Strategies for Advancement of response management system on marine pollution

The provability of major oil spill acidents around Korean coast is very high due to increase of sea traffic and decrease of quality of ships crews and increase of the old-ship. The Strategies of establishment of a advanced response management system against this mass pollution incident are as follows;. 1. Development of Regional Contingency Plan, which is scientifically illuminated, in order to implement the National Contingency Plan efficiently. 2. Early completion of a national response capability twenty thousand tons. 3. To strengthen training and exorcise specialized in the field of marine pollution response. 4. Establishment of a system of response cooperation among neighbor countries by promoting the NOWPAP tasks etc. The response policy in the 21th century should be concentrated to promote a practicle response capability through response operation scientifically specialized and internationalized by establishing the advanced response system early.
On Oil-Water Interface of Oil Layer Contained in Tandem Oil Fences

A panoramic-PIV technique is employed to characterize the travelling tip vortices and the profile of oil-water Interface in the tandem fence arrangement. Instantaneous as well as time-averaged velocity profiles of the water layer close to the interface were obtained to evaluate the possibility of measuring the shear stress distribution on oil-water interface. It was proven that the present technique could provide some qualify data precise enough to resolve detailed flow structures inside a shear layer formed on oil-water interface provided it is nearly stationary.
Initial and Near-field Dilution at the Ocean Outfall of Masan-Changwon Municipal Wastewater Treatment Plant(II)

The winter case of the near-field dilution at the Masan outfalls has been studied by field measurements and CORMIX model simulations. Dilution rates of the wastewater discharge in winter were obtained by a salinity deficit method using the field data observed in the neap tidal period of February, 1999. The observed dilution rates in winter season were found to be very high in the range of 90～130 due to the isopycnal mixing of ambient density compared with the summer range of 30～40 under weak neap tidal currents. The results of CORMIX model simulations also show that the winter dilution rates under a weak ambient current(Ua=6.0ms/s) were increased by 3-fold of the summer dilution rates. However, the difference between two seasons becomes small by 30% under a strong current(Ua=15.5cm/s). This result indicates that the dilution and hydrodynamic mixing process of the effluents are more influenced by ambient crossflow condition than by ambient density stratification at the outfalls site.
Analysis of requirements for Automatic Identification System

The more larger and heavier the ship, the more accidents happen in the ocean and coastal area. The IMO, IALA and ITU finalized the technical standardization process regrading performance standard and technical characteristic of Universal Ship-borne AIS. Korean government are going to setup AIS system in the coastal area in three years. To construct AIS service efficiently in Korean water, The authority should consider requirements about several things. This paper presents the consideration of our domestic AIS in view of investigation of international standard and requirements of ours.
The Estimation of Environmental Capacity in the Southern Coastal Area of Cheju Island using an Ecosystem Model

The field surveys and the seawater analyses were conducted over the southern waters of Cheju island every month from July 1997 to June 1988. The distributions of dissolved inorganic nitrogen(DIN), dissolved inorganic phosphorus(DIP), chemical oxygen demand(COD) and dissolved oxygen(DO) in the southern water area of Cheju island were simulated and reproduced by an ecosystem model. In order to estimate the environmental capacity of the southern coastal area of Cheju island, the simulations for predicting the situation of unfavorable environment in which marine water quality might not be satisfied with Korean standards were performed with an ecosystem model by controlling quantitatively the pollution loads of discharge sources including streams flowing into the sea. The more the loads of 4 major pollution sources flowing into model region increase, the more evident appear the increases of COD, DIN and DIP concentrations around the water areas adjacent to pollution sources. In case the pollution loads of all 4 discharge sources including streams become 3 times as high as the present loads, the concentration of DIN at near-shore waters appears to be increased to about 14.5mmol/m³(=0.20mg/ℓ) which is the third class criterion of Korean standards for marine water quality. In case of 10 times as high as the present loads, COD at near-shore waters appears to be increased to about 1.0mg/ℓ which is the first class criterion of Korean standards. In case of 20 times as high as the present loads, DIP at near-shore waters appears to be increased to about 0.50mmol/m³(=0.015mg/ℓ) which is the second class criterion of Korean standards.
The development of algae removal system to minimize the damage of algae bloom on freshwater

The study was performed to apply the algae removal system to coagulation-filtration process for minimize the damage to screen interruption of water treatment plants and died of fish by algae bloom on freshwater. Sample used Nokdong river water and Alkalinity, turbidity, chlorophyll-a and pH measured using Jar test and drum filter for coagulation-filtration process to determine optimum coagulation condition. A jar test apparatus and laboratory reactor were used in this study. The highest removal efficiency was observed when condition of flocculation time, coagulant dosage, drum filter rpm and chlorophyll-a concentration were to be 5min, 5mg/ℓ, 3rpm and 90㎍/ℓ, respectively. The average removal efficiencies measured of chlorophyll-a and turbidity using Alum were 50～60% and 30～50%, respectively. PAC was more effective than Alum in removal chlorophyll-a about 20%.
Development of a Towing Simulation System for the StrandedTankers

It is important that effective and rapid response should be taken in the initial stage of the tanker accidents. A towing simulation system is essential to train in-site salvors for tile effective response in the tanker accidents. Training this system will help the marine environment to be protected from the oil pollution which could be proceed further by the secondary accidents. It this study, the towing simulation system using the TIS(Towing vessel Information System) was established, and ground reaction force was calculated using the simplified methods. This system will be useful for evaluation of towing procedures of oil tankers in stranding.
