A Study on the suitable Underground space for Safety against Terror
Kwon, Jeong-Hoon ; Park, Ok-Cheol ; Kim, Tae-Hwan ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 34~52
The result of all terrors causes enormous damage. In order to prevent this damage in advance and find a prompt provision after terror, we investigated a safety measure against terror on the assumption that the fire in Daegu central subway is a subway terror. The followings are the safety measures against terror based on an underground space. Frist, training systems have to be established to provide against a terror . Second, People's consciousness about safety from a terror, centering on early education, has to be raised. Third, the provisions related with underground tunnel have to be established so that people can take shelter in underground tunnel areas. Fourth, CCTV has to be established in the guest rooms of the electric motor cars. Last, cooperative systems among related organizations have to be constructed, and the networks of the organizations have to be established so that they can cope with an accident.
u-Health related to Disaster Management in u-City
Wang, Soon-Joo ; Roh, Sang-Gyun ; Byun, Hyun-Joo ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 54~67
U -city is one of the most competitive field in Korea in the future and it has many subdivision applying field. U-health and u-disaster are important fields of u-city and many projects are being done about those fields. Because each filed is being developed independently, the better efficiency cannot be expected in case of disaster. The most important focus in disaster is the maintenance of human life and dignity, so u-health and u-disaster should be developed together and organized as the same filed for the practical assistance in case of disaster.
A Study on Unification of Legislation related to Private Security
Lee, Min-Hyung ; Kang, Kyung-Soo ; Kim, Jin-Hwan ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 70~83
The basic legislations regulating the private security in Korea are Private Security Business Act and Private Policeman Act. But this dualistic system of private security causes difficulties in unity and efficiency of private security operation and makes it complicated to supervise each personnel with effect. Besides despite similar service and duty, there is all the difference between private security guard and private policeman in regard of social position, pay, authority, and so on. Therefore it is suggested that the two Acts should be unified and the united private security act should be enacted. Legislating new private security act will lead to considering the detail legislative definition on qualification of personnels and business range.
The method for the classification according to their kinds and the estimation of unit generation rate for promoting recycling of construction and demolition(c&d) debris
Lee, Hi-Sun ; Kim, Dong-Sik ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 86~100
It is needed to classify the kinds of construction and demolition(c&d) debris to 6 catagories of waste concrete, waste aspha1t concrete, waste wood, scraps, combustib1e waste and incombustib1e waste in order to properly do a separate discharge and to estimate unit generation rate in construction site. A1so, in this case, the unit treating cost for mixed wastes shou1d be applied with the unit treating cost for combustib1e waste. The construction standard materia1s estimation data is used for basic data for estimating unit generation rate. The mixed wastes in this data shou1d be classified to waste wood, combustible waste and incombustible waste, and their ratio is obtained by using the unit generation rate of Asia Pacific Environment and Management Institute and Seoul Metropolitan Development Institute. The waste amounts generated from newly-built construction can be obtained from multiplying the 10ss rate by the amount of materials used from construction standard estimation data. Also, those from dismantling construction can be obtained by subtracting waste amount generated during newly-built construction from total input amount of materials in newly-built construction. Those in two cases can be used in construction site. It can be used for estimating the amount generated and establishing the treating plan in the case of setting up the policy of waste management and doing the environment impact assessment.
A Study On the Magnetic Particle Testing Method for Coated Welding points
Choi, Jeong-Soo ; Kim, Jong-Hee ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 102~136
Coated welding points are eliminated for Open - Inspection of above-ground storage tanks which should be inspected periodically in accordance with the Hazmat-treatment Safety Act. But it was speculated on this study that it causes such huge economical losses in terms of manpower and materials that applicable to magnetic particle testing. As a result, it was concluded that the magnetic particle testing is applicable to the coating depth below
A Study On the Corrosion Tendency of Bottom Plates and Corrosion Prevention Measures in Hazmat Tanks
Choi, Jeong-Soo ; Ro, Kyung-Jin ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 138~152
The most important factor in the maintenance of chemical industry facilities is related with deterioration and corrosion. Leakage of hazardous materials is likely to occur because the confirmation and maintenance of bottom plates are very difficult while the bottom corrosion of the massive hazmat-storage facilities is most dangerous especially. As a result of the analysis of the corrosion locations, areas, usage condition of 287 hazmat-storage tanks on this syudy, it is concluded that the main external corrosion factors are the inflow of moisture and the materials inducing corrosion in the air such as sodium chloride and the main internal corrosion factors are corrosion react caused by stay of seawater, sulfur and moisture in hazmat for a long time without appropriate discharges. It is anticipated that the corrosion of bottom plates can be restrained effectively by establishing the proper measures for the each corrosion cause.
Private and Public Securities' Mutual Cooperation Plans to Deal with Crimes Threatening the Livelihood of the People
Hong, Eun-Sun ; Kim, Tae-Hwan ;
Journal of The Korean Society of Disaster Information, volume 4, issue 1, 2008, Pages 154~174
Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort , the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.
