An Analysis on Situation of Broadcasting and Telecommunication Equipment EMC Test Market and Way of Government Intervention

This paper forecast that, if the EMC test market for broadcasting and communication materials and equipment reaches a saturated state, such will give rise to adverse effects such as capture phenomenon, rent seeking phenomenon, and stiff test price competition; this in turn will eventually wield a negative impact on our society. Thus, to determine the saturation level of EMC test markets, the size of test markets and test capabilities of the designated laboratories were surveyed. As a result, the operation rate of equipment in the EMC test markets was revealed to be 78 %, suggesting market saturation. Moreover, the wireless, wire, and SAR equipment operation rates reached 65 %, 3 %, and 10 %, respectively, suggesting market saturation. Thus, maintaining the strictness of testing requires limiting the designation of new test laboratories; in light of practices and implementation of laws, however, the relevant administrative agency has difficulty rejecting applications for the designation of laboratories.
Analysis TVWS Propagation Environment for Indoor M2M Service

In this paper, the propagation characteristics for ISM(Industrial Scientific and Medical) and TVWS(TV White Space) in indoor building environment are analyzed in comparison with theoretical and experimental results, the excellent propagation characteristics of the TVWS is confirmed. To this end, signals which have center frequencies of 503 MHz and 2.4 GHz are generated in building propagation environment. Through that, received power strength is measured according to the location and measured path loss is analyzed. Theoretical path loss is calculated using Hata, Extended Hata, Extended Hata SRD, ITU-R P.1238 and reliability for channel model in indoor environment is analyzed.
Analysis of PCI Cable Effects in HEMP Conducted Disturbance

The high-altitude electromagnetic pulse(HEMP) conducted environment and the HEMP radiated environment are established as the consequences of a high-altitude nuclear explosion. The IEC 61000-2-10, the international standard, defines the HEMP conducted environment. The IEC 61000-5-5 defines how protective devices for conducted disturbance proposed for HEMP protection shall be specified. The IEC 61000-4-24 deals with methods for testing protective devices for HEMP conducted disturbance. The IEC 61000-4-24:1997 mainly describes the measurement method of small protective components. However, it does not provide the measurement method for a combination filter of a protective component and a filter which is widely used in recent. It is important to consider the characteristic of the measurement setup parameters like thickness and length of the cable and its height above ground plane etc. in establishing measurement setup because HEMP conducted disturbances include the frequency spectrum below 50 MHz. This paper deals with the optimized measurement method, considering the frequency spectrum of HEMP conducted disturbance, current waveform, and analyzing the effects of cables existing in the measurement setup.
A Study on the Introduction of Legal EMP Protection System

Nowadays, national critical infrastructures have been known to be highly vulnerable to the EMP threats which are internationally growing. But their realistic solutions have been not made by the lack of detailed rules and regulations in current laws, however, which cover most of cyber threats. This paper takes a look at the domestic and overseas trends on the EMP protections, and proposes the revision directives of relevant laws and the contents included into the proposed legislation. Among them, the amendment of the current "Information Infrastructure Protection Act" is considered to be the most effective, including provisions on protected informations, industrial promotions, R&D supports, education, etc. Anyway, this paper is expected to be helpful for introducing an effective legal scheme on the CIP against EMP threats. domestic rule.
A Study on the Performance Verification Method of an ALSE(Absorber-Lined Shielded Enclosure) by the CISPR25

This paper proposes a new way to verify the performance of an absorber lined shielded enclosure(ALSE) in accordance with CISPR25, EMC standards dedicated to testing automotive components. CISPR16 requires the use of NSA and VSWR methods to test the performance of a chamber. As for CISPR25, however, there hasn't been standardized ways to verify the performance of ALSE. This paper purports to present an improved method for the verification based on a long-wire antenna method under discussion at CISPR25 JFT. Existing discussions on a long-wire antenna method proposes that an antenna should reach 500 millimeters in length, while this paper adopts the antenna length of 1,700 millimeters. This paper also assesses the effects of matching conditions and studies problems related to methods which have been already proposed and key parameters in order to improve verification methods.
High-Frequency Circuit Modeling of the Conducted-Emission from the LDC System of a Electric Vehicle

