Mo, Mooki ; Kim, Hyung Jin ; Son, Bongsoo ; Kim, Dae Hun ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 623~631
In this study, a new method which can detect incidents in interrupted traffic flow was suggested. The applied method of detecting the incident is the Latin Square Analysis Method by using traffic traits. In the Latin Square Analysis, unlike other previously tried methods, the traffic situation was analyzed, this time considering the changes in traffic traits for each lane and for each time period. The data used in this study were the data observed in the actual field with fine weather. The traffic volumes, the vehicle speed and the occupancy rate were collected on the interrupted flow road. The data were collected in normal and incident situations. The incidents occurred on the second lane, the time of persistent incidents was set to 10 minutes. The Latin Square Analyses were performed using the collected data with the traffic volume, with the vehicle speed or with the occupancy rate. As a result in this study, in case of detecting the traffic situations with Latin Square Analysis, it will be more successful to apply traffic volume to detect the traffic situations than to apply other factors.

Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 633~639
To estimate a proper fleet size of taxi, a daily archived tachograph was analyzed for both corporate taxi and owner-driver taxi. Mathematical model to estimate a desirable number of taxi was developed using city's characteristics of Pyeong-taek city case. This model could be used as coefficient of determination of city's characteristics model(revised R square) was 0.970. a total amount of taxi number in the future for the city of Pyeong-taek. As a result, the model produced a proper fleet size of Pyeong-taek city in the future as 1,794 taxis by 2014, which was higher in number by 214 taxis, compared to 2009. Also, the model of the service rate, considering operation condition, was used to analyze a total number of taxies. As a result, the model showed a total number of taxis as 1,224 taxis by 2014, which is lower in number by 356 taxies, compared to 2009. It is desirable to use both city's characteristics model and the service rate model to estimate a total number of taxis in conclusion. As a result of adopting average value from two model, the model produced a total supply plan of Pyeong-taek city as 1,509 taxis by 2014, which is smaller than in number by 71 taxis, compared to 2009.

Oh, Heung-Un ; Oh, Seung Hwoon ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 641~648
During practices of traffic management, the performance achieved was determined by traffic practitioners' ability of decision and knowledge as well as traffic equipments assisting the practitioners. Therefore, sometimes self-evaluations done by the traffic practitioners in a specific traffic organization can be used to indirectly evaluate the traffic management organization. The present paper is to evaluate a specific highway agency using self-evaluations performed among different highway agencies including one Japanese highway agency. The result indicated that the agency is superior to other agencies in characteristics such as performance, activity, preparation for the future, and customer orientation. For more detailed-branch based study, the responders were divided into their belonged branches like headquarter, regional headquarter, maintenance office and research center. The results provided that various deficiencies of traffic management were found and could be improved in the future.

Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 649~656
The increase in the traffic demand and behavioral pattern of its use reached the limit for the only means of road construction to bear; thus the multilateral efforts to find a solution to this problem together with the examination and research on this issue, among which the most representative strategy is Ramp Metering System controlling access traffic volume to connection roads. The operation standard and running time was re-established in consideration of geographical conditions and traffic circumstances by considering the standard of operation and running time of the currently operated Jangsu- Jungdong section of the outer ring expressway of Seoul. For this purpose, this research analyzed the operative standard of RMS home and abroad and suggested a new operative standard of ramp metering through the analysis of break points.
Analysis of Household Trip Generation Characteristics in Seoul
Rhee, Jongho ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 657~662
The relationship between household attributes and trip generation can only be found in Seoul Metropolitan Household Travel Survey, which has been implemented every 5 years. However, various household attributes' impact on trip generation has not been analyzed closely. This paper compared and analyzed those impact. The results could be useful when trip generation models are studied in the future. They are as follows. The household size should be an important classification criteria when household trip generation is estimated. The traditional assumption that the relationship between household auto ownership and trip generation is positive and linear correlation should be reconsidered. Weekday travel data only did not showed that housing type has an influence on trip generation. Household income is unrelated with trip generation among single-person household, while multi-person household is related strongly. However, when trips are classified by purpose, impact of household income on trip generation are varied by trip purpose. Especially, the increase in single-person household can not be overlooked when trip generation is forecasted.

Kim, Kap Soo ; Jung, Ja Young ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 663~669
In this study, the optimal length of left-turn lane in permissive left-turn signal system at the signalized intersection which has a left-turn bay is estimated. It is a simulation analysis using the queueing theory that estimate the length of left-turn lane. Traffic density conform to the standards of operating a permissive left-turn system of the Practical Manual Traffic Safety Facilities. And each of a left-turn arrival rate, a left-turn service rate, left-turn average queueing time, for green time average queueing vehicle, for red time average queueing vehicle and average queueing vehicle cycle is calculated. As a result of this study, we would learn how much the space should be secured at the signalized intersection which has a left-turn bay. The methodology using the queueing theory to work out the optimal length of waiting lane in the permissive left-turn signal system was presented.

