The Study on Analysis Method and Performance Evaluation of Portable GC/MS

Recieved Mar. 06, 2013 Revised Mar. 29, 2013 Accepted Sep. 11, 2013In this study, we evaluated the method performance and the optimum sample injection method of the portable GC/MS(HAPSITE) which were designed to operate on scene of chemical accidents. Chemicals used for performance test were vinyl chloride(VC), methyl chloride(MC), benzene(Bz), toluene(Tol). CRM(Certified Reference Material) Manufactured by KRISS(Korea Research Institute of Standards and Science) was used as the standard gas. The results showed that 1) Among three sample injection methods(Cylinder, Silico canister, and Bag), bag was identified as the most appropriate sample injection method. Bag material and capacity did not significantly affect the results. The most ideal reproducibility occurred at the 2-minute point of the purge time in the loop and tenax methods. 2) Performance evaluation of HAPSITE was conducted. Evaluation items were reproducibility, linearity, method detection limit, etc. Tenax concentration method was appropriate for larger molecules and Carbopack concentration method was suitable for smaller molecules.

Development of Disaster Management Capacity Analysis Program for Local Government

New paradigm to the advancement of disaster management is required for building resilient and safe society. In these circumstances, the importance of local government disaster management capacity has been emphasized through experiencing a series of accidents including 2012 september Gumi fluorosilicic acid diffusion accident. The increase of people's disaster awareness has emerged the public demands on disaster management information of local area. In this study, the disaster management capacity analysis program is developed for self-assessment of local government. The program is designed for disaster managers to database the categorized index of disaster management capacity and recognize the capacity level. For the public announcement of disaster management capacity, the analysis results are shown for citizens in the understandable format. It is expected that the enhancement of emergency management capacity of local society can be achieved by the efforts of local government analyzing and improving the vulnerability as well as the participation of local society.
A Study on The Awareness of Fire-Fighting Officer for Strengthening Capabilities of Disaster Response System

This thesis grasped problems by examining the current status of disaster response system repeated during the disaster according to the changes of social environment and suggested current status of disaster response system and developmental measures through the investigation of the awareness of fire-fighting officer. On disaster site, close cooperation system of disaster safety measure headquarter and urgent rescue controlling association must be formed and range and time of the action must be accurately improved so as not to cause duplication of rights for orders. Also, systematic education and training system must be established so as to strengthen disaster site reaction capability and manpower and equipment for it must be increased. Finally, detailed measures for improving initial reaction capability during the disaster, such as tactic development, reaction plan establishment, etc, are requested.

Mobile laboratory in the country (BL3 class) for research and technological development there has been continuous attempts . However, primarily as a feasibility problem and apply production techniques to move outside the laboratory by introducing the entire vehicle or domestic supply parts manufactured outside the shelter to the body in a way that introduces two special vehicles have been produced . Shelter in car parts production technology of positive pressure and negative pressure to secure perspective, and specific features of each facility through the analysis to find out the localization and standardization strategy direction and enhancements Check the current issue of the existing equipment was introduced and the internal structure of special vehicles the comparison function production technology at home and abroad through the analysis confirm and secure by applying advanced technology equipment and positive pressure inside the shelter facility that can be applied to the localization of the structure plan seeks to move existing analytical laboratory, equipped with the specifications of equipment Also introduced in the present state of the domestic vehicle production as portable measurement and analysis is to look for.
An Improvement of Security for the National Assembly

This study is to present an improvement of security for the National Assembly by survey of persons who use the National Assembly facilities. Most of respondent said that their security consciousness level is above average, and they know National Assembly building is National Major Facility First class but they did not know well what the Major Facility First class is. Many of respondents thought security design of National Assembly building is inadequate, so reinforcement of access control management is necessary. For reinforcement of access control management, security gate and preparing of some obstacles are required. They said that they could put up with inconveniences incurred as a result of reinforcement of access control management, that could be affected positively for the reinforcement. The recognition on the necessity of security education is high, but there is no proper security education program. For practical security education, contents and different method followed by different facilities user should be considered.
A Study on the Building of Defect Information DB Management System of Apartment House for Defect Prevention

Defects on apartment which is one of the major residential types in Korea have produced unexpected inconveniences to owners of apartments. If construction companies paid more careful attention to defect information management, a lot of flaws could be prevented. In this situation, this study attempted to seek improved defect information DB management system. First, research on defect information DB management system of large construction firms was conducted to confirm necessities of improved system. Following survey showed problems of current defect information DB management system and the need of improvement. The study came up with remedies expected to contribute to preventing faults.
An Experimental of RC Beams Strengthened with Pultruded Glass Fiber and Steel strip

