A strategic plan of providing regional information using internet GIS in Seoul

As Internet CIS technology keeps improving dramatically, its use on ordinary people is widely expanded. Informatization of local government is accelerated by the introduction of e-government policy with the purpose of providing public information to the citizen. According to this, construction of Internet homepage is increasing very rapidly by each department of local government. However, the public information service using Internet GIS is very limited. In this study, we propose how to provide the regional information by using Internet GIS by analyzing the following cases; 1) homepages using GIS technology in public and private sectors in case of Seoul, 2) homepages using GIS of foreign local governments, 3) the Seoul Metropolitan government' tasks and data which are important in terms of information service to the citizen. In results of the analysis, we propose a strategic plan of construction of Internet CIS homepage.
A study on the construction If urban diagnosis system base on GIS

The purpose of this paper is to search for the construction of UDS(Urban Diagnosis System) which can be effectively applied to selecting or classifying the districts for carving out projects of urban planning based on urban geographic information. In order to promote projects of urban planning, it is essential that selecting or classifying the urban districts should be precisely diagnosed according to the respective blocks. Objective measuring standards are needed for this, and the UDS can be applied to analyzing these standards according to the levels. With these in mind, this paper will consider the present states of Korea and the established states of developed countries. Besides, the interest of this paper is to seek the ways of utilizing GIS most effectively in the urban planning areas and application methods. Also, it will find the ways of applying UDS extensively to selecting or classifying districts far the purpose of carrying out urban planning projects actually in the case areas.
The design of 4S-Van for implementation of ground-laser mapping system

In this study, the design of 4S-Van system is discussed fur the implementation of laser mapping system. Laser device is fast and accurate sensor that acquires 3D road and surface data. The orientation laser sensor is determined by loosely coupled (D)GPS/INS Integration. Considering current system architecture, (D)GPS/INS integration is performed far performance analysis of direct georeferencing and self-calibration is performed for interior and exterior orientation and displacement. We utilized 3 laser sensors for compensation and performance improvement. 3D surface data from laser scanner and texture image from CCD camera can be used to implement 3D visualization.
Designing for a system of multi level spatial database abstraction

Abstraction of geographic data within a spatial database context must deal with geometrical simplification, modification or maintenance of the integrity of features, spatial and aspatial data, topology within class, and relationships between classes. This research is to propose a method to abstract a spatial database into a high level database. This study refines operators to carry out the modifications required by the abstraction process in the spatial database. Then, a set of operator sequences (workflows) is suggested to specify operators required to abstract a given feature class and to arrange them in order. Finally, a prototype system is developed, based on rule management with a graphic user interface. When the abstraction process is implemented sequentially we demonstrate that a preferential ordering of operations improves efficiency and reduces loss and distortion in the information.
The construction of stream-recognition DEM using voronoi diagram in GIS environment

Researches using DEM are actively progressed in field of water resource, and especially the extraction of watershed and stream based on topographic and hydrologic analysis, is widely used in GIS analysis recently. However, because it is extracted that watershed which is type of sliver polygon and stream which is type of straight line in low topographic region, they're not efficient for application. This study determined buffer zone from stream and tried smooth elevation change to buffer zone in order to efficiently extract abnormal watershed and stream being occurred in low topographic region. Especially, we applied equal-distance assignment model using Voronoi Diagram to determine smooth elevation change. Also, we extracted watershed and stream using stream recognition DEM and origional DEM, and evaluated the efficiency of research through comparing the shape of watershed and stream in low topographic region.
A Study on Feature Classification and Data Dictionary of Digital Map

Toward the systematic and efficient management of national land, National Geography Institute(NGI, National mapping agency) has been producing national basemap in automated process since middle of 1980's. Under the National Geographic Information System(NGIS) Development Plan, NGI began to produce digital maps in the scales of 1:1,000, 1:5,000, 1:25,000 since 1995. However, those of digital maps that have been generated under NGIS Development Plan need to be modified and corrected due to lack of technology and experience in making digital maps. In this context, those digital maps generated are currently in great need for improving the data dictionary. It is fully appreciated in previous research that data dictionary will be a key element far users and generators of digital maps to rectify the existing problems in digital maps as well as to maximize the application of digital maps. In this paper, we analyzed existing problems in digital maps based on previous researches and interviews with engineers in different fields of geospatial engineering. And then, the existing data dictionary has been redefined and modified. In the line of modification process, a relational matrix was established fur each topographic feature defined in the existing feature classification system. This paper presents newly proposed data dictionary which conforms to newly defined feature classification system from previous research performed by NGI.
Applications of high resolution satellite image in road alignment design

Nowadays, digital maps of 1:5,000 scale are used to plan and review far road alignment design. However, the updating and modifying period of digital maps is not so harmonious as topographical changes caused by rapid developments can be reflected in digital maps, the different areas between real surface and digital map can be found easily. This research is aimed to suggest that the use of high resolution satellite image is effective way to get latest topographical information for road alignment design about wide region. IKONOS satellite images were geometrically corrected, and the road alignment data previously designed by traditional procedure were overlapped on the satellite images. As a result, the satellite image maps clearly described wrong road alignment, and modification of road alignment could be accomplished adequately By these procedures, road alignment design was Improved in quality, and could be reasonable and economic design to prevent modification that would be happened in the next step of practical plan. For the geometric correction method of IKONOS images, Thin Plate Spline(TPS) transformation with large number of ground control points, as well as ortho rectification, was effective.
The analysis of drought susceptibility using soil moisture information and spatial factors involved in satellite imagery

The severity and spatial Patterns of spring drought on the croplands arc investigated using satellite imagery(Landsat ETM+). It is necessary to analyze the area droughty conditions in order to decrease the damage and make the efficient policies. In this context, the information about soil moisture levels, which were fatal factors to the crop growth, was acquired from wetness calculated from Tasseled cap transformation. We confirmed that the wetness values have a strong correlation with NDVI and the principal components. The result showed that the intensity of vegetation covering the surface could be understood as the index of the impacts of drought on croplands and these relationships were effective to classify dry areas in satellite imagery.
