현재 건설 중인 제주 강정항에 15만톤급 크루즈 선박의 운항안전성 여부를 판별하기 위하여 3차례의 선박조종 시뮬레이션 평가를 실시하였다. 국내 초대형 크루즈 선박의 조종성능에 대한 연구가 미비했고, 크루즈 선박의 조종성능을 정확하게 선박조종 시뮬레이터에 반영할 수 없었던 시스템적인 한계로 인해 초대형 크루즈 선박의 운항 안전성 평가 결과는 사회적으로 많은 갈등과 마찰을 초래하였다. 본 연구에서는 세계적인 초대형 크루즈 선박의 조종특성을 바탕으로 제주 강정항 건설 과정에서는 논란이 되었던 수역시설의 적정성을 검토하고자 선회장, 항로 법선, 방파제 통과 선속 등에 대하여 국내외 각종 설계지침과 실측 자료, 항만 운영 사례 등을 심층 분석하였다. 초대형 크루즈 선박의 우수한 추진 및 조종성능을 감안하면 제주 강정항의 수역시설 규모는 적정하다고 판단되며, 초대형 크루즈 선박의 안전 입출항에도 별다른 문제는 없을 것으로 사료된다.

통영항에 5,000DWT급 여객선과 일반화물선이 이용 가능한 다목적부두 건설을 위해 해상교통현황 조사 및 측정, 통항 및 접 이안안전성, 계류안전성 등과 같은 해상교통안전진단을 실시하였다. 연안항으로 지정 운영되고 있는 통영항 다목적부두의 안전진단 수행 과정에서 부각된 항만 및 수역시설에 대한 안전관리 체계의 미비점, 전담 부서의 부재, 임의도선구의 문제점 등을 고찰하고자 한다. 특히 국내 연안항 항만개발 사업의 대부분이 해당 도 시 군이 직접 시행하는 경우가 많아 항만개발과 수역시설의 안전관리사이의 공백이 발생하고 있어, 향후 연안항 안전관리체계 전반에 대한 구조적 개선이 필요할 것으로 사료된다.

Relocation and expansion of existing port facilities are necessary given this increase in marine traffic volume and the presence of larger entering vessels. Therefore, this study focused on anchorage among water facilities, and examined the degree of harmony between anchorage and other water facilities at Yeosu Kwangyang Port. The number of anchoring vessels in relation to anchorage over the past 5 years, total anchored hours by anchorage-years, average number of simultaneously anchored vessels by anchorage-years, maximum number of simultaneously anchored vessels by anchorage, and maximum size of anchored vessels by anchorage have been surveyed. The minimum anchorage radius has been calculated according to the designated anchorage capacity according to anchorage. Finally, improvement plans for Yeosu Kwangyang Port's anchorage have been suggested, including relocating of Yeosu no. 2 anchorage, expanding of Kwangyang no. 1 ~ 5 anchorage, relocating of Kwangyang no. 8 ~ 9 anchorage, and repealing of Kwangyang no. 11 anchorage.

최근 해상교량을 비롯한 다양한 형태의 해상시설물이 건설 중에 있으며, 선박과 시설물의 충돌 등 안전사고도 또한 급증하고 있다. 본 연구에서는 해상에 새로운 시설을 설치할 때 해상교통을 고려한 적정항로폭 및 안전수역에 대하여 분석하였다. 목포대교 인근수역을 대상으로 통계적 분석을 통해 교통 흐름을 재현하고, 환경스트레스 모델을 이용하여 수역안전성을 평가하였다.

최근 "UN 해양법 협약"의 발표와 200해리 배타적 경제수역(EEZ)이 선포되면서 우리나라 원양어업은 물론 연근해 어업마저 붕괴될 위기에 처해 있다. 따라서, 해양수산부는 한.중.일 어업협정으로 인해 축소된 연근해 어장의 생산력 향상과 자원조성을 위하여 인공어초 시설사업을 지속적으로 추진하고 있으며, 앞으로 2011년도 까지 시설면적 총 203,000ha의 인공어초 시설어장을 조성할 계획이다. 한편 제주도에서도 1972년도부터 시작된 연안어장의 자원조성을 위한 인공어초 시설사업은 1998년도 까지 총17,836ha의 인공어초 시설어장이 조성되었다. The Pyeongtaek port is expected lack of waiting anchorage due to increase of incoming ships whit increasing of trading volume in the near future. In case of an anchorage facility's structural alternations and expansion, it should be considered comprehensively how it affects other anchorage facilities. In addition, the volume of ship traffic to relevant area should be estimated accurately and then the facility's scale is calculated. In this paper, researchers calculated cargo per unit ship with the throughput for every ship and predicted the number of ships which had entered Pyeongtaek port. As a result, the port's ability to be docked was predicted to be not enough in 2030. It will exceed the number of ships able to cast anchor at specific two parts simultaneously 12.6 and 1.6 respectively consequently, the necessity to expand the ports was suggested. Hence, the best expansion plan was examined with analysis of marine transportation environment at each ports and the improvements suggested are anchoring ships at Ippado anchorage is 19.7 and the one at Janganseo anchorage is 12.6.

개항질서법은 2011년 6월 15일 개정되어 같은 해 9월 16일 발효되었다. 개정 개항질서법은 적용범위를 개항의 항계 안에서 항계 밖의 항로 및 정박지 등 수역시설까지 확대하였고, 또한 잡종선의 정의를 우선피항선으로 개정하고 우선피항선을 기존의 잡종선에 항내역무선을 포함시켜 정의하였다. 이 글은 우선피항선의 정의와 항법에 대해 살펴보고, 기존 해양안전심판원에서 재결한 해양사고 사례를 통해 개정 개항질서법의 내용과 비교, 검토하였으며, 우선피항선의 정의 및 항법에 대한 개정의견을 제시하고 있다.
