The Problems of Legal Protection of Computer-related Intellectual Properties

This paper reviews the applicabilities and the problems of copyright law and patent law to the computer-related intellectual properties such as data bases and computer softwares, with special reference to the practices in the advanced countries like U.S., U.K., and Japan. It also discusses Japanese proposals of-the new computer program right law which has been based on entirely different concepts of new media. The author concludes that the legal protection devices of any individual countries should be considered in the context of the eventual international agreements.
Relational indexing: theory and practice

The intellectual organization of information for storage and retrieval is one of the problem areas of information science. But the most of the methods have been developed are based on the coordination of keywords by Boolean logic or traditional classification systems. It is necessary to include in indexing process not just concepts or keywords, but also to express explicitly the relationship between them. Farradane believed that such a system should be founded on the psychology of thinking and developed an outline structure for concept organization and a series of explicit relations. The system of relational operators provides nine symbols which enable the semantic relationship between any two concepts to be explicitly specified in a analet. With the addition of the permutations of such analets, formed according to simple rules, alphabetical arrangement of the first term provides a complete logical subject index. Relational indexing as the basis of an indexing language has the potential to offer improved retrieval performance.
An Investigation of Automatic Term Weighting Techniques

The present study has two main objectives. The first objective is to devise a new term weighting technique which can be used to weight the significance value of each word stem in a test collection of documents on the subject of "enteral hyperalimentation." The next objective is to evaluate retrieval performance of proposed term weighting technique, together with four other term weighting techniques, by conducting a set of experiments. The experimental results have shown that the performance of Sparck Jones's inverse document frequency weighting and the proposed term significance weighting techniques produced better recall and precision ratios than the other three complex weighting techniques.

A Study on Automatic Keyword Classification

In this paper, the automatic keyword classification which is one of the automatic construction methods of retrieval thesaurus is experimented to the Korean language on the basis that the use of retrieval thesaurus would increase the efficiency of information retrieval in the natural language retrieval system searching machine-readable data base. Furthermore, this paper proposes the application methods. In this experiment, the automatic keyword classification was based on the assumption that semantic relationships between terms can be found out by the statistical patterns of terms occurring in a text.

The aim of this paper is to explain the theoretical links between the demand for library service and important variables; also it comments on the basis for a theory of the motivations for information-seeking behaviour and suggests the value of an active approach to user studies in libraries and information centers.
A User Study on Characteristics of Bibliographic Materials

Since with the information explosion more and more bibliographic materials are continually being produced, the need for improvement of the design of bibliographic materials is urgent for quicker and easier use. One questionaire survey concerned with user preference on 7 Korean bibliographic materials was carried out and got the result that two of those 7 systems, Annual Index to Korean Periodicals, Theses for the Doctor's & Master's Degree in Korea are used most frequently and there are also lots of user discontent about currency, coverage, subject heading, layout and typography. The other study was an experimental searching on 4 Korean bibliographic materials to find out whose coding system is most efficient in information searching. According to the result all of those 4 bibliographic materials are very low in retrieval ratio and Annual Index to Korean Periodicals shows the lowest retrieval ratio. The conclusion suggests that deeper and wider investigation should be carried out as one of national projects for the most useful and efficient presentation of bibliographic materials.

Efficient information flow is the lifeblood of any business. So, Ssangyong research center designed computerized systems to provide computer-based services and name it STIS-I. But the service system is for the retrieval of document written in Alpha-Numeric letters So, the interal technical information written in Korean letters are neglected. But the failing to make use of this literature can result in costly duplication of research. Here are introduced the retrieval system of the internal technical information (STIS-II) by COHIRES (Conversational Hangeul Information Retrival System) which was put into operation 1983. Also the functions of the COHIRES are described.
