A Study on the Quality Evaluation Method of Spatial Database - Focusing on Land Database -

Quality elements and evaluation methods should be considered according to the characteristics of spatial database. The purpose of this study is to propose specific methods for quality evaluation focusing on land database which are an important parts of spatial database. Through the study, of quality evaluation for selected quality elements are specified, which are based on the construction processes of the topogaphical database, cadastral database, and zoning database. Position accuracy, attribute accuracy, consistency, completeness, temporal accuracy, believability, and lineage are selected as the quality elements of land database. A various statistical and mathematical skills are proposed for measurement and assesment methods of quality elements.
Strategies for National Spatial Data Infrastructure

Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.
GIS DB Quality Improvement in the user′s point of view

This study aims at preparing the foundation for continuous development of Topographic DB by suggesting an actual quality improvement scheme and proposing a draft for complementing existing progress and method of implementation and management according to this scheme. For this purpose, we surveyed the Topographic DB users to grasp the current DB quality and the required quality level. Then, the suggested quality improvement scheme was concertized and verified through an experimental research. The experimental research was concentrated upon evaluating primitive data, modifying geometrical and logical errors and management. At last, a plan to improve the related systems was proposed.
A Study on the Cyber-geospace Construction in the Evernet Age

This study aims at defining the concept of a cyber-geospace and proposing how to establish a cyber-geospace fir the entire country in detail. The study defined the cyber-geospace as 'the dynamic second territory of Korea not only to manage the land systematicality and deal with administrative services for the people in aspect of public sector, but also to contain economic activities of corporations and the citizen's everyday lives in aspect of private sector, in a 3D virtual reality made by digitizing various facilities and buildings as well as the entire toterritory including ground, underground and even sea'. In order to establish such a cyber-geospace, the project should be pursued on the national level fir around ten-year period.
The Security Plan of Matching Accuracy between Digital Map and Cadastral Map

Recently, a lot of interests are commanding in link practical use of country information and cadastral information for management of efficient country resource and administration of land. As map information, a lot of interests are commanding in construction of synthetic informations system including digital map and cadastral map. In this study, achieves analysis about non-coincidence causes of digital map and cadastral map, and achieve investigation about representative algorithm that is used in conversion of map for correct overlay between two map and opes overlay plan. Also, presented plan that can ready fetters for integration database construction of digital map and cadastral map by achieving study about matching security plan between map and plan elevation of the quality.
A Study on the Regional Differences in Geographic Information Infrastructure and Policy Agendas in Korea

Geographic information systems are the crucial means in local governments to improve the diverse internal operations or service to citizens. A eat number of local governments have introduced GIS. However in spite of the rapid spread of GIS projects in local governments there are severe level differences of Geographic Information Infrastructure between medium or large cities and small cities or counties(Gun), especially in non-capital area. The differences are one of the main reasons of regional inequalities in local governments'administrative services. Thus this article suggested that the central government should place policy emphasis on improving the levels of geographic information infrastructure in small cities, counties(Gun) and especially non-capital areas.
A Comparative Study on Distortion Correction Algorithms for Digital Cadastral Maps

In order to calculate the position of parcel boundary points, the area of the Parcel, and the length of the parcel boundary lines using a digitalized cadastral map or maps, the distortion of the map has to be corrected. The correction methods, such as the method of 2D affine transformation using 4 comer points of the edge lines, the method of tessellation into 9 subregions, the method of using the original surveying sheets, and the method of straightening the 4 edge lines, have been developed. In this Paper, the four methods were programed and applied to some sample cadastral maps and the correction accuracies were obtained and analysed. No method could prefectly correct the distortions because the distortions were irregular throughout the maps. However, it is found that tile method of straightening the 4 edge lines is the one which can minimize the distortions when the method is applied after applying the 2D projective transformation on the maps using the 4 comer points of the edges.
Strategies to develop GIS industry with increasing demands for geographic information

