A Study on Model of the State's Aviation Safety Management System

The Chicago Convention in 1944 made important contributions to aviation safety improvement, building an aviation safety monitoring system for its signatory countries. As ICAO is now on the verge of changing its supervision system from self-reporting to preventive Continuous Monitoring Approach(CMA) in 2013, we also expect our own safety system to make a progress accordingly. The government is pushing ahead with plans to build an integrated safety management system at government level that satisfies international standards and reflects domestic features. To this end, this report proposes the most effective system-building model, by analyzing the current status of the system that is in use and meets the requirements of international aviation agencies.

Daily workers in construction sites rarely receive the benefit of systematic safety and health training as they are required to move from one construction site to another in response to the start, completion, and repetition of construction works. Also, small- to medium-sized construction sites often lack the capacity to train their workers. Therefore, as in the advanced countries, basic OSH training sheme for construction workers should be conducted in the industrial-level, rather than in individual workplace-level, to make the training more effective. By doing so, only workers with the basic safety training will be able to engage in construction works. Consequently, accidents in the construction industry will decrease, as workers themselves who are at the forefront of the construction worksites are empowered to play the central role in accident prevention activities.
The Review of Studies on the Occupational Healths and Safety Management System

The introduction of the OHSMS(occupational health and safety management system) into the enterprise has been increased. But, to prevent accidents and take the value creation effectively, it is recommended that this system and the other management system based on business process should integrate. This paper deals with the present conditions and business values of OHSMS, KOSHA 2000, OHSAS 18001 and/or K-OHSMS 18001, which have introduced to Korea since 1997. By reviewing literature, we analyzed study trends in the development of quantitative and qualitative certification standards and the assessment methods of OHSMS. Also, we can summarize the field issues related to installment and operation of OHSMS : motivation, advantage, problems, obstacles, lessons, and revitalization. And then we can suggest issues of the integrated management system such as background, purpose, adoption view, and the integration types.
A Study on the Framework Construction of Disaster Monitoring and Transmitting System based on Smart-Phone

Smart-Phones are utilized in disaster management field because it can deliver disaster information to large population simultaneously and quickly, and provide accurate information through situation-based service using the LBS(Location Based Service). To study on the utilization of smart phone for disaster information collection and dissemination method, this study suggest a framework which connects smart phone by loading application for reporting disaster. The disaster monitoring and situation dissemination system framework using smart phone is composed of 4 parts. First, smart phone application enters image, video, voice and text information and location of the disaster. Second, the disaster report reception and situation dissemination server receives the information, save in the DB, and send through smart phone SMS. Third, store into disaster information database. Fourth, display the disaster report and management information on 2D GIS, support the decision making process in deciding whether to manage as disaster, and disaster management web service which disseminates situation.

Development on Fuzzy-AHP Ranking Risk Assessment Model for the monitoring systems

The objective of this study is to develop an evaluation model for the National highway risky areas. Thus, for the purposes of doing this, National highway risky area evaluated targeting to provide determination ranking and suggesting rival-superiority factors as well as under-inferiority factors in ten National highway risky areas. This study developed for modules of risky areas evaluation, using fuzzy set theory and analytic hierarchy process for evaluation model of National highway risky area in transport environment. The preceding studies assess risk analysis through analysis of causal relationships by National highway safety sector not only handles rating scale development suitable for assessment area by referring to accident frequency model but also geometric structures model. As result of this study, this model of Fuzzy Ahp Risk Analysis (FARA) apply for programmable design in real time processing through easily derive strategy for improvement activities to provide a decision-making effectively. Furthermore, this study contributes frame for improvements of National highway construction for renovation's priority strategy as well as future's policy schemes.
A Safety Analysis on the Fire Endurance of Concrete Structures

Fire disasters have frequently happened in concrete structures, which resulted in severe structural damages and unsafety. In this case, the method which had evaluated the safety of damaged structures was often unaccepted from most of stakeholders and engineers. The objective of this study is to develope the procedure and method to be able to determine the safety. Numerical simulation was applied to produce the maximum temperature and temperature distribution. Nextly, temperature propagation analysis was performed to plot temperature gradients at each depth and location. The material strength curve versus temperature was applied to determine the safety of concrete structures damaged by fire. The maximum temperature should be calibrated considering real fire records ; magnitude, intensity, situation etc. The results shows that the selected procedure and method was applicable and practical.
A Study on the general direction of Fire-Fighting Safety management in high-rise buildings

Contrast a general building high rise buildings itself has a kind of risk. In this study, the risk of a number of high rise buildings have fire fighting safety management of the particular risks associated with looking for ways to minimize focused. Issues include self fire protection. disaster management, building code and fire code of the mismatch, such as fire protection facilities aspects are explained in terms of three kinds, and for it to take steps in the direction suggested an alternative for high rise buildings. Although differences of opinion between departments will not be easy to fire fighting and building codes regarding conflicts of codes above all require immediate resolution, and high rise buildings to create a standard for effective risk management manual countermeasures will also be ensured.

