An Evaluation of Natural-Ecological Function for Planning and Management on Forest

Many studies which assessed the function of forest are focused on usage of citizen, but studies which focused on natural-ecological function still lack. Hence, the purpose of this study is to select and apply the evaluation indicators on natural-ecological function of forest as a base research for sustainable planing and management. First, the 35 indicators were selected by the review of the internal and external 56 literature. The 12 indicators among those were reselected as natural-ecological indicator by the first survey and 7 indicators such as green area, connectivity etc. were determined through MCB analysis by the second survey. Also, the weights of 7 indicators for the functional evaluation were computed using AHP analysis by the third survey. As aresult of AHP analysis, the naturality was showed the highest indicator by 0.189, while the NDVI was evaluated the lowest indicator by 0.063. According to the result of evaluating the natural-ecological function on forest in Daegu which was selected as suitable study area, the natural-ecological functions around the Mt. Ap and Mt. Chengryong, top of Mt. Biseul had more than 85 scores, so those were assessed as an excellent area. On the other hand, the functions around the western area of Mt. Waryong and Mt. Macheon, the Mt. Daeni of Dalseong-Gun had less than 50 scores, which means that the area had to be controled by sustainable management. Therefore, we will be able to utilize the basic data for the preservation and management at urban and environmental planning through the results of this study.
Satisfaction Experienced in Urban Parks and Green Spaces according to Their Component and Arrangement - A Case Study on Tama Newtown, Japan -

Parks and green spaces have various functions for improving urban physical and social environments. Urban parks and green space planning have been applied in this study for the purpose of enhancing the urban environment. The most popular method for urban parks and green space planning is incrementing the quantity of parks and green spaces. However, it may not be possible to designate new parks and green spaces in a large city because of the difficulty of obtaining land. This study explores how urban parks and green space planning produces better quality urban environments without having to designate new parks and green spaces. The study evaluates existing parks and green spaces according to the satisfaction of the users. This evaluation could be a useful tool for those planning urban parks and green space systems. The study was performed in Tama Newtown, Japan, within two districts with two distinct characteristics of park systems: concentration and equality arrangement forms. For comparison, on-site questionnaires were used, with 319 residents in the area responding to the study. The data was collected and analyzed, using t-test, factor analysis, and multiple regression methods. The study found there was no difference in satisfaction factors be tween the two districts. However, differences were found within each of the districts, depending on parks and green space components. For example, the quality of green space was the most important factor for the district with a planned concentration arrangement form of parks and green spaces, but, separation of the pedestrian and vehicular systems was the most important factor in the district with a planned equality arrangement form of park system. Factors affecting the satisfaction of parks and green spaces that were common between the two sites were: accessibility, quality of park, quality of green space, and separation of pedestrian and vehicular traffics.
A Study on the Improvement of Legal Policies for Activating Public Open Space in Urban Environment Improving Project of Seoul City

The district units planning suggests not only detailed standards of building as parts of the whole plan in the district but also a guideline of the arrangement, shape and pavement of the public open space, in order to move away from the rigid image of an institution which causes the formal creation of it. This triggered various problems. While the basic plan for adjustment of urban environments(established in 2005) was being reorganized in order to reflect changed conditions of the city center, the sector of public open space was subdivided according to the guidelines of development by district. We conducted a comparative analysis of conditions before and after the adjustment, so as to examine whether or not the reorganized institution is effective for the plan of public open spaces. The analysis showed that there was no remarkable change between the basic plan and the reorganized institution in that items which were not any different from the existing building codes were established due to lack of guidelines related to public open space under the law of urban and residential environmental improvement. Low regulations should set up criteria for establishment from a concrete, effective microscopic aspect appropriate to the significance of public open space by the linking of public open space and the surrounding environment, whereas high regulations such as building codes should specify essential components.
An Institutional Approach for Application of the Contracting-out in City Parks - Focused on the Case Study of City Park Management of Seongnam City -

