A Study on the Master Plan for Development of u-City Export Model

In this paper, we propose a master planning framework for the development of u-City export model. The framework consists of a general plan, a construction plan, an operation plan and an evaluation plan for the successful penetration of u-City overseas market, respectively. In order to derive those planning elements, governmental policies and related literature for u-City export is thoroughly reviewed. The framework is applied to a project which develops an u-City export model. This study will contribute to the realization of such governmental policies for the revitalization of u-City export as well as the activation of u-City export by the private sector.
The Effects of Individual and Social Factors on the Knowledge Sharing Activities of the Virtual Community of Practice

The purpose of this study is to find factors affecting knowledge sharing activities which have two aspects-quantity and quality. We surveyed the members of a virtual community of practice called "UPOW.com". It is dedicated to sharing knowledge about job related problems, questions, experience of educational official. This study derived factors from social cognitive theory and social capital theory. The findings of the study can be summarized as follows; first, quality of shared knowledge and quantity of knowledge sharing both have positive effect on knowledge utilization. Second, individual factors and social relations have positive effect on quantity of knowledge sharing. However, individual factors` effects on quantity of knowledge sharing are not significant. These results have academic implications to find factors affecting both side of knowledge sharing. Also these finding will give an insight to develop virtual community of practice for an organization`s sustained competitiveness.
A Study of Strategy for Spread of Green IT

Green IT is a necessary technology to solve the energy and environmental problems and to increase the productivity of corporations. However, till now there were not the specific policies for individual industries so we have to establish several strategies for spread of Green IT and building green growing environment. In this paper, we proposed the road map for spread of green IT and deducing the strategic directions for domestic industries. Four types of green IT direction was identified and in each direction, several action plans were discovered. We formed an expert-committee to choose new green IT business models and selected some demonstration projects by measures of necessity, urgency and extensibility. The object, scope, classification and policy effect are wrote out and it will be helpful information to disseminate green IT.
Forecasting 4G Mobile Telecommunication Service Subscribers in Korea by Using Multi-Generation Diffusion Model

The Korean telecommunications market has been expanding swiftly, these days, to be saturated. In this environment, the upcoming mobile telecommunication market, where 4G service was introduced this year, is becoming more substitutive and competitive. Thus, the demand forecasting of 4G service is very difficult, while it is critical to market success. This paper adopts a multi-generation diffusion model to capture the diffusion and substitution patterns for two successive generation of technological services, i.e., 3G and 4G mobile telecommunications services. The three parameters, i.e., the coefficient of innovation, the coefficient of imitation, and the coefficient of market potential, used in the multi-generation diffusion model based on Norton and Bass are obtained by inference from similar substitutive relations between older and newer telecommunication services to 3G and 4G services. The simulation results show that the Bass type multi-generation model can be successfully applied to the demand forecasting of newly introduced 4G mobile telecommunication service.
An Evaluation of Twitter Ranking Using the Retweet Information

Recently, as Social Network Services(SNS), such as Twitter, Facebook, are becoming more popular, much research has been doing actively. However, since SNS has been launched recently, related researches are also infant level. Especially, search engines serviced in web potals simply show the postings in order of upload time. Searching the postings in Twitter should be different from web search, which is based on traditional TF-IDF. In this paper, we present the new method of searching and ranking the interesting postings in Twitter. In proposed method, we utilize the frequency of retweets as a major factor for estimating the quality of postings. It can be an important criteria since users tend to retweet the valuable postings. Experimental results show that proposed method can be applied successfully in Twitter search system.
Development and Application of an Evaluation Model for Ubiquitous City Project

Ubiquitous City is emerging as a new paradigm in future city development. U-City is nationwide project for future strategy to implement sustainable city environment and solve several issues in urban area. And as worldwide leading role on future city research, there are lots of U-City related researches in Government and Industry sector. However, it has raised unsustainable development concerns that indiscriminate promotion and visibility for long-term effects because it is not conducted an assessment. Thus, to overcome these problems and in order to develop a more stable U-City project, need to a fundamental consideration about U-City evaluation. This study is to provide the evaluation framework for Ubiquitous City(U-City). The framework is consisted of evaluation dimensions derived from characteristics of U-City development project. From this research, we expect it helps U-City development to be inspected and managed.
Study on Optimal Real Time Pricing Model for Smart Grid in a Power Retailer Market

