A Study on Effectiveness of Enhanced Expressway Guide Signs with Route Numbers

The purpose of this study is to estimate the effectiveness of newly proposed guide sign system. Existing guide sign system on expressways in South Korea have point-based system with city, district names or land marks. They have also several problems as excessive amount of information, low use of exit number, and lack of lane designation arrows. Efficiency of existing guide sign system is deteriorated from these problems. The enhanced guide sign system is proposed to alleviate problems. The best alternative sign system is chosen from three different designs with preference survey and human factors evaluation. The new signs showed reduced time compared to existing signs with statical significance. The existing sign system conveys more information in farther distance and less information in nearer distance. Nevertheless new systems imparts more information i nearer distance. It is also suggested that lane designation signs should be established with overhead installation at 0m point for efficient direction choice.
Development of Customer Safety Model of Unsignalized Intersections on the Community Road

The unsignalized intersections in a community road in the city of Seoul have 3,753 traffic accidents(9%) of total 41,702 cases in 2008, not high in the occurrence rate of traffic accidents, but seem to have a quite high potential of accidents due to the unreasonable and insufficient operation of systems and facilities in the part of traffic foundations. In particular, the un-signalized intersections in a community road have an insufficient measure for safety as compared to the crossroads with signals, and there are few analysis of traffic accidents and domestic researches on the model of affecting factors. Our country also has no concept of passing priority in operating a crossroad without signals, differently from foreign countries, so the researches and safety measures for improving the safety of a crossroad without signals in a community road are urgent. Therefore, this research has developed a safety model for a crossroad without signals in a community road based on the safety image data collected through individual interviews and questionnaires for the users of unsignalized intersections in a community road, and confirmed that legal systems, road facilities, personal factors, etc. have the biggest effect on the safety of drivers. It was confirmed that the clarity of passing methods, establishment of legal systems, etc. have the biggest effect on safety in order to raise the safety of unsignalized intersections in a community road, which drivers desire.
Predicting Average Speed within the Enterance and Exit Ramp Junction Areas of Urban Freeway

Average speed denotes a travel speed based on the average travel time of vehicles to traverse a segment of roadway, and average travel speed is used as a measure of effectiveness (MOE) suggested in the highway capacity manual (HCM) for evaluating the level of service (LOS) of roadway. Most of the urban freeways in our country are having congestion problem regardless of the rush hours as a high-speed highway with a speed limit of 80km/h or less. Especially traffic congestion within the ramp junction areas is becoming worse by the increased traffic and lack of links with the arterials around the urban freeway. So, the purpose in this study is to identify the traffic characteristics within the ramp junction areas of urban freeway, predict the average speed within the ramp junction areas based on the traffic characteristics identified, and finally prove the validity of the average speed predicted.
An Analysis on Determining Quality of Service Criteria for Expressway Bus Passengers Using The Importance-Performance Analysis (IPA) - Focussing on Yong-in City : Suji -

The bus transfer system has been extended from Seoul to Gyonggi province to provide better Seoul metropolitan area transit service in September, 2008. Moreover, the curved bus routes, except existing rapid bus routes, which cause longer travel time have been straightened out. Also, the Skip Stop operation suggested by passengers has been introduced to main stops in the newly added express bus lines. This study surveyed passengers service satisfaction for the recent adopted bus policies such as the transfer discount system and the express bus system in Seoul Metropolitan area. The survey results may be important foundation for future strategies for improvement. The survey included questionnaires about the importance and the satisfaction level on both quantitative and qualitative factors. The results were statistically analyzed by the modified IPA (Importance-Performance Analysis). As the result of the survey, the newly adopted services such as fare system, fare discount on transferring, travel time savings and increased number of stops are economically feasible and satisfactory, whereas the accessibility to stops, ventilation and air quality in vehicles are the priorities to be improved. Also, the safety and the information system is in need of improvement.
Safety Evaluation of Individual Intersection Considering the Bio-Response (Electroencephalography) and the Cognitive Characteristics

As majority of the traffic accidents in intersections is caused by human factor, a close examination is required on its contributing factors through measuring the psychological and physiological response according to the driving characteristics of the drivers and the road conditions. In this study, for the safety evaluation of individual intersection considering human factors of the drivers, electroencephalography reaction was measured utilizing cutting-edge measuring equipment and survey on drivers' cognitive characteristics in ordinary times and while driving test was conducted. The relationship between the electroencephalography response when approaching the intersection and cognitive evaluation survey data in driving test was clarified, and individual intersection safety evaluation model was built considering cognitive evaluation factor and the reaction of a bio-response electroencephalography data. As a result, I could find out that cognitive evaluation was made through the reaction of a bio-response (Electroencephalography) process because electroencephalography reaction of a bio-response showed differently by the physical characteristics of the intersection and cognitive evaluation had a difference.
A Study on Estimate to Link Travel Time Using Traveling Data of Bus Information System