One of the most fundamental jobs of contemporary government is to look into various ways of providing its citizens with the best service work. This study aims to establish a procedure through which to consign the management of city parks to private companies, thus inviting participation and satisfaction on the part of citizens. In particular, this procedure includes creating a system of selecting private managing companies, for instance, specifying standards of selection and assembling selection committees. The results of this study can be summarized as follows. First, city parks can be managed better by private companies than by local governments in terms of cost cuts, personnel training, business efficiency, and know-how accumulation. The legal background for this is found in central and local legal articles. Second, it is recommended that the selection committee be composed of 6 to 9 members, both insiders and outsiders. In addition to selecting private managing companies for contracting-out, the committee should under take the role of consulting on how to perform and revise selecting standards, so that they can continue to improve these procedures. Third, the decision on private management should be noticed in advance and be made based on standards considering each local government's condition. These standards should consider the aspects of the public good, cost saving, quality of service, managing supervision, and citizen participation. The committee's assessment takes into account both the quality and the quantity of the standards. Fourth, the contracting-out for city park management should follow the order of: announcing consignment and receiving applicants, organizing selection committees and assessing applications, selecting and contracting, midterm evaluation, and re-announcement and re-consignment. To run city parks through the contracting-out is expected to increase the number of park visitors. Additionally, private consignment will involve a participation of diverse citizenship, thus playing an important role in city parks' building of a green-culture community.
A Study Identifying Improved Building Height Regulations for Managing Natural Landscape in Collective Facility Districts in and around National Parks

The objective of this study is to develop quantitative criteria for setting reasonable standards and regulations for building heights in collective facility districts inside national parks or those connected to their borders. Heights of all building sin collective facility districts were simulated in order to determine heights of ridge lines of sight passing the upper parts of buildings from a main view point. Where a facility's zone is located at the inside or boundary of inland mountainous national parks, and there are coastal type national parks with mountains in the background, the study recommended assigning the maximum allowable height of a building as 8.82m if national park authorities intend to preserve the ridges at three-tenths the height of a mountain. It amounts to 3 or 3.5 stories when it is converted into the number of floors. It is desirable to apply this standard to accommodations like a hotel except lodge or cottage as the maximum allowable height of a building. Nevertheless, when there aren't back mountainous areas among coastal-type national parks, there is a need for applying a separate standard. If an equal and uniform standard is applied to all collective facility districts, it becomes difficult to address local differences when managing landscape. There must be flexibility when applying a standard, depending on variables such as location of view points, differences in the methods of selection of view points, and differences in view angles, etc. Thus, there is a need for different landscape management strategies that address the unique natural environment of different zones.
Classification of Landscape Type on Land and Evaluation of Site-suitability Based on It

The purpose of this study is to find ways of evaluating the suitability of sites being considered for development of different types of parks in the vicinity of yangmock-myun kyoung buk, where a large project(as large as about14.0
) has been planned. The results are as follows. Three surveys for selecting the assessment indicators were performed.
The first survey analyzed the importance of 23 selected assessment indicators based on a review of existing literature review and an on-the-spot research.
The second survey selected assessment indicators for each park type.
The third survey computed additive values of selected assessment indicators by the park types. It used a method of standardizing the average importance of indicators by making their sum equal to 10. These additive values were then multiplied by each grade of indicators to make a final evaluation. An evaluation of the site-suitability of park types was performed twice. The purpose of the first evaluation was to figure out how much each type met the minimum requirements targeted for all landscape types. The minimum requirements were derived by using a relative comparison between the standard of value rating of the assessment indicators, which was over the medium magnitude on the importance analysis, and the result of field research. A second evaluation estimated the targeted sites that met the minimum requirements. Value ratings of second assessment indicators were quantitatively divided as 1 to 3 grade and the evaluation scores were added, giving an additive value for each assessment indicator. The evaluation score on each park type was rated on a scale of 1 to 3 according to their averages, (from lowest to highest). Since this evaluation model of the site suitability on park types only focused on the 'face' of space in this study, additional analysis is necessary for setting the evaluation model and incorporating the overall impact of space, network connection and other factors, considering 'spot', 'line' and 'face' aspects of space.
The Layer Standardization of Computerized Landscape Facility Drawings