In the industrial site of 21st century, there are many and various powders of material, product and fuel of coal, chemical, detergent, paint, feed and more. Therefore, there always is a possible danger of dust explosion in each and every procedure and actually, there are increasing frequency of dust explosion as the use of dust and its amount increases in processes. Therefore, if we leave the current status like now, the unexpected massive dust explosion and its risk cannot be effectively prevented so there has to be effective application of understanding and development of explosion-prevention technology about dust explosion. Therefore, this research set the limit of research to systematically arrange the research results about dust explosion phenomenon and its prevention up to date and has its purpose to theoretically establish the prevention technology about dust explosion based on these theories.
The Usability Analysis for Ergonomic Evaluation Methods of Work-related Musculoskeletal Disorders

It has been very important to have an exact evaluation for risk factors in order to prevent WMSDs(Work-related Musculoskeletal Disorders). However, most WMSDs evaluation methods have always been some problems of possibilities associated with subjective evaluation. Therefore, this study tried to conduct a sort of usability analysis on three major evaluation methods(OWAS, RULA, REBA). Specifically, major subjects in the study consisted of three parts as follows; comparison of the results between experienced and inexperienced observers, analysis for the consistency of the results in terms of different evaluation times, and analysis for the consistency of the results in terms of different job characteristics(based on the part of the automobile). The results of the study were summarized as follows; 1) There was statistically significant difference of the results by RULA and by REBA between experienced and inexperienced observers. This might be due to the fact that experienced observers have had better ability to detect the important working posture during evaluation. However, the results by OWAS did not give any significantly different results between experienced and inexperienced observers, 2) All three checklists applied by experienced subjects did not show any single result significantly different in terms of different evaluation times. This might have to do with high intra-observer reliability from some of previous studies, 3) The five parts of an automobile were selected as five major jobs with different job characteristics in the automobile industry. Specifically, they were door part, front part(hood, etc.), inside part(dash board, seats, etc.), rear part(trunk etc.), and bottom part. All three methods did not show any significant differences for the results from each observers. Further study on this subject would eventually provide a sophisticated evaluating guidelines for WMSDs regarding determination of observer-specific evaluation, identification of repetitive number of evaluations for stable results for each checklist, determination of job-specific evaluation methods, and so on.
A Study on Reducing of Entrance Surface Dose with the Eye in the Computed Radiography by Using High Kilo Voltage Peak Technique

The purpose of this study was to minimize of entrance surface dose (ESD) at the eye using high kVp technique in the computed radiography. We used REX-650R (Listem, Korea) general X-ray unit, and external detector with ESD dosimeter of Piranha 657 (RTI Electronics, Sweden). We used head of the whole body phantom. The total 64 images of X-ray anterior-posterior of skull were acquired using the film/screen (F/S) method and the digital of computed radiography method. The three radiology professor of more 10 years of clinical career evaluated a X-rays images in the same space by 5-point scale. The external detector was performed measurement of ESD of three times by same condition on the eye of the head phantom. The good image quality in the F/S method (90 kVp, 2.5 mAs) showed at the minimized ESD of 0.310
0.001 mGy. the good image quality in the computed radiography method (90 kVp, 2.0 mAs) showed at the minimized ESD of 0.180
0.002 mGy (P = 0.002). Finally the radiation dose could reduced about 50% in the computed radiography method more than the F/S method. In addition the eye entrance surface dose using high kVp technique with the computed radiography was reduced 92% more than conventional technique (F/S method).

