Research on the Establishment of Contractor Centered Safety Management System to Reduce Construction Disaster

Large scale construction disasters such as recent Noryangjin flooding incident and Banghwadaegyo collapse accident are occurring persistently. Thereupon, the role and responsibility of the various construction participants are considered as major element to reduce disaster at the construction site. Construction industry is a process of building construction object by going through planning, designing, constructing, and maintenance controlling in which various bodies of act, from contractor to designer and builders, participate. However, the subject of current safety supervision is focused on the builder, the contract enterprise which directly employs workers, while the safety activity participation of the contractor, who exerts decision-making authority at the highest level, is excluded. Therefore, this study understands the level of awareness and reality on the safety activity of each construction participants from which the improvement plan on the contractor centered safety management system is proposed.
An experimental study on the fire hazard of Sheath Heater

Recently, the fire by sheath heater has been occurred frequently on winter season. The sheath heater has simple internal structure and boils water simply. Therefore, the use of sheath heater has been increased. In this study, found the fire hazard property of sheath heater from understanding the fire mechanism through the experiment to get the measure for decreasing the occurrence of fire. For the analysis of the fire hazard property of the sheath heater, performed the test of temperature change and ignition temperature by using current product. On the result of test, the sheath heaters are the most dangerous appliance to arise fire. Water temperature controller attached to sheath heater is not sufficient to prevent overheating it. The sheath heater should have level switch of water and temperature controller for heater itself to shut off the power supply. Because the cause of fire by sheath heater is overheating itself in the situation of lack water.
Study on the establishment of an efficient disaster emergency communication system focused on the site

Our society is changed and diversified rapidly and such tendency is accelerated day after day and has made a lot of problems in the many fields. The important thing we have to recognize is such tendency has a bad effect recently on the safety system in Korea. So it is time to enhance the national safety system and moreover recently Sewol-ho(passenger ship) went down in the sea, it made people remind the importance of national safety system. With this incident, Korean government decided to establish the national safety communication network against the disaster. At this time, I will propose several ideas about the national safety communication network. 1. It must to be established an unified network to contact people who is on a disaster site anytime and anywhere. This is most important element on all disaster sites. 2. PS-LTE technology must to be adopted to the network because it has many advantages including various multimedia services compared to the TETRA in the past. 3. 700MHz is the most efficient band for the network because it has wide cell sites coverage compared to 1.8GHz. 4. Satellite communication system is needed to the network for back-up. 5. It will be effective to adopt Social Media to the communication network system like a Twitter or Facebook for sharing many kinds of information and notifying people of warning message. 6. It can make the network more useful to introduce the latest technology like a sensor network. And Korean government has to improve the system related to the disaster including law and operating organization.

Operation Status of Chinese Security Service Industry and Institutional Settlement Methods

With the changing safety services and social order systems accompanied by the economic development and changing public security environment since the Chinese economic reform, the security service industry in China is growing daily and related problems are increasing. For the Chinese security service market to be activated, the monopoly of security services by the public security agencies must be removed. In addition, the research and development, expansion, and applications of safety and crime prevention technologies regarding the safety and protection of exhibition, sales, culture, sports, commerce activities, combinations of safety technologies and crime prevention processes, the provision of relevant technical operations, and the expansion of security service areas are required. Furthermore, the administration rights, property rights, and business management rights of security companies must be separated, the security headquarters must be integrated and coordinated for optimization of various resources solely by market needs, and their rights and affiliation relations must be clear. Besides, the competitiveness of security companies in the security service market must be enhanced by unifying the business management, and optimizing and sharing their resources. The security service ordinances of China that have been implemented now must be applied realistically, methods to activate the true market economy for security services must be researched, and various ordinances related to security services must be realigned in line with the characteristics of security services. Finally, for the mutual cooperation system between public and private security services, the public security agencies must acknowledge the importance of private security services and the status of security service providers in crime prevention and social order maintenance. They must establish partnership relations with each other beyond the unilateral direction and management system for security services and drive with positive attitudes the security service industry which is still in its infancy.
Impact of Social Support on Job Satisfaction and Burnout in Fire Officers

The purpose of this study was to examine the influence of social support provided for fire officers on their job satisfaction and burnout. The subjects in this study were 251 male and female fire officers in the 119 fire centers located in Gangwon, Gyeonggi Province and Seoul. A survey was conducted from April 15 to May 12, 2013. As for data analysis, frequency analysis, correlation analysis and multiple regression analysis were made, and the level of statistical significance was all set at p<.05. The findings of the study were as follows: The social support provided for the fire officers had a significant correlation with their job satisfaction and burnout. The factors that affected their job satisfaction were social support from supervisors(
) and social support from colleagues(
), which were the subfactors of social support. The factors that exercised an influence on burnout were social support from supervisors(
) and social support from colleagues(
) as well, which were the subfactors of social support. The overall explain ability percentage of the two variables respectively stood at 31.1 and 21.1 percent. Given the findings of the study, it's required to grasp influential factors for the job satisfaction and burnout of fire officers in more detail, and the development of programs geared toward boosting their job satisfaction is necessary.
A Study on Efficient Utilization Plan of Interpol to Combat Supranational Crimes