As most landscape drawings tend to be recorded in electronic format, the need for layer standards is growing. While the categorization system of planting drawings has been progressing, landscape facility drawings are being delayed. So, the purpose of this study was to establish the categorization system of computerized landscape facility drawing documents. In the beginning of this study, it found that the layer categorization system of "The Standards of Construction CALS/EC computerized drawings v1. 1" and "The submit instructions of electronic design documents" are not suitable for the landscape facility drawings. 1,154 drawings drawn by 10 landscape architect offices were used to analyze the current layer categorization status. As a result, it found that "The Standards of Construction CALS/EC computerized drawings v1. 1" were not introduced in landscape facility drawings and 46% of layers were produced indefinitely. The new layer categorization system consisting of 15 facility items was drawn by applying the ISO construction information categorization system. The new layer categorization system is set on the basis of the legal code, landscape design standards, and design guidelines of public institutions. This new layer categorization system is expected to propagate at the landscape architect offices in the early.
A Study on the Identity of the Korean Landscape Architectural Award

This study aimed at the identity of the landscape architectural award, which is the highest authority award system in landscape architecture; the establishment of cooperation between the landscape architecture and urban public sector, which deals with infrastructure is significantly requested nowadays. The identity characteristic of a detailed concept which configures the sameness in the shape of inner self-cognition and individuality as external and correlative cognition are utilized as the research methodology, and the findings are summarized as follows. The Korean Landscape Architectural Award holds an internal value as the only award in landscape architecture that is granted municipalities and public agencies. However, when it is compared with several correlated award systems, the vulnerable sides such as short origin and partly limping in terms of sustainability, the possibilities of losing the interest in the public sector due to management's reform program and insufficient participants and responses regarding social authority have been found. In addition, according to the today's paradigm tha taims for green cities, the aspect that shares the large portion with the values set by detailed categories of city planning that enforces metropolis awards is also in the spotlight. Hence, the landscape architectural award should construct specialization and development strategies by strengthening the superiority compared with the city award in the field of city planning. In other words, the Ministry of Land, not limited to the systematic cooperation with various administrative areas will be strengthened and it will communicate with the aspect that reinforces characters as an academic and practical area that covers various districts and disciplines. Thus, the identity is directly connected to the landscape architectural award's competitive reinforcement as a detailed characteristic variously combined, and it requires huge interest and discussions regarding internal and external landscape architecture areas and the democratic public discussion process.
Types of Green Landscapes in a Suburban City Perceptions of Local Residents

The objective of this study is to classify the characteristics of green landscapes in suburban cities and identify methods for managing them. The study site is Matsudo city in the outskirts of Tokyo, Japan. All the greenery in Matsudo was categorized into different landscape patterns using spatial analysis and field surveys. Afterwards, assessments of green landscapes were conducted using questionnaire surveys and factor analyses. There are a variety of green landscapes in Matsudo, formed by a number of different reasons such as urban planning, topographical characters and socio-cultural environments. Twenty different green landscape patterns were identified in Matsudo. The survey concluded that green landscape patterns of parks and rivers in Urbanization Control Areas are more attractive than patterns of farmland or forest in residential areas. Three major factors influenced perceptions: legibility, intimacy and the locality on the landscape assessment. Urban farmland and urban forest are two characteristics of suburban cities, and these green landscapes relate to intimacy or localities in a regional image. Finally, based on the results of this study, some implications were discussed for a green master plan and green landscape management.
Evidence-based Field Research on Health Benefits of Urban Green Area

With increasing interest in health promotion and quality of life, growing attention has been focused on the beneficial effects of urban green area. However, very few evidence-based approaches have been conducted on the health-related benefits of urban greenery. Therefore, this study examined the health-related benefits of green areas using physiological and psychological indices to obtain evidence-based data on these benefits. Twenty male university students were selected as subjects. Data were collected when participants viewed landscapes in a green area or an urban area for fifteen minutes. This research was reviewed and approved by the Ethics Committee of School of Medicine, Chungnam National University. Physiological data in the green area revealed significantly decreased heart rates, significantly increased high-frequency value of heart rate variability, an index of parasympathetic activity, and reduced salivary cortisol concentration, a stress hormone, compared to the urban area. Psychological tests showed the green area significantly reduced the negative mood state and psychological symptoms, and significantly increased the positive mood state. Our data provided evidence for the health-related benefits of green areas, and the findings of this study support that green areas can play a critical role in health promotion for urban residents, by positively affecting autonomic nervous and endocrinal activities.
A Studies of Amendment a Standard of Estimated Unit Manpower and Material of Landscape Architectural Construction Work Classification

