Understanding the Drivers for Migration to Innovation Ecosystem : The Influence of Standard on the Evolutionary Change of Capability Distribution and Transaction Costs

This study attempts to explain the mechanism behind the migration from vertically integrated value chain architecture to an innovation ecosystem consisting of horizontally separated layers in value chain. We first present a comprehensive framework based on the theoretical analysis of the drivers for migration to an innovation ecosystem, which are standard (institution), capability distribution, and transaction costs. The theoretical framework suggests that the migration to an innovation ecosystem is explained by the influence of standard on the evolutionary change of capability distribution and transaction costs. In particular, when the new de-jure standard competes with the de-facto standard, the new de-jure standard has the greatest impact on the distribution capabilities and the transaction costs. Based on this theoretical framework, we analyze the latest SDN (Software Defined Networking) case of the network industry. SDN standard has transformed the industry from a vertically integrated value chain architecture to a horizontally separated one with its influence on the distribution capabilities and the transaction costs in the industry.
The Role of Site Stickiness and Its Antecedents in a Social Commerce Environment

Social commerce is a subset of e-commerce that involves using social media, and user contributions to assist in the online buying and selling of products and services. Given the rapid growth of social commerce sites such as Groupon, Ticketmonster, and Coupang, it has become critical to understand customer purchasing decision-making processes in the social commerce environment. This study developed a theoretical model to examine the role of social commerce site's stickiness in customers' repurchasing decision processes. This study identifies price attribute, variety of selection, shopping enjoyment, and anger as the key factors of social commerce site's stickiness. Data collected from 164 users who had more purchasing experiences with social commerce for more than 7 months were empirically tested against the research model. The analysis results indicate that social commerce site's stickiness plays an important role in enhancing customer's purchasing behavior. Moreover, price attribute and shopping enjoyment significantly influence social commerce site's stickiness, whereas anger does not significantly affect consumer purchasing decision-making processes. However, contrary to our expectation, variety of selection negatively influences social commerce site's stickiness. The theoretical and practical implications of the findings are described.
Cognitive and Affective Trust in IT Consulting Service

IT consulting is becoming a norm rather than exception in this age of smart work and information revolution. As IT consulting is one of the knowledge intensive services requiring high credence on both sides, maintaining a good trustful relationship is critical in sustenance of strategic partnership between business firms and IT service firms. Trust is known to be one of the salient constructs in service relationships. In this study, building from the social psychology literature, trust is conceptualized as two dimensions : cognitive and affective trust. Using two dimensions of trust as mediators, a research model is constructed for IT consulting specific context : relationship continuance intention as the dependent construct while expertise, service performance, reputation, relationship satisfaction and value similarity as antecedents of cognitive and affective trust. 145 data points were collected through a survey of IT service client project managers retrospectively asking their experience with IT consultants. Findings suggest that cognitive trust is associated with perceived level of expertise and service performance while affective trust with relationship satisfaction and value similarity, respectively. Interestingly, the paths from reputation are found to be statistically insignificant towards both dimensions of trust, indicating IT service context would be more practically outcome oriented than any other professional service context. Also, cognitive trust seems to maintain stronger influence on relationship continuance intention as anticipated. Implications and limitations are discussed at the end.
A Study On The Effect of Mobile Communication Service Quality On Customers Loyalty in Vietnam

Mobile communication industry is attracting a lot of attention all over the world and is expected to continue developing endlessly with the current rapid development of IT industry. Nowadays, mobile communication companies of vietnam are competing about service quality in order to retain existing customers and improve customer satisfaction and customer loyalty. This study attempts to research about the effect of mobile communication service quality on customer satisfaction and affecting relationship between customers satisfaction and customer loyalty. In this research empirically examine how mobile communication service quality influence customer loyalty in Vietnam. To do this, after considering characteristics of mobile communication service quality, quality measurement instrument was designed including call quality, call charge, cellphone, added service quality, corporate image, employee's attitude, and behavior. The study finds that all factors of call quality, added servces quality, corporate image, employee's attitude and behavior have positive effect on customer satisfaction except call charge and customers satisfaction also effects customers loyalty positively. From these results, Vietnam domestic mobile communication companies and foreign companies can grasp the general information about Vietnam mobile communication industry, and then, establish customers satisfaction strategies more effectively.
Influences of Consumer Perceived Risks and Valence of Word of Mouth Information on Purchase Intention in Social Commerce

This paper is a research on perceived risk of social commerce which has influence on purchase intention. This study uses a 3-dimension concept of perceived risk and then, deals with influencing a purchase intention. In addition, to search other influential variable to purchase intention, this study adds a variable with expected moderating effect. This study proposes several hypothesis and processes an experiment to test and attest these hypothesis. This study attempts to analyze the effect that perceived risk in social commerce has on purchase intention. By the results of data analysis, all dimensions of perceived risk are found to have significant negative effects on purchase intention. In addition, this study proves moderating roles of valence of WOM Information on purchase intention. Additional managerial implications are also discussed.
An Impact on Management Performance by IT Service Firm's Creativity and Knowledge Management Factor

