A Study on the Construction of National Cultural Information Network Model through Feasibility Analysis

As the importance of cultural information becomes greater than before, there are some needs for a new national economic paradigm in the knowledge based society. The purpose of this paper is to suggest guidelines for building up a national cultural information network model that enable to promote government's recognition and cultural policy. This research includes feasibility analysis of cultural policy perspective, current situations, and economic effect of cultural industry.
A Study on the Thesaurus Construction Using the Topic Map

The terminology management is absolutely necessary for maintaining the efficiency of thesaurus. This is because the creating, differentiating, disappearing, and other processes of the descriptor become accomplished dynamically, making effective management of thesaurus a very difficult task. Therefore, a device is required for accomplishing methods to construct and maintain the thesaurus. This study proposes the methods to construct the thesaurus management using the basic elements of a topic map which are topic, occurrence, and association. Second, the study proposes the methods to represent the basic and specific instances using the systematic mapping algorithm and merging algorithm. Also, using a hub document as a standard, this study gives the methods to expand and subsitute the descriptors using the topic type. The new method applying fixed concept for double layer management on terms is developed, too. The purpose of this method is to fix the conceptual term which represents independent concept of time and space, and to select the descriptor freely by external information circumstance.
An Analysis of the Current Management of University Archives in Korea

This study aims to investigate the current level of university archives management in Korea. After researching the actual condition of the management of the records in all universities in Korea, focusing on the institution and the operation, the inactiveness of the management was pointed out ; only 20% universities of all keep managing and utilizing the archives, and none has a plan for a special application of its archives.
A Study on the Library Anxiety

The study investigated the concept and symptoms of library anxiety, the relationship among the library anxiety, the research anxiety, and the information literacy, and the decrease of library anxiety through the review on literatures on the library anxiety of which the concept was first presented in 1986. The studies on the library anxiety till now had been focusing on the under graduate students and graduate students in America, so the study suggests the necessity of the study on the library anxiety and the development of library anxiety scale for the students' efficient use of the library in Korea.
A Study on the Citation Analysis of Scholarly Journal in the Field of Life Science

The purpose of this study is to analysis the type of cited materials, dependence ratio of foreign information of domestic researchers, and to predicts half-life of life science for the collection development of libraries and user friendly information services. The journal articles was extracted from five subjects-medical science, pharmacy, food science, agricultural science, microbiology. In result, it was found that it citing the scholarly journal most plentifully, and dependence ratio of foreign information of domestic researchers was high most the microbiology. And then, half-life of life science was found 8.98 in agricultural science, and 7.11 in food science, and 6.96 in pharmacy, and so on.
Implementing the Management Model of the Institutional Repositories for the Efficient Distribution Infrastructure of National Knowledge Focusing on the dCollection System

The purpose of the study is to implement the management model of the institutional repositories for the efficient distribution infrastructure of national knowledge focusing on the dCollection system which is operated by KERIS (service provider). In order to build the management model, the two steps were utilized. The first step is to investigate the checklists of repositories that are important factors for the successful repository implementation through literature review. On the other hand, the second one is to survey the current status of the sixteen domestic and foreign institutional repositories through interviews, surveys and email as well as the repository home pages and literature reviews. Through the two steps, the management model including six components such as content and librarian role was proposed. The proposed management model will be utilized to supply guides both to the universities which plan to build their institutional repositories and to the universities which try to promote the activities of their repositories.
A Study on the Satisfaction of User Groups of the Digital Library System

DLS(Digital Library System) have been established by Ministry of Education and Human Resources Development for providing the application services to each school library managers(teacher librarian) and front end users such as students and teachers. DLS's are separately operated by 15 major metropolitan or provincial office of education to cover all elementary, middle and high schools in Korea. There is a necessity which it will analyze the current status of DLS because it's system after starting a service 2 years passed. This study suggested to improvements strategies of DLS by survey from teacher librarian, subject teacher, students of 308 schools.
A Study on Economic Valuation Model of Special Libraries

