Through this experiment driver's perception were measured. An analysis of the perception measurement result analyzed the subject's obstacle perception response time according to voltage patterns. The difference in the reaction time between men and women was also analyzed. Futhermore, the obstacle perception response time was analyzed according to the rate of the brightness of the headlamp. The relative delay time was analyzed In reference to times when there was no voltage change.

Based on the measurement results, a limit value for the change of the brightness of the headlamp, and an estimation algorithm considering the driver's safety was developed. Limitation values concerning being uncomfortable, blinking, and brightness change were indicated based on a subjective estimation of the psychological estimation. Also a safety estimation algorithm and a limitation value for stopping safely without the threat of obstacles to the vehicle were indicated by the perception measurement.

This paper presents an interruption cost model of the feeder considering the local characteristics. KERI's survey results for the customers interruption cost are used through the research. Interruption cost of the feeder in a city is calculated in the ratio of customer's types. The customers consists of residencial, commercial, industrial and public type. The proposed method is applied to calculate interruption cost of the feeder in a small city and a metropolitan aria.
Saturation Characteristic of Iron Core Dependent on Fault Angle in a Flux-Lock Type SFCL

The fault current limiting characteristics of a flux-lock type superconducting fault current limiter(SFCL) according to fault angles were investigated. From the electrical equivalent circuit with the magnetization branch, the inner magnetic flux of this SFCL due to fault angles was induced and its effect on the limited fault current was analyzed. From the fault current limiting experiments, the exciting current, which described the saturation of the iron core, was calculated and its dependence on the fault angle was analyzed. Before the fault happened, the exciting current did not happen, that it kept zero value. However, after the fault happened, the exciting current flowed and, the exciting current in case of the additive polarity winding showed higher value than for the case of the subtractive polarity winding. The analysis results were compared with the experimental ones, and experimental results agreed with the analysis ones.
The Determination of Reference Impedance on 1P2W Low Voltage System in Korea

Home appliances, like air-conditionals, washers, refrigerators, etc., can cause voltage fluctuations and light flicker. A standardized flicker test has been established in Europe(IEC 61000-3-3, IEC 61000-3-11). The supply impedance of power supply system varies from plate to place, and for the flicker test in KOREA, the appliance manufacturers do need standardized impedance like the one indicated in IEC 61000-3-3 for 230[V]/50[Hz]. Without it, the same appliance will have different flicker level at different places. For appliance manufacturers, the flicker limit should be related to the reference impedance. However, the European flicker test is designed for 230[V]/50[Hz] power and needs to be modified for a 1P2W(220[V]/60[Hz]) supply system in KOREA. In this paper, the reference impedance for KOREA(220[V]/60[Hz]) systems is proposed. The measured result provided in this paper was served as a proposal for establishing KOREA reference impedance for 220[V]/60[Hz] and has been published in IEC 60725.
A Study on the lightning Discharge Positioning

Lightning warning system plays an important role in protecting human life and other facilities from lightning return strokes. This paper dealt with lightning positioning algorithms and circuits as a main function of lightning warning system, which monitor movements and activities of thunderclouds. Electric field component produced by lightning discharge is detected by the configuration of a whip antenna and a narrow-band resonance amplifier with center frequency of 300[kHz]. Measurement circuit of magnetic field waveform consists of a crossed-loop coil and an integral amplifier, and its frequency bandwidth is ranges from 5[kHz] to 1.2[MHz]. The polarity of lightning discharge is discriminated by electric field component. After-fixing the polarity, we can calculate the direction and distance of lightning discharge by the peak and the zero-cross time of magnetic field waveform.
Increase of Operational Current in a SFCL using Series or Parallel Coupling of Coils

