In this paper, We shed light on radio spectrum policy and strategic planning of the United States of America and draw some conclusions. First of all, as the radio technology evolves with time, paradigm shift from command & control to market-based approach and spectrum commons is reviewed. Strategic spectrum planning of USA is also analyzed and some suggestions are drawn. In particular, USA plan for developing dynamic spectrum access(DSA) technologies and implementation of the test-bed for the DSA spectrum sharing is discussed, which improves the spectral utilization. Finally We deal with spectrum re-farming issue for mobile broadband and implicative points based on the National Broadband Plan.
A Study on Spectrum Policy and Usage Strategies in Japan

Recently, the Ministry of Internal Affairs and Communications(MIC) of Japan announced the policies for effective use of spectrum in the 2010s based on the developments of spectrum usage technology, at the same time resolving the social issues in Japan. In Aug. 2010, the establishment of "special white space areas" was suggested to promote the systematization of white space, and a prior model for actualizing the suggestion was published. Also, Action Plan for the frequency reorganization toward building wireless broadband. This paper investigates the future image of the services and systems in the 2010s and surveys the background of the implementing radio wave policy, the major strategy and the policy directions published by MIC of Japan. The contents suggested by this paper contribute to formulating domestic spectrum policies and to promoting the usage and application of spectrum.
Policy Study on Efficient Aeronautical Frequency Band Allotment and Management in the Congested Air Traffic Environments

Aeronautical frequency band is to be internationally protected for aviation safety. Recently, with a rapid growth of an international air traffic, aeronautical frequency band is getting saturated, and thus may causes the interference in the congested frequency band. In this paper, an efficient aeronautical frequency allotment and management policies are proposed for resolving the existing problems in the aeronautical frequency band. The key activities include the review of the aeronautical frequency management and interference mitigation policies in a few important foreign countries such as United States and Japan. This policy study will be contributed for the future air safety in the aeronautical frequency management point of view.
Refarming Plans and Radio Waves Law Improvements for Efficient Use of Spectrum

In this paper, we present refarming plans and discuss about Radio Waves Law improvements to promote the efficient use of the 1.8 GHz(3GPP band 3) which is emerging as the best prime band for LTE-FDD service. We think it is important to make use of the entire band for mobile use in accordance with contiguity requirement, especially for LTE such as European countries, which is currently separated between different uses. We present two options with illustrative examples to enable that objective. And we identify several provisions in the Radio Waves Law expected to cause controversy when activates one between two options as the policy, and discuss improvements of those.
Spectrum Requirements Prediction for WLAN Considering Frequency Interference

Owing to the proliferation of smart phone users, a proactive spectrum policy is needed in order to deal with increasing data traffic. Therefore, the prediction of frequency requirements for future wireless local area network (WLAN) as well as a licensed cellular communication is necessary. In this paper, we proposed a new prediction method for WLAN spectrum requirements. This method includes both a traditional prediction method and an offloading percentage from cellular network, Also, it can consider a frequency interference between access points using a statistical approach. Based on these approaches, we can predict the spectrum requirements of future domestic WLAN services considering the frequency interference. Finally, we suggest the spectrum policy for WLAN which can prevent spectrum shortage of future WLAN services.
Evaluation and Promotion Policy for Promising Business Models Based on TV White Space

To fully utilize scarce spectrum resource, it's necessary to develop and evaluate promising business models prior to making technology R&D plan and industrial promotion policy. The purpose of this paper is to design potential business models, evaluate the propriety of commercializing the models, and discuss promotion policies after exploring promising sectors consuming spectrum resources. The research is based on TV white space, which is vacant TV channels in region or time domain and considered as core spectrum resource along with digital terrestrial television switchover. As the result, four kinds of business models were derived, including broadcasting and telecommunication types. Each model was discussed from four standpoints: customer value proposition, profit formula, key resources, and key processes, and the propriety for commercialization was evaluated by three dimensions: technological evaluations, business-oriented evaluations, and user-oriented evaluations. The promotion policies of government and market participants for the activation of TV White space-based business models were discussed as well.
Analysis and Technical Consideration for the Rules on Television White Space

In this paper, we propose the technical considerations for the rules on television white space(TVWS), that becomes a center of public notice, in terms of incumbent services protection, technical requirements of television band devices (TVBDs) and administration of TV band databases. The basic idea behind the proposed method is based on the perfect protection of incumbent services such as digital television and wireless microphone. It has been found that FCC's approach has the advantage that a list of available channels and transmission power are provided for TVBDs faster than Ofcom's approach that requires DB to perform the algorithm for determining frequencies and transmission power for TVBDs everytime DB is asked from TVBDs.