This study aims to suggest a new approach to economic valuation of the special library, in response to the necessity of economic justification of the special library operated by firms and research institutes. Benefit measurement elements and analysis methods to be used in the study were derived through feasibility evaluation on models in previous studies, and objectivity and applicability were the criteria for feasibility evaluation. Depending on which type of resources are used in providing service, different benefit measurement elements and methods were applied. Based on this, calculation formula for service valuation of special library was presented. The development of analysis model for economic valuation of special library made it possible to objectively prove the value of the special library, and is considered to provide an opportunity to publicize the real value of the special library.
Study on Implementation of Rights Information System and its Use-process for Libraries' Digital Rights Management

In order to adapt the digital rights management community for the standardisation of expressing rights information in the libraries' content for the control of the rights of the digital works, it is necessary to establish rights information, that can build effective system of the distribution structure by the public ownership of the rights information and the interoperability of system. This research developed rights information constructing system in order to protect and enforce their rights over digital assets and embodied utilizing use-process of rights information.
What Factors Affect the Transition in Scholarly Communication?

This paper explains that socio-cultural contexts affect the transition in scholarly communication. Observing the process of introducing the open access model to the field of medicine in Korea, this paper found that the first, associations of medical societies considered a quality control system very important in the construction of an open access based fulltext DB, the second, there was an medical journal DB with a quality control procedure, and the third, many medical societies provided their journals fulltext to the public on their homepages. Consequently, this paper found that these factors had an effect on the process of transition in scholarly communication in the field of medicine in Korea.
A Study on the System Improvement of the National Assembly Record Management

The archive management system for the National Assembly is divided into two ways and propelled by each of them : one is providing the service for the recording purpose by the legislation data processing office and the other is the archiving service by the National Assembly Archives. In this context, a clear analysis is much required for the organization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being largely modified as the operation plan for the joint computerization center of the National Assembly came out. In relation to the data processing of the National Assembly, the Assembly has requested the research outsourcing to the Korean Research Institute of Electronic Government and had the four possible operation plan of the computerization center as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive system of the Assembly. The status of the National Assembly Archives is taken into consideration in finding out the solution for improving the data management system of the National Assembly.
A Study on Modelling Readability Formulas for Reading Instruction System

The purpose of this study is to determine factors affecting text difficulty and to model objective formulas which measure readability scores. Some readability-related factors such as total number of letters, total number of syllables, total number of unique syllables, total number of sentences and total number of paragraphs were found through correlation analysis. Some regression equations with these factors as their variables were produced through regression analysis. A model estimating readability score from total number of unique syllables was a good formula, while a model with two factors, total number of unique syllables and new syllable occurrence ratio, was a better enhanced one. The readability score represents detailed level so we can recommend students read texts corresponding to their reading levels.
A Study on Preservation Metadata for Digital Resources

The preservation metadata which is defined the property and history of changes must be describes logically and structurally for implementing long-term digital preservation. The preservation metadata makes the users to access and retrieve authentic digital resources and the managers of digital archives to manage and preserve more effectively the digital resources. his paper is review of recent developments relating to digital preservation metadata including the taxonomy of information object classes of Reference Model of OAIS and outlines some library-based projects. Next, the paper investigates how to develop and use the preservation metadata in university libraries and what is the core preservation metadata elements. Finally, the paper recommends the set of preservation metadata elements with broad applicability to digital preservation in university libraries.
Improving the Performance of SVM Text Categorization with Inter-document Similarities

The purpose of this paper is to explore the ways to improve the performance of SVM (Support Vector Machines) text classifier using inter-document similarities. SVMs are powerful machine learning systems, which are considered as the state-of-the-art technique for automatic document classification. In this paper text categorization via SVMs approach based on feature representation with document vectors is suggested. In this approach, document vectors instead of index terms are used as features, and vector similarities instead of term weights are used as feature values. Experiments show that SVM classifier with document vector features can improve the document classification performance. For the sake of run-time efficiency, two methods are developed: One is to select document vector features, and the other is to use category centroid vector features instead. Experiments on these two methods show that we can get improved performance with small vector feature set than the performance of conventional methods with index term features.
An Implementation of FRBR Model by Using Topic Maps

