Hong, Sang-Ki ; Shin, Dong-Bin ; Ahn, Jong-Wook ;
Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 3~12
Facilities Management(FM) System is widely spread GIS applications introduced in local governments. Over the last few years many local governments in Korea have developed facilities management systems, especially for underground facilities(drinking water and sewerage) and road management systems. The concept of Standardized Facilities Management Software(SFMS) was developed to minimize the duplication of efforts in local governments. Recently local governments try to change their direction to Urban Information Systems(UIS) which can comprehensively manage their information project carried out by each sector. Therefore this study suggests a method for introducing a Standardized Facilities Management Software to help constructing urban information system. This method is expected to prevent double investment, reduce project time, minimize the risk of project failure, and activate information projects.

Landuse information is used to plan land use, urban and environmental management as base data. And, demand for landuse information is rising due to ecological consideration. But existing method to extract landuse information from aerial photographs or field survey is consume a lot of time and cost. In urban area where the pattern of landuse is densely aggregated, a landuse information needs to be classified in detail for urban planning and management. Therefore this study aims to examine the method to extract landuse information in detail from 1:1,000 digital topographic data. For the purpose, the method was applied to a part of metropolitan Seoul. The results of study shows that extraction of landuse information except forest area is possible. Forest area is needed to describe smaller spatial unit. For the future, the method of describing forest area is improved it will be effectively applicable for the city maintenance.

Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 23~31
Cadastral surveying is related to demarcating legal boundaries and areas for the sake of registering a properly on cadastral records or restoring registered boundaries on the ground. It is composed of control surveying (cadastral triangulation and supplementary control surveying) and detail surveying. Detail surveying is classified into plane table surveying by graphical cadastral map and numerical surveying by boundary point coordinates. In this study we compared the accuracy of plane table surveying with numerical surveying using Parcel Based Land Information System(PBLIS) data constructed by the cadastral map digitalization business. In conclusion the result by numerical surveying was analyzed as more accurate than the result of plane table surveying, as Root Mean Square Errors(RMSE) of graphical cadastral surveying is 0.766m and that of numerical cadastral surveying using Total Station(T/S) is 0.683m. Therefore, PBLIS data is expected to be used for surveying legal boundaries and areas in the near future.
The Overview Standard of Land Suitability Assesment (Assesment System II)
Jung, Young-Dong ; Cho, Gyu-Jang ;
Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 33~41
Land Suitability Assessment System(LSAS) that was introduced to prevent unplanned development of the nation is divided by Assessment System I and II. Assessment System II can regulate the land use on the development that was defined in the 'National Land Planning and Use Act'. With it, Property right can be limited in the development of private sector and this lure the investor to fabricate the result of land suitability assessment. Because of it, if we can't prepare the overview standard, we couldn't accomplish our purpose that unplanned development prevention and efficient land use. With the suggestion of overview standard for the each factor used in LSAS and the analysis result of it, we presented ways to efficient support and the fixations of LSAS.
A Study on the Appropriateness in Applying the Trip Distribution Model - in Kwangju City -
Hwang, Eui-Jin ;
Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 43~50
This study has an object of searching for appropriateness in applying the trip distribution model by studying the changes of the character of parameter which the model contains and by analyzing and evaluating trip distribution technique out of few steps of pre-estimate technique for the traffic demand through computer simulation centering around Kwangju. Method of this study is investigating the basic theory for trip distribution model and with this grounding, I rearranged it as research data for trip distribution model compatible for Kwangju, using data such as research data on actual state, the statistics annual report and basic plan for traffic full equipment of Kwangju. So, The most stable measure of the type of trip distribution of Kwangju city was produced in Fratar and Detroit model, however, gravity model has a little bit low reliance in sharing of estimation and actual survey although it is astringent in short period.

