An Evaluation on the Implementation of UNGA Resolutions in Management of Korean Deep-sea Fisheries in the High Seas

This paper analyze a description of Korean fleet using bottom gears on the high seas. The need for this study arises from international moves to address the effects of fishing with bottom gears on vulnerable marine ecosystems (VMEs) and in view of a communication on the Korean policy in respect of this. There is growing concern over the impact of fishing using gears that come into contact with the seabed (bottom gears), in particular in deep-sea areas where vulnerable marine ecosystems including seamounts, hydrothermal vents and cold water corals are located. Korea is an important stakeholder in high seas bottom gear fisheries. For the past eight years, the issue of protecting biodiversity in the deep-sea in areas beyond national jurisdiction has been extensively debated by the United Nations General Assembly (UNGA) and in other international fora. As a result of the report and a review by the UNGA of the effectiveness of the measures called for in resolution 59/25, the UN General Assembly called for a series of specific actions to be taken by States and RFMOs in UNGA resolutions 61/105 in 2006 and 64/72 in 2009 adopted by consensus. Korea attaches great importance to the protection of marine ecosystems and has made active efforts to implement the UNGA Resolution 61/105 in areas where there is a regional fisheries management organization, a process of establishing such organization or no such multilateral regime. For the effective implementation of the UNGA Resolution 61/105 and 64/72, Korea views that the development of support tools and, most importantly, the development of a global database on VMEs are urgently needed because many countries lack the ability to identify VMEs and to assess whether individual bottom fishing activities would have significant adverse impacts on their own.
A Study on the Appropriate Estimation Method of Oil Pollution Damage for Mariculture Fisheries

This paper tries to show the appropriate estimation method of oil pollution damage for mariculture fisheries. The International Oil Pollution Fund 1992(also known as the IOPC Fund 1992) has made up the Claims Manual to assist claimants by giving a general overview of the Fund's obligation to pay compensation. Section III of the Manual provides more specific information to assist claimants in presenting their claims concerning about economic losses in the fisheries, mariculture and fish processing sectors. The paper tries to suggest reform proposals for current etimation method of damages of maricluture fisheries contaminated by oil spillover using the population biology of living resources charaterized with age distribution.
Economic Analysis of the Seaweed Forest Creation Project : the Case of Jeju Woodo Seokwang-ri

This study is to examine the economic effects of seaweed forest creation project in the case of Jeju Woodo Seokwang－ri. Seaweed forest creation project will raise up the quality and quantity of coastal fisheries resource and improve the structure of coastal ecosystem as a project the recovery of coastal fisheries resource against barren ground like whitening event. The economic effect by seaweed forest creation project can be found not only in the income increase of fishermen but also in reduction of carbon dioxide. The results of this study are summarized as follows: First, the income increase effect of fishermen has economic value of 26,945 thousand won under a 30-year cash flow based on a 8.5% discount rate. This suggests that the seaweed forest creation project increases income of fishermen. Second, the reduction effect of carbon dioxide has economic value of 1,083 thousand won per year. This indicates that the seaweed forest creation project reduces carbon dioxide. In conclusion, the results of this study suggest the seaweed forest creation project has economic value in the case of Jeju Woodo Seokwang-ri.
A Study on Vulnerability Assessment to Climate Change in Regional Fisheries of Korea

Fisheries are subject to unexpected weather condition. While some change of it may be positive for some fisheries, the current state suggests that the effects will be undesirable for many fisheries. The aim of this study is to assess the vulnerability to climate change in 11 regional fisheries of Korea using the framework of IPCC. The vulnerability assessment depends upon the interrelation of three key elements; exposure, sensitivity and adaptive capacity, which were derived from Analytical Hierarchy Process method in this study. These elements would contribute to comprehend relative importance at the regional characteristics of fisheries. We compared the vulnerability index of 11 regional fisheries so as to look for strategies and adaptation methods to the impacts of potential climate change. Jeoun-Nam, Kyeong-Nam, and Jeju are identified as the most vulnerable provinces to climate change on their fisheries because they have high level of sensitivity to predicted climate change and relatively low adaptive capacity. The relatively low vulnerability of Ulsan, Gyeonggi reflects high financial independence, well-equipped infrastructure, social capital in these regions. Understanding of vulnerability to climate change suggests future research directions. This paper will provide a guide to local policy makers and fisheries managers about vulnerability and adaptation planning to climate change.
Development and Application of Socioeconomic Assessment Indicators for an Ecosystem-Based Fisheries Management: An Application of Traffic Light System Method

