A Study on Advanced Model for GIS Connection and Integration in Local Governments

As applications of GIS technology have grown in local governments, the wider and integrated use of spatial information is demanded more than before. Particularly because 70-80% of administrative information in local governments are related spatial, it becomes a key issue to connect and integrate non-spatial information with spatial information for more advanced use of GIS applications in local governments. The purpose of this study is to establish an advanced Implementation model by analyzing obstacles in existing GIS applications and suggesting implementation strategies. The strategy, as an important part of the model, includes efficient information sharing, establishment of commonly usable GIS Database, architectural improvement for Enterprise GIS in terms of database and system implementation, standardization far the model, and establishment of spatial infrastructure in the local governments. The study concludes that administrative collaboration in a horizontal and vertical perspective has a highest priority for the implementation of the model.
Study on the Service Area Determination of the Public Facilities Applying Voronoi Diagrams - Case Study of the Fire Services in Gangnam-Gu, Seoul -

The purpose of this article is to set up the scientific and reasonable norm of location and service area determination instead of the pro-administrative lacking availability, so as to propose more practical and reasonable standard of space unit for the location of facilities. This article has accepted the method of Voronoi Diagram as a new scientific and reasonable criteria. The article chooses and realizes a model that can propose a new service area, transform and apply to improve its reality, and assesses which has more reality and compatibility by comparing the models. The result from this procedure can be adapted in objectification of the service area determination and formation of the standard space unit.
An Empirical Study on the Necessity of Ubiquitous Public Service: Focused on Chungju City Public Officials' Recognition

This study is intended to examine the types of U-public service that can be introduced to the public sector by making an empirical analysis on Chungju City public officials. Specially, to analyze the public officials' recognition of the types of ubiquitous public service that can be introduced to the public sector, this study investigates the utility and necessity of ubiquitous information technology when making use of it in terms of administrative concepts. To achieve study purpose, this study examines what type of U-public service is highly likely to be applied and basically has to be applied when ubiquitous information technology is applied to the current environment of Chungju City in stages.
Development of Remote Mornitoring Web System for National Control Points using RFID Tags

There are about 22,000 national control points throughout this nation. However, in order to identify the location data of a national control point, a control point result table is needed. And although the control points are important national facilities, due to the fact that these points located at remote areas such as on top of mountains, the facilities are being maintained via on-site inspection without any protections around them. In this research, by taking the locations where the control points are placed into consideration, a specialized RFID tags that can be attached to the national control point's marker has been developed, and CDMA-ready PDA based mobile Web System and national control point control system are developed as well. With help of these systems, control point data can be checked at the seen, and national control point maintenance personnel can find out about maintenance status and keep track of usage record. When these systems are taken into effect, access to the national control point data becomes easy, fast response to the change in data can be possible, and management efficiency will go up. When the Ubiquitous society becomes reality, the importance of location information will be high. Therefore, national control points using above mentioned RFID tags will not only be useful to the control point users and maintenance personnels such as professional land surveyors, but also useful when providing location based services to people, and it will become an important national infrastructure in terms of providing absolute location information.
Enhancing the Usability of National Geographic Information System: Focused on the GIS Utilization System

Even on the point that the 3rd National GIS project is being executed following the completion of the 1st and 2nd, the National GIS utilization is still very low. It is well reasonable to anticipate that the utilization will grow much higher, as the national spatial data infrastructure had been almost equipped through the 1st and 2nd project periods. Facing the ubiquitous era, in particular, as the national-level GIS demand is to increase to a great extent, pre-established GIS application scope will become much wider, too. In preparation for these, the current study focused on the National GIS utilization system by reviewing on the execution procedures to evaluate the outcomes. For the actual administration procedures, to note, the National GIS utilization statuses by local municipalities were investigated in depth. And the barriers for the National GIS utilization enhancement were analyzed to look for feasible solutions. The results suggested were aimed to contribute to the amendment of the 3rd Master Plan, and to be used as part of the basic data for the establishment of the 4th Master Plan for the National GIS.
Spatio-tempers Change Prediction and Variability of Temperature and Precipitation

Internationally many models are developed and applied to predict the impact of the climate change, as occurring a lot of symptoms by climate change. Also, in Korea, according to increasing the application of the climate effect model in many research fields, it is required to study the method for preparing climate data and the characteristics of the climate. In this study IDSW (Inverse Distance Squared Weighting), one of the spatial statistic methods, is applied to interpolate. This method estimates a point of interest by assigning more weight to closer points, which are limited to be select by 3 in 100 km radius. As a result, annual average temperature and precipitation had increased by
and 412 mm during 1977 to 2006. They are also predicted to increase by
, 319 mm in the 2100 compared to 2007. High variability of temperature and precipitation for last 30 years shows in some part of the Gangwon-do and in the southern part of Korea. Besides in the study of the variable trend, the variability of temperature and precipitation is inclined to increase in Gangwon-do and southern east part, respectively. However, during 2071 to 2100 variability of temperature is predicted to be high in midwest of Korea and variability of precipitation in the east. In the trend of variability, variability of temperature is apt to increase into west south, and variability of precipitation increase in midwest and a part of south.
Research on the Awareness of the Local Officials for 3D GIS Construction