Seo, Jeong-Hoon ; Seo, Dong-Ju ; Lee, Jong-Chool ; Lee, Sung-Rock ;
Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 51~59
In the study, there has been a sharp upward trend in road maintenance cost as the expansion of road networks increases. Running a pavement management system(PMS) is indispensable for efficient and scientific maintenance of the whole road networks with limited maintenance budgets. With a PMS, a maintenance plan should be drawn up after surface conditions are precisely examined and analyzed. The majority of the present PMSs are run by the fact that experts first examine surface conditions on sites, and then enter results into systems. However, considering the actual circumstances of the present time and the increase in paved road hereafter, it is inefficient that experts examine the whole paved roads in person and long-lasting PMSs can not be kept up. As a result, after analyzing the accuracy of 3-D coordinates representing road surfaces that was decided using multi orientation and digital photogrammetry, the average of standard errors turned out to be 0.0427m on the X-axis, 0.0527m on the Y-axis and 0.1539m on the Z-axis. It was found to be good enough to be put to practical use for maps drawn on scales below 1 :1000, which are being currently made and used within the country, and GIS data.

Satellite and aerial images are effectively used to monitor ecological and environmental situation. More and more officials in the Ministry of Environment thus need to utilize these image data for various administrative affairs. However, it is difficult not only to deliver to the officials these image data mostly of large capacity through network but also for them to actively use the delivered data without specialized knowledge in remote sensing and image processing. Therefore, we established a large rapacity image data service system employing image compressive transmission and web-based image processing techniques. This system allows the officials to rapidly access all the associated image data and conveniently utilize the data using various functions implemented for remote sensing, image processing, GIS operations. Consequently, this system have been actively utilized for the decision making processes of the officials and hence accomplished a great reduction in the resources required for the data analysis for various administrative affairs.

Since 1995, One of the NGIS(National Geographic Information System) projects, the underground utilities project, has been finished in 2003. The 19 cities in korea for this project will use underground utilities management system using underground utilities database focusing on water and sewage system. However, special expert, technical and experience problem in computer environment has not been had in working department for water and sewage management and maintenance for each local government. The management and maintenance by underground utilities database by manual method is getting lowered a data qualify of underground utilities database because of the data omitting, error in writing and securing of the lasted database. Therefore, in this study, Application test for field workers using a mobile tool and environment analysis of wireless communication in Korea and application test of GPS receiver for mobile tools had been processed and made a mobile working environment. The efficient management and maintenance method for underground utilities database has been developed an off-line method for modification and update of database about general work which has a high working frequency because of the limitation of wireless communication environment. Also, the emergency working has been applied for on-line method.

Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 79~89
Despite of a huge amount of GIS data were distributed in the private sectors, they were gradually decayed due to lack of the legal preparation or civilian data distribution channels. In order to solve these problems this study was mainly focused on the civilian GIS data distribution and demonstrated a proposed direction through the requested questionnaire and analysis of the civilian enterprises and public sectors for the favorable civilian GIS distribution flow. The implementation of the civilian GIS data distribution center(provisional name) was proposed fir the civilian GIS distribution flow because of the fact that civilian sectors were seriously requested to build and to operate the civilian GIS distribution organization through the result of the requested questionnaire. The requested questionnaire items were selected as the civilian enterprises distribution, data implementation and management, low and regulations, NGIS distribution network business, and civilian GIS distribution renter build to activate and to participate civilian GIS distribution. Therefore, three implementation models and three implementation operation were proposed to guide a roll of the civilian GIS data distribution center and the distribution boundaries.

Choi, Seung-Pil ; Park, Jong-Sun ; Choi, Chul-Soon ;
Journal of Korean Society for Geospatial Information System, volume 12, issue 3, 2004, Pages 91~97
As for the former analogue method of photogrammetry, We have obtained final digital drawing by creating the stereo model from overlapped images through orientation process using plotting instrument and processing restitution procedure. However, digital photogrammetry batch processes such using small computer system thus We make an attempt automatization of the procedures. And without the production of stereo model, We could obtain 3D digital data through analysis method. Therefore, an objective of this study was to implement a surveying system that could 3D surveying positions using the digital image to reduce limitations of control point surveying and photographing conditions more efficiently to produce digital drawing. By the result, photogrammetry can practice and make out digital drawing to a computer by digital camera of a comparative low-cost. Small scale area can become practical use to drawing production etc. for facilities management because area can make out digital drawing economically than general surveying.
