Analyzing the Technical Efficiency of Korean System Integration Firms Using DEA and Malmquist Productivity Analysis

This paper analyzes the technical efficiencies of 40 Korean system integration firms using data envelopment analysis (DEA) and Malmquist productivity indices. Technical efficiencies on average had been decreased over the five year period and the efficiency difference between best practice firms and catch-up firms had been increased during this period, meaning that the industry structure has become matured and the possibilities for catch-up firms to be efficient are not remained so much. The differences in efficiency by the differences in ownership structures are statistically significant. It implies that the efficiencies of group-affiliated firms have come from benefits such as the captive market umbrellas, not from their own management competencies. In addition, the technical efficiency is highly correlated with captive market sales, information productivity, sales per employees, rates of value added, returns on invested capital, and EBITDA.
A Case Study of Process Innovation for e-Business Transformation: Lessons Learned from a Korea-Based Leading P&C Insurance Company

As insurers have undergone changing customer expectations, increased cross-industry competition and restructured distribution channels, they need to enhance customer relationships, cut costs, increase agility and streamline operations while differentiating the core competency. As such, the importance of e-business transformation has increased where organizational core processes are restructured around customers and interned-based technology is adopted for flexible and adaptive information systems. This paper presents a case study of process innovation for e-business transformation in a Korea-based leading property & casualty insurance company. The company initiated three years-long e-business transformation program to remain competitive and to keep sustainable growth under risky and down economy. The program, which covered enterprise-wide business processes such as product, marketing & sales, customer, claim, investment & loan, accountings, etc., included redesigning processes from customers' viewpoint and then implementing process-aligned information systems. Leadership, sponsorship, change management, performance measurement, business and IT alignment, empowerment, and customized methodology, were emphasized throughout the program. As a result, the company could expect not only improvements in customer-centricity, sales productivity, and operational excellence but also increased revenues and profits in the next three years. The presented case addresses a feasible approach for enterprise-wide e-business transformation. Although the strategies, actions, and business and IT models are not described in detail due to confidentiality, the methodology and the success factors would be applicable to other insurers and possibly organizations in different industries.
BSC Perspective of an Exploratory study of Developing CSF/KPI Pool in Korean Construction Industry

In recent years, academic scholars and practitioners have given increasing attention to the importance of strategic performance measurement systems including both financial and non-financial performance metrics. The Balanced Scorecard (BSC) is known as integrated performance management framework that helps an enterprise to translate strategic objectives into relevant performance within an organization. While the current literatures and management articles offer BSC design and implementation. there are few reports of detailed validation of using the rationalized sets of CSF (Critical Success Factors) and KPI (Key Performance Indicators) for the Korean construction industry. This paper first propose the perceived sets of CSF/KPI using current literatures and validate with a major construction company's executives and senior managers in Korea. The paper then examines whether the perceived sets of CSF/KPI have co-relationships with the firm performances. The results of the research contribute in heightening of competitiveness of the Korean construction companies in strategic and performance management.
The Study on Hardware Sizing Method Based on the Calculating

According to the policy for "e-Korea construction" of Korean government, Investment of information system during the past decade are dramatically increasing. More than a half of this investment is cost of hardware infrastructure. So, accurate hardware sizing are essential for higher efficiency of investment. Accurate hardware sizing benefits are generally viewed in terms of the avoidance of excess equipment and lost opportunity costs by not being able to support business needs. Unfortunately, however, little research effort to make the hardware sizing methodology are doing. We propose a sizing method for information system in public sector. This method is determinate empirical study that are gathering and analyzing cases, making method and reviewing expert. Finally we are proposed calculating method for hardware components that is CPU, memory, internal and external disk according to the application system type which is OLTP, Web, WAS. Our study certainly will act as a catalyst for higher investment-efficiency of the future information programs in public sector.
A Study on Reform Scheme of Software Industrial Promotion Law

It is necessary to systematically explore the reform plans of the Software Industrial Promotion Law to systematically a representative high-added value future knowledge-based industry, software industry. The current Software Industrial Promotion Law provides only one provision on software business contract procedures, and the Civil Code, the National Contract law or Subcontract Fairness Law regulate other things, so the features of software industry are not properly reflected. To the contrary, the Information Communication Construction Law or the Construction Basic Law effectively prevent disputes by providing material and detailed provisions. Therefore the current software industry needs to be shifted from promotion to fundamental one. That is, as the software industry takes up a large portion at present, so the law should have basic procedural provisions. Also the National Contract Law governs only the contract procedures of public sector, so there should be business performance procedural provisions to regulate the software business formalities of civil sector. And the National Contract Law controls the sale, construction and service of articles at separate contract procedures, but software business contains construction and service characters simultaneously, so there should be business performance procedures fit for software business. Thus this study presented the legislative need and bill on the performance procedures of software business.
A Study on Conflict Management Model for IS Integration: Focusing on Banking Industry under M&A

