A Study on the Building Plan of Disaster Area Network for Establishment of Crisis Management System

In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.
Policy Tasks in the Enforcement of the Police Order With Regard to Electronic Security

In this research, The Police Order No. 2013-1, which is 'Electronic Security 112 Report Standards,' was analyzed and the relevant policy tasks were presented. The policy tasks to achieve the purpose of the selective report system are as follows. First, in order to construct the statistics base, the establishment of the terms related to false alarm and false call, emergency button, and sensing signal and the development of the appropriate term to replace the electronic security guard are needed. Second, the electronic security companies should build the response system to abide by the 112 report standards of the police order. Third, the police should reexamine the establishment of the emergency report objects of the selective report system. Fourth, the reinforcement of the administrative regulation and supervision to enforce the police order strictly is required.
Performance Analysis for Fire Suppression and Disaster Management R&D Projects

The growth of disaster/accident damage costs and related industries has increased the necessity of scientific and objective performance analysis for fire suppression and disaster management R&D projects. Most of R&D performance are both academic and public performance according to fire suppression and disaster management R&D projects during the period of 2004 to 2011. This research identified characteristics of performance types by research project teams and research development stages. The research outcome shows the usefulness of relevant performance objective settings by project teams, the evaluation of scientific technology fields, and proper research teams in research team selection process, considering research outcome characteristics by both research teams and research development stages. In addition, this research reveals the applicability of research outcomes to research performance management. This research suggests further studies for evaluation process and methods for including fire suppression and disaster management characteristics to the evaluation process.
A Study on the need of the Implementation for Criminal Penalty of Stalking

A stalking is becoming more diverse and the methods are developing over time as the society has changed over time due to the advancement of information technology but an initial countermeasure seems to be difficult as there is no sufficient legislations against such crimes as stalking. Our country passed laws regulating such stalking at 1999 and four more additional bills were proposed until the 18th National Assembly but they failed to become legalized. Two more additional bills were proposed during 19th National Assembly which are still pending. Crimes such as stalking violates and invades physical and psychological freedom of the victims and the crimes are severely inveterate and intentional. Advanced countries such as the United States, the Great Britain, Germany, and Japan enacted legislations that strictly regulates stalking and also appropriate responses. As these exemplary cases show, it is essential that our country also requires an effective legislations against crime of stalking and protecting a victim of the crime.

An Experimental Study On the Properties blended with industrial by products Using Mineral Admixture

Recently environmental pollution is serious and therefore, This study aims at reviewing individual mixing ratio and engineering characteristics of concrete due to mixture and mixing using fine powder and fly ash of blast furnace slag having effect on aspects of environmental preservation and resources recycling and performance increase of the concrete, and verifying possibility of application in the field. Test results are as follows: 1)As mixing quantity of the admixture has increased, performance of the slump has been improved, 2)As mixing quantity of the admixture has increased, there is a trend of delayed ending time, 3)As mixing quantity of admixture has increased, it has showed lower strength at short time age, however, as the age has elapsed and mixing quantity has increased, strength improvement has increased and the admixture has effect on the long term age. In this study, the characteristics and critical value of concrete contained blast furnace slag and fly ash are defined, and will be examined about the field applications.
Soil-structure interaction analysis for the offshore wind tower with bucket foundation

In this study, seismic responses of the offshore wind tower supported by bucket foundation are analyzed in consideration of soil-structure interaction. The program SASSI is used as analyzing tool and an artificial seismic input for soft soil is used as input motion. The H/R ratio of bucket, the stiffness of bucket foundation and the soil stiffness are considered as parameters and its effects are estimated. The responses of structure are obtained at the base and the nacell. As results, the effects of H/R ratio, the stiffness of bucket and the stiffness of site are generally denoted different response tendency at the base and the nacell. However, these whole responses of the base and the nacell are much lager than that of rock site. Therefore, the consideration of this phemomia affect to the response of offshore wind tower with bucket foundation largely.
Development of a Kit for Realtime transmission of data acquired by Earthquake accelerometers

KISStool is developed and established by KIGAM, in order to link and share the earthquake data easily with institutes related, this study includes the development of a KISStool program format and protocol supporting Kit. The Kit has functions such as transforming and sending a seismic data. The functions of the kit are implemented in modules, which are running on the realtime basis. The firmware is embedded into the Kit, which transforms the seismic data into the formats, miniSEED and QSCD20. These data are sent to KISStool program. We have confirmed the results of the data transforming, transmissions and storage functions are conducted normally, the speed of transmission shows same level when comparing with a standard system. We expect that the firmware developed in this study will have high usability not only for linking with KISStool program through being embedded into incompatible digitizers, but also for improving performance of older ones.
Effects of revolutional leadership of manager at private security service organization members learning directivity and organizational innovation behavior