Geographic Information System(GIS) market in Korea was made based on "the First Master Plan for the korean National GIS" Recently the private GIS market is growing rapidly for LBS, Telematics, Web Geographic Information Service. So, the purpose of this study is to make the development strategies reflected ′moving the core of GIS market′ from public to private sector. By using the Model of Added Value chain, the business model which reflect features of geographical information best, we analyzed markets and classified them into four fields along the uses and degrees of added value. The features of markets in each field are researched and the ways of development about each fields are established. And the business model for geoaphic information circulation is made for development of GIS. market. To realize the development strategies in each field, this study proposes the national roles.
A Study on the Linkage for National Geographic Information Clearinghouse

The Competitive power of the country in knowledge information can be determined that how efficiently useful knowledge and information can be circulated. Korean government established the second National GIS Master Plan, and constructed National Geographic Information Clearinghouse to the goal 'whole nation's internet circulation of the geographic information and practical use'. But every departments of government are trying to circulate their geographic information individually, And this case, consumer group should approach to several dissemination network in various routing line to get the geographic information. In fact, it is difficult to present the solution for uilified single dissemination network. It is difficult to present suitable linkage plan coinciding in special environment and characteristics of all systems. Consequently, in this study, we suggested linkage element that should consider far link with National Geographic Information Clearinghouse, and presented linkage plan by linkage target type.
A study on the integration and linkage of basic information within National Territorial planning system

Various basic information is required to scientifically and rationally utilize and manage national territory. For this, a variety of informatization projects have on developed from public sectors. However, there are a lot of problems including weak linkage between individual information systems and databases and lack of the coordinating function in promoting national territorial informatization projects. This study aims to provide policy alternatives on the integration and linkage of basic information within national territorial planning system. These results will be applied to the planned utilization and environmental friendly management of national territory.
Coordinate Transformation of the Cadastral Maps with Different Surveying Origins for Utilization in GIS

This study aims at generating a continuous map by coordinates transformation between cadastral maps with different surveying origins. The continuous cadastral map is useful in various fields of GIS. For this purpose, an experimental study was conducted at Osan-Si, Kyonggi Province in cooperation with related institutions. In this study, three control point zone, large, medium, and small zone were to!;ted. For each control point, the currently used data were compared with the data at the surveyed time. About coordinate transformation method, we tested Helmert, Affine, and Polynomial methods which are the most representative among 2-dimensional coordinate transformations. These three transformation methods were evaluated according to variation of transformed parcel shape and agreement with neighboring areas. As the result of the evaluation, Affine transformation in large zone is the most appropriate coordinate transformation method fer Osan-Si.
Framework of e-Government based on GIS Service Network Integrating LMIS

This study proposes a framework of a GIS service network to connect local governments'Land Management Information Systems(LMIS) together. Databases constructed far LMIS's are very crucial information on both administrative business and civil affairs administration. However, they did not give full play to their values because they could not be shared sufficiently. Local governments build their databases individually using diverse GIS solutions. It causes some problems on sharing them. To demonstrate their geniuses, they should be connected to each other within a network for the whole country, and are served whenever and wherever to people who require them. for this, there are two main problems to be solved. Firstly, a GIS service network that handles heterogeneous and distributed computing environments is organized to link every LMIS each other by the GIS service network vertically and horizontally. Secondly, a mechanism should be developed to access the GIS service network readily and to search GIS data efficiently. The needs from every types of user should be satisfied by the mechanism. As the result of investigation of the issues, one of the most possible solution was suggested in this study, which is a Web based approach. To take into account the advance of information technology in the future and the requirements of e-government, stepwise strategies that integrate the LMIS's into a Web based system was recommended.
An Empirical Study on Analysis Method of Impervious Surface Using IKONOS Image

Impervious surface affects urban climate, flood, and water pollution. With a higher paved rate, expanded heat containing capacity of buildings and roads raises atmospheric temperature, and increased quantity of the outflowed water brings flood during a heavy downpour. Moreover, increased non-point source pollutant load is accountable for water pollution. In this regard, it is definitely important to research and keep monitoring the current situation of paved surface, which influences urban ecosystem, disaster and pollution. In fact, collecting information on urban paved surface, which requires the time and expense, is very difficult due to its complicate structure. In order to solve the problem, this study suggested a method to utilize satellite image data for efficient survey on the current condition of paved surface. It analyzed the paved surface condition of Anyang-si by using IKONOS image and discussed the usefulness and limitation of this method.
