, this study distributed a questionnaire for total 1,244 shipbuilding employers, and used 910 employers' reports which revealed validity for this study. The questionnaire included the MSDs symptoms report developed by the Korean Occupational Safety and Health Association(KOSHA) and the work ability index(WAI) developed by Finnish Institute of Occupational Health(FIOH). Results showed no relationship between MSDs symptoms and age, years of work and exercise. Also, the work ability was increased until 44 years old, but it was decreased after that time because of the reduced physical capacity. Meanwhile, the years of work and exercise have positive correlation with work ability. However, the results revealed significant relationships between WAI and age, years of work, task characteristics and exercise. All together, the MSDs symptoms have a close relationship with the work ability in that the work ability of workers with the MSDs symptoms was reduced. This study may suggest the needs of more efforts and attention on the MSDs prevention to increase the work ability.

Rim, Cheoulwoong ; Cho, Jeongkwon ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 108~114
Traffic Accident Merging Index(TAMI) is developed for TMACS(Traffic Safety Information Management Complex System). TAMI is calculated by combining 'Severity Index' and 'Frequency'. This paper suggest the accurate TAMI prediction model by time series forecasting. Preventing the traffic accident by accurately predicting it in advance can greatly improve road traffic safety. Searches the model which minimizes the error of 230 local self-governing groups. TAMI of 2007~2009 years data predicts TAMI of 2010. And TAMI of 2010 compares an actual index and a prediction index. And the error is minimized the constant where selects. Exponential Smoothing model was selected. And smoothing constant was decided with 0.59. TAMI Forecasting model provides traffic next year safety information of the local government.

Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 115~120
In order to establish preventive maintenance standards through analysis & reliability prediction of about 60,000pcs of 20kindsof relays and contractors used for Seoul subway trains, several life prediction methodologies were applied. Firstly, Occurrence, Severity, Detection were defined and predicted by applying operation characteristic of EMU to the number of actions of relays & contactors which the manufacturers generally offer as the life cycle data. Secondly, failure distribution and average life of parts were analyzed through interpretation of field data based on a lot of experience which had built up in the field for a long time. Finally, using the 217PLUS standard as a reliability prediction program, comparative analysis of use reliability and inherent reliability was done through reliability prediction at the part level and system level.

Choi, Kyung-Im ; Kim, Tae-Ho ; Lee, Soo-Il ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 121~127
Vehicle Inspection System is to examine the condition of vehicle regularly at the national level to protect lives and properties of the people from traffic accidents due to vehicle's fault. However, the vehicle inspection method, criteria, period and effectiveness have become a controversial issue, because of examining safety management of vehicle by drivers regardless of regular vehicle inspection. Therefore, the aim of this study is to investigate vehicle inspection timeliness and risk level of inspection items through basic statistical survey and portfolio analysis. The results of the research through practical analysis are: (1) The inspection failure rates between 3 and 6 model year tend to increase. (2) The failure of inspection items for safety highly impacts on traffic accident rate in terms of accident risks. (3) According to the result of portfolio analysis, faulty items located 1st quadrant are riding device, driveline system, controlling device, steering actuator, and fuel system.

Lim, Joon-Bum ; Lee, Soo-Beom ; Sung, Jung-Gon ; Park, Jun-Tae ;
Journal of the Korean Society of Safety , volume 27, issue 4, 2012, Pages 128~133
This research has analyzed factors affecting customers' satisfaction when they use parking lots of big retailers so that, in case of constructing, operating or managing such retailers, proper measures can be come up with. The analysis has been implemented on the basis of survey, and influence factors including entry/exit lamp, parking cars' traffic flow, parking type, pedestrians' movement after parking and safety. Parking lot users' satisfaction has been analyzed by using the Structural Equation Modelling and, as a result of it, in case of a detached or single building, pedestrians' movement flow after parking contributed the most to the users' satisfaction, while, in case of multipurpose complex, parking cars' traffic flow has the most influential factor. It is interpreted that users of a single building put a bigger emphasis on entry to the shop and their way back to the parked area after their shopping while customers of multipurpose complex might have various purposes of visiting the place and there are relatively more cars so that they put more emphasis on traffic counterflow, other cars and pedestrians.
