Choe, Young Chan ;
Journal of Agricultural Extension & Community Development, volume 20, issue 4, 2013, Pages 839~869
DOI : 10.12653/jecd.2013.20.4.0839
Since opening the domestic food markets after late 1980s, Korean agro-food sector has been changed a lot, including commercialization of livestock and horticulture sectors. The large-scale periodic transactions appeared in food retail market in 1990's demand further commercialization of farm sectors. It require comprehensive on-farm knowledges including production, food processing, marketing, and management for agricultural sector. As the result, The Farming Systems Research & Extension concept has been introduced in 1992 as a form of The Regional Specialization Experiment Station. The Science and Technology Committee for Agriculture, Forestry, Fisheries, and Foods are established in 2009. However, we still find gaps between on-farm knowledge demands and supply, requiring further refining of R&D systems. It also asks to differentiate applied research from basic disciplinary research, better linkages between research and extension on farm, and comprehensive knowledge transfer systems. This study recommends for proper role allocation and cooperative structures for regional research and extension institutions to reduce overlaps among them. It further asks government to support regional research and extension systems including human resource and infrastructure building, to strengthen commodity based on-farm research and extension, and to separate budget allocation for regional research and extension. Provincial administration of the county level extension offices should also be considered for better linkage between research and extension at regional level.

Journal of Agricultural Extension & Community Development, volume 20, issue 4, 2013, Pages 871~907
DOI : 10.12653/jecd.2013.20.4.0871
The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

And we must acknowledge each RRSC has the difference manpower or condition. Therefore, the RRSC need a focus on efficient and working in conjunction of related organizations, in order to promote the effective center of the function. Yang, Soon Mi ;
Journal of Agricultural Extension & Community Development, volume 20, issue 4, 2013, Pages 953~987
DOI : 10.12653/jecd.2013.20.4.0953
This study aimed at identifying level of self-sufficiency, and support need for it in rural multicultural families. Frist, the level of self-sufficiency in rural multicultural families was the lowest in a information sub-area, whereas it was the highest in a socio-psychological relation sub-area. Second, the chi-square test showed that the level of assistant request for a cost-of-living allowance was high in the multicultural family group received the medical social security(MSS) or not prepared the expenditure for children education or the golden years. Whereas the level of assistant request for the education of marketing or agricultural technology was high in the multicultural family group not received MSS or prepared the expenditure for children education or the golden years. Third, rate of PC ownership in the rural multicultural families was lower than that of national whole. and difference of it according to the living characteristics uch as MSS was not statistically significant. Fourth, difference in level of assistant request for children education and social dimension according to the living characteristics such as MSS was not statistically significant. It means that assistant request for children education and social dimension have universality without distinction the living characteristics such as MSS. And to conclude, support for self-sufficiency in rural multicultural families should be selective approach with discriminative or integrational viewpoint according to the living characteristics such as MSS or area of self-sufficiency. Findings of this study may be used as a basic material to establish the policy supporting self-sufficiency in rural multicultural families.

Ecomuseum can be a vital tool to actualize the purpose of agriculture and fisheries heritage system, 'dynamic conservation' of 'a living heritage'. Byeokgolje is insufficient system as an ecomuseum and has some challenging tasks to prepare the four requisites for ecomuseum(the legacy, museum, participation and contents) despite of high possibility. It is necessary that construct the four requisites for ecomuseum and fulfil the four requisites for heritage tourism to achieve the effect of regional revitalization by link to ecomuseum. That is, authentic contents developing, the participation of local residents, shakeholder, and creative class, site construction, academic approach, and providing the method of residents' income increasing are necessary.

Journal of Agricultural Extension & Community Development, volume 20, issue 4, 2013, Pages 1045~1078
DOI : 10.12653/jecd.2013.20.4.1045
The purpose of the present study is to improve the effectiveness of Korea's ODA projects on agricultural technology transfer to Africa. This study investigates agricultural extension system of African countries and provides a direction of the systematic strategies of the Korean ODAs on agricultural technology. This study pays particular attention on Africanization of agricultural technology transfer of the Korean ODA strategies. Unlike the previous studies focusing mainly on micro level investigation on the ODA strategy development, the present study incorporates the agricultural technology dissemination system of Ethiopia and Uganda in a macro perspective to develop a desirable form of the ODA strategy. The findings illustrate that the technology dissemination systems of the case countries have different characteristics depending on the function and organization of extension agency. And their functional capability and role segmentation by the extension agency are differently configured, too. In case of Ethiopia, top-down structure for the agricultural extension system has been built. Farmers' group and field agent of the information delivery system has expanded their participation into the system. However, we also find that the system of Ethiopia still lacks effective use of its existing technology, since it puts more emphasis on management aspects than improvement of agricultural productivity for farmers. On the other hand, even though Uganda has established participatory extension system that encompasses the entire agencies of the extension system, government efforts to enhance the extension system are still concentrated on expanding research functions rather than technical dissemination. The results imply that promoting and strengthening localization of the ODA strategy has to be developed to make localization policy of the Korean ODA. The present study concludes with some specific policy implications for necessary conditions of the agricultural development in African countries.

Journal of Agricultural Extension & Community Development, volume 20, issue 4, 2013, Pages 1105~1147
DOI : 10.12653/jecd.2013.20.4.1105
To investigate farmers' satisfaction level and factors influencing on various agricultural and rural policies, an interview survey has been carried out in Jeonnam and Jeonbuk agricultural area, and collected 750 survey questionnaires from farmers. Satisfaction level was low in average ranging from 2.71 to 3.09 in five point Likert-scale on 22 agricultural-rural related policies. Ordered logit model results showed that satisfaction level decreased when farmers are older, had higher income, and had higher number of attendance in agricultural education programme. In addition, satisfaction level decreased when farms had main source of income from rice farming, dry-field farming, livestock farming, or facility horticulture. Lower satisfaction level was also related to location of farm. On the contrary, satisfaction level increased when the farmer had greater owned land. Among 22 agricultural and rural policies, practices that farmers prefer include Direct Payment for Rice Farming Income Compensation, Environment-Friendly Farming Service, Farmland Banking Services in order. Since direct payment policies that farmers prefer may not contribute in development of agriculture, policies can induce both farm income and agricultural development may increase farmer satisfaction level and finally resolve the income gap between the urban workers and farmers.
