Mapping of Drought Index Using Satellite Imagery

It is necessary to manage water resources in rural areas in order to achieve proper development of new water resources, sustainable usage and reasonable distribution. This paper aims to analyze multi-temporal Landsat-7 ETM+data for soil moisture that is essential for crops in Ahnsung area. The ETM data was also fused with KOMPSAT-1 images in order to be used as backdrop watershed maps at first. Multi-temporal Images showed also the characteristics of soil moisture distribution. Images taken in April showed that rice paddy had as low reflectance as artificial features. Compared with April scenes, those taken in Hay and June showed wetness index increased in the rice paddies. The mountainous areas have almost constant moisture index, so the difference between the dates was very low while reservoirs and livers had dramatic changes. We can calculate total potential areas of distribution of moisture content within the basin and estimate the areas being sensitive to drought. Finally we can point out the sites of small rice paddies lack of water and visualize their distribution within the same basin. It can be said that multi-temporal Landsat-7 ETM+ and KOMPSAT data can be used to show broad drought with quick and simple analysis. Drought sensitiveness maps may enable the decision makers on rural water to evaluate the risk of drought and to measure mitigation, accompanied with proper data on the hydrological and climatic drought.
Development of Soil Analysis System for Land Readjustment Using GIS

It has been a common practice to use manually processed soil maps in planning of land readjustment. This study is intended to develop a geographic information system for computerized processing of soil maps. The pilot region of land readjustment for this study was set at a mountain area with diverse formation of soil. Cadastral maps were employed for the basis map, and the main map was prepared using the information obtained from in-situ soil survey and laboratory tests. The detailed soil maps were drawn using the geographic information system, and analyzed and compared with manually processed maps. The soil maps, in conjunction with a computer program of land readjustment design, can be applied in estimation of soil works appropriate for the given soil condition, and also in selecting the efficient construction equipments.
Development of Web-GIS Pilot System for Supporting the Management of River Improvement Works

Annually repeated flood damage is bringing about the rapid increasement of the loss of human lives and properly, and the enormous social cost for the restoration work is required. The annual amount of flood damage caused by the abnormal climate is reached about 1% of GDP, so more effective management of the flood control operation is needed to prevent the repetitive flood occurred same region. Also, the systematic planning and management or river improvement works are keenly required for the more effective execution of government working budget that expense to recover or to prevent the flood damage. The several organizations of government - Ministry of Construction & Transportation, Ministry of Government Administration and Home Affair, Ministry of Agriculture and Forestry, Ministry of Environment, Ministry of Science & Technology, Korea Meteorological Adminstration and so on - are promoting the flood prevention operations, but those promotion system makes it difficult to maintain the consistency of works. In this study, we try to develop the Web-GIS system prototype that will be able to effectively manage the nationwide river improvement works and to establish a framework that will be able to maintain the consistency of river improvement works. To achieve the study goals, we analysed current system of flood prevention operations, gathered related documents, had interviews with many government employees, and developed the Web-GIS system prototype.
3-Dimensional Terrain Model of Ruins Distribution Using GIS

Recently, as a part of NGIS project, cultural-assets digital map is produced by cultural properties administration and local autonomous entities. Cultural-assets unified GIS(Geographic Information System) is essential to cultural properties managers md other organizations which are executing land related business for appling it at planning stage. With explosive national land developments, it has been obligated to implement surface survey by the cultural properties protection Art. In this paper, the authors used the district of Sachon city and made 3D terrain model using digital map which is made of 1/5000 stale. Moreover, the authors improved to RDBMS(Relational Database Management System) structure and remodeled the existing DB design in detail, and also tried recovery of past sea level, based on researches about the water level of southern area. By recover past sea level. the shell mound, apart from lever is actually near lever at past, and it make sure its nature. The authors suggested to realize shape and kind of remains which have 3D information of accuracy and actualization from surface-surveying to excavation.
Dynamic Behavior Character of Vessel Using DGPS and Motion Sensor

Multibeam Echosounder system is the latest technology of a hydrographic survey utilized in producing an electronic nautical chart, obtaining a DEM with high precision, making a moving image by Swath surveying a wide area. As a fundamental study for improving the precision of MBES, we compared and analyzed measurements of DGPS and Motion sensor, and studied for the dynamic characteristics of vessel's movements. DGPS was installed in front and in the rear and on both side or the vessel and surveyed. The receiving precision of surveyed GPS results was obtained to the satisfactory extent that was possible to valuate the accuracy of Motion sensor as 0.0016
of the roll value and 0.0009
of the pitch value. The relationship between the values of heading, pitch, and roll in Motion sensor and the data of DGPS was proportional correlation. In addition, it is considered that deviations by elements like rapid turning and vibration of the vessel will be occurred, although the correlation of each deviation according to each amount or change is proportional. It is suitable that GPS installs in the central line of the vessel that is less affected than other places by waving because the amount of change in the tide level obtained from GPS survey and the value of heave are similar with the values taken by Motion sensor, and the velocity of GPS is different from installed places. The accuracy of the final result from MBES could be affected by the values of gyro and Motion sensor inputted to MBES processor because there were intervals of 15s and 13s of receiving time in gyro and Motion sensor respectively compared with the real-time measurements of DGPS.
Development of the Integrated Management System of the Control Points