Recently, global warming, energy shortage, and environmental disruption have been serious problems in every nation. It became more and more important to reduce the emission of CO2 and to use of energy efficiently. Smart grid was also introduced using the rapidly developing information technology. It deployed the mutual communication concept between customers and the suppliers in the electricity supply. There were increasing demands to adopt the smart meter and to present incentive for efficient energy usage in many developed countries. The objective of this research was to develop the optimal real time pricing model which maximized the profit of the power retailer and reduced the usage of energy. The simulation study was given to show the usefulness of the model. Simulation considered the customer demand response rate and price elasticity rate. The price elasticity rate was compared in the condition of fixed value according to time and variable value according to the customers. The optimal price model could maximize the profit of the power retailer and reduce the energy usage of the consumers.
Cross-National Effect in the Diffusion of Mobile Communication Service

The diffusion of the mobile telecommunication service in a country could be affected by the diffusions of the services in her neighbor countries. Previous studies on the diffusions of the telecommunication service among countries have been mainly focussed on the comparison after individual diffusion estimation. However, it would be natural to think the diffusion of the mobile telecommunication service in one country could affect to and be affected by the diffusion of the mobile telecommunication service in her neighbor country. In this study, we have applied the multinational diffusion model to model the crossnational effect in the diffusion of the mobile communication service in China, Korea, U.S., Japan, and Hong Kong. Among these 5 countries China is the latest country to adopt the mobile communication service, and we were interested in whether the diffusion of the mobile communication service in Korea, U.S., Japan, or Hong Kong has affected the diffusion of the mobile communication service in China or not. In our application result, the diffusion of the mobile communication service in China has been affected significantly by those in all of the 4 neighbor countries.
Understanding the Performance of Collaborative Filtering Recommendation through Social Network Analysis

Collaborative filtering (CF), one of the most successful recommendation techniques, has been used in a number of different applications such as recommending web pages, movies, music, articles and products. One of the critical issues in CF is why recommendation performances are different depending on application domains. However, prior literatures have focused on only data characteristics to explain the origin of the difference. Scant attentions have been paid to provide systematic explanation on the issue. To fill this research gap, this study attempts to systematically explain why recommendation performances are different using structural indexes of social network. For this purpose, we developed hypotheses regarding the relationships between structural indexes of social network and recommendation performance of collaboration filtering, and empirically tested them. Results of this study showed that density and inconclusiveness positively affected recommendation performance while clustering coefficient negatively affected it. This study can be used as stepping stone for understanding collaborative filtering recommendation performance. Furthermore, it might be helpful for managers to decide whether they adopt recommendation systems.
Real-time Estimation on Service Completion Time of Logistics Process for Container Vessels

Logistics systems provide their service to customers by coordinating the resources with limited capacity throughout the underlying processes involved to each other. To maintain the high level of service under such complicated condition, it is essential to carry out the real-time monitoring and continuous management of logistics processes. In this study, we propose a method of estimating the service completion time of key processes based on process-state information collected in real time. We first identify the factors that influence the process completion time by modeling and analyzing an influence diagram, and then suggest algorithms for quantifying the factors. We suppose the container terminal logistics and the process of discharging and loading containers to a vessel. The remaining service time of a vessel is estimated using a decision tree which is the result of machine-learning using historical data. We validated the estimation model using container terminal simulation. The proposed model is expected to improve competitiveness of logistics systems by forecasting service completion in real time, as well as to prevent the waste of resources.
An Evaluation Method for R&D Projects in Telecommunication and Broadcasting

Improvements on the incumbent R&D project management structure and performance evaluation criteria in the telecommunication and broadcasting area have been called for. There have been attempts to develop alternative R&D project performance evaluation criteria. In an attempt to develop an alternative measure, this study integrates two different perspectives on R&D projects and various criteria currently being used by many foreign and domestic institutes. As a result, we have developed an alternative R&D project performance evaluation instrument. Then, we have applied the instrument to Korean cases in order to validate it. The new R&D project performance evaluation criteria can contribute to an improvement on the management of R&D projects in the telecommunication and broadcasting area.