This paper has examined the concept of dependence of spectrum to foresight on future wireless industry. For this, we classified the wireless industry and had a survey on the dependence of spectrum of the wireless industry by experts interview. We had foresighted the trend and changes of future market of wireless industry using survey data. We also had analyzed on factors of growth and level of development of wireless industry.
Study on the Introduction of EMC Engineering System in Korea

In order to ensure the safety of the large-scale public facilities, the analysis of EMC(ElectroMagnetic Compatibility) of electronic systems included in the facilities is very necessary. The reason is that the system-level EMC of the facility could be not guaranteed, even if individual equipments included in the facility are satisfied with their EMC requirements. As a result, the system-level evaluation and analysis of EMC should be carried out in order to establish the reliable operations of safety and mission-critical electronic systems. This paper analyze the relevant legal systems of domestic and other countries, and furthermore case studies of system-level EMC approaches were analyzed in the specific applications of electric railways, building, automobile, petroleum refinery systems. And the introduction of related systems in Korea is proposed, and main parts and problems to be looked at each proposed measures are discussed. The results are expected to be utilized in the introduction of the system-level EMC engineering, and contributed in national security and the protection of people's life, body and their properties.
Ridge-Loaded Small Round-Ended Slot for Waveguide Slot-Array Antenna

In this paper, a small round-ended slot loaded by double ridges on the broad wall of a rectangular waveguide is presented as an element for a waveguide slot-array antenna(WSAA). By properly adjusting the ridge dimension, a resonance of the slot at a desired frequency can be achieved. The resonant length of the proposed slot is about
(free space wave length) at the resonance frequency. The proposed resonant slot has some advantageous properties, such as small size, small resonant conductance, and short and stable resonant slot length. In addition, the characteristics of the slots are slightly affected by the adjacent elements when the slots are arrayed for a waveguide slot antenna. A

This paper presents a compact bluetooth/WiFi dual-mode dual-band RF front-end module(FEM) is realized by low temperature co-fired ceramic(LTCC) technology. The proposed RF front-end module consists of a diplexer, baluns in the LTCC substrate, and an SPDT switch, an SP3T switch on the LTCC substrate. In order to reduce the module size and increase integration level, the proposed diplexer and balun are designed using LC lumped elements. This paper presents a method to measure reflection coefficients of microwave devices or antennas based on time domain analysis with sampling oscilloscopes. The reflection coefficients were extracted by the Fourier transformation of echo pulses from devices with respect to the 20 GHz incident pulse signals. The three-error terms, which are commonly used for the correction of a microwave network, were determined using a 3.5 mm calibration kit. In addition, a modified error-correction model associated with a directional coupler for reflection coefficient measurements is introduced. The results were compared with those of measured with a commercial vector network analyzer.

Ad hoc networks can be used under difficult conditions, where it is difficult to construct infrastructures, such as shadowing areas, disaster areas, war area, and so on. In order to support to considerable and various wireless services, more spectrum resources are needed. However, efficient utilization of the frequency resource is difficult because of spectrum scarcity and the conventional frequency regulation. Ad-hoc networks employing cognitive radio(CR) system that guarantee high spectrum utilization provide effective way to increase the network capacity. However, there is a problem that all CR user do not fairly use the primary user's idle bandwidth which has been sensed. In this paper, to solve this problem, we propose the spectrum sharing algorithm which uses the multiple orthogonal sequences based on the code division multiple access(CDMA). From the proposed algorithm, it is expected that system performance of CR based ad-hoc network is improved significantly and it can be applied to the implementation of CR based ad-hoc network system.
Channel Characterization and Transmission Efficiency Analysis of Wireless Body Area Network

This paper presents the real channel measurements and investigates their statistical characterization in wireless body area network(WBAN). In on-/off body channel, the measurements are performed with some representative human movements for considering human movements. Moreover, three signal transmission schemes with outage constraint are studied for getting total power consumption in each transmission scheme. Using the real channel measurements, between theoretical and realistic simulation are compared. This paper shows that power efficiency is improved through cooperative communication, and how much position of sensor node and human movement affect signal transmission power.
Performance Analysis of Tactical Ballistic Missile Tracking Filters in Phased Array Multi-Function Radar

This paper compares the performance of several tracking filters, namely, alpha-beta filter, Kalman filter and TBM tracking filter for ballistic target tracking problem using multi-function radar. Every of three tracking filters suggested was tested on simulator developed in accordance with TBM trajectory and MFR RSP measurement. The result shows the method using TBM tracking filter gives 75.3 % decreased velocity RMS error than alpha-beta filter. After initialization, the RMS error of range and velocity of the proposed filter is also smaller than the Kalman filter. Finally the proposed filter is suitable for high-speed TBM tracking due to the stable angle tracking accuracy.

This paper shows the research about radar target recognition using the measured radar signals from MSU(Michgan State University) bistatic radar system. In this research, we first did the bistatic measurements at

This paper demonstrates the use of the convex optimization to localize the transverse magnetic
field in regions of interest for recently proposed multi-sectioned alternating impedance coils and the traditional transmission line coil. An approach based on different axial slices to identical RF coils except upper stripline structure is investigated. In this paper, we introduce a method which enhances the azimuth resolution to obtain the high-resolution SAR image. We used
algorithm to obtain the SAR image and extrapolation using auto-regressive(AR) method to enhance the azimuth resolution in the 2-D frequency domain. The AR method is a linear prediction model-based extrapolation technique. In the result, we showed the performance comparison with respect to the target range and the prediction order of Burg algorithm which is one of AR method.