This paper discussed about creativity and knowledge management variables as for effect factors on the management performance of IT service firms. Specially the mediation effects of knowledge management variables between the creativity and management performance were examined. To prove empirically the related hypothesis, the statistical analysis were based on the response from the 160 Korean IT Service firms. As an analysis results, it was found that the creativity of organizations was not the direct effector on the management performance. But the virtue of knowledge which are accumulated from knowledge management activity and shared in organizations was the direct effector. Also, the knowledge management activity is mediator on the in the relationship between the creativity and management performance. So this paper suggests that knowledge management activity and knowledge's virtue in the related the creativity in organizations are the important mediate factors for enhancement of IT service firm's performance.
An Economic Analysis of Flat Pricing for Unlimited Voice Calls : Necessary Conditions and MNO's Strategy

As the gaps become narrower in interconnection fee and volume rate, the MNOs began to introduce flat pricing for unlimited voice traffic competitively in Korea wireless telecommunication market : 'unlimited talks within intra-network' by the 1st operator, followed by the 3rd operator's 'unlimited talks over all networks'. As a result, subscribers tip in toward the third ranked operator and could bring a substantial change to steadfast market structure over the last decade in Korea. This paper aims to develop a simple economic model to analyze competition with flat pricing for unlimited voice traffic, and to check whether the pricing can be appropriate for the MNOs. The results show that MNOs already step in the necessary conditions to launch flat pricing for voice traffic. It also predicts that the MNOs compete with unlimited talk over all networks and set a single fee in an equilibrium. At present, the MNOs run virtually identical pricing for unlimited talk over all networks, considering their differentiation with respect to service quality, coverage and brand preference.
Social Media as a Platform of Collective Intelligence : An Exploratory Analysis Based on Communication Types

Is the social web environment in which production, distribution and consumption of information occurs from users an environment where manifestation of collective intelligence is easily made? Or is the social web environment a condition that incites people to depend on the groupthink due to biased information? It is important to conduct empirical studies on the possibility of social media as a tool of collective intelligence under the situation where conflicting opinions prevail. However, most of the existing studies related to this were limited to an exploratory research rather than an empirical research. In this regard, this study attempted to examine if the social media can perform a part as a platform of the collective intelligence empirically. Based on the experimental results, it can be safely said that the communication methods of social media showed its usefulness in both 'intellectual capacity of the group' and 'problem-solving skill of the group.'
A Study on the Direction of the Formulation of "Safe Country" Laws and Regulations due to the Development of Information Technology

It is no doubt that information technology is the key factor of national safety. Information technology is positively useful for national security such as crime prevention and detection, criminal investigation, disaster management, and national defense. However, it might be a threat to the security as we saw in the examples such as '3.4 DDoS attacks' and 'Nong-hyup Computer Network Failure.' Although the effect that information technology makes upon the national security is immense, the current legal system does not reflect these changes well. National security should be kept during 'prevention-response-recovery' process regardless it is in the online on offline. In addition, public administration for national security should be based on laws. However, the current legal system is lack of legislative basis on cyber and physical disaster, and the laws on the response to disaster might cause confusing. Therefore, this study examines the limitation of the current legal system on national security, and suggests directions for the development of the system based on the new establishment of the legal concept for 'national security'.
A Study on the IT Investment Management System in Korean Public Sector

The interest in economics and efficiency of IT investment is growing as the amount of overall governmental IT investment steadily increase. Accordingly, there is a strong need to determine whether the expenditure incurs effectively for IT investment and to accurately analyze the economics of IT investment, In this perspective, this study discusses the prior researches on concepts regarding the analysis of IT investment management framework as proposed from academic and professional perspectives in advanced countries' government sectors. Thereafter, an adoption of IT investment management (ITIM) framework has been considered so as to enhance the performance of ICT initiative projects in the public sector. In the suggested IT investment management framework, we suggest economics and efficiency of public IT investment should be improved by integrating ICT project selection and control as well as evaluation stage into single governance framework.

