Lee, Byung-Ki ;
Journal of Agricultural Extension & Community Development, volume 17, issue 4, 2010, Pages 773~797
Recent years, being advanced the phenomena of fewness and aging rapidly in rural areas, rural community has been collapsed fastly. This study is aimed for two intentions: the one is identification of the actual conditions of rural diminishing in population, and the other is having a view of real picture of it in future. The major result of this study is summarized as follows. First, as a result of the rural area's shrinking for a long time advanced, the rural community has grown to under the minimum autogenesis level. Futher more this study have a look out in ten years later that rural community will diminish in population to 42% size compared with now, and the number of elder than 80 years old occupy a half of total population in a standard case. Such a consequence of this study implies no doubt that the rural development policy must lay a stress to cope with a serious situation of rural scantiness. And policy conversion calls for having a new understanding of this situation first.

Lee, Seong-Woo ; Kim, Hyun-Joong ;
Journal of Agricultural Extension & Community Development, volume 17, issue 4, 2010, Pages 799~825
The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.

Journal of Agricultural Extension & Community Development, volume 17, issue 4, 2010, Pages 877~895
Recently, many of rural villages are pursuing rural tourism to attract citizens and increase nonfarm income. A key of rural village plan utilizing rural amenity resources is to make sustainable villages considering regional character and potential for development that will work for the residents. In this study, we analyzed Rural Amenity Design Competition winning works which will be possible solutions to make proper plans for rural village and applied these contents to study areas. Three villages were selected as study areas and more than two types of amenity utilization were settled for planning direction for each village to have specialized and unique plan. Through Rural Amenity Design Competition which is being held annually, we will be able to get more data throughout rural area and verify trend of rural village planning. By selecting theme of the competition reflects needs of the time, more detailed and original ideas on amenity village planning can be drawn and this will contribute to proper and stable village planning.

Journal of Agricultural Extension & Community Development, volume 17, issue 4, 2010, Pages 919~931

Nevertheless of higher of farmer' income, the forage barley' area is slowly increased because of lacking of barely seeds. In order to suggest the plan of the urgent spreading on forage barley, the seed-gathering of forage barley was cultivated on 14-provinces and 291ha on 2009. The cultivation area of kyeungnam, kyeungbuk and chunnam province was more than other provence. The youngyang cultivar was cultivated more than orher cultivar. Seed-gathering amount of Youngyang, Uhoo and Yooyun cultiva was 364,213 and 303MT respectively. There were several problems for seed-gathering of forage barley which were the delay of seeding time and the more seeding amount, and the higher seed drying temperature than that of standard manual.
Information System Impact on Swine Productivety
Lee, Min-Soo ; Choe, Young-Chan ; Kim, Sang-Ho ;
Journal of Agricultural Extension & Community Development, volume 17, issue 4, 2010, Pages 933~955
Researchers have different views on impact of information system use on productivity. The differences are fueled by 'the productivity paradox' insisted by Brynjofsson(1993). This paper intend to quantitate impacts of information system and to test the productivity paradox of using the information system. Restricted Maximumlikelihood Estimation(RMLE) method is applied on data from 81 farms adopting Pigplan system. The results find positive productivity improvement with information systems in swine farm. Adopting Pigplan system increases 0.52 in PSY(pigs per sow per year) and 0.087 in sow turnover. When it comes to region and farm size, region has impact on both PSY and sow turnover, while farm size does not. This result infers that local cooperatives, regardless of farm size, differentiate the impacts of the information system, implying that the ability to utilize information systems should be improved in organizational level.
