Analysis of the Crash Reduction Effects of the Red Light Camera Systems and Determination of the User Benefits

The RLC systems is one of the intelligent transportation systems that has gained a nation-wide support for last decades and being installed to discourage motorists from running the red lights at signalized intersections. It is taken for granted that the RLC will provide motorists with increased safety, so that their installments are always justifiable. However, in order to acquire more efficiency and wider supports from the general public in future RLC installments, an improved methodology for analyzing the effects of the RLC systems is required. In order to satisfy this requirement, this research performed the following tasks. First, the number of signal violations after the RLC systems were investigated in order to check its resulting effects. Second, the number of crashes after the RLC systems were collected and compared with the number of signal violations. Third, a statistical analysis was carried out to develop the relationships between the signal violations and the crashes based on negative binomial distribution. The analysis revealed that the number of crashes has a close relationship with the RLC placement, traffic volume, vehicle speed, the number of phases, and the number of lanes for major approaches. Finally, based on the results found in this analysis, this research presents a methodology for analyzing the safety effects of placing the RLC that should be of service when investigating the economic consequences of the RLC systems.
Modelling and Evaluation of Traffic Flow with Variable Speed Limit on Highway

Variable speed limit(VSL) is one of the highway ITS techniques designed to prevent accidents and traffic slow down by reducing congestion or speed variation between vehicles and lanes prior to arrive at the accident location by limiting speed. In Korea, while people have recognized the need for variable speed limit beginning with Seoul's urban expressway and installed facilities in order to provide guide for speed limit per lane and lane use, there has not been enough development of algorithm for internal administration as well as research on the basic principles behind administering variable speed limit. This study is for modeling and evaluating the VSL strategies based on the traffic flow theory. Supply-Demand method of the Cell Transmission Model is applied to demonstrate the traffic features and shockwaves to upstream of the bottleneck with/without VSL. We verified the explanation of Cell Transmission Model for the numerical example. and as the result, it is found that VSL strategies can reduce the total travel time in the congested section and variation of the speed. It means VSL is useful to improve the traffic condition and the safety on highway
Traffic Signal Control Strategy for Passive Tram Signal Priority on City Arterial

This research proposes new tram signal coordination model, called MAXBAND MILP-Tram for a passive tram signal priority strategy. The proposed model was formulated based on the MAXBAND model that was a traditional arterial signal optimization model. The model could calculate the bandwidth solutions for both general-purpose-lane traffic and median-tram-lane traffic. Lower progression speed are applied for the tram traffic considering lower running speed and dwell time at the stations. A phase sequence procedure determines the green times and left-turn phase sequences for tram traffic in median tram lane. To estimate the performance of the MILP-Tram model, the control delay of trams were estimated using the micro simulation model, VISSIM. The analysis results showed 57 percent decrease of the tram compared to the conventional signal timing model. The delay for car, however, increased 18 percent. The sensitivity analysis indicated that the passive tram signal priority strategy using the offset and phase sequence optimization was effective in reducing the person delay under the congested traffic condition.
Pulsed-Bias Pulsed-RF Passive Load-Pull Measurement of an X-Band GaN HEMT Bare-chip

In this paper, a passive load-pull using a GaN HEMT (Gallium Nitride High Electron Mobility Transistor) bare-chip in X-band is presented. To obtain operation conditions that characteristic change by self-heating was minimized, pulsed drain bias voltage and pulsed-RF signal is employed. An accuracy impedance matching circuits considered parasitic components such as wire-bonding effect at the boundary of the drain is accomplished through the use of a electro-magnetic simulation and a circuit simulation. The microstrip line length-tunable matching circuit is employed to adjust the impedance. The measured maximum output power and drain efficiency of the pulsed load-pull are 42.46 dBm and 58.7%, respectively, across the 8.5-9.2 GHz band.
The Hybrid Method of ToA and TDoA Using MHP Pulse in UWB System

Recently, ToA and TDoA estimation are favorable among all of estimation techniques because they have the best accuracy in estimating position. ToA and TDoA estimation are typical techniques based on time. So, it is important to have the time syncronization and offset between a target node and several reference nodes. If they don't have the time syncronization between a reference node and target node or have a time offset among reference nodes, the positioning error will increase due to the ranging error. The conventional positioning algorithm does not have a accurate device's position because ranging error is added the calc dation of the position. In this paper, we propose a hybrid method of ToA and TDoA ll increase due. We use MHP pulse that has orthogonal pulse instead of the existing pulse to transmit and receive pulses between a target node and reference nodes. We can estimate the target node's position by ToA and TDoA estimation to transmit and receive MHP pulses only once. When the proposed Hybrid method iteratively calculate the distance, we can select the ranging technique to have more accurate position. The simulation results confirm the enhancement of the Hybrid method.
The Design and ImplemEntation of Multi-Network Interface Switching for ITS Services

Currently, ITS (Intelligent Transport System) system is supporting a variety of services to be enhanced traffic's efficiency and driver's safety as developing of information communications and network technology. High data transfer communications such as Wibro, HSPA and WAVE are used for providing ITS services, but there are some differences from specification and performance applied. So, users who are employing the communication systems to transfer data whatever they want to have been suffering from use. In this paper, it is proposed that user can use various high data transfer communication systems wherever environments they are in using adaptation of system change. Also, it is implemented performance of system which uses alternate communication scheme in mobile terminal based on embedded platform.
Detector Evaluation Scheme Including the Concept of Confidence Interval in Statistics

