  • The rapid development of the current information and communication brings big changes and progress in the health service delivery system. And it is becoming the worldwide trend increasingly. In order to implement established what policy peacefully is sufficient review and dialogue, social consensus are integral components. The government in the telemedicine services, health care industry that is directly related to the public health and development spheres as nations of the society which to vote on new growth policy is a great social health policies of the push ahead with an unconditional side effects. But before it was activated, telemedicine, which is capable of ensuring the health and lives of the people in need of revision of the safety and effectiveness of any kind, and enforces a stretch enough before review and social consensus, must necessarily be a prerequisite. In conclusion, it presently appears to be inappropriate and impossible to conduct telemedicine system through the foreign of telemedicine. It suggested to present the problems on telemedicine in korea.

  • 스마트폰과 태블릿 PC같은 스마트 기기의 보급 증가는 원격의료 서비스 분야의 활성화에 커다란 영향력을 미치고 있다. 그러나 환자와 의사가 직접 대면하지 않고 네트워크에 연결된 스마트 기기를 통해 진료 행위를 할 경우, 환자와 의사간에 상호 인식과 인증 등과 같은 보안 문제가 해결해야 할 가장 큰 걸림돌로 여전히 남아있다. 스마트 기기는 이동성과 편이성이 뛰어난 반면 각종 보안 침해 위협에 상대적으로 쉽게 노출될 수 있다는 단점이 있다. 스마트 기기를 원격의료 서비스에서 안전하게 활용하기 위해 바이오인식 (Biometrics) 기술과의 용합 시도와 관련 표준화 작업이 적극 추진되고 있다 본 논문에서는 안전한 원격의료 서비스 제공을 위해 바이오인식 기술의 융합 필요성과 기술 및 서비스 개발 사례를 분석하고, 원격의료 서비스 활성화를 위해 선결되어야 할 주요 과제를 모색하고자 한다.

  • 현재 정보통신의 비약적인 발전은 의료서비스 전달체계에서도 큰 변화와 진전을 야기하고 있으며 세계적으로 점차 확대되어가고 있는 추세이다. 이는 의료정보화라는 이름으로 환자에게는 질병의 진단, 치료에 있어서 보다 신속, 세밀하고 정확히 판단할 수 있게 하여 수준 높은 보건의료서비스를 제공하는 한편 의료기관 및 관련기관은 업무의 효율성을 높여가고 있다. 그 중 원격의료는 의료기관의 방문 없이 대기시간의 단축, 일률적인 고도의 의료수준을 기대할 수 있는 등의 장점이 있는 제도이다. 그러나 현행 우리 의료법에서는 이를 규정하고는 있으나 그 내부적 관계에 따르는 세부적인 법률관계의 부재와 현장에서 이루어지는 의료행위가 아닌 정보통신망을 이용한 비대면접촉에 의한 특수한 형태라는 측면에서 제도적, 시설적, 환경적 제약이 있음을 부인할 수 없다. 따라서 본 논문에서는 원격의료의 법적 문제점 및 개선점을 고찰해보고 이를 통한 원격의료를 활성화할 수 있는 활로를 모색하고자 한다.

  • This system Will allow primary and secondary treatment institutions poorly equipped with medical equipment to use Internet and book their patients' medical checkups with tertiary hospitals equipped with remote medical information system. This research aims to make theoretical studies on the remote medical service information sharing system and discuss its utility and factors to be considered for spreading the system. To efficiently push ahead with the remote medical service information sharing system, we need to be open-minded in sharing medical service information, establish comprehensive pursuit system, introduce incentive aimed at activating the information system, have close coordination with the central government, flexibly respond to changing technologies, and offer publicity and education.

  • 2014년 2월 정보통신 진흥 및 융합 활성화 등에 관한 특별법(ICT 특별법)이 시행되었고, 2014년 6월 의료법개정에 따른 원격의료서비스 시범사업이 가능해졌다. 본 연구에서는 기존의 병원을 방문하여 진료 후에 약 처방을 받던 일반적인 내시경 의료서비스와 병원 방문 없이 전화를 이용한 진료 및 처방과 함께 약을 배송해 주는 원격의료서비스를 의료서비스 제공자들을 대상으로 FGI(Focus Group Interview)를 통하여 비교하였다. 본 연구는 향후 보다 나은 내시경환자를 위한 원격의료서비스 설계를 위한 기초자료로 활용될 것으로 기대한다.

  • This paper is focused on problem in the law and system caused by the infringement of medical information and in the law and system indicate the solution. Interests in the medical service are increasing in internet environment as life quality of the people improves because of development in information and medical technology. The current main issues of the legislative system and the law improvement suggestion for telemedicine activation which is related to the ubiquitous health in which the medicine field and IT technology convergence appearance. In particular, South Korea in the privacy-related legislation should be amended. The reason, Medical information record contains a lot of patient's private secrets. Therefore, if privacy protection is not enough this could cause problem violate a patient's privacy. Thus we need consequently the maintenance of the health medical treatment field to suit a telemedicine environment of a law system. Specifically, this law enacted to protect medical treatment information and the technical security services with confidence and stability against security treats are necessary.

As the name of medical information, by more rapid, detail and more quickly to the patients and diagnosis of the disease it provides not only a high level of health care services but also hospitals and related institutions are making increase the efficiency of the work. Among them, the Telemedicine, that system has many advantage which can expect the shorten the waiting time and the uniform high level of medical, etc. without visiting medical institutions. Especially, the most advantage is it can increase the accessibility of information about extensive medical, without regard to the time and place. But this is the reality, which compared speed the development of modern science and technology with lack of operational regulations and mindset. Current in our Medical Law, it regulates the Telemedicine, but it has Institutional, facility, and environmental constraints. Because, there is no detailed legal relationship. And it takes that in terms of a special form called by a non-face-to-face contact with medical practice rather than the scene. Therefore, in this paper will find a way out to activate the Telemedicine by presupposes the development potential is infinite and find the legal issues and improvements.

Suggestion of Law for Supporting u-Healthcare's Activation (유비쿼터스 보건의료서비스 활성화지원 법률안의 제안)

  • Because Korea has the excellent informational technology, it was expected to be able to improve the accessibility to healthcare and compete with other nations in excellence through u-Healthcare. But we can't complete the excellent u-Healthcare because of the law to be able to use only the tele-counselling between doctor to doctor or doctor to nurse. First of all, we must complete the law to be able to use the improved u-Health containing of telemedicine between doctor to patient. Though other factors, the procurement of safe IT, the credibility to healthcare service provider containing of nutritionist and occupational therapist etc. are prepared for erecting u-Healthcare, we can get the final and decisive u-Health policy only by means of Law for supporting u-Healthcare's Activation. The important sections of Law for supporting u-Healthcare's Activation are as follows. Sec. 4 The Minister for Health, Welfare and Family Affairs and the dean of associated administrative division have to erect the combined plan for u-Healthcare's Activation. Sec. 11 Government and local autonomous entity can support the facility and equipment to be necessitated for using u-Healthcare to improve the medical accessibility of person in the region with poor medicine. Sec. 13 Doctor can support other doctor's medical action through IT and if there are not medical risk, doctor can give medical act directly to the special patients. Sec. 21 If pharmaceuticals is necessitated in u-Healthcare, remote doctor has to send the patient the electronic prescription and the pharmaceutist to receive the electronic prescription has to delivery the pharmaceuticals in accordance with patient's demand.
