The Intended Strategy of TQM by Developing Stages
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 1~28
TQM is a kind of generic strategy. Especially it is a competitive strategy which is concerned with the determination of competitive advantages. Strategic a, pp.oach is very important for the successful implementation of TQM. Unfitness between the company's strategy and the TQM program has been a major barrier preventing the effective implementation. In spite of its importance, little is known for TQM's strategic characteristics. TQM's strategic characteristics are different by its evolution stages. Therefore the generic strategic types that TQM seeks can be changed while TQM programs are progressing over its stages. This paper identifies the intended strategic type of TQM by its stages, which will greatly help to prepare the good implementation program of TQM.
A Critical Review on The Service Quality Measurement -Research Direction for Hotel Service Quality Measurement-
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 29~50
The purpose of this study is to critically review the previous research on the measurement of service quality, and to present future research directions on hotel service quality measurement as follows: 1. As Carman(1990) shows in his study, items of quality measurement should be developed to be fit for the measurement of hotel service quality. 2. To evaluate the service quality of a hotel, measuring three divisions(Room, F&B and Others) separately, then combining them would be the best model. 3. Researches to identify the various dimensions of hotel service quality are needed. 4. In measuring hotel service quality, guests should be classified according to various criteria. 5. To measure the hotel service quality, SERVPERF model might be more a, pp.opriate due to the small number of items to be answered. 6. In hotel industry, researches to identify causal pths between customer satisfaction and service quality are needed. 7. We need to develop alternative scales for the measurement of hotel service quality.
Determination of the Starting Value and the Resetting Time for a Production Process with Linear Shift in the Process Mean
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 51~64
Mean shifts may be found in tool wear in machining, drawing, stamping and moulding operations, which make the process quality level deteriorate over time. In such situations, it is necessary to reset or readjust the manufacturing process at regular time basis or by inspection to prevent defective items produced. Although the deterioration rate may be assumed to be linear in a production cycle, there are many cases where the rate varies after resetting due to the variation of tool characteristics or by using the resharpened tools. In such cases, the deterioration rate should not be assumed to be a deterministic constant but a random variable. This paper is to find an optimal resetting period and quality level for such production processes.
Some Process Capability Indices Using Loss Function Under Contaminated Normal Process
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 65~78
Process capability indices, used to determine whether a production process is capable of producing items within a specified tolerance, have been widely used in process assessments. In this paper, we consider some process capability indices using loss function when process is contaminated normal. Also, we examine some small sample properties related to these estimaters by some simulations.
A Hypothesis Test under the Generalized Sampling Plan
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 79~87
This paper considers the problem of testing a one-sided hypothesis under the generalized sampling plan which is defined by a sequence of independent Bernoulli trials. A certain lexicographic order is defined for the boundary points of the sampling plan. It is shown that the family of probability mass function defined on the boundary points has monotone likelihood ratio, and that the test function is uniformly most powerful.
An Optimization Procedure for Robust Design
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 88~100
Robust design in industry is an a, pp.oach to reducing performance variation of quality characteristic value in products and processes. Taguchi has used the signal-to-noise raio(SN) to achieve the a, pp.opriate set of operating conditions where variablity around target is low in the Taguchi parameter design. Taguchi has dealt with having constraints on both the mean and variability of a characteristic (the dual response problem) by combining information on both mean and variability into an SN. Many Statisticians criticize the Taguchi techniques of analysis, particularly those based on the SN. In this paper we propose a substantially simpler optimization procedure for robust design to solve the dual response problems without resorting to SN. Two examples illustrate this procedure in the two different experimental design(product array, combined array) a, pp.oaches.
A Study on the Test for Trend Change in Mean Residual Life
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 101~110
The mean residual life function is the expected remaining life of an item at age
. The problem of trend change in the mean residual life is great interest in the reliability and survival analysis. In this paper we develop a new test statistic for testing whether or not the mean residual life changes its trend based on a complete sample. Monte Carlo simulations are conducted to compare the perfor mance of our test statistic with that of previously known tests.
Joint Modeling of Death Times and Number of Failures for Repairable Systems using a Shared Frailty Model
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 111~123
We consider the problem of modeling count data where the observation period is determined by the life time of the system under study. We assume random effects or a frailty model to allow for a possible association between the death times and the counts. We assume that, given a random effect or a frailty, the death times follow a Weibull distribution with a hazard rate. For the counts, given a frailty, a Poisson process is assumed with the intensity depending on time. A gamma distribution is assumed for the frailty model. Maximum likelihood estimators of the model parameters are obtained. A model for the time to death and the number of failures system received is constructed and consequences of the model are examined.
A Study for the Measurement System Assessment
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 124~142
It is essential to have a correct measurement system assessment to help improve process or quality. In this paper, we emphasize that a confidence interval a, pp.oach for the parameters of measurement error study and GR&R is crucial and a simple a, pp.oach for constructing them is presented. We also discuss on the issue of linearity of the gauge. Next, we try to reveal the relationship between measurement error and the process capability index. Finally some aspects of conducting the measuring experiment concerning the number of parts, number of measurements per part, and recommendations on how the experiment is to be performed will be considered.

Choi, Sungwoon ; Lee, Sanghoon ;
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 143~150
We propose an adaptive monitoring a, pp.oach for serially correlated data. This algorithm uses the adaptive linear prediction lattice filter (ALPLF) which makes it compute process parameters in real time and recursively update their estimates. It involves computation of the forward and backward prediction errors. CUSUM control charts are a, pp.ied to prediction errors simulaneously in both directions as an omnibus method for detecting changes in process parameters. Results of computer simulations demonstrate that the proposed adaptive monitoring a, pp.oach has great potentials for real-time industrial a, pp.ications, which vary frequently in their control environment.