This paper presents a new test technique for evaluating performance of vehicle detectors with interval estimation, not the conventional point estimation, for presenting statistical confidence interval. The methodology is categorized into three parts; sampling plan, analysis on the characteristic of evaluation indices, and the expression of evaluation results. Even though many statistical sampling plans exist, stratified random sampling is regarded as the most appropriate one, considering the detector performance characteristics that varies with traffic, illumination, and meteorological conditions. No magic bullet exists for evaluation index for detector evaluation, hence the characteristics of evaluation indices were thoroughly analyzed and a reasonable process for choosing the best evaluation index is proposed. Finally, the methodology to express the result of detector evaluation for the entire evaluation period and individual analysis interval is represented, respectively. To overcome the existing drawbacks in point estimation, interval estimation by which statistical confidence interval can be represented is introduced for enhancing statistical reliability of traffic detector evaluation. This research can make vehicle detector scheme improve one step forward.
A Handover Protocol for the IEEE WAVE-based Wireless Networks

The IEEE WAVE-based communication systems do not provide handover services since most of the application layer messages of a small amount containing text data that are related to safe driving. Multimedia data service such as web pages and CCTV video clips, however, require a seamless handover for continuation of a session via multiple RSUs. In this paper, we propose a new proactive handover protocol based on IEEE WAVE. According to the proposed handover protocol, the OBU notifies the old RSU of its departure from the coverage such that the old RSU forwards to the new RSU the data heading towards the OBU to be cached for the further delivery upon its entry into the new RSU's coverage. The simulation results are presented which shows the performance of the proposed protocol in terms of throughput, delivery ratio and handover delay.
VoIP-Based Voice Secure Telecommunication Using Speaker Authentication in Telematics Environments

In this paper, a VoIP-based voice secure telecommunication technology using the text-independent speaker authentication in the telematics environments is proposed. For the secure telecommunication, the sender's voice packets are encrypted by the public-key generated from the speaker's voice information and submitted to the receiver. It is constructed to resist against the man-in-the middle attack. At the receiver side, voice features extracted from the received voice packets are compared with the reference voice-key received from the sender side for the speaker authentication. To improve the accuracy of text-independent speaker authentication, Gaussian Mixture Model(GMM)-supervectors are applied to Support Vector Machine (SVM) kernel using Bayesian information criterion (BIC) and Mahalanobis distance (MD).
Decision Making Model for the Introduction of RFID by Food and Beverage Industry Using Logit Model

RFID is an important information technology that enables changes in existing methods of logistics. In this study, a decision making model for the introduction of RFID by domestic food & beverage businesses has been developed in order to enhance the efficiency of logistics activities. The general business states and effects expected from the introduction of RFID by SCM sector of 167 domestic food and beverage businesses were surveyed and based on the results, it was identified that generally positive answers were received. A decision making model for the introduction of RFID was derived and based on the results, it was identified that major influencing factors affecting the intention to introduce RFID were "the number of personnel" and "costs to introduce RFID".
The Study on U-Service Priority for Low-Income People Using AHP

u-City(ubiquitous city) pursuing competitiveness of city and improvement the quality of life needs high cost to build and operate it. But not all people get a benefit by u-City. It is important that low-income people have experienced information divide gain practical benefits in u-City. In this paper, first we selected suitable item of u-service for low-income people and then drew a order of priority using AHP method about legal and institutional conditions, possibility of technical realization, and the generalization. As a result, we prioritize to u-service for low-income people, that is the order is prevention for missing a dotard, safety of street, and information providing about job and employment.
Developing Cyber-Compact City Strategies for Sustainable Transportation

This study focused on developing strategies of cyber-compact city, combining compact city with information and communications technologies(ICTs), in order to enhance sustainable transportation. The cyber-compact city development is defined as a development that is able to reduce travel by ICTs and encourage people to use transit or non-motorized vehicles such as bicycles for ICT-induced travel (especially, discretionary travel) by compact and mixed land use. It can be achieved with combining cyber and compact strategies with respect to network, node, and area. For example, ICT network may use transit network facility, a transfer station may be a hub of ICTs, and transit influenced zone may work with ICT service area. We proposed three cohesive strategies for the cyber-compact city based on literature review and case studies on cyber and compact cities. The first strategy is a cohesion between public transportation and telecommunication network by centering on the two for national and urban spatial linkage structure. That is, cities or urban centers and its peripheral areas can be connected by rail network, and extra space of railway network can be used for constructing telecommunication network infrastructure. The second strategy is a cohesion between public transportation node and telecommunication node by building up regional and urban telecommunication centers near to or at main railway stations. For this strategy, telework centers and communication service centers should be established mainly at transfer stations. The third strategy is a cohesion between public transportation impact zone and telecommunication impact zone as transit oriented development.
Implementation of the Home Network System by use of the Power Line Communication

In this paper, we propose a method for the efficient power use in power outage. The cost is high and conversion into the other function is difficult since the terminal used in conventional home network system has a dedicated function. This method is based on home network system employed with photovoltaic system. Throughout the modularization of the terminal, the variable function and cost reduction can be achieved. Additionally the unit cost can be reduced by using the power line communication. The prototype of light-control terminal has been implemented. The experimental results with the terminal show the performance of light-control system and the possibility of the commercialization can be achieved.