An ecosystem-based fisheries management (EBFM) approach becomes more important as an alternative management method for a sustainable development of fisheries domestically and internationally. Many methods of applying a practical EBFM to fisheries management have been investigated, and considerable attention has been given to developing effective indicators of the present status of and changes in ecosystems and putting them to practical use. Among ecosystem indicators, developing socioeconomic indicators for EBFM is particularly important. This is because socioeconomic factors have direct effects on ecosystems, and ecosystems have direct effects on socioeconomic factors. Therefore, it is imperative that socioeconomic indicators are developed and evaluated in order to predict changes in ecosystems and to provide advice for effective fisheries management. This study is aimed to develop socioeconomic indicators which can be combined with biological and ecological indicators, in order to conduct the ecosystem-based fisheries assessment. In terms of socioeconomic indicators, five socioeconomic criteria were considered as important attributes of socioeconomic changes. These criteria include economical production, business conditions, income, market, and employment indicators. For evaluation of newly developed socioeconomic indicators, the Traffic Light System (TLS) method was used. In addition, on the basis of the application of developed indicators to the Korean large purse seine fishery, the socioeconomic conditions of the fishery and the usefulness of the indicators were evaluated and management implications were discussed.
Economic Impact Effect Analysis of Flounder Aquaculture Industry in Jeju

We have done the input-output analysis to see the over all impact of flounder industry of Jeju region on the domestic economy of Korea. To do the input-output analysis, we have constructed the data set for the input-output table by using the existing data set in the "2003 input- output table of Jeju regional area" published by the joint work of Jeju branch of Korea bank and the Jeju Development Institute, together with some raw data provided by Jejudo Marine Fish-Culture Cooperative. We have also produced input coefficient of flounder industry by making flounder industrial sector exogenous, separated from intermediate demand. To summarize our empirical results, the inducement effect of production, value added, and employment of Jeju flounder aquaculture industry are 300 billion won, 116 billion won and 1,800 people respectively. In conclusion, the results of this study suggest flounder industry of Jeju region contributes powerfully to not only Jeju economy but also all over the Korea economy.
A Study of the Seafood Brand Influence on Purchase Intention focus on the Mediating Effects of Attitude

Today, the consumer is more careful in buying goods, invests more time in collecting relevant information to avoid any potential danger, and restricts from potential impulse buying. To react this consumer's carefulness, the seafood brands provide much information including the origin labeling system, the traceability, the food's safety & hygiene. Also the branding by region or company is pursued. Like that, a seafood brand's importance is increased, but there lack few researches dealing how current consumer's attitude influences on real purchase behavior, and how the attitude works consumer purchase decision. Therefore, this study researched the brand's influence on the consumer's attitude and purchase intention. For this purpose, this study targeted the salty mackerel and the dried yellow corvina because they are already branded and sold in some popularity, and researched how a brand's popularity, its image, and its recognized quality could effect on the consumer's attitude and purchase intention. As the result, it was appeared that a seafood brand's popularity didn't directly effect on the consumer's purchase intention, but indirectly influenced through the consumer's attitude as a parameter. From this result, improving a seafood brand's popularity needs some time to form the consumer's positive attitude and to lead to consumer purchase intention of seafood brand. So, it is thought that various promotion activities for seafood consumption must be continually performed rather than some temporary special events. Consumers showed more positive attitude on familiar seafood based on a product's original place and the freshness. Also they had better feeling about some seafood with their speciality images rather than the same kinds of products produced in other regions. This attitude temporarily led to purchase intention. Therefore, it is important that the branding strategy development should start from some seafood familiar to us in traditional food culture and food habit, but should delivery the reliance and the freshness in accurately indicating their origins, and should emphasize their differences as specialities. Consumers showed some positive attitudes on the seafood featuring the hygiene, the safety, continual good quality, and their attitudes led to their purchase intentions in temporary. The seafood product reflecting these results the best is the marketing activities on some Andong salty mackerel products acquired HACCP certification. it is thought that a seafood's branding strategy should be established on distinctive branding strategies using reliable certification mark like HACCP based on the hygiene, the safety, and the quality.
