The Development of Real-Time Leak Monitoring System for Management of Hazardous Material Pipeline

In this study, a dual structured pipe for a preventive monitoring on a accident damage, a smartphone app program for a survey and a construction data collection and a server program for a real-time monitoring were developed. A pilot system was installed in the test field to analyze effects of a system developed in this study. The data for a damage prevention was detected by the attached sensors on the pipe. Exclusion was tested by the pressure sensors to be installed at regular intervals. The app and server programs was enabled to the real-time data collection and real-time monitoring linked by VRS survey equipments and a smartphone.
Study on Trend Analysis of Indoor Evacuation Path Guidance System for Disaster Situation

In this paper, the trend of evacuation path providing or guidance systems for safety on disaster situation is analyzed. For trend analysis, 31 papers of domestic and international, 29 patents of domestic, and the finished 9 national funded projects, which have been performed for recent 15 years are analysed. As the results of analysis, the previous researches were performed in the view of the guidance systems, but there is no study that can be used for peoples in dangerous situation until now. Also it has technical limitations in using indoor positioning technology for peoples. In this paper, therefore, we propose to use the indoor positioning technology for developing a novel evacuation guidance system for peoples in dangerous situation. It can be utilized to develop a novel evacuation guidance system which is considered indoor disaster situations.
An Exploratory Study in Disaster Relief System's Inter-Governmental Relations: Disaster Relief Institution and Case Analysis in Korea

In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. As a result of the analysis, the central government has adjust and coordinate disaster relief activities of the local government, it has been found that you are managing director through the support of the administrative and financial. However, it was found that by weighting the administrative and financial burden on local government in disaster relief activities. In addition, the division of roles between the relief agencies and relief aid agencies of relief supplies transmission on disaster-related laws and regulations have not been specifically explicitly. It was found that has brought the waste of non-efficiency and resources by the duplication provision there is no mutual exchange of information relief supplies transmission situation.
An Experimental Study on the Reinforcement of Low-Rise RC Structure for Seismic Performance

Nowaday, most of the low-rise concrete structures which have less than five stories were built before the intensified seismic code was established 2005. According to the fact that our country is not a safety zone ay more, studies are need to reinforce the seismic performance of that structures. The basic frame of low-rise structure are consist of beams and columns with partition walls, therefore that are very weak about secondary wave of earthquake because of the high stiffness. The partition wall are consist of open channel for sunlight or ventilation and intermediate wall. The intermediate walls will enhance the stiffness of columns, but will cause shear failure with short column effects because of the reduced effective depth. But we don't have studies and adequate design code for partition wall effects, therefore some more studies are need for these facts.

In the aftermath of a recent outbreak of Middle East respiratory syndrome (MERS), legal matters on the spread of epidemics have emerged as major social issues in Korea, with the awareness that rampant contagious diseases are disasters in society. Problems arose over damages arising from patients who contract infectious diseases, compensation for people under quarantine and for a partial, or entire, shutdown of hospitals, and information disclosure on infectious diseases. As epidemic-linked problems have never been socially disputed in Korea, the relevant legal issues appear to be studied comparatively less than other areas. As interests are heightened over legal issues on infectious illnesses amid the MERS scare, in-depth, further research on such legal issues should be conducted in an utmost effort to prevent and make preparations for epidemics which potentially become a social disaster, such as new Hong Kong flu, Ebola virus and Zika virus.
A Study on the Establishment of the National Disaster Emergency Communication System

Korea has faced with the problem of the whole national disaster safety due to the Sewol-ho and it reminded people and government of the importance of national safety. It is needed to establish the national unified network especially focused on the disaster site and also improved in the fields of law, system and organization related to the management of disaster. To do this, PS-LTE technology must to be adopted to the network and 700MHz is the most efficient bandwidth for the network. At the same time, we have to improve the management system for the response of disaster including standard procedure and the platform of disaster response system. In order to establish realistic and efficient emergency communications network, it is effective to build own network and use leased networks together. And the cost is estimated about 5.2 trillion won.

The full extent of damage depend greatly on the quick and rational decision making by the incident commander soon after the disaster. The decision that everybody should wait by the captain, not to enter into the ship by the first dispatched incident commander, broadcasting failure have brought about a huge loss of life at Sewol cruise ship incident. Thus this study reviews the training and education system supporting the rational crisis decision making performed by the incident commander to cut off the expansion of disaster which is caused by the failure of the incident situation awareness and the decision making described above.
Development of Automatic Mapping Algorithm using CCTV Information based on Geo-spatial Information

Database construction of basic elements for displaying CCTV informations(the location, direction, distance, maximum distance, Tele mode angle view, Wide mode angle view, etc.) is conducted by complete survey about CCTV information in model area. Automatic mapping algorithm is suggested to schematize and visualize it on the basic of the investigated CCTV informations. In the result, the CCTV locations in partial areas are duplicated on about 11 percents. Duplicated ones among twelve CCTVs are total five. If the redesign of CCTV location and direction by displaying the CCTV informations based on the suggested algorithm is performed, it can be used as scientific explanations.
