A Study of the Better Linkage and Cooperation between Agricultural Extension Agencies

Localization of extension services in 1997 has weakened the linkage and cooperation between the central and district extension agencies(Provincial Agricultural Research & Extension Services and City & County Technology Centers). Since agriculture needs a national or regional dimension approach in many senses, it is important for agricultural prosperity to maintain and even further strengthen the practice of cooperation between different levels of governments and extension agencies.The objective of this study was to suggest policy measures to strengthen the linkage and cooperation between agricultural extension agencies. Existing works were reviewed to see a general picture of problems associated with he localization of extension services. In order to gain insight into policy measures, questionnaire surveys to extension staffs in districts(8 of 9 Provincial Agricultural Research & Extension Services and 160 of City & County Technology Centers) were conducted. Survey respondents were mainly asked about policy measures which would contribute to strengthen the linkage and cooperation between extension service agencies.Three policy measures derived from the study are: to expand the professional and technological education at the central level; to establish the central－local partnership; and to strengthen the linkage and cooperation between city & county agricultural technology centers.
Changing the Korean Agricultural Policy for Korea-USA FTA;From Public Money Investment to the Competitiveness Reinforcement

Korea and USA reach an agreement with FTA. Korea's National Assembly will be to ratify the FTA. Korean agriculture was insufficiently competitive. FTA will be inflicted severe losses to Korean agriculture. But taking for granted that neoliberalism and economic globalization as the irrevocable currency of the international economic order, it is time to devote ourselves into discussing appropriate responses policy to minimize domestic agricultural loss and to improve agricultural competitiveness. There will never be another opportunity like this. It's now or never. Korean government and farmer have done various things, but basically their effort have to concentrate on three forms: fill the needs of an old market, create a need and a new export market, and adapt to a new market. This paper was an exploratory study of Korea－USA. FTA and paving the way for further studies on FTA in Korean agriculture. The objectives of this study Korea and USA reach an agreement with FTA. Korean government give a subsidy not to strengthen the competitiveness but to soothe the dissatisfaction. It is necessary for Korean government to switch from public money investment to strengthen the competitiveness.
Extension Services in Agricultural Experiment Station

The objectives of this study were 1) to explore the present status of extension services of agricultural experiment station, and 2) to get some implications for ameliorating extension services of agricultural experiment station. The data were collected through the semi-constructed interviews with 11 agricultural researchers in 6 local agricultural experiment stations and 11 farmers who have ever made contact with the researchers. The major findings of this study were as follows: The agricultural experiment stations were providing extension services as expedients to accommodate to new markets and structural changes of organizations, though they are originally research-oriented agencies. The extension methods of agricultural experiment stations were similar with those of extension agencies, and the extension methods used mainly were 'experiment plot demonstration exhibition', 'consultation using telephone, internet, face to face meeting', 'visiting farms and consulting'. These were generally carried out by farmer's request, therefore the extension services of agricultural experiment stations were provided in a passive way so far. Based on the results of this study, the followings are recommended for further development of extension services of agricultural experiment station: The rural development organizations should set principles and support for extension services of agricultural experiment stations. The alternative plans to strengthen the linkage between research and extension have to be made, and these plans should include financial, personnel and systematic arrangements for further development of extension services of agricultural experiment stations.

The Adoption of Traceability Systems by Farmers and Its Consumers' Recognition

The main goal of this study is to survey the actual condition of farm household adopt traceability of agricultural products and the consumers' recognition of the traceability. Thirty six farm household adopted traceability of agricultural products and one hundred twenty three consumers were surveyed for this study. A total of the cultivated area of surveyed farm household was 39.6ha－owned land(21.2ha) and Rented land(18.4ha)－and the cultivated area of crops with the traceability of agricultural product was 15.7ha, consisting of 39.6% of the whole cultivated area. 22.2% of agricultural traceability products was cultivated bychemical method and 77.8% of the them by environment－friendly agricultural methods－organic cultivation accounts for 2.8%, no－chemicals cultivation 47.2% and low－chemicals cultivation 27.8%. As a result of the consumer survey, 75.6% of respondents recognized agricultural product traceability and only 29.0% of them had experience to purchase traceability products. But 61.0% of surveyed people had intention to purchase traceability products in the future. It was found that consumers wanted to know about production traceability information of farm products in order to identify quality certification including environment－friendly certification, product quality such as taste, weight, grade, and the use of insecticides and fertilizers regarding use frequency and kinds of chemicals.
A Study on the Relationship between Service Quality and Satisfaction of Rural Experiential Tourism for Youth

