Conceptual Model for Developing Persistent Digital Archives

The Reference Model for an Open Archival Information system(OAIS) was recommended for developing digital archives effectively and for implementing interoperability and resource sharing between digital archives. But as the Reference Model is high-level recommendation, it does not specify a design and an implementation. Therefore, this study investigates the architecture of several digital archives, suggestes three strategies for persistent archive, and proposes the conceptual model for developing trusted, persistent, and secure digital archive.
The Effectiveness of Hierarchic Clustering on Query Results in OPAC

This study evaluated the applicability of the static hierarchic clustering model to clustering query results in OPAC. Two clustering methods(Between Average Linkage(BAL) and Complete Linkage(CL)) and two similarity coefficients(Dice and Jaccard) were tested on the query results retrieved from 16 title-based keyword searchings. The precision of optimal dusters was improved more than 100% compared with title-word searching. There was no difference between similarity coefficients but clustering methods in optimal cluster effectiveness. CL method is better in precision ratio but BAL is better in recall ratio at the optimal top-level and bottom-level clusters. However the differences are not significant except higher recall ratio of BAL at the top-level duster. Small number of clusters and long chain of hierarchy for optimal cluster resulted from BAL could not be desirable and efficient.
A Study on the Analysis of Results on `Contracting Out` of Public Library Services in Korea

The purpose of this study is to analyze the performance of contracting out public libraries. in order to contribute to the promotion of their effective operation in Korea. Three public libraries which are currently operated by `contracting out` are selected to be reviewed for this study. Their performance are analyzed by means of literature search, questionnaires, and on-the-spot-survey. Investigated in detail are the following issues: First, the need for and background of `contracting out` public library services, and their present state in Korea: Second. the pros and cons of `contracting out` public library services; Third, the outcomes of public library services which have been currently contracted out. Finally, based on the aforementioned findings, a future model of `contracting out` public library services is proposed, Also suggested are the strategies for furthering the effective management of public libraries.
Barriers to University Librarians` Research Utilization

The present study surveyed university librarians` perceptions of barriers to research utilization using the Barrier Scales. The results shows that in mean Barriers Scale scores, characteristics of the organization had the highest, and then followed by the communication, the research and the librarian. The most important factor was perceived to be organizational support relating to insufficient time to implement new ideas, inadequate facilities, and lack of authority to make changes and in the communication relating to lack of clarity of research implications for practice, lack to demonstrate research`s relevance to practice, and lack of readability of research. Also, incomprehensible English research reports and statistical analyses were perceived as major barriers. The comparison with those of nursing was discussed. In order to settle the barriers identified, librarians should be educated to have `research literacy` and organazational merit and reward systems were reinforced for research utilization. Also, it needs to explore librarians` specific experiences of barriers in utilizing process in practice. In further research, by integrating both the result of the quantitative and qualitative research, it needs to develop and to assess a standard measurement for librarians` barriers of research utilization in national and international context.
A Study on Library Exemption for the Cooperative Utilization of Digital Information by Digital Republication and Transmission between Library and Library

To promote the production of information and knowledge in information user and to raise national competitiveness in digital network environment, the cooperative utilization of digital information by digital republication and transmission between library and library is indispensable. The policy for cooperative utilization of digital information by digital republication and transmission between library and library is influenced by the regulation of library exemption in copyright law. First of all, this study analyzes limitations and exceptions of copyright in international norm (Berne Convention. Agreement on TRIPs and WCT), Copyright Law of the United States of America and EU Directive. And then this study analyzes and examines the regulation of library exemption in the revised Copyright Act of Korea in 2003, library remuneration system, technical measures for protection of copyright, etc. Also this paper points out related problems. As a results of the legal analysis. this study suggests necessary measures and the corresponding plans to the revised Copyright Act of Korea in 2003 to promote the cooperative utilization of digital information by digital republication and transmission between library and library
A Case Study for Relevant Study and Lecture on `Bibliotherapy` in the Field of Information and Library Science

This study is a case study with four classes of sophomore majoring in library ＆ information science in S woman`s college, with a questionnaire, firstly to research the students` recognition of their experience on bibliotherapy and the time, their preference of the materials` genre for the bibliotherapy. usefulness of the bibliotherapy` subject, apply possibility into library work, and the field of science that must be supplemented for the bibliotherapy. Secondly. a direction of development is presented analyzing researched contents and lecture experiences, centering on the factors that should be complemented and prepared in studying or lecturing the course of bibliotherapy as a school subject in the field of library ＆ information science hereafter.
A Study on Quality Evaluation of Digital Libraries

The purpose of this article is to evaluate the quality of digital libraries which Korean society has built with. To the end, first discussed is the operational definition of digital library, which has a variety of meanings and definitions. For the quality evaluation, 10 criteria were developed on the basis of both literature review and user survey. Followed was a thorough investigation to identify the present status of digital library construction. Then, we selected the most representative digital libraries in Korea, and conducted the quality verification on the basis of previously developed 10 criteria. The conclusion includes both major causes of low quality and some strategies for improving the low quality of digital libraries at the national level.
A Study on the Subject Specialization System Model of University Libraries in the 21st Century

