Mechanistic-Empirical Guideline for Routine Overweight Truck Traffic Routes

The main objective of this research is to develop the Mechanistic-Empirical (M-E) guidelines for evaluating the capacity of existing highways to sustain route overweight truck traffic over a specified performance period due to a growing concern on the impact of increasing overweight truck loads on highways. In this study, a two-stage framework was developed for this purpose. Level I procedure involves the use of pavement evaluation charts to identify the best possible route from among the alternatives considered and to determine what additional tests and analyses are needed as a screening tool. Level II involves the application of the Overweight Truck Route Analysis (OTRA) program to evaluate the structural adequacy of an existing route to carry routine overweight truck traffic over the specified performance period along with estimating asphalt concrete overlay thickness, if necessary.
A Study on the Prediction-Formulas of Approximate Estimate Based on Actual Work Cost for Subway

This study proposed cost prediction equation model by considering duration, construction, size, actual cost with the subway construction started by the actual cost system which was introduced since 2004. Costs - scale exponent n(confidence range: 0.5 to 0.7) for cost prediction of subway construction was drawn total cost(0.713), net cost(0.77) in point of the 11 subway construction data. The cost prediction equation model of the subway construction which was presented in this study is able to effectively apply to business planning, preliminary investigation, feasibility study, basic design stage to estimate the approximate cost in the future.
An Evaluation of Field Performance of Environmentally Friendly Asphalt Pavement

Warm mix asphalt(WMA), which is produced at lower temperatures than hot mix asphalt, has advantages in reductions of fuel consumption and greenhouse-gas emission. In this study, field tests such as skid resistance, rutting(permanent deformation), and roughness were conducted for analysis of long-term field performance of modified warm mix asphalt pavement. Skid resistance after 20 months represents the result similar to initial performance results but rutting and roughness decreased somewhat depending on the period of performance. Measurement results of permanent deformation and roughness could be acceptable because measured pavement location is bus lane that a lot of buses pass and stop. There were no cracks after 11 months, but some minor cracks were observed after 20 months. These results were influenced by increased crack resistance due to fiber addition.
Development of Traffic Accident Models in Seoul Considering Land Use Characteristics

In this research we developed a new traffic accident forecasting model on the basis of land use. A new traffic accident forecasting model by type was developed based on market segmentation and further introduction of variables that may reflect characteristics of various regions using Classification and Regression Tree Method. From the results of analysis, activities variables such as the registered population, commuters as well as road size, traffic accidents causing facilities being the subjects of activities were derived as variables explaining traffic accidents.

Self-Prevention Plan Review Report and Review Standards Process Safety Management(PSM), Safety Management System(SMS), including the contents of the safety management system audit standards, notices and guidelines on the screening form and were analyzed. A Study on Application of Warm-Mix Quiet Pavement Using Fine-Size Aggregate

The study examines the quiet pavement using fine-size aggregates and warm-mix technique to reduce traffic noise. In order to evaluate the quality of pavement, mix design and laboratory tests were carried out. Test results showed that using 10mm aggregates can reduce the cantabro loss compared with 13mm aggregates due to increase contact area between aggregates. Mixing and compaction temperatures of warm mix quiet pavement should be determined by gyratory compactor test because it is used high viscosity asphalt binder. . Noise measurement and permeability tests were conducted at the test road for evaluation of the field performance. All of quiet pavements meet the standard of permeability and have sufficient porosity. Noise reduction of the quiet pavement using fine-size aggregates is more effective than that using 13mm aggregates. In particular, the effect of noise reduction was noticeable at low speeds.
A Study of the Classification and Identification of the Disaster Protection Resources

There are many institutes which manage the disaster protection resources in their system. The system of the institutes is not mutually compatible, because there is no standard framework of the classification and identification for the disaster management resources. NIMS of FEMA defines the classification and identification framework for the incident resources. All incidents management system of USA including IRIS and webEOC follows the standard resources framework. The aim of the classification and identification of the resources provides the resources list for the disaster and supports to find the resources information efficiently. In this study, we defined the classification and identification of the resources considering the compatibility with the international standard and the field requirements.
A Study on the Direction of System Improvement for the Utilization of Residential Spaces of the Emergency Evacuation Facilities in Responding to War

Caused by the Cheonanham attack and the Yeonpyeongdo bombardment occurred a few years ago, and the recent North Korea's nuclear test, the war crisis between South and North Korea has been increasing. Accordingly, an interest in obtaining a temporary residential space, for the case of the outbreak of war, where people can reside safely over a period of time has been escalating. However, in the disaster relief planning guidelines of the National Emergency Management Agency, the standards on the temporary residential spaces in preparation for storm and flood or earthquake are included, but the standards on the ones in responding to war are not yet equipped. In particular, the standards on the underground temporary residential spaces that can accommodate massive victims should be developed in preparation. In this study, through a requirements analysis based on the survey of war victims and a comparative analysis between disaster-related laws and regulations, the direction of relevant system improvement for the utilization of temporary residential spaces in responding to war is established.
A study on Professionalization of Student Protecting Manpower for the Prevention of School Violence

The purpose of this research is to suggest specialization measures of student protecting manpower for the prevention of school violence in Korea. Therefore, student protecting manpower's legal limitation, insufficiency of professionalism, insufficiency of recruitment standard's suitability, insufficiency of educational training, cooperative problem with related institutions and ethical problems were drawn as the problems of student protecting manpower. The measures for improving those problems are as follows. The first is to revise laws related to school protecting manpower and strengthen systems. The second is to prepare proper standard to recruit student protecting manpower. The third is to establish professional training institution of student protecting manpower. The fourth is to establish close cooperation system with institutions related to student protection. The fifth is to legislate ethics codes of student protecting manpower.
Comparative Study on Domestic CBRNE Education Training

Locally and abroad, people's anxiety is now at a high due to CBRNE accidents. The accidents occur by various causes, and the scale of disaster could be enlarged. In this study, we focused on CBRNE education training program as a way of reducting damage of CBRNE accidents which could harm unspecified individuals and drew a parallel by a comparative analysis about CBRNE educational programs of domestic institutions.
A Study on Design of Rapid Field Support System for Improving Fire Trail of Emergency Vehicles

Socially, citizens' safety needs get higher, therefore support system of emergency vehicles is desperate as it is one of national services. For emergency vehicles, rapid departure and prompt field arrival are necessary. However, delay of departure occurs frequently due to traffic jam within a city so it makes citizens suffer from inappropriate service. Thus this study researched overseas examples in order to adduce solution of obstacles we have when passing through bridges and tunnel. In order to help emergency vehicles to move smoothly, a proposal of design and method for rapid support system was made.
A Research for the Opinion of Railway Users with the Introduction of Security Inspection System

As the patronage of railroad increased, the government tried to introduce several the railroad safety program. The introduction of security inspection system in railroad is also considered with this background. In this paper, we examined the foreign cases in U.S., Spain, and China. Also, we surveyed the railroad users' opinion with the security inspection system and analyzed the results of survey for the sufficient preparation for it. Consequently, we suggested the introduction of high-speed rail station by way of showing an example.