Recently, FRB is being used more as reinforcement of RC beam thanks to its material advantages in construction industry. The external attachment reinforcement of FRP is a construction method with advantages such as high strength, stiffness, excellent durability and construction practicability, despite of its weight. However, the reinforcement has a disadvantage to cause damage on permanent structure as its structure is water-tight by low water permeability reinforcement, preventing water from draining outside. The study attempted flexural failure test for GP of which material properties are equally same as the existing FRP and that with permeability, shows good binding with the concrete structure, durable performance and durability, comparably analyzing the improvement of durability and ductility according to changes of fiber contents of composite strip.
A Development of Prediction Model for Traffic Opening Time of Epoxy Asphalt Pavement Using Nonlinear Curve Fitting

Epoxy asphalt concrete is used to reduce dead load and to increase durability on long-span steel bridge overlay. The strength development properties of epoxy asphalt concrete are affected by time and temperature because epoxy asphalt is two-phase reactive materials. The strength development of epoxy asphalt concrete should be predicted precisely to decide traffic opening time. Based on this background in mind, the prediction model for traffic opening time for epoxy asphalt pavement was proposed in this research. The developed model using nonlinear curve fitting revealed R2 value of 0.943 while the R2 value of the existing model using chemical kinetics was 0.806. An improved precise prediction result is to be obtained when the prediction model uses accurate temperature data of pavement.
A study of on the occupant movement speed during emergency evacuations for the evacuation safety assessment of domestic buildings

Recently in Korea, in order to ensure evacuation safety within buildings, reviewing and evacuation assessment using computer simulations has been performed from the planning and design stages. Since the results from the assessment mainly depends on the initial values of input elements, it is important to establish element specific data. Nevertheless evacuation related experiments and research are still insufficient to apply overseas standards to domestic conditions. This study intended to conduct a experiment on evacuation movement speed by age as part of element-specific data construction for domestic occupant movement speed. After analyzing domestic and overseas studies on evacuation movement speed, we conducted the experiment of evacuation movement speed for 134 people. Then, by carrying out a comparative analysis of the results of the movement speed obtained from the experiment with overseas movement speeds, we followed the validation procedures of the experimental results under domestic evacuation conditions. The data derived from the experiment is expected to serve as a basis for the movement speed of domestic evacuation safety assessment.
A Study on the Establishment and Revitalization Measures of International Safe Community -Based on Samcheok in Gangwondo-

In this study, the summary and characteristics of WHO International Safe Community are examined and the activities for the establishment of safe city were analyzed targeting Samcheok City in Gangwon-do which prepares for the certification of the International Safe Community. And, based on the result, this study intends to present the direction of establishment and development of international safe city to improve the regional safety. First, for the establishment of safe city, measures and programs for vulnerable classes and accidential forms in the area must be developed and operated continuously. Second, continuous and systematic activities must be done by establishing combined network between regional government association and relative organ and resident association in the area. Third, public policies for establishing safe city so as to improve regional safety, such as enactment of relative si/do ordinance, etc, must be prepared so as to operate it systematically. Finally, through the various activities by establishing international network, education, publicity activities and various informations must be acquired.
The Study for Understanding of Residents to Landslide Mitigation Projects with Respect to develop Socio-Economic Damage Level Standards of Landslide Disasters

Abstract The objective of this study is to investigate and analyze understanding of residents living in landslide disaster impact areas to landslide mitigation and recovery projects with respect to develop socio-economic damage level standards of landslide disasters. South Korea is one of the representative mountain-side urbanized countries that cities have been developed through mountain-side urbanization due to high population density because mountain areas occupy 64 percent of the total land proportion. South Korea were recently suffered from the massive landslide disasters with significant causality that overcomes the annual drowned causality of flood disasters. Consequently, the total death toll of South Korea landslide disasters including unexpected Mt. Woo-Myun disaster and Chuncheon disaster in 2011 became forty-three persons. The hugh amount of disaster management budget was spent in landslide mitigation and recovery projects of the affected areas. This research performed facility field research and resident surveys for landslide damage conditions and damage factors for Mt. Woo-Myun, Chuncheon, Pusan, and Dongdoochon that were major effect cities of 2011 landslide disasters.
A study on the integrated management model of the national disaster resources

Conventional disaster resources management systems among the several institutes are not mutually connected. In case of NDMS(National Disaster Management System), the data of the system is confined to the resources of the local governments and not connected with any other disaster resource management systems. Therefore, it is difficult to find the needed resources, when the large scale disaster is occurred. In this paper, we developed the integrated model of the distributed resources management framework considering the current resource management environment among the institutes. It is loosely coupling model under the centralized system, called IDRM(Integrated Disaster Resource Manager). The system will be verified with the test sites including Korea Expressway Corporation, JeonBuk local government, and Korea Construction Equipment Association. Via the field testing, the system will be the base of the real available system in the future.