This study is to estimate the link travel time of road networks in urban areas utilizing traffic information which is collected throughout the operation of Bus Information System (BIS). BIS, which applies the hightech information technology to an existing bus system, has been developing and operating in many bodies including the local self-government entities. However, a study to consider the technology trend is relatively rare. Even though some useful traffic informations have been collected throughout the operation of an existing BIS, which set limits to the development of a future service of integrated analysis. Accordingly, in this study, a fundamental research is performed for traffic controls in urban areas and providing a traffic information for driver throughout the estimation of link travel time of road networks. The study is proceeded throughout the data collected from the operation of BIS (Bus Information System). The result showed that the patterns of going through traffic were divided up to 2 in the bus travel time in BIS then estimate two link travel time.
Estimation of the Monetary Loss Scale of Low-income Freight Truck Owner under the Environmental Zone

The positive effects of the air quality improvement policy have revealed sufficiently such as 3.3 trillion won of social benefits under the Environmental Zone in five years(K. Choi, 2009). In case of low-income freight truck owner, however, could be burdened with the requirement likes emission decreasing equipment. Eventually, restraint of running in the Environmental Zone would be affected their livelihood seriously. After estimating the scale of low-income freight truck owner for three alternatives with Road Freight Transport Center data, this study calculates decreased VKT to estimate the scale of monetary loss. In the result, decreased income amount of low-income freight truck owner under the restricted running estimated 6.1 trillion won during 5 years, quite exceeding 3.3 trillion won of the positive benefits as improving air quality, which means the necessity of immediate countermeasure. In other words, even though the governmental policy aimed benefits for the majority, the result implies that the total monetary losses of the minority could be exceed against the positives, therefore analysis should be considered carefully before the policy becomes effective.
Evaluation of Transportation Policy Using Multidimensional Scaling Method

The evaluation regarding a transportation policy by an evaluation volition viewpoint there is a difference. Consequently the insurgent analysis which is simple compared to against the evaluation object it was accurate, the analysis which leads the order anger probably is necessary. The research which it sees for the evaluation regarding the transportation policy of the metropolis divided in road being understood, public transportation, parking and pedestrian environment, wide area transportation and transportation information and transportation field whole. And against these field it tried the ALSCAL method and MDPREF method which is a Multidimensional Scale method and it analyzed. The regression analysis result for a dimensional analysis ALSCAL method the case of the transportation policy star improvement degree which it follows in introduction presence of intelligence transportation system and MDPREF method it confronted to the transportation policy star improvement degree which it follows in expansion to construction of specific function appeared with the fact that it is the tendency probably. And the evaluation object and evaluation in the object which will cut the positioning one result was each divided in 4 group. And two methods all it was visible a similar tendency. The ALSCAL method currently transportation system construction degree condition in base and, the MDPREF method currently improvement degree of the transportation policy which it follows in traffic system construction appeared with the fact that it is desirable to establish a hereafter traffic policy in base.
A Study on Ways to Improve Benefits of Travel-time in Analyzing the Economic Efficiency

This research has reviewed the ways to improve the benefits of shortening of transit hours among the benefit items in analysis of economic efficiency. The existing way of calculating the benefits of shortening the transit hours in analysis of economic efficiency has been using O/D in peak to multiply by 365. This method has a problem of not considering the change of traffic according to the month and the day of the week. To improve such problem, the volume of traffics at 361 regular research branches of the chronological statistics of traffic volume was used to analyze the pattern change of traffic volume per day of the week and per month by t-test and cluster analysis. The results show a difference in traffic volume according to the day of the week and the month. In the research example, a supposed O/D and network were used to apply weight per day of the week and per month to see a slight difference with the existing method of calculating benefits of shortening the transit hours. This signifies the necessity to study about the weight to consider the change pattern of traffic volume.
Evaluation of Functional and Structural Performance of Semi Rigid Overlay Pavements

