Analyses of Factors Affecting Accessible Website Design

The Web accessibility compliance rate of public organizations and private enterprises is still low due to the lack of awareness of Web accessibility by website developers and managers in spite of the fact that web accessibility compliance became mandatory in 2008. Web developers and managers think the website visual quality might be compromised or the website requires more development time and budget in order to comply with the web accessibility guidelines. Therefore, this paper has analyzed whether developers with various training in web accessibility or experience on website development have different perception on time, cost and design issues for developing accessible websites. For this purpose, 72 Web developers with hand-on experience working for website development companies in Korea were sent to the questionaries. The results have indicated that the group of developers with many hours of training in web accessibility and rich experience on website development perceives that they can develop accessible website without additional cost and time or compromising design quality. The contributions of this paper are following： (1) proving the widely recognized perception on budget, time, and design for developing accessible website is incorrect and (2) motivating further research on this subject in the future.
A Study on the Acceptance Intention for Smart Phone by the Innovation Diffusion Theory: Focused on Smart Phone Non-Users

This study is progressed for understanding of the acceptance intention differentiated through the view of smart phone non-user`s adopting plan. And the research model is proposed in the view of new technology adopting, Innovation Diffusion Theory, Rogers 1995, and Technology Acceptance Model, Davis 1989. In the survey, SPSS 18.0 and AMOS 18.0 are used to analyze the 685 smart phone non-users data. The results of the feasibility analysis and the factor analysis show the measured variables determined in the statistical significant range. Also, 11 hypotheses, among the 16 hypotheses, are adopted by the hypothesis tests through the path analysis, one-way-ANOVA and hierarchial regression analysis. The results indicate variables affect on the non-smart phone user`s adopting intention. The primary factor is the perceived usefulness, secondary factor is the social property, and the rest is the playfulness. And, the primary adoption factor is affected to early majority and late majority among each innovation adopters.
The Effect of EAMaturity on Information Management and Performance

This study was carried out to figure out the relationship between EAmaturity, information management capacity, and information performance, and find the effect between these variables and the reciprocal causation. The study found that EAmaturity has a positive effect on information resource management and performance. In other words, the effect of input, calculation, management and utilization factors on information planning in EAmaturity showed that calculation, management and utilization factors have a significant effect on the information planning. While the effect of input, calculation, management and utilization factors on information introduction and management showed that only both calculation and utilization have a significant effect on the information management factor. It says that EAinput in EAmaturity does not play a big part in the planning stage, as well as not go through a series of process that is connected to the maturity stage by immediate field application. Consequently, EAmaturity varies from the level that EAcreates introduction and performance according to organization. This suggests that the maturity and performance can be also changed by the level that EAcreates information performance by accepting and using this capability within organization as well as the capability to introduce and fully perform the EAsystem presented in enterprise architecture framework of public sector.
A Meta-Analysis and Review of Relationship between Trust and Risk on Online Environment in Korean Research

Recently, in the research on online environment such as e-commerce, and internet banking, the conceptual discussion about trust and risk in an effort to explain a user`s behavior is briskly underway. Most of the research on trust and risk are setting up causal relationship without clearly establishing the relationship between trust and risk. Accordingly this study conducted a meta-analysis in order to consider the relationship between trust and risk and to take a look at the difference in causal relationship. This study includes a total of 18 research papers which are setting up the causal relationship between trust and risk in online environment among the research papers published in domestic academic journals since 2000. Result of the meta-analysis, showed that the effect size was -0.367 in the path from trust to risk; -0.131 in the path from risk to trust; -0.276 in the bidirectional path between trust and risk. In addition, this study was able to confirm through literature review that there appeared a high effect of path in case where trust and risk were measured by an uni-dimensional concept than by a multi-dimensional concept.
A Study on Developing Science Service of Science and Technology Policy

The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.
Differences in Privacy-Protective Behaviors by Internet Users in Korea and China