The main objectives of this study are (1) to identify the conflict types in IS integration process with respect to M&A, (2) to propose the ways to manage the origin of conflict to be expected, and (3) to develop the conflict management model which establishes the relationship among the M&A strategy, the IS integration strategy and change management process that influence the source of conflict. In order to achieve these research objectives, this study focuses on banking industry under M&A with the viewpoint of change management instead of existing technology-oriented IS integration strategy. The findings of this study are thought not only to be useful as a practical guideline in carrying out IS integration project under M&A but also to provide significant basis for constructing the theoretical framework of effective IS integration strategy.
Software Development Effort Estimation Using Neural Network Model

As software becomes more complex and its scope dramatically increases, the importance of research on developing methods for estimating software development efforts has been increased. Such accurate estimation has a prominent impact on the development projects. To develop accurate effort estimation models, many studies have been conducted among the academia and the practitioners. Out of the numerous methods, Constructive Cost Model (COCOMO) based on Line of Code (LOC), Regression Model based on Function Point (FP) were the most popular models in the past. As today's development environments are dynamically changing, these traditional methods do not work anymore. There is an impending need to develop an accurate estimation model which accommodates itself to the new environments. As a possible solution, this research proposes and evaluates an software development estimation model based on function points and neural networks.
A Case Study on the Construction of Information Technology Architecture in MOMAF

It was on the rise importantly to provide the efficient management process of the organization for dealing with the change about information and business management quickly and consistently. It was suggested with the architectural model on information technology to provide it in theoretically. The Federal Government and budget organization of the USA used it on actual business and the terms of EA (Enterprise Architecture) and are raising the efficiency of management. NCA (National Computerization Agency) of Korea published the book - "The Research about establishing ITA (Information Technology Architecture) and appling the standards". After being applied the model on MOGAHA (Ministry of Government Administration and Home Affairs) and MIC(Minisstry of Information and Communication), the concrete case was made. MOMAF (Ministry of Maritime Affairs and Fisheries) drove the leading model. The report ascertained the basic contents of ITA and researched the case of USA, MOGAHA, MIC, and tried to analyze the contents of appling maritime and fisheries area. The report contained the definition of purpose through analyzing environment and establishing the vision and the principles based on them. The report also contained the contents of architecture based on the standard of NCA - "The Government Standard Meta Model version 2.0" - and researched the MOMAF's Reference model using Government Reference model. The report established the investment architecture and the process of information technology asset management. It ascertained the characteristic of maritime & fisheries area and the subject of developing the MOMAF's ITA sustainably.
An Operational Concept for Information Systems: A Case of the D Information Resource Management Information System

This study analyzed an operational concept for the D Information Resource Management Information System (DIRMIS) to manage any IT resources effectively in defense area. We first deduced the concept of the information resource management (IRM) for defense area from the literature review, and we suggested a guideline, which has used in defense area, of the documentation for the operational concept description (OCD). Moreover, we developed the operational concept for the DIRMIS following the guideline. Especially, this study is a practical approach for suggesting of a case, and the share of accumulated cases will contribute to advance in System Integration (SI) industry as well as academic research.
A Study on Applying the Software Development Methodology as utilize Open-Source Components: A Case of Development a Reporting Tool using MARMI III

The companies are trying to apply to software development approach by utilizing open-source components. The open-source components are new alternatives to solve limits of the previous software developments such as quality of software, time and cost of development. Accordingly, various analysis of open-source components were performed. However, the researches about the detailed procedures and methods to utilize open-source components in practical industry are immature. In this paper, we propose the procedures and cases for identifying, validating, selecting of suitable open-source components and for applying to change and modification. Proposed procedures and cases will be a great contribution to spread of utilizing the open-source.
Study for Application of Software Agent in Competitive Business Environment

Electronic commerce has many advantages compared to the traditional way of doing business such as up to date information and rich service for less cost. There is a growing number of electronic commerce applications on the Internet. Using software agent technology, the market framework offers timesaving automation of auctions and flexibility through negotiations among the agents. In this research, we attempt to evaluate the performance of a negotiation decision function that considers the potential competitors in competitive market environment as well as that of a negotiation decision function that does not. For this evaluation, this study adopts the electronic marketplace as an application domain in which many sellers and buyers compete for limited resources in the marketplace.
Relating Use Cases and Classes to Identify Components and its Experience for Enterprise Software Development

Since their first inception a few decades ago, software components have received much attention mainly due to their alleged benefits of quality and productivity improvement. Despite this, it is yet to be agreed upon what and how components should be designed. This paper aims to bridge the gap by proposing a collaborative process where the voice of the customer is captured and documented by employing the event and entity models. These requirement elements (WHAT) are cross-tabulated in three relation matrices in accordance with the weights provided by the business users. The requirements are fed into the algorithm invented by the authors to optimize the component grouping (HOW). This collaborative process has been successfully validated at an enterprise wide software development project. The process was effective to help the users more actively involved in the design of the system and made the whole process faster and more adaptive to the changes.
A Study on the Two Consecutive Multiplications of All

Boolean matrices have been successfully used in various areas, and many researches have been performed on them. However, almost all the researches focus on the efficient multiplication of two boolean matrices and no research has been shown to deal with the multiplication of all boolean matrices and their consecutive multiplications. The paper suggests a mathematical theory that enables the efficient consecutive multiplications of all
boolean matrices, and discusses its computational complexity and the execution results of the consecutive multiplication algorithm based on the theory.
