An Assessment and Policy Implication of Information Technology Convergence Programs in Korean Public Service Area

Information technology is a useful strategic weapon that can create competitive advantage and new business opportunity by applying it in the organization' value chain. IT convergence can be understood as an attempt of industrial level IT adoption to facilitate the innovation of the industry and the birth of a new industry. This study provides the comprehensive review of the Korean government' three IT assimilation programs, ubiquitous technology diffusion program of the Ministry of Knowledge Economy, u-service program of the Ministry of Public Administration and Security, and u-Defence cooperation program of the Department of Defense. The analysis is done through the interpretation of the existing literature and the logic model. The result proposes inter-agency cooperation and building of new technology road-map in the planning stage, flexible management in the execution phase, and failure tolerant evaluation system. The proposal for developing competencies and institutional foundations for IT convergence also presented.
A Methodology of Defense IT Convergence and Case Study

Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.
A Study on the Possible New Fusion between Mobile and Healthcare Service

As many applications are possible now in mobile environment with the trend of mobile convergence, diverse applications in healthcare industry are also possible in mobile devices. Though lots of researches on mobile and health services are introduced, they are limited to specific area or techniques. This study shows possible directions of fusion between mobile technologies and health services in the future using a data mining technique called association rule analysis. The data used in this study is collected from web pages containing key words related to mobile technologies and health services. The analysis shows that current cases of fusion between monitoring based telemedicine and patients. It also shows another case of fusion between mobile hospital and medical screen charts. These show that fusion between mobile technologies and health services already began in industry. Association rules are found between well-being, city, diet, and sleep. The association rules containing security and privacy, though their associations are not so strong, also show that security and privacy of patient information should be protected in the future. The results show that the fusion of mobile technologies and health services is expected to provide health services to more users and larger areas. It is also expected to create new diverse business models in the future.
Power Scheduling of Smart Buildings in the Smart Grid Environment Using IT Optimization Techniques

With the recent advances in smart grid technologies and the increasing dissemination of smart meters, the power usage of each time unit can be detected in modern smart building environments. Thus, the utility company can adopt different price of electricity at each time slot considering the peak time. Korea government also announces the smart-grid roadmap that includes a law for realtime price of electricity. In this paper, we propose an efficient power scheduling scheme for smart buildings that adopt smart meters and real-time pricing of electricity. Our scheme dynamically changes the power mode of each consumer device according to the change of power rates. Specifically, we analyze the electricity demands and prices at each time, and then perform real-time power scheduling of consumer devices based on collaboration of each device. Experimental results show that the proposed scheme reduces the electricity charge of a smart building by up to 36.4%.
The Analysis of Device Models and the Method of Increasing Compatibility Between Device Models for M&S V&V of NetSPIN

In this paper, we provide the analysis of device model and method between device models for compatible M&S V&V of the NetSPIN. First of all, we analysis features, structure, and classification of the NetSPIN. The second, as a part of reliable V&V process, we analysis network system modeling process, correlation between device modeling process for M&S of the NetSPIN. The third, we suggest making a kind of pool of reference model and module of devices for the increase factor of reuse between device model. We also, at the point view of M&S V&V, conclude that there is the validity of the fidelity in device modeling process. Through the analysis of the NetSPIN device model and suggestion of the method for higher compatibility between device modes, the development process of device model be clearly understood. Also we present the effective method of the development for reliable device mode as the point of V&V.
Shoppers' Shopping Path Pattern Analysis using RFID Data

