The purpose of this paper is to promote the effectiveness of information resources management in corporates or research centers. Every business needs to plan its strategy for the transition from doing business in an industrial economy to doing business in an information economy. Information and information technologies are integral to organizational mission and should play increasingly central role in strategic planning. The production, processing, and distribution of information resources is quickly becoming a major consumer good and an input in the production and decision making of all goods and services. Based upon the questionnaire survey and interview with information managers in information centers, this paper analyze several aspects, such as. the current sutuation, concept, elements and structure, techniques and training models of information resources management for corporates and research centers.
A Study on Utilization of Research Information Resources on Internet

Needs for up-to-date research information in various academic and research organizations are rapidly increasing in our country. It requires that researchers utilize worldwide information networks such as Internet to obtain recent information. In this study, various information searching tools and services available on Internet are investigated and information resources, especially scholarly resources, are explored using WAIS, WWW. Gopher, and OPACs. These information resources are analyzed to evaluate the value of Internet as a research network.
A Review of Access Conditions of the W3 and the Inline Image/Sound Processing of HTML Document for Utilizing of the Virtual Library

The information users of the middle of 1990s. who know the Internet as well as its useful information services, are now expecting the virtual library services. Especially the increasing demands on hypertext and hypermedia information in the internet settings have been centered on the W3 with the man-page information. In this manner, the paper describes the access methods with brief concepts of the W3 and explains URLs and HTML. It also gives the retrieval layouts of unformatted data including images and sounds and then provides the information sources and software of W3 Clients and Servers in order to catch up the most recently post version of W3.
A Study on the Issues and Problems of National Culture Information Network Construction

The purpose of this paper is to suggest issues and problems with a view to construct the national culture information network. Twenty-one culture and arts organizations are surveyed to analyze the characteristics of data format, management structure, operating systems, personnel aspect, and user's behavior patterns and needs.
Mathematical Properties of the Formulas Evaluating Boolean Operators in Information Retrieval

Boolean retrieval systems have been most widely used in the area of information retrieval due to easy implementation and efficient retrieval. Conventional Boolean retrieval systems. however, cannot rank retrieved documents in decreasing order of query-document similarities because they cannot compute similarity coefficients between queries and documents. Extended Boolean models such as fuzzy set. Waller-Kraft, Paice, P-Norm and Infinite-One have been developed to provide the document ranking facility. In extended Boolean models, the formulas evaluating Boolean operators AND and OR are an important component to affect the quality of document ranking. In this paper we present mathematical properties of the formulas, and analyse their effect on retrieval effectiveness. Our analyses show that P-Norm is the most suitable for achieving high retrieval effectiveness
A Study on the Evaluation of Newspaper Thesaurus

This study evaluates representability and comprehensivity of the Theasurus in theeconomics and industry fields of the "General Thesaurus of Newspaper Articles." The methodsused in the study were, first, indexing of the pages covering economics and industry articlesusing the Thesaurus and second, comparing the Thesaurus terms with the words collectedfrom the newspapers articles and glossaries. The study clarifies the following problems whichmight occur in the construction and use of newspaper thesaurus: specificity of the subjectconcepts, separation of component concept, preference relationship between descriptors andentry terms, the methods of recording of proper nouns and allocation of terms among thesubject areas concern.he subject areas concern.

A Critical Review of Online Search Strategy Models

This paper defines online search strategy as a global approach to the resolution of online searching. Five search strategy models including Brief Search. Building Blocks Strategies. Successive Facet Strategies, Successive Fractions Approach, and Citation Pearl Growing, are critically reviewed. Applicability and adaptability of each strategy are examined in the real concrete online searching environment.