The fault current limiting characteristics of superconducting fault current limiter(SFCL) using magnetic coupling of two coils were investigated. This SFCL consists of a high-TC superconducting(HTSC) element and two coils with series or parallel connection on the same iron. In normal time, the inner magnetic fluxes generated by two coils are canceled in case that the HTSC element keeps superconducting state. However, in case that the resistance of the HTSC element happens by a short-circuit the magnetic fluxes, not cancelled, induce the voltages across two coils and the fault current can be limited by the impedance of this SFCL. This SFCL has the merit that the operational current of SFCL can be increased higher than the critical current of the superconducting element by adjusting the inductance ratio between two coils. To confirm its operation, the circuit for the fault simulation was constructed. From the measured voltage and current of the SFCL, it was confirmed that the operating current of this SFCL increased more than that of HTSC element's independent operation.
A Study on Generation Adequacy Assessment Considering Probabilistic Relation Between System Load and Wind-Power

This paper presents the wind-power model for generation adequacy assessment. Both wind-power and system load depend on time of a year and show their periodic nature with similar periods. Therefore, the two quantities have some probabilistic relations, and if one of them is given, the other can be decided with some probability. In this paper, the two quantities are quantized by k-means clustering algorithm and related probabilities among the cluster centers are calculated using sequential wind-power and system load data. The proposed model is highly expected to be applied for generation adequacy assessment by Monte-Carlo simulation with state sampling method.

Recently, ubiquitous sensor network(USN) techniques have been applied to electric power facility management. This paper dealt with the designed and fabricated ubiquitous sensors which monitor transformers and lightning arresters installed in overhead distribution systems. The sensors consist of a 8-[bit] microprocessor unit, a wireless communication nodule specified in IEEE 802.15.4, and associated electronics. A Rogowski coil was fabricated to measure load of transformer and surge current without saturation having good linearity up to 1000[A]. A zero-phase current transformer with a high relative permeability of
at 180[Hz] was used to detect small leakage current of
flowing lightning arrester, and the frequency bandwidth of the module is ranges from 12[Hz] to 1.24[kHz] at -3[dB].
Electrical Properties of 18[kV] ZnO Surge Arrester Stressed by the Mixed DC and 60[Hz] AC Voltages

This paper describes the characteristics of power loss and leakage currents flowing through new and used 18[kV] zinc oxide(ZnO) surge arrester under the mixed DC and AC voltages. The mixed DC and AC voltage generator of 50[kV] peak was designed and fabricated. The I-V curves of ZnO surge arrester were measured as a function of the voltage ratio K. The I-V curves under the mixed DC and AC voltages lay between the pure DC and AC characteristics, and the cross-over phenomenon in both I-V curves and R-V curves was observed at the low current region. As a result, the increase of DC component in the mixed voltages causes the increase of resistive component of total leakage current of ZnO surge arrester. Also, in the case of same applied voltage, the leakage current flowing through the used ZnO surge arrester was higher than that of the new ZnO surge arrester.
Design of on Adaptive Current Controller for a PMSM AC Servo Motor

To improve the capability of instantaneous torque control, a design method of an MRAC-based adaptive current controller for a PMSM servo motor is proposed. In the synchronous frame current controller, a new control inputs can be obtained through the decoupling compensation. Using this, a desired controller bandwidth can be assigned However, the control performance may be degraded due to disturbances caused by the parameter variations or dead time of the switch. To improve these drawbacks, an adaptive current controller is proposed and the design method is obtained using the hyperstability theory. The asymptotic stability is proved and the effectiveness is verified through simulations and experiments using DSP TMS320C31.
Analysis of Thermal and Electrical Characteristics of ZnO Arrester Blocks

This paper presents the thermal and electrical characteristics of ZnO arrester blocks under the AC voltages. The leakage currents of ZnO arrester blocks were measured as a function of the time. The temperature distributions of ZnO arrester blocks were observed by the thermal image infrared camera. The degradation and thermal runaway of ZnO arrester blocks were closely related to the temperature limit of ZnO arrester blocks which being decided heat generation and dissipation. The temperature and leakage current of ZnO arrester blocks were sensitively changed in a resistance of ZnO arrester blocks. As a result, the degradation and thermal runaway of ZnO arrester blocks depend on the temperature and leakage current of ZnO arrester blocks.
Network Capacity Design in the local Communication and Computer Network for Consumer Portal System