Privacy-protective behavior can be classified into passive behavior and active behavior. Passive behavior includes refusal, misrepresentation, and removal, while word-of-mouth, complaint, and seeking for help belong to active behavior. Internet users in different countries may take different types of privacy-protective behavior because of cultural and social differences. This study analyzes the differences in Internet users` privacy-protective behavior between Korea and China. Korean Internet users take refusal, complaint, and seeking to protect their privacy information, while misrepresentation is not an option for Korean Internet users. Chinese Internet users take refusal, complaint, seeking, and misrepresentation to protect their privacy information. In Korea, passive behavior (refusal) is chosen more often than active behavior (complaint and seeking for help), while in China active behavior(complaint and seeking for help) is preferred to passive behavior (refusal and misrepresentation). The differences of privacy-protective behavior in the two countries may provide some implications for online companies, if they want to avoid the business risk due to privacy concerns and to take appropriate steps to deal with privacy-protective behavior by Internet users.
A Case on the Evaluation of the Information System Project to Enhance the Performance of DIMS(Defense Material Information System)

There are many evaluation models to measure the informatization level of an organization and information system project in the ministry of National Defense of Korea. A information system has to keep up with the environment change as well as the advanced recent information technology (IT). Therefore, the evaluation of an information system project to enhance the performance of the information system should be different from the existing evaluation methods. This study suggests an evaluation case of information system projects to enhance the performance of an information system. In order to achieve the objective of this study, the following steps are taken. First, it reviews the background and the scope of the project to enhance the performance of the Defense Material Information System (DMIS). And it sets up the evaluation logic and develops performance indexes. Then it applies these newly developed performance indexes to the information system project and measures the performance. From this study, we found that both the diffusion and the experience accumulation by its continuous use are significant factors in such evaluations.
An Exploratory Study on the Feasibility of M2M Services

Machine-to-Machine(M2M) refers to technologies allowing both wireless and wired systems to communicate with other devices. The enhancement of wireless technologies and the reduced cost of wireless connection have contributed toward the development of M2M market. M2M market currently focuses on public sector services, As M2M can offer scalable and flexible services, M2M services are expected to be applied in various fields. However there are still some doubts on whether the demand for M2M services will be increased. This study investigates the feasibility of M2M services from the perspective of operators. Operators evaluate that M2M services will show high marketability but low profitability in general. In addition, operators predict that M2M services will show both marketability and profitability in the area of car maintenance, insurance, telematics, home and office security, shop floor maintenance, and real-time locating services for children protection. This study may offer some ideas of M2M business models based on empirical feasibility studies.
Implementation of the Development Tool and Methodology to Handling the Event Process in a U-City Integrated Platform by Using the Minimum Unit Service

USM(Unit Service Management System) is the development tool and methodology to handling the event process in a U-City integrated platform by using the minimum unit services. USM can be one of the SOA development methodology. Minimum unit service has a minimum business logic that can be executed with input and output parameters. Minimum unit service consists of three parts : service profile, service input and output parameters and service execution information. USM provides two types of the execution method. One is module execution and the other is web service execution. The development of the event sinario by the USM development methodology can reduce the cost and duration of the u-service development by raising the rate of reusing minimum unit service.
A Study on Decision Making Factors of Cloud Computing Adoption Using BCOR Approach

With the continuous and outstanding development of information technology(IT), human being is coming to the new computing era which is called cloud computing. This era brings lots of huge benefits also at the same time release the resources of IT infrastructure and data boom for man. In the future no longer, most of IT service providers, enterprises, organizations and systems will adopt this new computing model. There are three main deployment models in cloud computing including public cloud, private cloud and hybrid cloud; each one also has its own cons and pros. While implementing any kind of cloud services, customers have to choose one of three above deployment models. Thus, our paper aims to represent a practical framework to help the adopter select which one will be the best suitable deployment model for their requirements by evaluating each model comprehensively. The framework is built by applying the analytic hierarchy process(AHP), namely benefit-cost-opportunity-risk(BCOR) model as a powerful and effective tool to serve the problem. The gained results hope not only to provide useful information for the readers but also to contribute valuable knowledge to this new area. In addition, it might support the practitioners` effective decision making process in case they meet the same issue and have a positive influence on the increase of right decision for the organization.
A Study on the Significant Factors Affecting the Adoption of Enterprise Cloud Computing