A Selection of Path Planning Algorithm to Maximize Survivability for Unmanned Aerial Vehicle

This research is to select a path planning algorithm to maximize survivability for Unmanned Aerial Vehicle(UAV). An UAV is a powered pilotless aircraft, which is controlled remotely or autonomously. UAVs are currently employed in many military missions(surveillance, reconnaissance, communication relay, targeting, strike etc.) and a number of civilian applications(communication service, broadcast service, traffic control support, monitoring, measurement etc.). In this research, a mathematical programming model is suggested by using MRPP(Most Reliable Path Problem) and verified by using ILOG CPLEX. A path planning algorithm for UAV is selected by comparing of SPP(Shortest Path Problem) algorithms which transfer MRPP into SPP.
Standardization of Safety Factors of Corrugated Fiberboard Containers for Selected Agricultural Products

The aim of this study was to develop a standard to estimate safety factors of corrugated fiberboard containers used for agricultural products. This study is limited to fresh agricultural products packaged in the corrugated fiberboard containers and further work needs to be done, but we believe the data and results obtained by this research will greatly help to set proper package design for boxes. Especially, safety factor would be practically helpful for researchers for future study and packaging users to save packaging costs.

Logistics parks make profits using the efficiency of time and space. Such logistics parks play an important role in a corporation creating operating profits as well as acting as a method of alternative investment for individuals. Logistics parks no longer simply store materials, but have become a place that plays an important role in various areas of corporate and individual activities, and thus the analysis of the selection of the location of logistics parks and the related characteristics is extremely important. The estimation model is established by the weights for industry derived from AHP(Analytic Hierarchy Process).
The Factors Affecting Manufacturing Corporations in Development of New Products: With a Focus on Relationship between Cooperation among Corporations and their Performance

The main objective of the present paper is to conduct a depth analysis of the structural relationship among cooperation of manufacturing corporations, their development of new products and performance in view of an empirical study. The findings of this study could be summed up as follows: First, from the analysis of relationship between cooperation of manufacturing corporations and development of new products, it was found out that there is a positive relationship among such factors of new product development as development process, organizational culture and substructure when cooperation among corporations becomes intensive. Second, the analysis of relationship between development of new products and financial outcomes showed that the factors of new product development like organizational culture and substructure do influence financial performance, while the development process don't. Third, in terms of relationship between factors of new product development and non-financial performance, it was analyzed that non-financial performance can be affected by such factors of new product development as development process, organizational culture and substructure.
Feasibility Research of the Active RFIDs for the Smart Occupancy Detection

For an effective energy management in intelligent buildings it is necessary to gather information about position/absence of people and the level of population. In this paper the smart occupancy detection system based on the active RFID is developed to satisfy such a demand. The performance of the developed system is tested and verified through various experiments. Furthermore the feasibility test of the active RFID tag is performed to verify whether it can be used as a location-based occupancy sensor. The developed core technology can be also applied to other fields such as security, healthcare, smart home, etc.
A Comparative Study of SERVQUAL and SERVPERF in Measuring the Pallet Pool Service Quality

Currently, interest on physical distribution is increasing due to burden of oil cost increases as oil price rises day by day. As interest grows, there are number of studies have been conducting on saving the cost of distribution. On the other hand, number of study on service of distribution is insufficient. Actually, subject of service of physical distribution have been studied by number of survey organizations, research organizations and mass media. Although, configuration for each organization is different from each other and it is hard to measure objective satisfactory factor of customers. This means needs for constructing standardized measuring tool as well as research on measuring service quality of distribution is not active. Therefore, this research is to compare and analyze compatibility of service quality measuring using SERVQUAL and SERVPERF and trying to clarify differences affected by importance service quality by each level to actual service quality. Also, this research is to make basic and standardized measuring model to improve quality of physical distribution especially using analysis of service quality and customer satisfaction of pallet pool service which contributes rationalization of distribution and reduce the cost by standardizing specification and size of pallet, allowing sharing of pallet. To conduct this research, case study of a company A is used where it is in a pallet pool business. Using this example, the goal is to give help on pallet pool business a strategic exercise if the business by point out major factors that affect customer satisfaction by collecting customer assessment along with examination of SERVQUAL and SERVPERF in measuring service quality if pallet pool service.
Accuracy improvement of a collaborative filtering recommender system using attribute of age

In this paper, the author devised new decision recommendation ordering method of items attributed by age to improve accuracy of recommender system. In conventional recommendation system, recommendation order is decided by high order of preference prediction. However, in this paper, recommendation accuracy is improved by decision recommendation order method that reflect age attribute of target customer and neighborhood in preference prediction. By applying decision recommendation order method to recommender system, recommendation accuracy is improved more than conventional ordering method of recommendation.
An Effect of Consciousness of the Quality Cost for Productivity Improvement