The purpose of this study is to find the policy implications for carrying out the 3D GIS in local governments. For this, we made up questions to the local officials related to GIS in local governments and analyzed the questions by the hierarchy of local government. As the result of this, we found that the recognition about 3D GIS concept and the necessity of 3D GIS development was shown at the high rate without the hierarchy, but 3D GIS construction and propulsion was differently shown by the hierarchy. In conclusion, we found it was necessary to develop the 3D GIS with the different approach by the hierarchy of the local government. Especially, the 3D GIS applications has to be focussed on the improvements of the existing GIS in local government. In carrying out the 3D GIS, the support programs considered the local government's peculiarity should have to accompany.
A Study on Runoff Discharge Considering Economic Value of Water Resource

Kangwon province has been suffering from the various types of disasters and these disasters stand in the way to sustainable development. The heavy rainfall by typhoon RUSA in 2002 damaged to property and bodily injury, and gave us a lesson. In this paper the rainfall-runoff was estimated on the viewpoint of economic aspect to give new prominence of water resource management. As a result, it is found that economic loss of water resource in Oship river of Samcheok city due to typhoon Rusa in 2002 was estimated 55,919,850 Won.
Design of Ubiquitous Reference Point for Location Service

There are 21,000 National Surveying Control Points (NSCP) made of stone for precise surveying nationwide. NSCPs that provide location information are usually buried at the top of a mountain for view points that cannot be used by the public. Recently, according to the growing ubiquitous computing generation, location-based information has become very important and a service that can be easily accessed by the public is needed. In this research, a new type of reference point for a location information service is proposed. It is an Intelligent Reference Point (IRP) equipped with RFID tags and a two-dimensional bar-code system. The IRP system is composed of an electronic tag component, a tag identification component, and an IRP service component. We designed the IRP receiver identifying RFID tag and two-dimensional barcode was designed using a PDA, digital camera, and an RFID receiver. Also designed was IRP input data and input information. Furthermore, the operation software was developed in a PDA for identifying IRP and using IRP the service, and the IRP positioning method was developed using a GIS spatial analysis.
Classification of Regional Export Freight Generation based on Geovisual Analytics

Geovisual analytics is the new research area that looks fur the way to enable a truly synergetic work of human and visualization tool in analyzing spatio-temporal data. The research challenge for geovisual analytics is developing new geovisualization tools and enhancing human capabilities to analyse, envision, and reason a lot of spatio-temporal changes. With this research area, geovisual analytics is expected to be a new methodology for developing spatial decision support tools. This research is to integrate T scatter plot with computational method to classify the several patterns of the regional fright generation in Korea. The result of this work shows the capabilities provided by geovisual analytics to support spatial decision making.
A Study on Building Database for Territorial Use of the North Korea

Recently, the South and North Korea have collaborated in the economic cooperation. Success for the cooperation of the South and North Korea has supported the basic and fundamental GIS data building for geographic information (GI) and the land-use of the North Korea. This North Korea GIS project is also vital to facilitate rebuilding and reconnecting socio-economic infrastructures such as reconnecting road and railway networks between the South and North Korea. Thus, this paper emphasizes on the fundamental issues of GIS data building in North Korea area and suggests GI and data establishment methods of the North Korea regions which has not been achieved in GIS research activities in Korea. As the basic GI and data in the North Korea, topographical maps, satellite imageries, and thematic maps were collected and used for surveying of territorial areas of the North Korea. The database of those dataset were built by scanning, image processing, and classifying land-use types. In addition, this paper exacted vector data from the database and included the vector data into the database as other basic GI dataset that enable to analyze quantitative and qualitative territorial land use and development in the North Korea.
Development of Web GIS Based Road Sign Integrated System for Enhancing Management Efficiency

Road sign is one of the road attached facilities to provide conveniences to motor drivers. The setup of location information according to the related regulation and the inclusion of various attributes such as place names, route numbers, symbols, bearings, distances to the place of interest distinguish the road sign from other facilities. These features give advantages to the informationization of road sign. Presently there established about 130,000 road signs on each class of roads, and about 280 road management offices have controlled these road signs independently, but there are plethora of ineffectiveness such as the lack of consistency, recognition, connectivity, and location suitability etc. These are the major factor of confusions rather than providing conveniences, and arisen a lot of public grievances. Accordingly, in this research the road signs throughout the nation were databased and the web-GIS based road sign management system was established to ameliorate the problems reveled. Since the road sign management system we developed reflected the demands of the persons in charge and users, the management effectiveness might be enhanced and the public inconveniences will be reduced.
Enterprise GIS Implementation Plan at Local Government: from Data Centric to Service Centric Architecture

GIS has been rapidly developed since 1995 when the Ministry of Construction and Transportation started the First National GIS Construction Project and built large scale topographic map at local governments level. From that time local governments have been built several application system such as road management system, waterworks management system, sewer management system, underground facilities management system, and urban planning information system, etc. However, the construction of GIS application system at different department level brings the problem of data sharing and overlapping database construction. To overcome this environment Enterprise GIS concepts has been introduced. In case of Seoul Metropolitan government Spatial Data Warehouse have been constructed. However, Seoul Metropolitan government still have the problem of inactive use of GIS system and adaption to the rapidly changing information environment. This study aims to present Strategic plan to uggrade Enterprise GIS concenpt from data centric to service centric architecture at local government level.
