The Insurance of Quality in Digital Aerial Photo Image

It is desirable to use a photogrammetric scanner to minimize the errors from the scanning procedure in case of building aerial photo image DB. The photogrammetric scanner, however, is highly expensive to have only limited number of scanners available, therefore the general-purpose scanners have been considered as an alternative. This study has mainly been focused to see the possibility of the general-purpose scanner to be used for scanning aerial photographs. For that, the analysis of the image coordinates were made as well as the accuracy evaluation of each phase. In addition to that, as the application of the orthophoto images has been increased, the magnitudes of the errors from the DEM generation and orthophoto projection were analyzed. Also, the calibration program was developed to verify the geometric distortion of the automatic scanner to contribute to enhance the quality of the aerial photo image DB.
The Characteristics of Various Deviation by Block Adjustment According to GCP Arrangement

In photogrammetry, the accuracy is analyzed by using the coordinate of the targeted position determined by the geometric principle, thus, the reliability depends on the accuracy of the coordinate of the targeted position. Thereby, geographic surveying is essential to perform such tasks, and it requires approximately
of total cost and times to produce a finalized map. The main purpose of this study is to determine the configuration of the disposition of minimum datum points and their configuration, which were determined by surveying values available through using the structure of block model based on the aerotriangulation. ortho projection image was produce and digital topographic map was achieved by the optima model(CASE7). We also performed comparative analysis about the result of local datum point and the accuracy of overlapping based on the surveying results. Consequently, it is possible to analyze the unknown position accurately with the optimal model., CASE 7, which is the minimum datum points configuration required to block adjustment. Furthermore, this optimal model, which provides the minimum datum points, results costs and time saving effects compared to the previous methodology.
Developing Operator and Algorithm for Road Automated Recognition

Recently, many studies extracting the geography information using digital aerial image have been implemented. But it is very difficult that automatically recognizing objects using edge detection method on the aerial image, and so that work have practiced manually or semi-automatically. Therefore, in this study, we have removed impedimental elements for recognition using the image which overlapped the significant information bands of brightness-sliced aerial images, then have developed the algorithm which can automatically recognize and extract road information and we will try to apply that method when we develope a system. For this, first of all, we have developed the 'template conformal-transformation moving operator' for automatically recognizing crosswalk area from crosswalk band image and the 'window normal search algorithm' which is able to track road area based on long-side length of crosswalk, so that we have proposed the method that can extract directly the road information from the aerial image.
A Study on Coordinate Determination of Territorial Sea Base Point by GPS Surveying

Territorial sea baseline is a borderline, with the effectuation of the United Nations Convention on the Law of the Sea of 1982, for the related sea zone negotiations with neighboring countries. Its position must be determined to international standard like WGS84 coordinate system. In this study, GPS survey for territorial sea points was performed to determine territorial baseline around five islands in the yellow sea, and the results of them were compared with previous coordinates. Territorial sea point, outermost spot of a nation's realm, tend to be placed in end up low-tide elevations or precipice. Therefore traditional surveying methods are hard to take accurate observations, so that GPS survey is most effective. Through the study, the scientific and reasonable methods for GPS surveying procedure is presented. The results of coordinate comparison show that there are wide difference between the old and new coordinates, and it is necessary for the whole area of islands to calculate displacements by GPS surveying.
Construction of The Land Price Information System for Land Information Systematization

The aim of this study is the process of developing the information system of individual announced land price that can efficiently manage the land price work, improve public reliability in services and establish systematization of the national land information. The system is adapted to the test area, as a result, it is concluded that can improve the efficiency of management and the accuracy and objectivity of land price. Thus users can easily use it without professional knowledge since it offer convenient user' environment. Furthermore, it can rapidly search character and classification of land, use-zoning, the present condition of land price and so on. And it can find out change of land price and user according to search of history.
Extracting DEM Using Kompsat Images

DEMs(digital elevation models) are generally used to automatically map the channel network and to delineate subbasins. At present, most DEM data are derived from three alternative sources which are ground survey, pphotogrammetric data capture and digitized cartographic data sources. The accuracy of a DEM is dependent on the spatial resolution, quality of the source data, collection and processing procedures, and digitizing systems. weather conditions and nature environment.etc provide us satellite image of the highest quality. However, Match in error of the auto generation DEM was severely affected by physical and environmental conditions at shooting time. This paper shows that real-time operation analysis of applied hydrology after extracting DEM Using a pair of Kompsat images.
Automatic Identification of Fiducial Marks Existing on Aerial Photographs