In this paper, conducted emission from the LDC(Low-Side DC/DC Converter) of a HEV/EV was analyzed using high-frequency circuit modeling in system-level approach. The conducted emission by PWM process(100 kHz; Switching Frequency) can cause RFI(Radio-Frequency Interference) problems in the AM/FM frequency range. In order to mitigate this conducted emission, a high-frequency equivalent circuit model is proposed by analyzing the fundamental circuits, parasitic components in their parts and connections and non-linear characteristics of MOSFETs, high-power capacitors, inverters, motors, high-power cables, and bus bars which are composed of the LDC. Using these circuit models, results of both simulation and measurement were compared and similarities between them were verified. We are looking forward that this approach can be effectively used in the EMC design of HEV/EV.
Analysis of Spectrum Sharing Policy and Spectrum Usage Rights

In this paper, we analyze the paradigm shift of radio policy with the development of radio technology. In particular, we propose the definition of spectrum sharing, which is now omitted in the Korean radio law, and analyze the category of spectrum sharing depending on the licensing regime. Also we propose to extend the spectrum usage right, which defines only exclusive usage rights by spectrum auction in the Korean radio law, to all the stations which use radio spectrum and to restructure the Korean radio law.
Finding Candidate Frequency Bands for Spectrum Sharing in the Frequency Range of 1~4.5 GHz

As wireless traffic drastically increase with the expansion of smart equipment, it is necessary to develop spectrum sharing technologies and introduce spectrum sharing policy for utilizing limited radio resources efficiently. In order to meet these new changes, this parper investigated the government-held (or license) spectrum to seek candidate frequency bands of spectrum sharing. Based on the database of the existing radio station, the investigated candidate frequency bands of spectrum sharing was experimented locally, considering the central frequency, bandwidths, and the region where the radio station is usedIn conclusion, we found out about 901 MHz bandwidths for regional spectrum sharing within the spectrum of 1~4.5 GHz. These bandwidths can be utilized in M2M and WiFi services, etc. based on spectrum sharing technology in the future.
A Socio-Economic Value Analysis of Sharing Spectrum in Korea

In this paper, we analyze the telecom services and their socio-economic value for sharing spectrum, which is suitable to access. For this, we suggest a concept and a classification model of sharing spectrum and make a survey for analyzing the socio-economic value of spectrum, 910 MHz which is candidated for sharing between 1.4~4.5 GHz in Korea. Also, we propose mobile telecom service, WiFi, ASA, public service, M2M, and smart home and factory service as service for suitable to sharing spectrum.
Interference Analysis and Its Mitigation Policy Based on MAC Layer for Peaceful Co-Existence between Unlicensed Devices

In order for unlicensed devices to co-exist on the same frequency band, the frequency interference mitigation policy is necessary. Because the effects of frequency interference between unlicensed devices may vary depending on the analysis layer, exact interference analysis must be proceeded before making any related spectrum policy. In this paper, a frequency interference between WLAN and WPAN systems that operate at 2.4 GHz ISM band were analyzed in the physical layer and MAC layer, respectively. From the results, we confirmed that the interference analysis in MAC layer is closer to the measured results. Based on these investigations, we suggest a new co-existence criterion for unlicensed devices in MAC layer.
Policy Agendas for the Efficient Use of Public and Broadcast Spectrum

This paper explores the policy alternatives to promote efficient use of spectrums for public use and terrestrial broadcasting, which are essential to provide spectrum for mobile broadband services. To this end, recent overseas spectrum management policies are introduced and utilized to provide domestic policy alternatives. For the efficient use of spectrum for public use, policy alternatives such as detailed survey of current usage of spectrum for public use, levying the opportunity cost, installment of spectrum efficiency fund, providing incentives for the efficient use of spectrum for military use, and introduction of shared use are proposed. For the efficient use of spectrum for terrestrial broadcasting, short-term policy alternative such as change of contribution rate base of the broadcasting - telecommunications development fund is proposed. For long-term policy alternatives, change of spectrum provision from designation to allocation for the spectrum for commercial terrestrial broadcasting and introduction of administered incentive pricing to public terrestrial broadcasting are proposed.
A Study on Effectively Building Public Safety Network for Provision of Narrowband and Broadband PPDR Services

In this paper, reasonable and effective building strategies of PPDR network is presented through investigating and analysing current policies for PPDR network of Korea and foreign countries. The research result shows that it is necessary PPDR network is designed and implemented considering currently transient status in aspects of PPDR-related technical roadmaps and existing PPDR networks. Also, in the transient period of more than 5 years, mobile broadband- based private PPDR network should be builded and it should be complemented by some commercial networks such as TRS or other mobile broadband networks.