Kim, Hea-Jung ;
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 151~165
Consider the linear multivariate regression model
, where Vec(U)~N(0,
). This paper is concerned with Bayes infreence of the model when it is suspected that the elements of
are constrained in the form of intervals. The use of the Gibbs sampler as a method for calculating Bayesian marginal posterior desnities of the parameters under a generalized conjugate prior is developed. It is shown that the a, pp.oach is straightforward to specify distributionally and to implement computationally, with output readily adopted for required inference summaries. The method developed is a, pp.ied to a real problem.
A Study on the Analysis of Quality Competitiveness of Korean Companies from Information Technology Perspective
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 166~188
The following study has been undertaken to build a model for evaluating the level of quality competitiveness of Korean companies in the area of information management. The objective of this paper is to compare the difference in quality-based competitiveness between the 100 advanced companies and other companies in IT management. This empirical study provides the questionnaire and the rating criteria for evaluation, so that any Korean company can easily evaluate their competitiveness. The model, the criteria and the results of this study can be used as a basis for benchmarking. The result indicates that the 100 advanced companies' quality competitiveness is significantly higher than that of most other companies that were surveyed in this study.

Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 189~201
Quality of radiological services can be assessed by various agents, so called medical doctors, radiologists, patients and others. However radiological services are provided by radiologists to patients and medical doctors. This study was based on data which were collected from assessment of 142 radiologists working in the health care services organization and 149 patients who visited the same organization about radiological services, with self-administered structured questionnaire. This study was planned to analyze of radiological services factors and to develop a methodology for measuring the level of quality in the radiological health care services.
Application of Creativity Techniques to New Product Development
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 202~218
It is well-known that leading firms are more innovative than others, with far more sales from new products. This paper suggests that what kinds of creatively techniques can be a, pp.ied to new product development process for the purpose of commercial success. Both divergent and convergent techniques are considered at each stage of new product development process. Some typical creativity techniques such as boundary examination, bug list, manipulative verbs, morphological analysis, SCAMPER, and TRIZ are explained with case examples.
An Application of Concurrent Engineering in Korean Manufacturing Industry for TQM
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 219~238
The objective of this study was to establish a procedure of concurrent engineering which can be easily a, pp.icable in Korean industry. An investigation of various techniques of concurrent engineering was conducted. Problems of Korean companies which can be resolved by concurrent engineering techniques were identified. Techniques which can resolve these problems at the relatively low cost and without complicated computer facilities were selected and form a procedure for this study. The procedure was a, pp.ied to a manufacturing company for validation. It was found that this procedure can substantially reduce time and cost of R&D and manufacturing.

Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 239~249
In balanced design of experiment sample size is determined to detect a certain standardized size of effect with power 1-
at the level of significance
. Tables (Marvin, et al (1970) and Lorenzen and Anderson(1993) and charts (Odeh and Fox(1991)) are available to determine the sample size in balanced design of experiments. To simplify those tables and charts simple MATLAB program is used to find the minimal standardized detectable difference
and sample size are given.
Bootstrap Simulation for Performance Evaluation of Optical Multifiber Connectors
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 250~264
The purpose of the thesis is to develop simulation program for forecasting of optical connector. So we can achieve the time and the money saving for making the optical connector. Optical performance (insertion loss) of optical connector mainly relies on 3 misalignment factors-ferrule factor due to mis-manufacture from design, auto-centering effect that is fiber behavior phenomena between hole and fiber, fiber misalignment factor. Simulation use experimental data with auto-centering effect and fiber factor and use pseudo data with ferrule through random number generation because it is developing stage. In this study we a, pp.y kernel density estimation method with experimental data in order to know whether it belong to or not specific parametric distribution family. And we simulate to forecast insertion loss of optical multifiber connector under specific design model using nonparametric bootstrap resampling data and parametric pseudo samples from uniform distribution. We obtain the tolerance specifications of misalignment factors satisfying not exceed in maximum 1.0dB and choose optimal hole diameter.
A Study on the Application of Composite Reliability to Estimate the EDG Reliability
Shim, Kyu-Bark ;
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 265~276
A commercial nuclear power station contains at least two emergency diesel generators(EDG) to control the risk of severe core damage during station blackout accidnets. Therefore, thereliability of the EDG's to start and load-run on demand must be maintained at a sufficiently high level. Until now, a simple assessment of start and load-run success rates was used to calculate the EDG reliability. However, this method has been found to contain many defects. Recently, the work of Martz et al.(1996) proposed the use of the Bayes estimator to find EDG reliability. Shim(1996) proposed a confidence interval for the Bayes estimator, compare the above two methods. In this paper, we introduce the notion of "Composite Reliablility" to estimate the reliability of nuclear-power plant EDG, and using practical examples, illustrate which method is more a, pp.opriate in our situation.situation.

Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 277~292
The use of Internet has became an indispensible job to virtually every work, including quality management. The amount of information on quality management available via the Internet has increased dramatically in the last a few years. In this paper, it is discussed in detail how to search quality-related sites efficiently on the Internet. Many sites of interest on quality management are also introduced.
Principles of activation of Quality Control Circle activities in Korea
Journal of the Korean society for quality management, volume 26, issue 4, 1998, Pages 293~310
In this paper, we surveyed the literature on QCC(quality control circle) and try to establish principles of activation of QCC activities in Korea. Although QCC activities in Korea, which originated from Japan, have so far made tremendous contributions to our domestic industry, many problems have also been found during the course of a, pp.ication to our industry. In this paper, we have paid much attention to the solution of the problems found during the initial stages and the a, pp.eciation of the achievements of QCC activities until now. We also suggest principles residing in the activities and propose the right direction of our QCC movement. We have made use of many known facts in our analysis and present some of them as evidences of our arguments.