This paper proposes an approach of automatically identifying the center of fiducial marks using radiometric and geometric characteristics of those marks existing on aerial photographs. Candidate region surrounding a mark, based on radiometric strategy, is determined by producing a bi-level image and by applying morphological operations. Based on geometric strategy, the central location of a mark is determined by applying
filtering and symmetry-enhancement filtering, and by finding peak location of symmetry. Evaluation with respect to 66 cases of sub-images containing a fiducial mark showed that the central location of the mark is determined up to around one pixel difference whit it is compared to a manual inspection.
The design of 4s-van for GIS DB construction

We have developed the 45-Van system in order to maximize the interoperability of spatial data in 45(GNSS, SIIS, GIS, ITS) by sharing and providing spatial data of remote site. The 4S-Van system enables to acquisition and production of information for GIS database and the accurate position information by combining and connecting GPS/IMU, laser, CCD(charged-coupled device) image, and wireless telecommunication technology. That is, 4S-Van system measures its position and attitude using integrated GPS/IMU and takes two photographs of the front scene by two CCD cameras, analyzes position of objects by space intersection method, and constructs database that has compatibility with existing vector database system. Furthermore, infrared camera and wireless communication technique can be applied to the 4S-Van for a variety of applications. In this paper, we discuss the design and functions of 4S-Van that is equipped with GPS, CCD camera, and IMU.
A Study on prioroty estimation of GIS cost Using Analystic Hierarchy Process(AHP)

In 1995 of May, the Ministry of Construction and Transportation (NOCT) developed the First Nation-wide Master Plan of GIS. It is set up in response to an increasing and various demands on spatial informations. Until now, a set of diverse projects related to spatial information have been proposed and executed. However, cost-benefit analysis of investment and decision making for alternatives have not been carried out appropriately because scientific evaluations for obtaining efficiency and economical validity of investment have been deficient. Optimum decision making for projects based on itemized priority order using effect or cost of proposed alternative plan is a fundamental expedient for demonstration of propriety of projects and enhancement of efficiency of investment. From such understanding, this paper applied the analytic hierarchy process (AHP) technique to the cost required to construct a GIS so that analyze the weight of each cost factor.
Comparison of Areal Accuracy in Cadastral Uncoincidence using the RTK-GPS

The cadastral surveying is essential for the effective management of a country, the D/B building of NGIS. Many of GPS applications require a positioning accuracy of several centimeters for rover in real-times. But, to achieve higher positioning accuracies in real-time, the double differencing technique should be implemented using carrier phase data. Corrected observations at the reference station can be transmitted and used to form double difference observations at the rover using a data link. In this study, the area accuracy of cadastral survey using the RTK GPS will be assessed, and will produce area of parcel of land. As the result of comparison among area by TS, planer surveying and RTK GPS. parcels-register for site is analyzed by this data. The results show that mean error of area calculated min.
and RMSE calculated min.
A Study on geometric correction using GCP

The mainly used technique to rectify satellite images with distortion is to develop a mathematical relationship between the pixel coordinates on the image and the corresponding points on the ground. By defining the relationship between two coordinate systems, a polynomial model is designed and various linear transformations are used. These GCP based geometric correction has performed overall plane to plane mapping. In the overall plane mapping, overall structure of a scene is considered, but local variation is discarded. The highly variant height of region is resampled with distortion in the rectified image. To solve this problem, this paper proposed the TIN-based rectification on a satellite image. The TIN based rectification is good to correct local distortion, but insufficient to reflect overall structure of one scene. So, this paper shows the experimental result and the analysis of each rectification model. It also describes the relationship GCP distribution and rectification model. We can choose a geometric correction model as the structural characteristic of a satellite image and the acquired GCP distribution.
Natural Eco-Information Management System Using GIS in Kang-Wha

This study is aimed to build an effective information management system for natural ecosystem in local Kang-wha area. We analyze the management strategies for the information related to environment ecosystem and natural ecosystem. A prototype is applied to equip search functions for related-agency information, natural environmental information, spatial information, and ecosystem information. It is also capable of editing the information for related-agency information and natural environmental information. Developed various for future study, a prototype of natural eco-information management system will be operated, which discovers and selves potential problems. It is, in turn, utilited for environmental management system of water quality, air quality and waste management. As the final goal, it is expected to build a total environment information management system by integrating those different environmental information systems.