A Study on the Utilization and Satisfaction of Knowledge Management System in the Defense Sector

The aim of this study is to analyze how both the quality of KMS (Knowledge Management System) and its organizational factors have effect on the utilization and user satisfaction in the defense sector. This study has verified the effects and identified the main factors affecting KMS performance measures. The nature of KMS quality and its organizational characteristics were deduced from previous research results, and a questionnaire survey was conducted on 250 KMS users in the defense sector on the performance of KMS based on the time spent on KMS and the overall satisfaction through which the hypothesis was verified. This study has made several contributions in the fact that it had provided the opportunity to analyze which factors have impact on knowledge management performance in the defense sector and the utilization and users' satisfaction of KMS reflecting the viewpoint of the organizational characteristics of the military, while studying the factors which can affect the performance for knowledge management.
Policy Advice on the E-Government ODA Strategy : Focus on E-Gov ODA in the Developing Countries

The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.
Exploring Antecedents of Knowledge Sharing in Team-based Innovation Activities

Innovation becomes norm rather than exception in today's business, and accordingly firms are working on how to make their employees to work smarter using information systems and technologies. Smart work demands virtual collaboration and cooperation among team members in different places and different time. Sharing of knowledge among team members in these innovative activities are critical in every sense for the successful performance. This study explores the antecedents of knowledge sharing among team members in team-based innovation activities. Five factors (pleasure of knowledge sharing, self-efficacy, management support, rewards, and system usage) are identified through extant review of literature and an instrument is adopted and validated from previous studies. The instrument is adminitered against 138 individuals in and across 54 teams in a telecommunication firm. Except self efficacy, all the paths in the proposed research model is confirmed with different levels of relational coefficients towards the levels of knowledge sharing and innovation activities in teams. Surprisingly, findings indicate that intrinsic pleasure of sharing is most critical than management support, organizational rewards or system usage. This study fills the research gap in team management. Findings provide important implications for managing teams in coming virtual and smart environment.
The Development of Performance Evaluation Measures for Logistics Information Systems on the Basis of BSC

The objective of this study is to empirically develop performance evaluation measures for LIS (logistics information systems) based upon BSC (balanced scorecard) model and determine the relative importance among four perspectives of BSC using AHP (analytic hierarchy process) methodology. Above all, forty nine probable measures for evaluating LIS performance were identified through reviewing the previous research related with SCM (supply chain management), logistics management, and information systems evaluation. And then, these probable measures were examined by means of coincidence analyses using three mutually exclusive criteria(validity of content, ease of measurement and reliability of measurement). Data for conducting the coincidence analyses were collected from LIS users and LIS development personnel. As the results of the coincidence analyses, it was found that 31 ones among 49 probable performance evaluation measures theoretically derived could be qualified for LIS performance evaluation. And AHP analysis showed that the weight of each perspective was respectively as follows : 46.8% for financial perspective, 31.3% for customer perspective, 14.8% for internal business process perspective, and 7.1% for learning and growth perspective. The academic contribution of this study is that performance evaluation measures for LIS could be systematically and empirically developed on the basis of BSC. Also, the results of this study are expected to be used as a practice guideline of evaluating and improving LIS.
Relationship between Types of IT Investment Decision and Organizational Performance : Focus on Public Sector

Korea has been ranked at the top consecutively in UN e-Government Survey. This fact reflects consistent efforts by public institutes in Korea. However, there were some duplicate efforts and inefficiency in the investment into IS(information systems). In other words, management and decision making on e-government have yet to improved. Accordingly, governmental institutes have long been promoting policies for EA in order to carry out and manage effectively IT projects including the e-Government projects. EA is being regarded as a means to facilitate IT Governance for systematic management of IT projects, A major objective is to firmly establish the decision making process for IS investment through EA, since the each institute is a large organization with so complicated and specialized demand for IS. As a result, systematic decision making is becoming quite difficult. Thus, this study attempts to identify different types of IT investment decision making and to figure out the relationship between the decision types and the organizational performance of public institutes where EA was implemented.
Software Model Integration Using Metadata Model Based on Linked Data

In the community of software engineering, diverse modeling languages are used for representing all relevant information in the form of models. Also many different models such as business model, business process model, product models, interface models etc. are generated through software life cycles. In this situation, models need to be integrated for enterprise integration and enhancement of software productivity. Researchers propose rebuilding models by a specific modeling language, using a intemediate modeling language and using common reference for model integration. However, in the current approach it requires a lot of cost and time to integrate models. Also it is difficult to identify common objects from several models and to update objects in the repository of common model objects. This paper proposes software model integration using metadata model based on Linked data. We verify the effectiveness of the proposed approach through a case study.
Design and Implementation of Koch curve Microstrip Patch Antenna for Antenna Miniaturization

In this paper, miniaturized patch antenna operating at ISM band has been designed by applying the fractal technique. Various type of antenna structure, microstrip patch antenna and koch curve microstrip patch antenna has been proposed and simulated using Ansoft HFSS (High Frequency Structure Simulator). The area of microstrip patch antenna and koch microstrip patch antenna is 1,058
, and 891
respectively, showing the size reduction ratio of 16%. The finally made koch curve microstrip patch antenna resonates at 2.45GHz with return loss of 22.69dB, VSWR of 1.2142, and antenna radiation gain of 3.26dBi.
Anti-Collision Algorithm for Improvement of Multiple Tag Identification in RFID System