Consumer Portal is defined as "a combination of hardware and software that enables two-way communication between energy service provider(ESP, like KEPCO) and equipment within the consumer's premises". The portal provides both a physical link(between wires, radio waves, and other media) and a logical link(translating among language-like codes and etiquette-like protocols) between in-building and wide-area access networks. Thus, the consumer portal is an important, open public shared infrastructure in the future vision of energy services. In this paper, we describe a new methodology for local communication and computer network capacity design of consumer portal, and also presents capacity calculation method using a network system limitation factors. By the approach, we can check into the limitations of existing methods, and propose an improved data processing algorithm that can expand the maximum number of the networked end-use devices up to
times. For validation, we applies the proposed methode to our real system design. Our contribution will help electrical power information network design.
Local Installation Device Models for Remote Electrical Safety Monitoring of Electrical Facilities for General Use

In order to introduce remote monitoring system for effective safety management of electrical facilities for general use, which the most of electrical fires and non-inspection problems due to absence are generated development of local device model considering cost and installation is requested. This paper presents local device models for remote electrical safety inspection of electrical facilities for general use and in order to rational model according to installation place of electrical facilities for general use, compare and analysis cost, installation and communication method of local device models. The results show that rational model for remote safety inspection of electrical facilities located in houses, which occupy the must of electrical facilities for general use, is to give safety monitoring ability to low voltage remote meter reading(or automatic meter reading: AMR).
psXML: A New XML-based Standard Protocol for Service-oriented, Open Architecture of Consumer Portal

Thus, the consumer portal is an important, open public shared infrastructure in the future vision of energy services. This paper presents an XML based standard specification of service-oriented, open protocol for consumer portal system architecture. In the framework level, the XML protocol provides a useful bridge between services and platforms. The proposed standard protocol has been implemented into our developing consumer portal pilot system. The results imply the potential of global standards for consumer portal system by its minimum overhead in network and processor. The reposed XML is designated psXML in this paper.
A Study on the Surge Propagation Property of Underground Distribution Cables by Field Tests

The lightning surge and switching surge could be injected to the underground distribution line through the riser pole in the mixed distribution line of overhead and underground. These surges travel along the cable and are reflected at the end of cable. It can be doubled and affecting underground distribution facilities. It was made a underground distribution model representing KEPCO's distribution system. It was measured propagation characteristics by applying lightning surges to this underground distribution model. Meanwhile, this system was simulated with ATP-EMTP and compared these real test results md tuned up the EMTP parameters. EMTP simulation results showed that accord with real test result by adjusting the cable insulation permitivity, arrester characteristics, surge wave shape.
Short-term demand forecasting Using Data Mining Method

This paper proposes information technology based data mining to forecast short term power demand. A time-series analyses have been applied to power demand forecasting, but this method needs not only heavy computational calculation but also large amount of coefficient data. Therefore, it is hard to analyze data in fast way. To overcome time consuming process, the author take advantage of universally easily available information technology based data-mining technique to analyze patterns of days and special days(holidays, etc.). This technique consists of two steps, one is constructing decision tree, the other is estimating and forecasting power flow using decision tree analysis. To validate the efficiency, the author compares the estimated demand with real demand from the Korea Power Exchange.

In recent years, power equipment and system standards have been increasing in both number and complexity. The standards that will soon be introduced to KOREA is the transmission system standards for harmonic emission limits assessing in distorting loads. Utility engineers, being under increasing time constraints, are turning more and more to software to quickly solve problems. This paper describes the methodology used to implement the above standards in Microsoft Excel in order to assist utility engineers to readily apply these standards in practical situations.

