A Study on the Legal Status of Local Agricultural Extension Services

The objectives of this study were 1) to review legal status of local agricultural extension services during the last fifty years, 2) to propose enacting the new law for local agricultural extension services in Korea. Since Rural Development Act was established, the legal status of extension services was weakened in spite of the most important factor affecting agricultural extension services. It would be necessary to enact the new law prescribed organizational structures and objectives and missions, financial supporting, professional pesonnel management, etc., for development of local extension services after localization.
A Study on the Problems and Solutions of Environmental Impact Assessment System for Environmentally Sound and Sustainable Development

There have always been dilemmas between development and environmental conservation throughout the world. Gradually environmental contamination threatens sustainable development and conservation. we try to study on the sustainable development with environmental conservation. One of the instruments to get this goal is Environmental Impact Statement. Environmental Impact Statement has now become a standard tool of decision making in Environmentally Sound and Sustainable Development. The objectives of this study is to explore and suggest some suggestions for improvements of EIA. 1. Identify all criteria and standards that apply to physical and social environmental components and dynamics. 2. Giving attention to the purpose of the criterion and standard, with respect to resource use and quality. 3. Demonstrate the relevance legal, technical, and scientific authority by early planning through construction, operation and maintenance phases. 4. Implement rationales and protocols for the documentation of standard analytical methods, location of sampling points and statistical analysis of data. 5. Establish precise protocols by predictions of environmental impact relevant for established criteria and standards. Reviewing these protocols with relevant legal authorities prior to their implementation is important.
A Study on the Job-stress of Agricultural Extension Agents

This study was aimed 1) to determine the job-stress level of agricultural extension ants, 2).to analyze job-stress and its related variables. Data were collected from 512 extension ants who work at agricultural technology center in Pusan and Kyungnam province, 462 subjects were analyzed. SAS program was used. The major findings of this study were as follows: 1) the score of job-stress was low and that of job satisfaction was high,; 2) the degree of role overload of 40 year-old agents who have worked for over 20 years was high,; 3) the degree of role ambiguity of 20 year-old who have worked below 15 years was high,; 4) the degree of job-stress perception of 40 year-old agents was high,; 5) the degree of job satisfaction of among agents who finished graduate course and who are charge of section was high.
A Study on the improvement of the Salary System for Agricultural Extension Officials

Despite salary is one of the important factors affecting the morale, most of agricultural extension officials are not satisfied with salary system for their roles in Korea In these conditions, it is impossible to develop the extension services in Korea. It is necessary to improve salary system by upgrading to the level of salary for research officials or converting to the salary system for education officials such as professor, high school teach. The other alternative is to improve by reforming based on the tenure.
A Study on the Project of Empowering Young Farmers and Agricultural Personnel in Taiwan

Taiwan has plural agricultural education system and has accelerated its social and economic growth through Agricultural Extension Education. This study has been carried out centering around the work plans which analyzed the project of cultivating young farmers supported by the Republic of China Government. Taiwan has promoted administrative and financial support systems with the government as the central figure in order to equip the efficient and continuous development system of agricultural human resources for securing agricultural skilled personnel, developing farmers' organizations and cultivating young farmers that can cope with the open world. The main training programs are for developing farmers' organizations and they are as follows. 1) The Agricultural Production and Marketing Group(APMG) 2) Expert Farming Training Program for Rural Youth 3) Agricultural Extension Service Worker Training Program 4) Rural Youth Development Program 5) School 4-H Club Activities for Student Development Program 6) International Rural Youth Exchange Program Development 7) Agricultural Extension Education Program for Minority People 8) Job Change Training Program for Rural People The training programs are organized for all the rural residents and students to develop their individual careers systematically and continuously, and they are very encouraging in whole development. Also they offer us many suggestions.
A Study on the Utilization of Facilities of Rural Abolished School

Because of reduction of population in rural area, primary schools in that area are exposed to many problems and the environment of education of coral area has been deterrioration. In this situation, many cases of merger and abolition(M & A) of primary schools in rural area were reported. The abolished schools have many dysfunctional effects on the community related to them such as repulsion of residents, students' problem of adaptation, unconvenient transportation for students, disappearance of life-centered place, and parents' lower concern with schools. To solve the problems of rural abolished schools, they should be utilized as a center of community education. The aims of this study were to review the situation and problems of M & A of primary schools in rural area and to analyze the basic needs of the utilization of abolished school and to suggest for the the directions for the utilizions of facilities of rural abolished school.
The Promotive Schemes of Linkage Between Consumer Cooperatives and Farmer' Organization

This study was carried out to find out promotive schemes of linkage between consumer cooperatives and farmers' organization as an active mean of consumer cooperative movement. The consumer cooperative movement has a role of sovling the environmental problems and the social problems in Korea. According to the questioners and interview involed with consumer, farmers and specialists of consumer cooperative movement, the following findings were resulted. 1. The effective linkage form is the linkage programs controled by leaders of the consumer cooperatives and the farmers' orranization. That's the foundation for effective linkage between the two organization. 2. Enacting the consumer cooperative act and supporting from government and social groups are needed for the linkage form and activating of consumer cooperative movement. 3. The education and the public relation(P.R.) about the perspectives of consumer cooperative movement are needed. 4. The various exchange activities between consumer and farmers are programed and cried out.