Bae, Choon Bong ; Jung, Byung Doo ; Hwang, Young Ki ; Kim, Hyun ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 671~677
A diversity of railway network function enhancement projects such as the double tracking, electrification, and direct operation have been actively executed to improve the railway service. When the new rapid transit is provided, how many people will use it instead of other transports? How will the railway choice behavior be changed? Accordingly, in this paper, the applicability of diverted travel demand forecast methods, by Revealed Preference(RP) and Stated Preference(SP) data was reviewed for Daegu metropolitan rail rapid transit service. As the result of combining RP and SP data, including the sequential and simultaneous approach, the total travel time and travel cost parameters are of the right sign and are highly significant. The simultaneous approach is more efficient in terms of the estimation of coefficients. In particular, methods to improve validity of the Mixed RP/SP models, when RP data is used proportionally, the diverted travel demand can be easily identified by railway fare and travel time service level. Therefore, it is considered that this will practically apply even in other regions as well as Daegu metropolitan railway.

Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 679~687
Implementation of semi-public management system of intra-city bus achieve excellent results but there are some side effects like increase of the fatal traffic accidents. This study tries to develop decision making model of measures of reducing traffic accidents following implementation of semi-public management system of intra-city bus. And survey with traffic experts and analytic hierarchy process are used for data survey and analysis. Quantitative measures and qualitative measures are suggested as high assessment items of AHP. Quantitative measures of low assessment items composed of a raise in the number of bus and safety device installation, facility supplement of bus stop, supplement of pedestrian protection facility, traffic safety assessment and supplement. Qualitative measures composed of system organization, redesign bus route, reinforcement of education, campaign and enforcement. The results of this study are as follows. First, the result turns out more weights are calculated on quantitative measures than on qualitative measures. Second, It is turned out in order of facility supplement of bus stop and traffic safety assessment and supplement as the quantitative measures. Third, as qualitative measures, system organization and redesign bus route are in the order. The results of this study are considered to be a basic data which can be referred if measures on the decrease of traffic accident are established and implemented in other cities and provinces.

Lee, Sang-Ho ; Kim, Young-Suk ; Lee, Jeong-Ho ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 705~717
The number of horizontal tower cranes, major hoisting machineries for lifting approximately 50% of entire materials in construction projects, is rapidly increasing, but a number of accidents related to the tower cranes are being continuously occurred in construction sites as well. In particular, telescoping works in the horizontal tower cranes have showed the greatest safety concerns such as falls and collapses. It is due to the fact that tasks inserting a new mast in the space made after raising telescoping cage by fluid pressure and ascending it to the required height in the telescoping works include a series of dangerous factors in safety aspects, and might cause very serious and unexpected accidents in construction sites. The primary objective of this research is to propose two conceptual models for automating the telescoping work in horizontal tower crane and conduct their technical feasibility analyses. In this study, a design concept, a position control system using hydraulic cylinders is suggested as a better alternative for automating the telescoping work. Its potential safety improvement rate compared to the conventional method is also analyzed and presented in this study.

Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 719~726
The government intensifies screening criteria for the guarantee of reasonable bidding price and the prevention of low bidding price, however, the low tender rate still becomes an issue. This study analyzed the problems of screening criteria for the guarantee of reasonable bidding price, and then derived some major issues such as the restriction of decisive factors for initial construction cost, the rate of activities over five percent of surveyed price and the restrictive review criteria of inadequate activities. To solve thess problems, this study suggests an improved process model for estimating optimal bidding rate that can select a contractor with the guarantee of reasonable bidding price.
Development of Emergency Restoration Scenarios for Railway Accident using Analytic Network Process
Sung, Deok-Yong ; Park, Yong-Gul ;
Journal of The Korean Society of Civil Engineers, volume 31, issue 5D, 2011, Pages 727~737
The emergency restoration scenarios for efficient railway accident management and restoration were developed. The emergency restoration procedures defined by the worst case of emergency restoration and the important events was proposed based on questionnaires from specialists and the result of survey. Via these studies, the railway accident in the tunnel could be the worst case among all railway accident types. Therefore, educations for a restoration team in confined area condition should be planned and performed to recover the worst case accident. In order for the emergency restoration, when a railway accident is occurred, the restoration should be performed in orders of handing collapse of facilities, burying track, and derailment of vehicle in tunnel based on the statistical analysis. The result of priorities were established by the period of restoration. The standard operation system for efficient railway accident management was developed by synthesizing the worst case for rapid emergency restoration, and important events for the standard operation procedures according to each emergency restoration type. Through this study, the restoration operation system of railway accident are recommended. This paper suggests to develop emergency restoration scenarios for the efficient railway accident management and recovery system. The study results will contribute not only for insuring punctuality, but also for minimizing delays from accidents. Therefore, emergency restoration scenarios will play a major role in the SOP for the damage limitation and the prevention of accident spread.