This paper introduce to improve the reliability of the expected service life and the insulation condition evaluation of the high voltage induction motors by assessing, comparing and analyzing the correlation between the dielectric properties of the off-line insulation diagnostic test and dielectric strength on the insulation breakdown test. The insulation diagnostic tests include insulation resistance, polarization index(P.I.), dissipation factor(
), maximum partial discharges(
) and AC breakdown test. This study evaluated the correlation between insulation diagnostic test and AC breakdown test for stator winding of high voltage induction motor. On the basis of these test results, we expect that this study can be used for effectively assessing the results of insulation diagnostic tests for similar class induction motors in service at industrial field.
A Study on the Harmonic and Flicker Effects of SVC in Electric Arc Furnace Loads

Large steel industries have time-varying nonlinear loads including electric arc furnaces. These nonlinear loads generate harmonic currents and create distortions on the sinusoidal voltage of the power system. Flicker can be defined as the effect produced on the human visual perception by a changing emission of light lamps subjected to magnitude fluctuations of their supply voltage. The main objective of the static var compensator(SVC) is to maintain the rms voltage at the point of common coupling within the limit. In this paper, harmonic and flicker mitigation studies with and without the SVC are investigated and are evaluated by the IEC 61000-3-6 and IEC 61000-3-7.
Model Parameter Determination of Industrial Co-generator Model Parameters through Filed Measurement

This paper presents a method for the derivation of model parameters of a co-generation system using data measured through on-site generator characteristic testing and validates its model parameters. Dynamic models such as generator, excitation system, and turbine/governor are mainly dealt in this paper. For the purpose of validation of derived model parameters, the measured results are compared with simulation results. The comparisons between measured results and simulation results show good match.
A New Replacement Method of Distribution Transformers without Outage using the Phase Converter

Nowadays, the power quality issue becomes very important in the electric distribution system. Especially, when a distribution transformer is replaced, the customers who are supplied electricity from the transformer feel inconvenience due to electric outage. Therefore, an advanced method for the distribution transformer replacement without outage is strongly required. The conventional method is the primary-secondary high voltage bypass method according to the transformer utilization factor and the field condition. But it is inconvenient and has some problems such as breakdown and security troubles of the workers according to the unauthorized and temporary work. Therefore, the new scheme for the replacement with uninterruptable power supply is demanded. This paper proposes the new replacement method using the phase converter. The proposed method can reduces the process of replacement work and also ensures worker's safety. Therefore, the method is reasonable in comparison with the conventional method. The proposed method is able to contribute the national economy growth and elevate the convenience of national life by uninterruptable power supply.
A Study on Discrimination between Short-Circuit and Overload based on the Characteristics of the Fusing Current of an Electrical Wire

In the case that an overcurrent flows through in electrical wire due to short-circuit or overload, the wire can be fused, thereby causing an electrical fire. In the present article the characteristics of the fusing current of an electrical wire have been studied to discriminate between short-circuit and overload. In the experiment the fusing time was measured as the currents determined by Preece's equation were supplied to bare wires of various diameter. As the results of experiment, the measured fusing currents well satisfied the Onderdonk's equation. By comparing the measured results and the short current the IEC recommends, it is shown that the variable to determine the short current for a bare copper wire, k is appoximately 300. The fusing current of an electrical wire which becomes a short circuit within 5sec can be expressed as a function of diameter based on the value of k. Consequently, the equation for the fusing current provides a criterion to discriminate between short-circuit and overload.
A Study on the Generation of the Earth Potential and Communication Line Noise

This paper presents a experimental evidence of the generation of the earth potential and communication line noise from the electric railway. There is a critical measurement err in case of measuring the electrical power induced noise voltage and degree of cable balance in the field of earth potential generated. As a results, it has been found that the conventional cable has more noise immunity than shielded cable near the railway where the earth current flows through the sheath layer.