As the retail industry has been challenged by stiff competition, the retailer becomes more interested in better understanding consumers' in-store behavior to gain and sustain competitive advantage. Consumers' shopping paths provide valuable clues to understanding customers' in-store behavior, which has been a long standing research issue in business. This study is to explore the shopping path patterns in a grocery using RFID technology and clustering method. To this end, we designed the RFID systems, affixing active RFID tags to the bottom of grocery carts. The tag emit signal that is received by receptors installed at various location throughout the store. The RFID systems provide the time and location of the cart while consumers shop around the store. The point of sale data are matched with the cart movement records to provide a complete picture of each shopping path. To find the distinctive patterns of consumers' shopping paths, we proposed the distance-index matrix using dijkstra method and normalization method to conduct the clustering in order to handle the problem in measuring the similarity among shopping paths, which is raised by the spatial nature of consumer movement in a grocery. After analyzing the RFID data obtained in one of the groceries in a major Korean retailer, we could successfully identify several distinctive patterns of shopping paths, which prove to provide the valuable implications for store management.
Ubiquitous Integration Monitoring System for the Feeding and Environment Management of Livestock Production

This research aims to propose a ubiquitous integration monitoring system for the feeding and environment management of livestock production. The integration monitoring system proposed in this research is based on an integrated platform, and consists of livestock shed environment monitoring system, livestock monitoring system, livestock remote medical treatment, and feeding and management system. This research conducts the followings. First, we review the previous researches on livestock related ubiquitous monitoring system to examine the factors to be considered in the proposed system. Then, we design the system and implement the prototype to demonstrate the possibility of the application of this system to real stockbreeding environment.
Development of a Management System for the Health and Diseases of the Elderly

This paper presents development of a management system for the health and diseases of the elderly. This study aimed to the promotion of the u-healthcare industry and to the increase in its competitive power by developing and expanding a system for managing the health and diseases of the elderly, in cooperation with u-healthcare companies. The study is underway through the following four substudies. In the first substudy titled development of the bio-signal collection and analysis technology using smart media, a technology that supports the collection of bio-signals in the elderly using portable terminals. In the second substudy titled development of the patient-specific healthcare platform expansion and enhancement technology, a technology is being developed for making medical decisions and taking measures based on the results of the processing of the collected bio-signals. In the third substudy titled development of the N-screen based healthcare contents open service technology, a technology is being developed to provide information on health, diseases, and medicine to platforms. In the fourth substudy titled development of the oriental medicine diagnosis and analysis technology for senile diseases. This study is expected to help ensure an excellent workforce and new technologies in the healthcare sector using smart phones, and to help reduce medical expenses by improving the health of citizens.
A Technique to Improve the Readability of Ancient Inscription by Using Optical Triangulation Measurement Principle

In epigraph field to study ancient scripts, alternative readability improvement technologies have been developed to replace existing rubbing method which has low resolution and causes surface pollution of heritages from the viewpoints of extraction process and used materials. Recently many methods which are based on analysis of pixel data for extracting outlines of the specific image have been developed with advancement of image processing techniques. But these methods are not applicable and the results are not satisfied in the damaged inscriptions which are weathered by wind and rain for a long time and in the narrowed one. In this paper laser scanning techniques which uses optical triangulation measurement principle are developed to minimize scanning error. The proposed techniques are consisted of 3 parts：(1) the understanding of optical triangulation measurement principle to find scanning guideline (2) determinations of points interval, scanning distance and scanning angle to guarantee scanning data quality (3) identification of valid point data area which will be used in registration process. The proposed character identification method contributed in decoding an ancient inscription on SeukBingGo in Kyungju.
Real-time Fall Detection with a Smartphone

In this study, a real-time fall detection system based on a smartphone equipped with three-axis accelerometer and magnetometer was proposed and evaluated. The proposed system provides a service that detects falls in real time, triggers alarm sound, and sends emergency SMS(Short Message Service) if the alarm is not deactivated within a predefined time. When both of the acceleration magnitude and angle displacement of the smartphone attached to waist belt are greater than predefined thresholds, it is detected as a fall. The proposed system was evaluated against activities of daily living(walking, jogging, sitting down, standing up, ascending stairs, and descending stairs) and unintended falls induced by a proprietary pneumatic-powered mattress. With the thresholds of acceleration magnitude 1.7g and angle displacement
, it showed 96.5% accuracy to detect the falls while all the activities of daily living were not detected as fall.
Converging Ubiquitous Computing and LED Technologies for Wellness Emotional Space Service Providing Health Therapies

