The Direction of the Fisheries Policy in Korea after the End of the Uruguay Round of Global Trade Talks
The Journal of Fisheries Business Administration, volume 24, issue 2, 1993, Pages 1~16
Because of the radical changes in the domestic and foreign economic circumstances Koreaa fisheries is confronted with difficulties. Along the end of the UR marine products of other nations are rushing into Korea. Also migration of labor to other industries and rise of wage level in Korean fisheries deteriorate managerial conditions. But in Korea which has little natural resourses fisheries is still more important. That is \circled1 creating job opportunites \circled2 increase of income \circled3 supply of foodstuffs and animal protein \circled4 acquisition of foreign currency \circled5 enlargement of domestic market for industrial products \circled6 development of other interrelated industries \circled7 rational use of domestic resourses \circled8 diversification of population and production activites \circled9 contribution to balanced growth of national economy by the developing regional economy. These roles of fisheries in national economy mentioned above are to be excuted forward. In spite of the radical change in the economic circumstances at the end of the UR fisheries if crucial in Korea as a industry. For this our fisheries is to be made to compete with foreign fisheries. Through the cheap price and high quality our fisheries must be came to compete with foreign fisheries and meet the people's needs for marine products. For this it is necessary to maintain high productivity and competitive power. Now with the exception of a portion of the deep - sea fishing, our fisheries is generally paltry, Especially inshore fishery which is the main stock in our fisheries is very paltry and so productivity and competetive power are very low. So to develop our fisheries which has s comparative disadvantage active polices that follows below are to be promoted on a large scale. \circled1 improvement of structure \circled2 augmentation of productivity in fishing ground by making fisheries resourses \circled3 enlargement of finantial and monetary assistance \circled4 effective administration of fisheries cooperative union \circled5 activation of R&D etc These polices which need to be scientific and comprehensive are very valuable. Especially without making fishieries resources we cannot expect economy of scale, promotion of productivity and development of fisheries. And we do also endeavour to gather the results of the study and investigation about fisheries domestic and foreign and do ceaselessly put these to practical use systimatically.
The Revitalization of Deep-sea Fishery Through the Construction of Fish-Pier
The Journal of Fisheries Business Administration, volume 24, issue 2, 1993, Pages 17~53
Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.
A Historical Study on the Fisheries Education in Chonbuk Province;- Focused in the School of Secondary Grade -
The Journal of Fisheries Business Administration, volume 24, issue 2, 1993, Pages 55~68
The purpose of this paper is to consolidate historical documents and witnesses about the school of secondary grade which have taken charge of fisheries education in Chonbuk province. It is found out that Kunsan Fisheries School is the first one establised in 1915 among the regular fisheries education institute in Korea. It is suspected that the reason Chonbuk province has no a school of secondary grade since Kunsan Fisheries High School was closed in 1968(all province which have coastal area have the secondary school of fisheries education) is because agriculture is more important industry-than fisheries from the geographical point of view in Chonbuk province.
An Estimation of production Function in the Coastal Fishing
The Journal of Fisheries Business Administration, volume 24, issue 2, 1993, Pages 69~82
The purpose of this paper is to estimate production function in the coastal fishing, especially long bag set net fishing and trap fishing using Cobb-Douglas production function with the three main variables: fishing quantity per tonage(WQFP), the number of working persons per tonage(WEMP), and the number of utilized fishing equipments per tonage(WEQU). The statistical results of such estimation reveal that fishing quantity per tonage can be expressed as a function of the number of working persons per tonage and the number of utilized fishing equipments per tonage. The estimated coefficients of WEMP and WEQU are statistically significant and also satisfy the requirements of Cobb-Douglas production function. This study also estimates marginal rate of technical substitution of labor in terms of capital (MRT
)in each long bag set net fishing and trap fishing. The resuits of this study show us that trap fishing has the technical characteristic of constant returns to scale(CRS) but long bag net fishing has that of decreassing returns to scale(DRS).
A Study for Necessity of Sino - Korean Joint Cooperation in Fisheries Business
The Journal of Fisheries Business Administration, volume 24, issue 2, 1993, Pages 83~97
Since the last decade, the fisheries industry in Korea has faced many difficulties in terms of comparative economic advantage partly because of marine environmental damage caused by Pollution and coastal reclamation, and partly because of too expensive production factors like labor. In addition, new order of world trade created by Uruguay Round will force the Korean fisheries industry to prepare some remedies including a joint-venture business with China for international compatativeness. As a result, this paper mainly deals with an analysis on feasibility of Sino-Korean joint cooperation in fisheries business. Especially, the Shandong Province in China is expected to take advantage of its geographical proximity to Koreas well as of its abundance in marine natural resources in order to achieve a fast economic growth. Thus, for the next decade to come, it would be very important for the Korean fisheries industry to cope with the international fisheries market by the Sino-Korean joint-venture combining the capital and technology from Korea with the cheap labor and favorable marine environment for aquaculture from China.