The standard unit manpower and material in landscape architectural construction was consist of a standard and universal work classification. However, these constructional methods have created a number of problems in utilizing and responding on a variety of recently-developed working methods such as new constructional skills and technologies. This research decided that presenting the amendments of work classification of a standard unit manpower and material in landscape architectural construction was very important, and investigated those work classifications which required these new amendments. First of all, assessment items were selected through the literature reviews and a preliminary survey. Then, these assessment items were surveyed to the total of 60 professional landscape architecture field. The results of this study were as follows; First, the utilization level of the a standard unit manpower and material in landscape architectural construction was highest in the area of work classification of planting unit manpower and material. Second, the work classifications that needed to be added were recognized as leveling the ground construction, landscape structure construction, paving construction, water facilities construction, and outdoor facilities construction. Third, in the field of the a standard unit manpower and material in landscape architectural construction, 66.7% of the respondents replied that some amendments were necessary, and those amendments needed work classifications were identified as work classification of planting unit manpower and material was gigantic plant, topiary tree, temporary planting, exchange dead tree, etc. In the area of digging out was gigantic plant and plastic tree were recognized. The survey respondents also answered that, in keeping and management work classifications some amendments in pruning waste were necessary, and in the fields of rubble masonry work classifications some improvements were required in rubble aperture planting unit manpower and material and sodding and herbaceous sowing was a realistic lawn size unit manpower and material was needed. Based on the results explained above, this study suggests that amendments for a standard unit manpower and material in landscape architectural construction are necessary, especially in the areas of planting size and quality of work classifications unit manpower and material and in the unit manpower and material that affects the quality of lands caping constructions.
A Study on the Capital City, Chang'an's(長安), Water System

The research described in this report was conducted to find out how elements of the natural environment contributed to the formation of Chang'an, how its water system reinforced its status as the capital city, and what role it took for its urban function based on studies of the canal constructions. During the period of Sui and Tang, Chang'an built a sophisticated water system using Qu(渠), the irrigation facilities. In the water system, hills are called Yuan(原), and rivers with the proper environment to be developed plan into urban infrastructure facilities for irrigation water, urban living water, the composition of garden-based facility, reservoirs, and others. They improve agricultural productivity and, consequently, increase the city's competitiveness as well as contributing to the urban infrastructure, serving as a convenient source and ensuring the quality of life was abundant. So, the urban effects of the water system have raised the capital's status. With the contribution of its pragmatic water system, Chang'an not only performed its urban function brilliantly, but also established itself more firmly as a capital city.
Effects of Types of Water Media and Concentration of Additives on Rooting and Survival of Ternstroemia japonica after Transplanting Cuttings

Cuttings based on water media are relatively low-cost and easy to manage compared to those based on soil media. Nevertheless, species that root out in water media are very few. Water-medium rooted cuttings are not widely used. In water media, the survival rate of cuttings is high, but in many cases, they only form callus while not rooting. If cuttings with callus formed in a water medium were to root and survive after being transplanted in soil, water-medium cuttings could be used as an important means of propagating landscape tree species. In this study, cuttings of Ternstroemia japonica having various reactions to water media were soaked in different types of water media. Their callus formation and rooting conditions were analyzed. The water-medium cutting swere then transplanted in soil, and conditions for their survival were examined. The study concluded: 1. Cuttings that only formed callus in water media were able to root and survive after being transplanted. 2. Cuttings with satisfactory callus formation showed more satisfactory survival conditions than those with unsatisfactory callus formation. 3. Cuttings rooted in water media showed a high survival rate of 96.6% after being transplanted. 4. Water-medium cutting of Ternstroemia japonica proved to be more effective in Late July or August than in late June. 5. Cuttings pre-treated in 50ppm-IBA for 24 hours showed better survival conditions than those that were not pre-treated inIBA. 6. Cuttings pre-treated in 50ppm-IBA for 24 hours and soaked in water media with 0.02% atonic, 0.02% polyoxin, and 0.01% polyoxin showed a rooting and survival rate of 80 to 85%. Regardless their low rooting rate, water-medium cuttings can show a high survival rate when these factors are considered: proper cutting time, plant hormone treatment, and types of water media. Accordingly, water-medium cuttings will emerge as major means of propagating landscape tree species that require small volumes of multi-species.