Control stations managed by national and local governmes are associated with other survey work and constructing geography information and they are important assets in the national level as the positional standard of the country. Since these control points are managed as some type of register and the control points could not be easily updated due to the loss of control stations from construction work or urban development. Therefore, the users could not understand the present situation of the changed control stations. In this background, the aim of this study was to develop control station management system which the managers can use to efficiently maintain control points and to support the usage of the survey control points. For developing this system, we have designed input, update, network, analysis and statistic functions, and have constructed the system using Mapobject as main engine with other languages such as Visual C++ and Visual Basic. The graphic data used in this system are 1/5,000 digital map and digital cadastral map, and the attribute data of each control station are point name, map tile name, longitude and latitude coordinates, TM coordinates, surveying data with the format of year-month-day and control situation photos and so on. In the result of constructing this control station management system, we could achieve integrated management of graphic, attribute and positioning information of each control station.
Development of a GPS/GIS based Real-time Congestion Index for Traffic Information

Congestion index is needed for quantifying congestion level for various areas. So far, the index has been calculated based on multiple vehicle data for specified time interval. Such being the case, it was costly to build it and the usage of it was focused on policy development and evaluation rather than on traffic information provision. This study focuses on a development on a single vehicle based congestion index which can be a representative value for link congestion level and link speed information at the same time for dual purposes of traditional usages and information provision. A new term has been added for representing real time based arterial congestion level and it has been verified on a real time basis. The index was based on single vehicle GPS data and seemed to be cost effective in deriving the index. With the help of the index, the traffic information contents can be diversified in a constructive way in providing real time traffic information for ITS area and in using congestion level determination for traditional transportation areas.
Automatic Extraction of 3-Dimensional Road Information Using Road Pavement Markings

In this paper, we suggest an automatic technique to obtain 3-D road information in complex urban areas using road pavement markings. This method is composed of following three main steps. The first step is extracting the pavement markings from aerial images, the second one is matching the same pavement markings in two aerial images, and the last one is obtaining the 3-D coordinates of those using EOP(exterior orientation parameters) of aerial images. Here, we focus on the first and second step because the last step can be performed by using the well hewn collinearity condition equation. We used geometric properties and spatial relationships of the pavement markings to extract the lane line markings on the images and extracted arrow lane markings additionally using template matching. And then, we obtained 3-D coordinates of the road using relational matching for the pavement markings. In order to evaluate the accuracy of extraction, we did a visual inspection and compared the result of this technique with those measured by digital photogrammetric system.
Construction of the Facilities Management System by Video Structuring

By the expanding of infrastructure caused by urbanization, new technologies are required to manage various kinds of facilities. GIS has been appraised as valuable technology for facilities management since the 1990s. Therefore, the long and mid term GIS construction plan has been established by the national government and the local government. Some facilities management systems have been built and developed for suppling user-friendly functions. From this point of view, the information system based on the video sequences is considered a more effective way to improve the defects of conventional GIS using the digital map or the image as the base map. Using the video sequences as a base map, the availability of the system ill be increased because the real world information can be furnished to the users. In this study, through the connection between the GIS data, the digital map and the attribute data, and the video sequences taken from the airship using the video geo-referencing and the object tracking, we developed the facilities management system as a prototype which can effectively manage the road utilities. We also presented potentialities of the suggested system for facility management based on the video sequences.
Evaluation of GIS-based Soil Erosion Amount with Turbid Water Data

Because geological types and land cover conditions of Imha basin have a very weak characteristics to soil erosion, most soil particles (low into river and bring about high density turbidity in Imha reservoir when it rains a lot. This study used GIS-based RUSLE model and analyzed soil erosion to make basic data for the countermeasures of turbidity reduction in Imha reservoir. Total soil erosion amounts was evaluated as 5,782,829 ton/yr using rainfall data(2003) and especially Dongbu-basin was extracted as most source area or soil erosion among Imha sub-basin. Also it was evaluated that soil erosion amount by RUSLE model was suitable by applying turbidity survey data.
