Development of Integrated Flood Analysis Platform in the EDC Smart City (EDC 스마트시티 홍수분석 통합플랫폼 개발)

  • 최근 기후변화로 인하여 극한 강우사상이 증가하고 있으며, 이에 대한 재해 위험도도 커지고 있는 추세이다. 서낙동강 지역에서는 부산 에코델타 스마트시티 조성사업이 2023년 완공을 목표로 개발을 진행 중이다. 부산 에코델타 스마트시티는 대저수문과 녹산수문이 각각 상/하류에 위치하고 있으며, 스마트시티가 위치한 좌안에는 평강천이 유입하고 우안에는 대감천, 예안천, 주중천, 신어천, 금천천, 조만강 및 지사천이 유입하고 있다. 스마트시티의 대저수문과 녹산수문 구간은 4월-10월 기간 동안 주변지역 농업용수 공급을 위하여 하계의 일시적인 방류를 제외하면 연중 담수가 이루어지는 전형적인 하천형 저수지의 특성을 가지고 있다. 낙동강의 홍수예보는 낙동강의 본류 구간만을 대상으로 수행하고 있으며, 스마트시티 구간은 주로 수질에 관한 연구가 수행되어 왔다. 그러나 스마트시티의 조성과 함께 서낙동강 구간의 홍수 영향 분석의 필요성이 제기되고 있으나 스마트시티 하천구간을 대상으로 한 홍수분석은 거의 수행된 바가 없다. 본 연구에서는 부산에코델타 스마트시티 구간을 대상으로 시나리오 기반의 홍수분석을 수행할 수 있는 웹기반 통합플랫폼을 개발하였다. 홍수분석에 필요한 자료는 에코델타 스마트시티 개발계획을 기반으로 단기유출모의, 하천흐름모의 및 도시유출모의를 연계하여 분석을 실시할 수 있도록 하였다. 홍수분석을 실시함에 있어 대상 하천구간의 농업용수이용, 수문조작 기준을 고려하였다. 단기유출모의는 홍수통제소의 유출분석을 위하여 사용되는 저류함수법을 적용하였으며, 하천흐름 모의는 미국 공병단에서 개발한 HEC-RAS모형을 적용하였으며, 하천흐름모형의 결과를 미국 환경청(EPA) 도시유출모형인 SWMM과 연계할 수 있도록 하였다. 대상 구간의 하천 취수량을 산정하기 위하여 일별 담수심추적법을 활용한 논 농업용수 수요량을 산정하여 반영하고, 농업용수 수요량에 따른 저수량과 수문운영 룰을 고려하였다. 또한 부산에코델타 스마트시티의 개발에 따른 상태 변화를 반영할 수 있도록 웹기반으로 사용자가 시나리오를 설정하고 각 모형의 입력자료와 매개변수를 조정할 수 있도록 하였다. 본 연구의 결과는 부산에코델타 스마트시티의 개발에 있어 홍수위험을 분석 및 평가하는데 활용될 수 있을 것으로 판단되며, 이를 활용하여 홍수에 안전한 부산에코델타 스마트시티를 만들 수 있을 것으로 기대된다.

  • The security of the data dealt by the smart city system is important because they have many privacy and public information. Therefore, it is necessary to study security in the smart city system. In this paper, we define the security factors for the smart city system composed of three tiers and describe the technologies for each. In addition, the design and implementation of the security layer in the Smart City middleware for the security management of the urban component in the Smart City Infrastructure and middleware, which is one of the most important issues in the Smart City system, is introduced.

Smart Cities: A Review of the Most Recent Literature (스마트시티: 최근 문헌에 대한 리뷰)

  • Interest in smart cities is growing; information and communication technology, urban planning, urban economy development, health, and many other areas are intertwined within smart city research and practice. The definition of smart city is evolving, and its vagueness is sometimes confusing. This review of the smart city literature tries to capture the big picture of this big idea. This review places into context work done since 2016, as earlier work is well reviewed in Albino (2015) and Cochia (2014). First is a review of the various smart city definitions. Second, an inventory of terms related to or subsumed by the smart city label are presented. Third, outcomes of indexes created to measure a city's smartness are presented. Fourth, the taxonomies used to organize the disparate content that falls under the smart city umbrella are discussed. Fifth, the most recent literature associated with six commonly recognized subgenres, namely smart economy, smart governance, smart living, smart people, smart environment, and smart mobility are reviewed. Sixth, important critiques of the smart city idea are presented.

  • Recently smart City has become a world-widely hot issue. Many cities have been trying to be smarter in solving urban problems. Different Countries and cities have adopted their own approaches. Accordingly, the concept of smart city is defined in diverse ways. This research emphasizes value creation of smart cities. For that purpose, thoughtful sensitivity, accuracy, and speed are critical components in planning smart cities. Among these, thoughtful sensitivity is the most important. Based on these components, policy should be conceived to develop road maps to replicate successful cases to other cities and regions for long-term innovation of regions. Such experiences will be a firm basis for competitiveness and prosperity of our cities.