Semi rigid pavement is a pavement type using advantages of both flexibility of asphalt pavement and rigidity of concrete pavement by infiltrating cement paste into voids of open graded asphalt mixtures. The semi rigid pavement has better smoothness and smaller driving vibration or noise comparing to the concrete pavement, and has smaller permanent deformation and has temperature falling effect comparing to the asphalt pavement. The temperature falling effect were investigated at a semi rigid overlay pavement test section, and the temperature falling and water retaining effects were verified by measuring the temperature and weight of specimens at a housetop. Horizontal and vertical stresses and strains were compared by structural analysis of the semi rigid pavement and asphalt pavement using the Abaquser o, a commercial 3D finite element analysis program. The results were verified by Bisar 3.0, a multi-layered elastic analysis program. Performance of the semi rigid pavement and asphalt pavement were compared by predicting fatigue cracking based on the structural analysis results.
Performance Indicator and Threshold Value of National Highway Jointed Concrete Pavements

Recently, researches on the performance warranty contracting has been going on to improve construction quality in road pavement area. The performance warranty contracting gives construction companies opportunity to select materials and methods freely while asks them to maintain a certain level of performance during a given period. To introduce the performance warranty contracting in Korea, lots of research results on performance indicator and threshold value of asphalt pavement have been made to be included in the warranty specification. However, research effort on the performance indicator and threshold value of concrete pavement which is commonly constructed in expressway and national highway has not been enough. In this study, the warranty duration, performance indicator, and threshold value of the concrete pavement were investigated by reviewing literatures on cases of the performance warranty contracting in European countries and states of the US. Major distresses influencing the performance of jointed concrete pavement were investigated and analyzed to be compared to the warranty duration, performance indicator, and threshold value of foreign countries.
Accident Reduction Effect of Rumble Strips by Highway Geometric Characteristics

It is well known that rumble strips contribute to reduce traffic accidents. The present paper provides the reduction effect of traffic accidents under specific highway geometrics after rumble strip installation. Traffic accidents on freeway sections before and after rumble strip installation are compared when conditions of the highway geometric characteristics such as horizontal, vertical geometrics are given. It is shown that rumble strips are effective under highway geometric conditions of down slopes or right curvatures. It is also shown that rumble strips are still effective with shorter length of installation.
A Study on Risks in China's Foreign Invested Water BOT Projects

Since the late 1990s, the BOT mode in China has been extensively used in the water sector in order to attract private investment, improve technical and operational efficiency, and expand the coverage of water services. The BOT mode has been hailed as this provides a win-win structure between the government and private players through formalized procedures and an optimal risk allocation. However, recent market analyses show that some foreign investors are reluctant to participate in the market or even retreat due to uncertainties and risks in the market. This study aims to explore various risks in the Chinese water BOT market based on the thorough literature review, fieldwork, and the case studies on the two wholly foreign-owned BOT water projects: the Chengdu No. 6 and the Shanghai Dachang Water Supply BOT projects. The research results indicate that the Chinese BOT market embraces high risks in political, institutional and legal, and financial systems. The key to a successful takeoff of the BOT mode in the Chinese water market depends on the extent to which the government will be able to remove risky factors in political, institutional and legal, and financing systems. This research outcome will provide a useful reference to the Korean construction companies which consider expanding business to overseas water markets in the form of public private partnership.
Study of Risky Driving Decision Device using DGPS/RTK

There have been various forms of systems such as a digital speedometer or a black box etc. to meet the social requirement for reducing traffic accidents and safe driving. However that systems are based on after-accident vehicle data, there is limit to prevent the accident before. So in our previous research, by storing, analyzing the Vehicle-dynamic information coming from driver's behavior, we are developing the decision-device which could provide driver with Alerting-Information in real-time to enhance the driver's safety drive. but the performance valuation is not yet executed. Finally, this study developed positional recognition system by using the DGPS for pre-developed risky driving decision device. The result of test analyzed with the same that the aggregated vehicle dynamics data in DGPS and dangerous risky driving decision device. If the performance of risky driving decision device is verified by precisely positional recognition system, the risky driving management of vehicle would be effected.
The Analysis on the Characteristics of Residential Mobility by Life-Cycle

This study analysed the characteristics of residential mobility according to the household's life-cycle to observe the housing filtering process in Busan. The questionary subjects were adult 40 and over who inhabited in Busan and surveyed residential career about residential mobility. The analysis result of statistical data and result of questionary reveals similar result every articles, the summaries are as follows : Examining housing where the respondent live presently, apartment dominate absolutely high ratio as housing type and owner-occupation as housing tenure type, and housing size is about 30 pyeong, dwelling period is 6 years to 10 years. Saving and loan hold a large majority to make housing capital, that means, they apply housing finance to getting own housing despite it is impossible with present household's income to have owner-occupation of desired housing. This is different custom ours from foreign's that rent a house. However, as aspect of residential satisfaction, most household recognised that quality is improved, because residential mobility expanded housing size and changed tenure type and showed fairly high satisfaction with their present resident.