The purpose of the study is to demonstrate the effects of revolutional leadership of manager at private security organization on members' learning directivity and organizational innovation behavior. The results attained from studying method and procedure as mentioned above are in the following. First, the revolutional leadership of manager at private security service organization influence learning directivity. That is, the more he or she shows revolutional leadership, the more enhanced the learning directivity of members. Second, the revolutional leadership of manager at private security service organization has effects on organizational innovation behavior. Thatis, the more he or she shows revolutional leadership the more enhanced organizational innovation behavior. Third, learning directivity of manager at private securitys service organization influences organizational innovation behavior. Thatis, the more he or she shows learning directivity, the more enhanced organizational innovation behavior. Taken all, revolutional leadership of manager at private security service organization affects organizational innovation behavior through learning directivity. It is shown that learning directivity is a key variable connecting revoultional leadership with organization al innovation behavior.
Vibration Analysis of an Elevated Railroad Station Considering Station-Bridge Connection Characteristics

Since the vibration induced by a train is transferred directly to a station via a roadbed structure, the elevated station is particularly vulnerable to noise and vibration. To establish more appropriate measures to reduce vibration, the structural behavior and damping characteristics depending on the structural type and the composition of a elevated station should be identified, because the noise inside the station is mainly structure borne noise by the vibration of a station structure. In this paper, the vibration characteristic changes depending on mechanical connection types between an elevated station and a connected bridge are analyzed. The finite element model for Daecheon Station is constructed for the purpose of this study, and the analysis is performed using ABAQUS. The analyses are conducted for with and without bridge connections, and for the bridge connections, ramen and bearing types are considered in the analysis.
Improvement of Physical security System Operation

This study is to present an improvement of physical security system operation by survey on the install and operation of physical security system of 90 facilities. The level of CCTV operation is higher than Access Control system and Intrusion Detection System. But the level of maintenance and management of physical security system is low. The rate of install of X-ray Inspection device show the concern on material detection, although the rate is low. The level of install and operation for the Integration of physical security system is low, so integration of security personnel and security system is necessary for the effective operation. For reinforcement of access control management, security gate and preparing of some obstacles are required with RFID.
A Study on Occurance Possibility of Suicide Bombing using Utilize Unmanned Aircraft in Korea

The purpose of this study was to provide response plans against acts of suicide bomb using utilize unmanned aircrafts to prevent large losses of lives such as the terrorist attacks of September 11. As the result, First, this research suggests revising the definition and categorization of utilizing unmanned aircrafts and legislating the Anti-terrorism law. Second, it is needed to establish the proper social safety network through terrorism response management integrated system against the terror of related organization. Third, suicide bomb using utilizing unmanned aircrafts can be occurred because it is possible to make bomb and open web site for terrorism without connection with terrorist organization because of universal use of Internet. In response to this, it is needed to make a law which can block the use and open of illegal site and contents. Forth, the increasing number of foreigners and immigrants can make conflicts, and cause the foreigner's anti-korea feeling and the citizen's anti-cultural diffusion. Therefore, it is needed for the citizen to change and improve the awareness of them, and the change of social politics.
The legitimacy and directions of legislation for the protection of citizens against nuclear, biological and or chemical attack under war conditions

The state has the constitutional duty to secure the safety of its citizens and provide protection against any physical dangers. The Republic of Korea has a high threat of nuclear, biological and or chemical(hereafter referred to as NBC) attack from the Democratic People's Republic of Korea. Thus, the state has a responsibility to form a legislation to provide the protection for its citizens and implement duty to guarantee the human rights. Under the current legislation, the 'United Defense Act', 'Framework Act on Civil Defense' that are applied under wartime conditions are insufficient in providing the protection of the citizens of the state in the occurrence of NBC attack. Therefore, it is necessary that the 'Act for the Protection of Citizens in the occurrence of NBC Attack' is legislated to provide a system that protects the nation's citizens under the wartime conditions mentioned above. This paper incorporates a theoretical analysis of the need for the constitutional responsibility of the state to provide protection for its citizens under wartime conditions, the necessity of a specific measure to protect citizens during NBC attack, the relationship between 'Act for the Protection of Citizens in the occurrence of Nuclear, Chemical and or Biological Attack' and current legislations that are applied under wartime conditions, and the particulars of the proposed act.
A Study of the Integration of the Distributed Disaster Resources

Disaster Resources are the resources used in the disaster fields such as fire, typhoon, flood, collapse, flood damage, distress, relief, sanitary, explosion and so forth. The resources are distributed by the several institutes including governmental agencies, public institution, and private sectors. When the large scale disaster is occurred, many kinds of the disaster resources are needed. But it is not easy to know where institutes has the needed resources, because the resource management systems are all distributed in the each institute. To integrate or connect the resource data among the systems, it need the several kinds of coordinations such as terms, classification, and resource exchange protocols. In this paper, we propose the standard specifications and how to connect and exchange the data among the systems.
An Experimental Study on the Serviceability Evaluation with Vibration Test of RC Slab

Recent building structures are superior in its ability but they are light weight and long span, and so have problems of vibration. In general, the serviceability of RC slabs was known to be good against vibration because of its hardness. However, recent high-rise apartment slabs are mostly light and long, the serviceability of RC slabs due to vibration could be a problem. In this paper, a basic investigation about vibration problems of RC slabs was performed. Basic information and its influence on vibrations of RC slabs were revealed. Also, its serviceability against vibration was examined. Many tests were conducted for natural frequency of building, for example load of two persons walking and one person leaping etc.
Study on Establishing Essential Framework for Importing Asset Management System of National Road

The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.