This study provides the basic data for using the connections of Interpol to combat supranational crimes, reflecting domestic and foreign situations, and I'll summarize the countermeasures as follows through the results of this study. First of all, it is necessary to build up the international cooperative system which shares information and technology between nations, through the network formation of Asianpol. Second, a policy of Interpol which maximizes the foreign agents and resident officers in Korea needs to be established. Third, governmental policies and legal measures such as criminal extradition must be available to help the criminal investigations of Interpol quickly and positively. Fourth, there has to be the expansion of budget for securing professional investigators and supporting Interpol to fight supranational crimes by the authority of the government.
A Study on the Concrete Durability by Fly Ash Replacement Ratio

Recently, with concentrated social and engineering interests on durability, diversified subsequent researches have been progressed. The Chloride-induced corrosion, carbonation, freeze-thaw etc, deterioration factors of concrete act to concrete not privately but complexly, Fly ash is most frequently used admixture which is using a reduction method of deterioration. And the fly ash effects on improvement of durability with enhancement of fluidity, decrease of crack with reduction of hydration heat, promotion of long-age strength and have a economic advantage which replaces cement as a binding material. But, fly ash have different qualities and occasionally reduce the durability and strength by adhesion of AE admixture with unburned carbon powder etc. In this study, the experiments will take about various replacement ratio of fly ash concrete, and will analyze, consider the results, after these will verify applicability and validity as admixture and binding material.
An Analysis of the importance in fire-stations' works and redesign by disaster management steps

Fire-stations' works limited to the existing fire protection rescue and emergency services in rapidly changing disaster environment are not difficult to deal with the fire service demand of the people any longer. In this study, after calculating the importance of the disaster management about fire-stations' works by disaster management steps thorough a survey of experts about Fire and Disaster, firefighting tasks are to be redesigned. Experts have the higher rating in preparation step of firefighting tasks. Because securing resources and building systems in preparation step and safety training in prevention step have a high importance, it is required to improve efficiency of firefighting tasks through redesign. The most important point in redesign is to realize fire-stations' works are to expand and to develop such a policy if fire-offices excavate the civil and government cooperation works and provide such legal and institutional basis of establishment and operation. And it should be sought to maintain international cooperation for international disaster response. Ultimately, fire-offices will have further expansion in quality and simultaneously quantitatively by excavating 'collaboration (business cooperation)' or enhancing existing works in addition to existing 'fire and rescue, first aid' business.
Study on Fire Hazard Analysis along with Heater Use in the Public Use Facility Traditional Market in Winter

Fire caused by heater has various causes as many as the types of heater. also, lots of damage of human life and property loss are caused, since annually continuous fire accident by heater in traditional market is frequently occurring. There are not many cases of fire due to heater in most of residential facilities such as general house, apartments, etc., because they are supplied with heating boiler, however the restaurant, store and office of the market, sports center, factory, workplace, etc. still use heater, e.g. oilstove, electric heater, etc., so that they are exposed to fire hazard. Also, when investigating the number of fire due to heater, it was analyzed to occur in order of home boiler, charcoal stove, oilstove, gas heater/stove, electric stove/heater, the number of fire per human life damage was analyzed in order of gas heater/stove, oil heater/stove, electric heater/stove, briquette/coal heater. Also, gas and oil related heater were analyzed to have low frequency, however, with high fire intensity. Therefore, this research aimed at considering more scientific fire inspection and identification approach by reenacting and reviewing fire outbreak possibility caused by combustibles' contact and conductivity under the normal condition and abnormal condition in respect of ignition hazard, i.e. minimum ignition temperature, carbonization degree and heat flux along with it, due to oilstove and electric stove, which are still frequently used in public use facility, traditional market, and, of which actual fire occurrence is the most frequent. As the result of reenact test, ignition hazard appeared very small, as long as enough heat storage condition is not made in both test objects(oilstove/electric stove), however carbonization condition was analyzed to be proceeded per each part respectively. Eventually, transition to fire is the ignition due to heat storage, so that it was analyzed to ignite when minimum heat storage temperature condition of fire place is over
. Particularly, in case of quartz pipe, the heating element of electric stove, it is rapidly heated over the temperature of
within the shortest time(10sec), so that the heat flux of this appears 6.26kW/m2, which was analyzed to result in damage of thermal PVC cable and second-degree burn in human body. Also, the researcher recognized that the temperature change along with Geometric View Factor and Fire Load, which display decrease of heat, are also important variables to be considered, along with distance change besides temperature condition. Therefore, the researcher considers that a manual of careful fire inspection and identification on this is necessary, also, expects that scientific and rational efforts of this research can contribute to establish manual composition and theoretical basis on henceforth fire inspection and identification.
Analysis on Activation Characteristic of Heat Detectors in a Compartment Fire

The first operation of alarm system starts at a detector. And the largest effect is produced on the operation of detector by the fire source position and installation position. Nevertheless, the Korean standard for the installation of detector only specifies matters of fire detector installation according to area and height, without consideration of installation position and fire source position. Therefore, this study carried out a fire test in consideration of detector installation position and fire source position (5 places) in order to minimize casualties owing to the fast operation of fire detector when a fire occurred. Considering that it took the longest time for a detector close to a wall to work in the results of this test, it was possible to find that a minimum clearance to the wall was required.