It is searched that 56 out of 185 university libraries(30.2%) has adopted `subject specialization` organization. This `subject specialization` emerged when university libraries began to care about their users and services for them more than other factors in planning and structuring their organization. The number of university libraries which try to adopt that organization has been continuously increasing. To settle `subject specialization` in the university libraries under Korea`s proper condition and to maximize its effect, each library should consider one`s own conditions and step the reasonable procedure in adopting that system. Considering the similar condition which the university libraries in Korea face such as shortage of material support, `Mixed Model of subject specialization" is reasonable, which means in whole structure of library function-oriented organization is adopted and in Reference Service, subject specialization is adopted. However, the ideal and final destination of Korea`s university libraries is the adoption of `Full subject specialized model": it can be reached when they are supported by sufficient human resources and good conditions.
A Study on the Model License for Electronic Journal

The purpose of the study is to develop a license model which could be used as guidelines during the process of contracting for the use of electronic journals in the academic libraries. The study was done through the following 4 steps. First, through the analysis of previous related literature, the study examined the licensing principles, the structure of the license, the relationship between copyright and contracts, and the development of license models in the library. Secondly, through the analysis of the basic structure of 5 representative license models abroad and 2 domestic licenses, the study established the basic structure of license model. Thirdly, a questionnaire was conducted on library licensee and the vendor licensor in order to find out the present states and problems of library contracting and their opinion on the core clauses of the contract. Lastly, having based on the results of the investigations mentioned above, the study finally developed the license model.
Service Patterns and Suggestions on Electronic Scholarly Journals at Academic Societies in Korea

The purpose of this study is to investigate the current service pattern of electronic scholarly journals at homepages of Korean academic societies and to provide some suggestions for the better service of electronic scholarly journals. Data were collected from December 26, 2003 to January 6, 2004. The object of the examination was from the number of 257 academic societies which are publishing Registered Journals designated by Korea Research Foundation. Among the number of 257 academic societies, 116(45.1%) of them are providing electronic scholarly journals at their homepages, and among the number of 116 academic societies, 62(53.4%) of which are providing electronic scholarly journals with their own efforts without other organizations` help. The number of 257, 116, and 62 academic societies are compared with national information circulation institutions in terms of the service of electronic scholarly journals. Suggestions for the better service of electronic scholarly journals at academic societies in Korea are also provided.
Enhancement of Information Power and Remodeling of Classroom Teaching : for Use of Information Processing Model Focusing on Organization of Information

According to several researches and news reports on the lottery system for a school entrance, the private education fee, lower quality of education and classroom crisis at our real education settings are serious. The author analyses that those problems are not because of the lottery system for a school entrance itself, because of not changing the lecturing to all the students in a class into proper teaching and learning method for school condition regards to the lottery system changed 30 years ago. The lottery system makes that the different levels of students are in one class. The author recommends changing the general lecturing into the teaching and learning method by using the information processing models which are made for individual study. She also interprets the synthesis level of a information processing model for the use of teachers and librarians. The synthesis level is most ambiguous process for students when they organize the information gathered into a report.
A Study on Developing Metadata Elements and Database of the Science Information for Youth

This study intends to design a metadata service system of the science information for youth on the web based on the efficiency of the metadata system. Metadata scheme of the science information for youth on the web has been developed and designed metadata collection on the basis of the previously designed classification system. Metadata scheme of the science information for youth, which is consisted of six essential elements and four additional elements, has been brought out, compared to not only Dublin Core Metadata Element Set, but also the main studies related to domestic and foreign metadata projects. Based on the results of it, metadata database of the science information has been designed and it is expected to be applicable to metadata service system of the science information for youth on the web.
A Study on the Construction of the National R＆D Knowledge Information -Mainly Focused on the Research Planning and Management-

The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R＆D investment when we drive national R＆D programs. In this paper we developed a generalized information system for efficient planning and management of national R＆D programs. And we developed a efficient system of the R＆D information support and a system of a smoothly circulating R＆D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R＆D information of whole life cycle of the national R＆D programs.
Study of Contents Development of Information Literacy with Delphi Survey

In this study, I worked on necessary contents for Information Literacy of Korean universities by Delphi Method. The survey resulted in 100 necessary contents in five categories and each category presents average points and ranks of importance. Contents of high rank in each category should be valued highly when educational programs are to be designed. One remarkable difference in comparison with ACRL standards is that there are a lot of contents involved with basic understanding about Scientific Information System and Information Technology and knowledge application in this study, and another is that there is a lack of contents which require analytic judgements. The significance of this study lies in presenting directions and discussion points in designing of Information Literacy of Korean universities.
A Study on the Standard of Copyright Compliance Policy for University Libraries

These days the number of copyright issues concerning libraries is increasing. The reason is a library is the place that collects and uses copyrighted materials. The copyright issues that libraries face will be more radical, because of the growing number of digital media especially appearance of a digital library. To make the current situation better, this study suggests the standard of copyright compliance policy for university libraries in order to serve within the range of copyright law. Copyright compliance policy is a reasonable guideline meeting user`s intellectual needs and protecting a copyright holder`s right.