The Correlations among the Categorized Quality Cost Factors on Small & Medium-sized Enterprises

The successful and sustainable growth of SMEs depends on their ability of strengthen their competitiveness in quality and cost and service more than anything else as a fundamental of operation. Among these key competitive factors of SMEs, quality is the most critical factor in manufacturing business fields. There are many different ways to improve the quality performance but it needs proper management decision to choose the best way what can maximize outputs with minimum inputs. And it needs effective measurement methods and some indicators to analysis the quality performance properly. The quality cost is one of the simplest key indicators to measure the quality performance and the effectiveness of quality related management decisions. In this study, through survey on local SMEs, we found that their average annual quality cost ratio versus turnover - total amount of annual quality cost divided by annual turnover - is around 3.69% excluded some SME's performances what have different quality control measures with others. And we found some results what corresponded with the early studies on the correlations between those categorized quality costs factors and some discrepancies between some of the literature model and the early case study results as follows. There were negative correlations between the Prevention costs and the External failure costs, and the Appraisal costs and the External failure costs, and there was positive correlation between the Appraisal costs and Internal failure costs same as early studies. But, we couldn't found any strong negative correlations between the Cost of control - Prevention costs & Appraisal costs - and the Cost of Failure of control - Internal & External failure costs -.
Generation and Extension of Models for Repeated Measurement Design by Generalizability Design

The study focuses on the Repeated Measurements Design (RMD) which observations are periodically made for identical subjects within definite time periods. One of the purposes of this design is to monitor and keep track of replicated records within regular period over years. This paper also presents the classification models of RMD that is developed according to the number of factors in Between-Subject (BS) variates and Within-Subject (WS) variates. The types of models belong to each number of factors: One factor is 0BS 1WS. Two factors are 1BS 1WS and 0BS 2WS. Three factors are 1BS 2WS and 2BS 1WS. Lastly, the four factors include model of 2BS 2WS In addition, the study explains the generation mechanism of models for RMD using Generalizability Design (GD). GD is a useful method for practitioners to identify linear model of experimental design, since it generates a Venn diagram. Lastly, the research develops three types of 1BS 2WS RMDs with crossed factors and nested factors. Those are random models, mixed models and fixed models and they are presented by using Generalizability Design,
. Moreover, the example of applications and its implementation steps of models developed in the study are presented for better comprehension.
A Study on Level of Economical Contribution due to Ship Type in Incheon Port

Incheon Port has been served as not only the center of the Yellow Sea and port for trade with China but also domestic gateway port for the metropolitan area, playing a professional role as the greatest domestic Port which processes a variety of items such as imported raw materials, bulk cargo, oil and gas and so on. This study was conducted based on step by step business process between port entry and departure of ship, and incurred cost according to port industry classification and performance on the port facility. Bulk cargo and general cargo such as grain, food, steel, scrap metal, wood, coal, LNG, LPG and oil etc., which have a vast majority of import goods, have been treated by 57,062 thousand tons and 7,409 thousand tons of container cargo were processed at Incheon Port in 2009. Bulk vessels and carriers moving items such as LPG, LNG and oil recorded 38,836 thousand won and full-container vessels recorded 11,001 thousand won as the amount of notified port facility usage fees in 2008.
Analysis on satisfactory degree influence factor of welfare equipment rental users

The government has been operating the long-term care insurance since 2008. In June 2010, the government manual wheelchairs, electric beds, manual beds, mattresses prevent pressure ulcers, mobile tub, bath lifts, including six items were changed to rental-only item. For the successful settlement of welfare equipment rental system, The efforts to prevent inconvenience of welfare equipment user's and improvement of the system for the activation is needed. The main object of this study is to identify the factors affecting satisfaction of welfare equipment rental and seek to proposals of revitalizing equipment rental system.
A Empirical Study on Mediating Effect of Social Capital on Employee's Dual Commitment

A empirical study about dual commitment of members of labor union for logistics companies based around the capital for their companies and union was carried out. This paper reviewed the effects of job security, organizational justice and social capital on dual commitment, and the mediating effect of social capital between job security and organizational justice, and dual commitment. Also, by establishing the social capital as a mediating variable, whether the effects of job security and organization justice to dual commitment exhibit mediating effects was identified.
Data Dependency Graph : A Representation of Data Requirements for Business Process Modeling