Cloud computing is provided on demand service via the internet, allowing users to pay for the service they actually use. Since cloud computing is emerging stage in industry, many companies and government consider adopting the cloud computing. Actually a variety of factors may influence on the adopting decision making of cloud computing. The objective of this study is to explore the significant factors affecting the adoption decision of enterprise cloud computing. A research model has been suggested based on TOE framework and outsourcing decision framework. Based on 302 data collected from managers in various industries, the major findings are following. First, the benefit factors of cloud computing service such as agility and cost reduction have direct and positive effects on adoption of the service. Second, lock-in as a risk factor of cloud computing service has a negative effect while security has not. Third, both internal and external environment factors have positive effects on adoption of the service.
Improvement of Software Cost Estimation Guideline Using OLAP Multidimensional Model

This paper presents the ways that can improve the Software Cost Estimation Guidelines in order to replace those that are expected to be abolished at February, 2012, and solve the problems that are being occurred in the current Software Cost Estimation Guidelines. By using multidimensional modeling of OLAP(On-Line Analytical Processing), this paper does three dimensional modeling that considers the product/service view, process view and skill view. Also, it presents the identification method of cost estimation data through the view of each dimension. Furthermore, it defines the software cost estimation process and adapts them into the bottom up estimation and the top down estimation. Finally, it proposes the access of cost estimation data by the multidimensional analysis of OLAP.
Software Quality Classification using Bayesian Classifier

Many metric-based classification models have been proposed to predict fault-proneness of software module. This paper presents two prediction models using Bayesian classifier which is one of the most popular modern classification algorithms. Bayesian model based on Bayesian probability theory can be a promising technique for software quality prediction. This is due to the ability to represent uncertainty using probabilities and the ability to partly incorporate expert`s knowledge into training data. The two models, Na
veBayes(NB) and Bayesian Belief Network(BBN), are constructed and dimensionality reduction of training data and test data are performed before model evaluation. Prediction accuracy of the model is evaluated using two prediction error measures, Type I error and Type II error, and compared with well-known prediction models, backpropagation neural network model and support vector machine model. The results show that the prediction performance of BBN model is slightly better than that of NB. For the data set with ambiguity, although the BBN model`s prediction accuracy is not as good as the compared models, it achieves better performance than the compared models for the data set without ambiguity.
The Analysis of the Conferences for the Computer Network Using the Miner and the Cosine Similarity based upon Keywords

We have been provided with a plenty of information about IT through the conferences. However, it is hard to find enough information or the latest trends from conferences because there are too many conferences. In this situation, we analyzed the latest trends related to the field of IT by exploiting the Netminer which is one of the software for analysis of social networks and measuring the Cosine Similarity between conferences, based upon keywords which are included in the conferences. We analyzed keywords of 24 conferences related to the computer network part of the IEEE (Institute of Electrical and Electronics Engineers) in the case of foreign conferences. We also analyze keywords of the KIISE (Korean Institute of Information Scientists and Engineers) conferences in the case of domestic conferences, during 2009-2010. We identified the trends through the frequency of keywords, the change of top 10 keywords ranking and the similarity between conferences.
Assessment and Validation of the Reliability of Quality Measurement System for Wireless Data Services