The purposes of this study were to analyze the effect of service quality on tourist satisfaction and to determine the causes and effects relationship of the tourist satisfaction on rural experiential tourism for youth. The researchers developed a questionnaires to obtain the measures of two latent variables; service quality, satisfaction. Service quality was consisted of 4 sub－domains namely program, physical environment, interaction and achievement. Tourist satisfaction were measured by 4 question items respectively. The population of this study was 424 student participants who attended rural experiential tour conducted by Korea 4－H Association. Based on the conclusion of this study, the following recommendation were suggested to enhance participation on rural experiential tourism for youth: First, since the achievement was the important factor of the tourism, effective program should be emphasized for the successful rural experiential tourism for youth. Second, youth should be encouraged to have more opportunities to participate in rural tourism because of the high educational effects and satisfaction on rural experiential tourism.
Improvement of Marketing and Distribution of Gyeonggi Rice Brand

Gyeonggi rice has been placed relatively favorable market position in the domestic rice market. With the superiority of its quality, gyeonggi rice has been well recognized to consumers. The price of gyeonggi rice has placed higher position than that of others. But, gyeonggi rice are facing crisis on the competition by regional brands. Therefore, this study was carried out to find the differentiated marketing strategies on problem related with the product differentiation and brand marketing of gyeonggi rice. In order to find out how much the effort on the product differentiation of gyeonggi rice affects the price and brand recognition, fifty RPCs in gyeonggi province were surveyed. As the results,
of harvested rice which was gathered into RPC was come out 'obscurity of production origin' when we consider material hull rice in the original production territory by collecting time and channel. With comparing sales weight of gyeonggi rice by the place of shipment, agricultural cooperative channel was the highest by 44.7%. And, wholesaler comes to 17.7%, discount outlet store was 13.9%, large quantity delivery in business was 11.1%, and department store was only 5.2%. Finally, we could consider to adopt the traceability system on gyeonggi rice distribution system from production to consumers' table to get consumers' credibility and compete imported high quality rice.
The Consumers' Perception of Rice Quality and Characteristics of Its Distribution Channel

The objectives of this study were to identify the cause of consumers for purchasing foods from various distribution channels, and to compare with characteristics of consumers by each distribution channel. The distribution channels as the basis of comparison were four types namely, the consumer cooperatives / environment－friendly specialized stores, large retail discount stores, direct marketing and parents / relatives. The researcher developed a questionnaires, and a total of 190 questionnaires were collected and 186 of them were analyzed. The data were analyzed utilizing the SPSS－WIN 12.0K program and major statistical technique were mean, percentage, t－test, Chi－square test, ANOVA. There were differences in the quality perception, demographical characteristics, relationship with rural communities and personal experiences of the consumers according to the distribution channels.
Analyzing the Time Use of Rural Daily Life on Farm Couple

The purposes of this study were to analyze the structure of time use in farm households, and to compare the time use structure of women farmer with that of their husbands. The data for this study were collected from 276 farm households, selected from 8 provinces in the country. The data were collected at two times of farming season and off－farming season and classified as farm labor and household labor by labor types. SPSS(ver 12.0) statistical package was utilized to analyze the data, and t－test was performed for this study. The major findings are as follows; 1) In the case of work directly related to farming, husband's working hour was significantly longer than that of wife during the farming and off－farming season. In contrast with wife's household working hour was significantly longer than that of husband during both seasons. 2) There existed a severe work time imbalance between wife and husband during the-farming season. Based on the findings of this study, the following implications could be drawn to promote efficient labor and equal labor sharing. First, the consciousness has to be changed because the impartial labor sharing roles. We have to develope many programs to break these fixed ideas. And these programs have to be included to educational course and be instructed continuously. Second, the role of wife that household and farming work is important and will be magnified in the future.