Business processes are often of long duration, and include internal worker's decision making, which makes business processes to be exposed to many exceptional situations. These properties of business processes makes it difficult to guarantee successful termination of business processes at the design phase. The behavioral properties of business processes mainly depends on the data aspects of business processes. To formalize the data aspect of process modeling, this paper proposes a graph-based model, called Data Dependency Graph (DDG), constructed from dependency relationships specified between business data. The paper also defines a mechanism of describing a set of mapping rules that generates a process model semantically equivalent to a DDG, which is accomplished by allocating data dependencies to component activities.
A Study on the Performance Improvement for Magnetic Resonance Imaging Examination by Using the 6-Sigma Application

The purpose of the study was to improve of performance for Magnetic Resonance Imaging (MRI) examination in the department of radiology. It was performed DMAIC (Define, Measure, Analyze, Improve, and Control). In the stage of definition, The fifth kinds of CTQ (critical to quality) by the kindness, the waiting time, the examination explanation, the waiting time and the waiting environment were selected by voice of customer. In the stage of measurement, the performed examinations and the reservation waiting time were measured each 1.77 and 1.69 sigma. In the stage of analysis, the potential key causes were determined the limited working hours and the difference of examination time of various entries. In the stage of improvement, MRI were performed with the operating system of 24 hours examination and the optimization of the difference of examination time by among of 30 minutes, 40 minutes, 50 minutes. Finally, the number of examinations and reserved waiting days were measured by each 3.17 and 1.71 sigma in the control stage.
The Evaluation Model for Knowledge Assets on Medical Devices Industry

The existing evaluation systems based on financial performance summarize the information about past results and focus on short-term performance, and so they have the limits to explain the future value of firms and to make a long-term strategic performance. By this reason, as a way to increase the future value, the development of the integrated performance evaluation system with which we may manages financial performance and knowledge assets together has been required recently. This study puts together various researches for the evaluation of knowledge assets, and analyzes the existing studies for the domestic medical devices industry and the tendency of introduction for business practice. Under this analysis, this study develops the knowledge asset evaluation indexes for medical devices industry by using the Balanced Score Card (BSC) of Kaplan & Norton(1992), and then presents the evaluation model by applying the Analytic Hierarchy Process (AHP) of Saaty(1980) to get the weight for each index. With the final evaluation model, we can calculate the evaluation score combined with both the quantitative indexes and the qualitative indexes at once.
Practical Reasonability for Introducing Separate Contract Award System Concerning Asbestos Removal

Project owner, asbestos removal specialist, experts on asbestos removal work, as counter parts to be defined in the study to make out research goals have been asked with questionnaire survey and replied with 65, 275, 32 cases, respectively. And additionally, direct interview 73 sheets have been collected to find out current status of required engineers and equipments assigned and provided to the field, from them, three(3) concerned parties. Questionnaire subjects are composed of common items, reasonable unit cost, need of separate contract-awarding system, status of performing standard contract, status of providing legal engineers and equipments. Concentrated review of two~three questions by subject has been made to find out and compare idea results between three(3) concerned parties. First, legal and practical work status survey have been made to determine reasonability of introducing separate contract-awarding system, as a part of ensuring reasonable unit work cost. And then, two different status have been compared and there is introduction possibility of separate contract-awarding system, it is found out. The possibility of separate contract also has been confirmed by comparison of domestic legal grounds. Justificating grounds to introduce separate contract-awarding system have been shown. Standard contract status between asbestos removal specialists has been compared using two cases of providing removal work contract and receiving it. It is shown that case of 50 percent or less contains 38.5% when they receive contract, but only 10 percent reduction of original contract amount has been made when they provide it. It means that asbestos removal specialists do not keep occupational safety and health regulations.
Application of Risk Management to Forecasting Transportation Demand by Delphi Technique

Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.
The Methods to Improve the In-Line Eductor

A core device of foam system is the in-line eductor and it is the device to mix the foam liquid into liquid solution proper to the use density and the mixture ratio must be kept regularly regardless of changing fluid condition of the front and rear end of the in-line eductor. However, if the flux of the pressurized water changes, the mixture ratio is not kept regularly, and so it becomes a cause which a performance of fire-extinguishing deteriorates in discharging foam liquid. I devise a method to improve it that the metering orifice type in-line eductor is improved into the metering venturi type in-line eductor, the fluctuation of the mixture ratio to the flux change of the pressurized water is minimized and the performance of fire-extinguishing is kept regularly. As this method is simple in its structure and can be designed at a low cost, it helps for maintenance as well. In the future, it seems to need the research for the metering nozzle type in-line eductor in the future.
