Community Business is defined as profit-making enterprise for which a community residents can take to solve their own problems. It is comprised of some sequential activities: identifying problems, collective learning, organization. In rural South Korea, the central and local governments are promoting Community Businesses. However, the related policy programs are missing the very important perspective that self-help approach be essential in Community Business. Therefore, the policy programs should be changed so that they could effectively help community`s autonomous practice.
A Study of the Local Administration Environment Change and `Mobum Burak Development` in 5 · 16 Military Government Period

The purposes of study are to examine early appearance of rural village development that local administration firstly promoted through the `Mobum Burak Development` promoted in environment change around the local government in 5 16 military government period and find implications of the current rural village development. During the military government period(1961~1963), rural administration showed lots of changes such as reorganization of administration system whose basic local government are si gun, introduction of national planning system and spread of si gun, reorganization of rural taxation system, diversification of extension caused by the establishment of rural facilities such as new Nong-hyup, RDA, etc. Thus, the main axis of development administration of counties was transferred from central government or American aid organization to local administration. According to the basic operation plan introduced after the 5 16 as a planning system, the Ministry of Home Affairs instructed to write and promote gun construction plan based on all conditions of gun as long-term general plan of rural development. Therefore, each do established general plans such as `Nongdo Jeonbuk Geundaehwa Plan`, `Yakjin Gyeongbuk Plan`, `Jeonnam Miraesang`, etc. and Mobum Burak Development was promoted by all kinds of titles such as `Bogoganeun Maeul(Jeonbuk)`, `Bitnaneun Maeul(Chungnam)`, `Hyeokmyeong Chon(Gyeonggi)`, `Saemaeul geonseol(Gyeongnam)`, etc. as a business of rural village development. But, business contents of gun`s `construction plan` couldn`t be mutually connected although Mobum Burak Development and unit business contents were promoted by duplicated plan. It became useless general plan as times went by as business focusing on short-term outcomes rather than construction based on long-term region. Mobum Burak Development also borrowed contents community development business, but military government couldn`t approach basic solution of village and regional agriculture by focusing on short-term outcome, without imitation of form and procedure. This study is judged to be utilized as basic data of following studies because rural village development companies focusing on national policies discovered unit rural companies and analyzed them by connecting to environment changes of rural administration.
Spatial Structure Analysis of Traditional Periodical Market using Space Syntax Method

Due to the decline of a rural community, traditional periodic markets regarded as a center of an agricultural village have been gradually downsized. While researchers have made a counterproposal to revitalize the traditional periodic markets, there has limit in examining how space structure of the traditional periodic markets affect visitors. Thus this study aims to analyze space structure and visitor circulation using a space syntax, a quantitative analysis focusing on PyeongChang Daehwa market. The finding revealed high degree of unification and clearness which means overall space structure was efficient for visitors to recognize and move across the space. However, there is required to build strategies encouraging consumption. The result of analyzing visitor circulation showed the degree of unification is the highest in visitor circulation where center of the market or main facilities is located. In sum, in order to revitalize deserted traditional periodic markets, rural communities need to work out strategies to encourage consumption and expand both information desk and convenience facilities.
Contribution Value Estimation on Rural Community by Multi-cultural Family Effect Using WTP

To estimate the WTP(Willingness to Pay) for consistent maintenance of rural multi-cultural families` contribution worth such as vitality of rural population, regional economic vitalization, cultural diversity of rural, maintenance of rural family society, and diversity of rural resource, a questionnaire survey was conducted by double-bounded dichotomous choice method based on Weibull model in 41 city county of rural. A estimation models based on Tunball models were developed and applied to WTP estimation with logistic analysis. WTP estimates for consistent maintenance of multi-cultural contribution worth by rural resident was 458 hundred million won. It means that each rural household can pay 13,840 won per annual. WTP estimates assessed by multi-cultural families` husband as a criteria for comparison was 502 hundred million won. It means that each household can pay 15,170 won per annual.
A Study on the Analysis of Effectiveness of 4-H Seoul Field-Experiential Learning Program

The purpose of this study was to analyze effectiveness of 4-H Seoul Field-Experiential Learning Program(4-H SFELP). The effectiveness scale of youth accredited activity was applied to analyze the effectiveness and satisfaction of the program. After screening the data, 155 responses were used to analyze the data for this study. The major findings of this study were as follows. First, 4-H SFELP has positive effects on the level of global leadership, initiative in exchange, and understanding other cultures which are related with effectiveness of youth exchange activity. Second, 4-H SFELP has positive effects on the level of confidence, challenge spirit, achievement motivation, and collective leadership which are related with effectiveness of youth adventure and challenge activity. Third, 4-H SFELP has positive effects on the level of problem-solving skills, morality, other-respect, and self-respect which are related with effectiveness of youth self-improvement activity. Fourth, 4-H SFELP has positive effects on the level of self-efficacy and autonomy but has not effects on the level of inquiring mind of participants. All these findings were discussed for youth workers and researchers.
A Segmentation of Rural Tourism Village`s Selection Attributes which affects Experience Programs Preferences and Behavior Intention in 6th Industry

The study aims to segment rural tourism villages` selection attributes that affect experiences programs preferences and behavior intention in 6th industry. Based on the literature review, the measurement scales were developed and the data collected from on-site survey in 6th industry trade. Cluster analysis with rural tourism villages` selection attributes were conducted and MDA was run to verify segmented group rate. T-tests were conducted to see if there were any differences between segmented groups in terms of experiences programs preferences and behavior intention. More detailed discussion were provided in the conclusion.
A Study on Organizational Strategy and Operational Elements of Community-based Agricultural Management Bodies

This study attempts to elicit the organizational strategy and operational elements of community-based agricultural management bodies as new main farm management. We analyzed the newest discussion trend, cooperated community management, between Republic of Korea and Japan based on theory of organizing regional agriculture, and also researched on the organization management and business management about cooperated management of community. In this study, the main conclusion of the organizational strategy and operational elements of community-based agricultural management bodies are as following. i) The community-based agricultural management bodies is the cooperation managed individual agriculture resources as joint stock for purposing compound goal, an expansion agricultural income, maintenance farm productivity and rural societies. ii) The domain of cooperative management focus on secondary and tertiary industry like food process, farm produce distribution, rural experience more than farm produce production. The study suggest business promotion system of village unit farmers groups, element of organization management as executive decision organization, business management, operating factor for each steps and management element of cooperation farm working. iii) The policy direction for invigoration community-based agricultural management bodies is to make facilitation for each steps instead of standardized support.
