Put Abstract text here. Recently, the Korea industry need systems engineering technology more than yesterday. The systems engineering management function is needed to use the systems engineering engine process effectively. The systems engineering management function is overlapped a lot with project management function and has vague interface. The project management and systems engineering are two independent disciplines. So there are few references which address the scope and relationships clearly between systems engineering management and project management. This paper suggest the scope and relationships between systems engineering management and project management and revise the PMP and SEMP structure of Blanchard and Fabrycky. Followings are the key concept of this paper presenting. The project management(PM) composed of technical management and non-technical management. The technical management scope is same with systems engineering management. The non-technical management scope is composed of parts of enterprise support processes.
A Study on the Hazard Elements and Reduction for the Armored Wheeled Vehicle River Crossing Operation

The river crossing is a very challenging operational function for the ground wheeled vehicle. In this study, the typical hazardous elements were identified by analysing the functional flow of river crossing operation and the survey on the similar operational experiences in real fields. The identified hazardous elements were reviewed on the basis of ALARP concept and reduction approaches were recommended for limited cases.
A Systems Engineering Approach to Designing Continuous Casting System in Iron and Steel Making Plant

Recently, global market competition of iron and steel products is ever increasing due to over-supply from increased number of industries in rapidly growing countries, such as China, Brazil, and Indonesia. To occupy the big market, major industries are trying to develop high quality, high performance steel products via developing a new iron and steel making process. In other words, development of a new and innovative steel plant is a key to cope with the tough situation. Design and development for the life cycle of iron and steel making plant is very much complex and multi-disciplinary. In this paper, Plant Systems Engineering (PSE), a tailored SE process for industrial plant based on ISO/IEC 15288 is used for the design of Continuous Casting Process (CCP) Plant system. The CCP is a crucial process in steel making plant, whose design technology is occupied by the advanced foreign companies. For the sake of increasing engineering capability for the design of CCP, we applied PSE Process for the renovation of the existing CCP Process. Through the study, we were convinced that the applied method can be used for other plant systems, and SE is really the way of thinking, design, and development of modern complex and multi-disciplinary systems where high risk factors are present throughout the whole life cycle.
A Study on the application of Computerized Systems Engineering Tool to Support RAMS Activities for Light Rail Transit Project

There have been growing demand of Light Rail Transit(LRT) which have a lot of advantages such as construction costs lower than the recent subway, reduction of operational costs, availability of line planning, operation of railway non-beneficiary region, flexible operations of trains, unmanned operation and also have eco-friendly advantages, it is now becoming urban railway systems when environmental issues have been highlighted all over the world. Therefore, RAMS(Reliability, Availability, Maintainability, Safety) Process and activities for effective implementation of light rail transit projects have become a very important element, and also the utilization of computerized tools to perform these more systematically and productively is sought after these days. In this paper, we have presented a plan that can support the RAMS activities by utilizing the function of the computerized SE(Systems Engineering) tool(CORE
). Through support of the computerized SE tool, it would be possible more clear and efficient railway project execution.
A Study on the RAMS Activities and Practices for assuring Safety of the Centralized Traffic Control System of Urban Railway

The Centralized Traffic Control(CTC) System of Urban Railway is an element(subsystem) of the Urban Railway system to aim safety operation and efficient management of rolling stock in accordance with a train scheduling program in train operation ways. That's why the CTC System must be developed considering systematic and safety-guaranteed methods such as RAMS(Reliability, Availability, Maintainability, and Safety) refereed to IEC standards. The CTC System is consists of rolling stock, signaling, power supply, communication, and mechanical equipment and preforms control and remote monitoring functions. The technical activities considering safety process are very important at such an early stage of development in a railway project. Characteristics Analysis of Sustainable Manufacturing System and V&V Strategy

Manufacturing industry is one of the core sectors providing national competitiveness and economical impact Today's manufacturing industry is required to fulfill so called Sustainable Factory paradigm from the perspectives of environmental and social development. To cope with the requirements, researches for achieving sustainability in manufacturing system are actively carried out in the world from various perspectives. In this paper, we analyzed systemic characteristics of sustainable manufacturing system, and developed verification & validation strategy based on traceability between system requirement and functionality. The developed methods were applied to a European Project called the Foundation for the Sustainable Factory of the Future (FoFdation). Specifically, we analyzed and verified the deliverables of FoFdation by deriving systems architecture in terms of Component, Function, and Items. The results indicated that the FoFdation is pretty much compliant with the concept of Ubiquitous Factory, and can be used as an International Reference Model for the Smart Factoy, a world wide hot topic under the paradigm of IOT (Internet-Of-Things), if information processing part is supplemented.
An Effective Analysis and Management of Technical Risk to Turn-key based Plant Construction Contracts using Systems Engineering

In the bidding stage of turn-key based plant construction contracts, owners provide design and performance basis for contractors instead of giving design drawing. To win the bid for a plant construction, the contractors should be obliged to satisfy and ensure owners'requirements such as design and performance basis in a plant construction project, In other words, owners imposes technical risk of the design to the contractors by specifying responsibility for the analysis and verification of the plant construction. Thus, it is very important that contracters make accurate and realistic basic design plan in a short period of time. To deal with such a situation, we propose a systems engineering approach for the analysis and management of the technical risk. Specifically, we first: 1) Analyzes technical risk related with the plant design information for the bidders, followed by 2) Developing stakeholder requirements for the basic engineering design, and 3) System requirements for dealing with technical risk. Also, in this paper, we proposed converting method from MOE(Measure of Effectiveness) to MOP(Measure of Performance) in the risk analysis. To show the effectiveness of the proposed method, we carried out a case study.
A Process of the Technical Performance Management for A Space Launch Vehicle R&D Project

To enhance success probability of a system development project, its overall risk level should be minimized through systematically managing schedules, costs, and technical performances. However, Attempts to manage technical performance compared to numerous efforts to control costs and schedules in such projects are deficient. Particularly, a space launch vehicle, a large complex system, development project is much less likely to meet its technical performance objectives due to its technological difficulty, along with schedule delay and cost overrun. The technical performance management (TPM) is a method for tracking and managing technical progress in order to achieve technical performance targets within schedule and budget. In this paper, we investigate applications of the TPM in several space launch vehicle development projects. Then we propose and validate the TPM process to achieve a successful mission in such projects.
Systems Engineering Processes for KSLV-II Program

The Korea space launch vehicle-II (KSLV-II) program aims at developing a national launch vehicle system capable of launching 1.5 ton satellite into a sunsynchronous orbit. It is the succeeding program to the Naro launch vehicle program. The KSLV-II is a large-scale complex system which requires a systematic approach to all parts of the program. The KSLV-II program is currently developing a tailored systems engineering process for its need. It references practices and lessons learned from developing Naro launch vehicle. Standardized NASA processes and INCOSE processes were also referenced and compared during development of the process framework. This paper introduces the systems engineering processes developed for the KSLV-II program.
A Study on the Framework of Mission Assurance for SE

In recent years, the United States have been several major failures of launch. As a result of these failures, activity of mission assurance valued. Mission assurance is defined as the application of systems engineering process towards the goal of achieving mission success. Therefore, mission assurance perform independent technical assessments throughout the concept and requirements definition, design, development, production, test, deployment, and operations phases. Space system program was emphasized the importance of the system engineering for that required huge cost and long term development. For this reason, independent review and verification of mission assurance is essential. Mission assurance gives us confidence to proceed with launch and best opportunity for mission success. In this study, framework of mission assurance is proposed by foreign case analysis.