Healthcare and wellness industries have become more promising as the interests on healthy living increase. Not only the medical care oriented services for the patients done by medical centers but also the psychological and emotional healthgiving services for the people who are normal have been being stressed. The psychological and emotional healthgiving services should be executed in an agile and timely manner to maximize its effects. This paper aims to propose an emotion healing service spaces which are able to provide the normal people with psychological care services. To achieve the goals, we invented the tripot approach : the ubiquitous computing technology for context-aware and intelligent estimation of psychological index, LED technology to implement emotional atmosphere and wellness healthcare technology. The proposed architecture has been implemented in an actual site.
The Informative Support and Emotional Support Classification Model for Medical Web Forums using Text Analysis

In the medical web forum, people share medical experience and information as patients and patents' families. Some people search medical information written in non-expert language and some people offer words of comport to who are suffering from diseases. Medical web forums play a role of the informative support and the emotional support. We propose the automatic classification model of articles in the medical web forum into the information support and emotional support. We extract text features of articles in web forum using text mining techniques from the perspective of linguistics and then perform supervised learning to classify texts into the information support and the emotional support types. We adopt the Support Vector Machine (SVM), Naive-Bayesian, decision tree for automatic classification. We apply the proposed model to the HealthBoards forum, which is also one of the largest and most dynamic medical web forum.
Data Quality and Firm Financial Performance in the Manufacturing Industry

There is a belief that timely and precise data are important to decisions and the better decisions are related to better firm performance. However, empirical research investigating the effect of data quality on firm financial performance is still scarce up to recently. Current study empirically explores such an effect of data quality on firm accounting performance in the Korean manufacturing industry during 2008~2010 with secondary data. The results show that better data quality does not impact on sales and operating profit, but positively and significantly impacts on EVA(Economic Value Added). Raising the level of data quality management maturity by one level can increase EVA by about 34% in manufacturing firms.
A Development of Intelligent Context-Awareness Middleware

Context-Awareness system provides an appropriate service to user by recognizing situation from surrounding environment. There are many successful studies on this framework, but still has some limitations. In this paper, we are describing a context-awareness middleware that can enhance the limitation of the previous approaches. We first defined a new concept of context-awareness environment as a social intelligence. This concept implies that intelligent objects can make relationships, can aware of situation from surrounding environment, and can collaborate to accomplish a given task. The significance of the study is as follows. First, the system is capable of multi context-awareness since it is designed with a structure that supports multiple lines of reasoning. Second, the system is capable of context planning by adapting AI planning mechanism. Third, the system is capable of making the intelligent objects as a group for collaboration, and provides adaptive service to user. We have developed a prototype of the system and tested with a virtual scenario.
Ocean Disaster Detection System(OD2S) using Geostationary Ocean Color Imager(GOCI)

We developed the ocean disaster detection system(OD2S) which copes with the occurrences of ocean disasters (e. g. the red and green tide, the oil spill, the typhoon, and the sea ice) by converging and integrating the ocean color remote sensing using the satellite and the information technology exploiting the mass data processing and the pattern recognitions. This system which is based on the cosine similarity detects the ocean disasters in real time. The existing ocean color sensors which are operated in the polar orbit platforms cannot conduct the real time observation of ocean environments because they support the low temporal resolutions of one observation a day. However, geostationary ocean color imager(GOCI), the first geostationary ocean color sensor in the world, produces the ocean color images(e. g. the chlorophyll, the colored dissolved organic matter(CDOM), and the total suspended solid(TSS)), with high temporal resolutions of hourly intervals up to eight observations a day. The evaluation demonstrated that the OD2S can detect the excessive concentration of chlorophyll, CDOM, and TSS. Based on these results, it is expected that OD2S detects the ocean disasters in real time.