Current Trend of Smart City Service Application in Korea (국내 스마트시티 서비스 적용 경향 분석)

  • Recently, it is emphasized that the approach towards the development of smart cities as a driving force of sustainable economic growth of the city. Governments and municipalities are expected to expand the support for the smart city industry promotion, as the needs for smart city technology and service development, and investment for smart city industry increases. In order to promote the smart city policy as the driving force for the growth, it is necessary to understand the tendency of service development and its application. Governments and municipalities need a credible reference for their decision making on which smart city policy should be prioritized for the revitalization of the local economy by deploying certain smart city services according to the local industrial conditions. This study will analyze the trends of smart city services and suggest a reference data for decision making for the promotion of smart city industry.

User Authentication of a Smart City Management System (스마트시티 매니지먼트 시스템에서의 사용자인증보안관리)

  • In this paper, we introduce the UTOPIA Smart City Security Management System which manages a user authentication for smart cities. Because the smart city management system should take care of huge number of users and services, and various kinds of resources and facilities, and they should be carefully controlled, we need a specially designed security management system. UTOPIA is a smart city system based on ICT(Information and Communication Technology), and it has a three tier structure of UTOPIA portal system, UTOPIA processing system and UTOPIA infrastructure system. The UTOPIA processing system uses the smart city middleware named SmartUM. The UTOPIA Smart City Security Management System is implemented in the application security layer, which is the top layer of the SmartUM middleware, and the infrastructure security layer, which is the lowest layer. The UTOPIA Smart City security management system is built on the premise that it supports all existing user authentication technologies. This paper introduces the application security layer and describes the authentication management in the application security layer.

A Study on Framework Development Directions for Solving Smart City Issues (스마트시티 이슈 해결을 위한 정책프레임워크 개발방향에 관한 연구)

  • This study aims to present the direction of development of a policy framework to solve the problems associated with Smart Cities. For this purpose, first, after investigating the development process of domestic smart cities, we examined various cases of smart city policies being established overseas. Second, we analyzed the existing research into smart cities, in order to understand the relationship between the major issues. Third, an expert interview was conducted based on the identified issues. Fourth, we presented the direction of development of a Smart City policy framework to solve the major problems associated with domestic and foreign smart cities. In the policy framework presented in this research, after subdividing the elements used for solving each problem, we linked them with the smart city components and selected matching executable agents to prepare solutions. Then, once the deliberation process of the National Smart City Committee and the Smart Urban Service Support Organization has been completed, the government will support it financially and politically. It also suggested that it is necessary to perform continuous information gathering and monitoring work, along with the construction of a control tower to strengthen the network effect between smart city related markets. This research has significance in that it presents the procedures required for efficiently responding to the problems arising in the smart city promotion process. It is expected that it will serve as the basis for establishing policies dealing with the development and advancement of domestic smart cities in the future.

  • The important of Smart City has been increasing on the driving force of 4th industrial revolution and method to solve urban problems. Korea government introduced and implemented ubiquitous City as an intrinsic Smart City brand from the early 21th century. Diverse types of Smart City projects were announced as national strategy by the spatial characteristics. National Test-Beds in Sejong city and Busan(EDC: Eco Delta City) are urban planning to be future city models for new town development. In the old towns in cities, various type of Smart City projects are support by government by urban growth stage; frontiers, stable or declining urban realm. 「3rd Comprehensive Plan for Smart City(2019 ~ 2023)」 in Korea plans an important role to build innovative ecosystem and reinforce global competiveness by spreading of Smart Cities. For the successful Smart City as open and inclusive space, it is need that this space should be made by the cooperation of citizens, private sectors and local and central government.

A Study on the Research Trends for Smart City using Topic Modeling (토픽 모델링을 활용한 스마트시티 연구동향 분석)

  • This study aims to analyze the research trends on Smart City and to present implications to policy maker, industry professional, and researcher. Cities around globe have undergone the rapid progress in urbanization and the consequent dramatic increase in urban dwellings over the past few decades, and faced many urban problems in such areas as transportation, environment and housing. Cities around the globe are in a hurry to introduce Smart City to pursue a common goal of solving these urban problems and improving the quality of their lives. However, various conceptual approaches to smart city are causing uncertainty in setting policy goals and establishing direction for implementation. The study collected 11,527 papers titled "Smart City(cities)" from the Scopus DB and Springer DB, and then analyze research status, topic, trends based on abstracts and publication date(year) information using the LDA based Topic Modeling approaches. Research topics are classified into three categories(Services, Technologies, and User Perspective) and eight regarding topics. Out of eight topics, citizen-driven innovation is the most frequently referred. Additional topic network analysis reveals that data and privacy/security are the most prevailing topics affecting others. This study is expected to helps understand the trends of Smart City researches and predict the future researches.

A Study on Priority Analysis for Activating the Convergence Smart City Service (융·복합형 스마트시티 서비스 활성화를 위한 우선순위 분석에 관한 연구)

  • This study aims to analyze what is necessary for realization of convergence smart city service, and what is the priority order for it. First, the concept is set up through the theoretical review about convergence smart city service. Second, conduct in-depth interviews with smart-city related experts and derive the necessary elements to implement convergence smart city service. Third, derive priorities by subdividing the derived elements and utilizing the AHP method. The result of this study is expected to contribute to the development of convergence smart city service by deriving what should be considered for implementation of convergence smart city service.