In RFID systems, the anti-collision algorithm is being improved to recognize Tag's ID within recognition area of the reader quickly and efficiently. This paper focuses on Tag collision. Many studies have been carried out to resolve Tag collision. This paper proposes a new N-ary Query Tree Algorithm to resolve more than Tag collision simultaneously, according to the value of m(2 ~ 6). This algorithm can identify more tags than existing methods by treating a maximum 6 bit collision, regardless of the continuation/non-continuation Tag's ID patterns. So, it extracts maximumly different
bit patterns per single prefix in recognition process. The performance of N-ary Query Tree Algorithm is evaluated by theoretical analysis and simulation program.
A Study on the Integration Check Framework Development of SaaS Adoption for the Cost Estimation

Government agencies have many difficulties for the information system development and operation. One of the difficulties is a budget estimation. Each government agency suggests individually different estimation for the personnel expenses and IT infrastructure adoption costs in the same field of informatization promotions. The other one is the operation costs are increased exponentially in every year[42, 51]. Those difficulties make government agencies can not help adopting SaaS. In fact, most of IT consulting company and government agencies already recognized a variety of SaaS advantages. The most typical SaaS's advantages are cost reduction, Software rapid development and deployment. However, once government agencies decide to adopt SaaS, they can not avoid many problems and difficulties. There is no information in a detailed item in a budget. In those kinds of situation, there is no choice whether government agencies accept SaaS provider's suggesting adoption costs or not. Thus, we provide a sheet of SaaS adoption cost estimation to government agencies. To know the cost factors, this study uses TCO(Total Cost of Ownership)'s criteria. To give a management point, this study uses Gartner's Application development Life Cycle. In this study, the integration check framework which is SaaS adoption cost estimation makes government agencies possible to establish a adequate budget.
A Scheme of Motor Control for Linux-based Quadcopter with Android Phone

This paper describes a scheme of motor control for Quadcopter with Android phone instead of a dedicated controller. Basically, user's requests (channel and speed) are inquired and transferred to the Quadcopter with Android phone, then the embedded Linux system receives them and controls the motor speed of corresponding channel. We have designed and implemented an App. for user interface and the modules of device driver and timer ISR for the motor control. Finally, we have up-loaded the App. and the modules to an Android (ver.4.0) phone and ARM processor (S3C6410)-based embedded board respectively, and reviewed the functional correctness by testing the motor control of Quadcopter.
Design of Semantic Search System for the Search of Duplicated Geospatial Projects

Geospatial information, which is one of social overhead capital, is predicted as a core growing industry for the future. The production of geospatial information requires a huge budget, so it is very important objective of the policy for geospatial information to prevent the duplication of geospatial projects. In this paper, we proposed a semantic search system which extracts possible duplication of geospatial projects by using ontology for geospatial project administration. In order to achieve our goal, we suggested how to construct and utilize geospatial project ontology, and designed the architecture and process of the semantic search. Moreover, we showed how the suggested semantic search works with a duplicated projects search scenario. The suggested system enables a nonprofessional can easily search for duplicated projects, therefore we expect that our research contributes to effective and efficient duplication review process for geospatial projects.
Design of the Benchmark through the Efficiency Analysis of Public Information Services of E-government

The purpose of this paper is to develop an evaluation model for e-government system in Korea which is one of world best practices of e-government systems. We have presented a method to perform an efficiency analysis of each e-government service which in a component of e-government system in Korea and to establish a benchmark target for each e-government service. To do this, the output-oriented DEA(Data Envelopment Analysis) CCR model was performed for the selected 12 e-government public services of Korean e-government system in this paper. As a result of DEA analysis, first the internet civil appeal support service, the employment comprehensive information service, and the company support information service were evaluated as the efficient solutions among the 12 e-government public services. Second the remaining 9 e-government public services were evaluated as the inefficient information services which should be improved in terms of their service levels. Finally the benchmark targets for the inefficient e-government services were suggested to improve those inefficient systems through DEA analysis.
Design and Implementation for Android Game Framework Using the Linked Observer Pattern

The changes in the game platform is appeared since the advent of smart-phones. Apple's iOS or Google's Android platform is gradually expanding their territories in the mobile game area. Android's platform fragmentation and the absence of game development framework act as barriers for game developments. In the development of game applications on the smart-phone, the standardized development procedures under game framework can achieve the productivity improvement. In this paper, we propose a new design pattern suitable for the design of a framework for new areas of application through the expansion of existing framework. The design and implementation of the Android game development framework is presented by taking advantage of existing design patterns and a proposed pattern. Also we propose the standardized development procedure of game applications under the proposed framework.
