A STUDY ON THE APPLICATION OF THE COMPREHENSIVE LAND USE/TRANSPORTATION MODELS IN SEOUL CAPITAL REGION

The external diseconomy has been accelerated by the megaspatial structure of metropolis such as Seoul Capital Region(below SCR), Korea in which the more than 10 million populations inhabit. The main course for It could be elaborated by the overconcentration of the urban and regional function of various kinds. The study is performed to analyze quantitatively the status quo of the region as described above and proceed into forecasting the future population trend, the land use at location for the increment of regional population and to set the location of new towns in Seoul Capital Region System projected by the methods in computer algorithm of descriptive models such as the simple and multiple regress ion analysis models, the gravity model and the facility location on a plane model analysis. The goal and object ive of the metropolitan planning are to decentralize the regional growth management to the optimum degree, which will not hinder the economic growth of the region, but the result of the study is that we can not discourage the functional concentration of Seoul Capital Region and, we have to provide the region with the appropriate new towns.
Toward effective implementation of GIS technology in local governments

Geographical Informal ion Systems have become useful tools for improving the administrative management of local governments. Despite its innovative aspects, GIS implementation in local governments has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conduct ins model system developments. This can be basically attributed to technological, institutional, and economic difficulties, that is, a lack of understanding of GIS technology, database development, and the required institutional support. Using Seoul as a case study, this study analyses the potential and effectiveness of GIS and examines strategies of implementation, thereby suggesting basic policy direct ions for GIS investment in local governments.
Strategy of Establishing GIS for Social Facility in Korea

Due to the rapid civilization, the need for social facilities is increasing. When these facilities controlled by the integrated facility management system (GIS), various adverse situations such as emergencies, inconvenience of the public and duplication of construction cost can be improved. In this study, the types of information for GIS which may be needed by the facility management agencies are investigated and analyzed. Based on this information, major components for the integrated facility management system including standard format of digital map, basemap scales, and basemap management methods are established.
GIS technology for geotechnical estimation of ground foundation

GIS technique was applied to identify the geotechnical characte¬ristic of subsurface in a study area, and has produced a Geotechnical Esti¬mat ion Index(GEI) map. Groundwater level, soi I depth & weathered zone, and engineering properties of soils & rocks, were incorporated in the map through GIS. Korea Telecom provides a wide range of communicat ion services and plays an important role in bring advanced technologies to the society. Increasing needs for utility management lead up to develop a Telephone Outside plant Management System(TOMS) which combines facility management with Geog¬raphic Information System (GIS). TOMS is a powerful, flexible and effective outside plant facility management system. TOMS provides value added applic¬at ion softwares and easy-to-use user interfaces which make TOMS eas i ly adapted and extended to the individual sites. Many application using GIS has been carried out by governments and public office, and Cungbuk province has produced very effective results on agricultural income crops cultivation suit-land, since executed local autonomy system imported GIS for cope with variation of local administration environment, science of administration. The result on the selection of agricultural cultivation suit-land, in fact, offered us very useful information of the policy establishment concern with agriculture. In this study, we had analysed suit elements of cultivation : soil texture, soil drain, soil slope, soil depth and pH. ARC/INFO and ERDAS systems were used for this study.
A Study on the Use of Parcel Identification Number in Developing the Korean Land Information System

This study examines the unique characteristics of the parcel identification number especially in developing the Korean land information system(KLIS). There are several limitations in establishing KLIS in terms of the location identification. Therefore, it is necessary to develop the appropriate parcel identification number system in Korea including the road identification systym and the three dimensional parcel identification system. The exact parcel bounary also needs accurate surveying and registration.
A Study of establishing River Space Database Using A Geographic Information System

A river space means the river related environments such as rIver and floodplain. Because river space data include two-dimensional and three¬dimensional characters. geographic informat ion system is an effect ive tool to manage the data. The objective of this study is to construct the pilot system called RSDB '93 and to simulate the system in practical aspects. The local area for the study was limited about 12km from Jamsil cheolgyo to Dongjak daegyo of the Han River. PC ARC/INFO was selected which can be used on PC 386DX. Attributes include water prof i Ie. ut i I i ty status. ecological data. landmark data. hyd¬rology data. water quality data. aerial photo and other photos. RSDB '93 is a system presenting the potentials for the effective river space management which can be applied to all the domestic rivers.