As FRBR defines structural framework based on ER modeling for bibliographic data elements, an effective tool is required to implement FRBR model. In this paper, we present the implementation of FRBR model based on Topic Maps. To show the effectiveness of Topic Maps as the implantation language of FRBR, we implement FRBR model of MyongSungHwangHu by means of Topic Maps. We can ascertain that topic-association of Topic Maps conceptually harmonize with entity-relation of FRBR, which means that Topic Maps is suitable for the implementation of FRBR model.
The Recent Trends of Open Access Movements and the Ways to Help the Cause by Academic Stakeholders

Open access movement supports the principle that the published output of scientific research should be available to everyone without charge. The term open access is used in the broad context of the wider movement. To achieve the objectives of open access to scholarly journal literature, BOAI(Budapest Open Access Initiative) recommends using two complementary strategies: 'self-archiving' in institutional/disciplinary repositories and 'open access journals.' This study introduces the strategies of open access movements and analyzes the ways to help the cause of open access by academic stakeholders(i.e., researchers, librarians, universities, publishers, foundations, learned societies, and government) from the perspective of two BOAI strategies.
A Study on the Development of Subject-Divisional Plan Model for the Efficient Reference Service of University Library

Second, the necessity of adopting subject divisional plan is to secure enough subject librarians and large space These necessities must be fulfilled prior to adopting the subject divisional plan. Third subject divisional plan model for efficient reference service of university library is 'wide-area subject divisional plan model'. 1) In the case of central library, the space model of wide-area subject divisional plan is programmed as undergraduate library for the undergraduate students. And each subject libraries is operated as research library for the professors and graduate students. 2) In central library, the collection model of wide-area subject divisional plan is practiced as offering reference and general education centered data for undergraduate students 'study. And each subject libraries is furnished with research papers, recent journals, and various major-related data. 3) The human resource model of wide-area subject divisional plan is applicated by arranging appropriate librarians at the right place. In the case of central library, the reference librarians and librarians who educate the users and take charge of function are set in to help undergraduate students with their study. Subject library needs to secure subject librarians, librarians who take charge of function, and graduate students who are related to the subject as student assistant. Then it is possible to discriminate reference service by subjects and users.
The Study on the Metadata Elements to Develop KORMARC Datafield for Archives

The study intended to develop KORMARC for archives in order to integrate archives with library materials. The results of the study can be summarized as follows; (1) 2 areas for conservation and physical description are added to the existing 7 areas of ISAD(G)2. The study has also proved that the existing 26 elements of ISAD(G)2 are not fully enough to satisfy the information demands' of institutions and its users as well. (2) For the use of domestic archives in particular, the study has added the description elements of archives that appeared in the Government Regulations of Office Management and those forms of documents that are specified by law for the sake of computerization. The study has added the possible release and grade, release dates, release range, conservation periods, conservation periods, conservation value, the status description of archives elements that are specified in Public Record Management Law. (3) The study has developed the following data fields to be added into KORMARC. 512 creation dates note, 555 finding aids note, 583 action note and 584 accumulation note. Also it reorganizes and adds the indicators of the 245 title statement, 300 physical description 306 playing time, 506 restriction on access note, 534 original version note, 535 location of originals/duplicates note, 540 terms governing use and reproduction notes, 541 immediate source of acquisition note, 545 biographical or historical note, 581 publication note, 850 holding institution data fields.
A Study on the Research Trends of Library & Information Science in Korea by analyzing Journal articles and the Cited Literatures

The purpose of this study is to investigate the research trends of library and information science in Korea by means of the subject analysis of the Korean journal articles published during the last sixty years and by means of the ciation analysis of the literatures cited in the journal articles. The results of this study are as follows. First, the subjects of the journal articles are difference from the articles by publication period. The core subjects of the research have been changed over the years. Second, the subjects of library and information science literatures in foreign languages cited in the journal articles are difference from the literatures by citation period and by literature age. Third, the subjects of other disciplinary literatures in foreign langauges cited in the journal articles is difference from the literatures by citation period and by literature age. Fourth, although the half-life of library and information science literatures cited in the journal articles is difference from the literatures by subject, the half-life of the literatures of this discipline is 10-year.
