A Study on the Indo-Pacific Fisheries Commission(IPFC)

The paper tries to review the structure, functions and responsibilities of International Fisheries Bodies including the Indo-Pacific Fisheries Commission(IPFC), which was changed to Asia-Pacific Fisheries Commission(APFIC) by the amendments of the Agreement on 1993. In addition to this review it tries to find out the current issues of international fisheries in the Asia-Pacific m It also tries to find ways and means for our country to manage such kind of international fisheries issues in that area. Finally, it tries to propose ways how our country strengthen its activities in International Fisheries Bodies and impact on establishment of internationl fisheries policies.
The Effects of Catches of Marine Fish in China on Marine Fisheries in Korea

The purpose of this paper is to find out how catches of certain species of marine fish in China influence the marine fisheries of Korea. The results are as follows: 1) While the catches of the main species of marine fish are over 74% in Korea, those of China are under 45%. 2) The main species of marine fish in China(MFC) are hair tails, jack mackerels, anchovies, mackerels, Spanish mackerels, pomfrets, redlip croakers, fie fish, sea breams, sardines, croakers and bigeyed herrings. 3) All the MFC belong to the main species of marine fish in Korea. 4) The fishing grounds of hair tails, jack mackerels, mackerels, Spanish mackerels, pomfrets and croakers in China are similar to those of Korea. 5) Catches of hair tails, jack mackerels, Spanish mackerels, pomfrets, file fish, sea breams and bigeyed herrings in China are many times more than those in Korea. Therefore Korea can't compete with China with such species of marine fish. 6) The price of MFC apart from mackerels and sardines is more competitive than the price of such species in Korea. When the catches of China's marine fish are imported, the species of China's marine fish that will have a great influence on the marine fisheries of Korea are hair tails, jack mackerels, pomfrets and sea breams.
A study on the Institutional Characteristics of Artisanal Fisheries

This study is concerned with the identification of the concepts and characteristics of the traditional access of small scale fishery and traditional small scale fishery based on the classification of fisheries under Fisheries Law, As we called, these fisheries are the small scale of artisanal fisheries. These traditional small scale of artisanal fisheries have been developed throughout the most coastal fisheries but have never been included the institutional fishery system and policy since industrial fisheries have been exploited. By this reason there was no studies to understand and identify these fisheries as fisheries under category of institutional fishery system. Recently by the Fisheries Law, my Person who desires to operate these fisheries, shall report to the provincial governor and then these fisheries were incorporated into the category of fisheries to be reported. But this case of the administrative practices should be not consistent with the classification of fisheries under Fisheries Law. The traditional access of small scale fishery is a derivative concept of fishery categories under the institutional fakery system Because this fishery under institutional fishery system can not be establish the right of fishing by fishery right system technically but the right of fishing is supported by the fishing access system only. Therefore, It is a mistake for the provincial fishery governor to adopt such a policy that the fishing right of the traditional access of small scale fishery which is different from the fishing based right is restricted by the factors of fisheries to be reported. On the other hand the traditional small scale fishery is coincident with the traditional access of small scale fishery and the common fishery under the style of utilization of fishing gear and fishing gear and methods. But this fishery has never been included the fishery categories supported by the government subsidy policies and considerations and has been remained with indifference during the last few decades. Anyhow the fishing right of these fisheries have been assured under the institutional fishery system, any person who desires to operate this fishery should have a fishing right against the public or private uses of fishing ground such as land reclamations and other coastal zone development. A deprivation of the fishing right of this fishery by the conflicts of these public and private uses of fishing ground is not regarded as appropriate according to the social welfare policy. Also it is the administrative expediency to support the fishing right of this fishery under the fisheries lobe reported.
A Study on the Development and Reorganization of the Stow-Net Fishery in Korea

This study aims to investigate the development of the stow-net fishery operated in East China Sea and Yellow Sea and its role in the off-shore demersal fishery In Korea after 1980's. This paper also reorganization problems of this fishery under 200 mile exclusive economic zen system. Stow-net fishery which has an important role in offshore demersal fishery in terms of the fish production and supplies had attained an rapid growth since 1960's throughout advancement of the fishing technique, government support and enlargement of fish market. However, the production had come to a stagnant stage since 1980, and even reduced in 1990's by reason of competition from Chinese vessels which have been developing reapidly as well as other more productive demersal fishery such as trawl of Korea. Nevertheless, high fish price has maintained the business of this fishery. This fishery faces some difficulties such as limited resources, the plunge of fish price due to fish import freedom, and 200 mile EEZ settlement in those Seas among the related countries ratifying the United Nations Convention of the Law of the Sea in 1996. This paper discusses the reorganization problems of the stow-net fishery under the new situation. : (1)to lighten a damage to the fishery to keep the fishing ground and to restrict the entry of competitive fisheries, (2)to reduce the fishing effort by the governmental support, (3)to introduce new fishing methods, (4)to employ foreigner as a cheep labour, (5)to rise fish price throughout more freshness of fishes.