The user increases around the WiBro and in which the mobile broad band service is the wireless internet base technology HSDPA, that is the cellular phone foundation technique, and moreover the issue about the user effective quality guarantee emerges but the quality control of the wireless network is the incomplete actual condition. Therefore, the reliability verification according to the development of the system for the performance measure for the continued wireless data service and it and evaluation are needed for the quality control. In this paper, the wireless data service quality measurement system was implemented with the design. The same test environment as the existing network performance measurement program was built for the reliability verification of the embodied device for measuring quality and evaluation and the cost performance was performed. It could confirm that design and embodied wireless data service quality measurement system operated accurately in this paper through the quality measure result value analysis.
The Structural Relationships Among Factors Affecting the Usage of Social Network Service：Focusing on the Technology Acceptance Model(TAM) and the Flow

Social Network Service(SNS) is a kind of advanced Internet service that acts as personal media. This study was intended to find out the structural relationships among factors affecting the usage of social network services by extending the Technology Acceptance Model(TAM). For this purpose, the variable `Flow` was first integrated into the TAM in order to understand the internal motivations of users. And then the external factors of SNS usage were derived from the perspective of users, contents, and media side of SNS, and finally the dependent variable was set with the intention of sustainable use. Then these factors were carefully integrated into a structural model. We expect the findings of this study will be very helpful for the internet marketing professionals, SNS developers, and the others.
Manufacturer`s Strategy and Capability for Service Transition

Manufacturers have started to adopt service as their offering mix in order to overcome slow growth, declining profitability and commoditization in the pure product market. Several companies like IBM and GE have shown that services would be a new source of revenue and a steady growth. Service covers a wide spectrum from a simple add-on service like repair to complex outsourcing service. Service adoption is a challenge for manufacturers who have been accustomed to product making and selling. Making, proposing, delivering and evaluating services needs a different and new capabilities for manufacturers. And service transition is closely related with capabilities which make a transition with a less risk. In this paper, a taxonomy of efforts is developed which build on the service transition literatures and cases. We provide a phased service transition strategy for manufacturers and service capabilities needed at each phases.
A Strategy for Developing Agricultural Service Model Toward Industrial Innovation

Externally, there is urgent need Strengthening the competitiveness of agriculture in terms of production, processing and consumption. And development of high-quality services is particularly essential for provide safe food to consumers, internally. We studied the concept of service science, service models and service development methodology, then researched strengthening agricultural competitiveness through analysis of service viewpoint. After then, in the service level and service science, we elicit the service components for the defined new business, which is composed of private service and supporting service for Mungyeong omija industry. In this research, we evaluate the possibilities that agriculture is not primary industries but service industries for competitiveness. We suggest four key service composition for win-win strategy in Mungyeong omija industry. That is authenticity service, decision price service, decision rating service, establish infrastructure for year-round sale.
Global Diffusion of Online Social Network Services : A Cross-Country Study

This study examines online social media diffusion across different countries that will help to provide a picture of current global online social network services (SNSs). Analyzing country-level data drawn from 78 nations, we find that non-technological factors such as culture and language as well as technological factors including Internet penetration rate and smartphone adoption rate have significant effects on online social media diffusion. These findings, derived from a broad range of different countries, not only provide theoretical insights into understanding critical factors that enable successful global expansion of online social media services but also help practitioners plan their marketing strategies more effectively in a global context.
Qualitative Validation of a U-City Services Typology Using Expert Heuristic

KUbiquitous city(U-City) is a recent trend in urban planning and management across the globe. Currently, several typologies were developed and presented classifying U-City services, but validation research of these typologies are scarce. In this study, efforts were made to qualitatively validate the usability and practicality of a typology of u-city services. Using 228 U-City services identified in previous studies, classifying exercises were conducted against a typology. Three experts were involved in this expert heuristic exercise, against a most popularly used and comprehensive typology of U-City services. Findings indicates that the selected typology is high on comprehensive exhaustiveness, and empirical applicability while low on mutual exclusivity, simplicity and theoretical contribution. Implications for the typology improvement are suggested followed by limitations and directions for further research.
