A Study on the Administrative Spatial Informatization and Ubiquitous Smart City : Focus on Busan Centum City (유비쿼터스 스마트 도시와 행정공간정보화 연구 - 부산 센텀시티 중심으로 -)

  • In recent years, our society, because of the arrival of a new paradigm according to the rapid changes in ICT has entered into future smart society and the ubiquitous era. So it can be a notable turning point in the city and administrative spatial informatization, aspects of the era change. Therefore, this study was to derive a desirable vision for the city of Busan Centum City Informatization in the dream of leading global smart city of Busan by applying 'scenario planning' as a foresight method. Soon this study derived a successful local informatization strategy for Centum City in Busan. It proposed the use of the administrative aspects of information with spatial informatization as metadata information. Also this study explored the future leadership strategy of Busan Centum City in smart society. Eventually in 2030 to around, In order to still remain Busan Centum City as a leading ICT smart city, this study suggested the following strategy. It is important to increase the satisfaction of citizen services through the use of the administrative aspects of information with spatial informatization as metadata information for urban information system.

Business Model of U-Intelligent Traffic Information and Control Services in U-City Environment (U-시티환경에서 U-교통정보제어서비스를 위한 비즈니스모델)

  • Recently, interesting of U-city with ubiquitous computing technologies has increased and u-city services can improve people's quality of life. Among the u-city services, traffice service is actively developed in our lives. In this paper, we propose the business model and business model process in u-intelligence traffic service. To propose the research purpose, we examined the prior business model and investigated u-intelligence traffic information and control services. And also, we draw scenario and used it to identify business model. To efficiently understand proposed business model, we built business model process of u-intelligence traffic information and control services. The results of study, we draw 4 representative U-intelligence traffic information and control service. Based on representative services, we proposed business model and business model process with stakeholder, benefiter and value model. This study concludes with implications of the study results as well as limitations and future research directions.

Therefore, this study was to derive a desirable vision for the big data city disaster prevention informatization in terms of ICT city disaster prevention system development as preparedness for the city disaster by applying 'scenario planning' as a foresight method. Soon this study derived a successful city disaster prevention informatization strategy as preparedness for the city disaster, for example, in terms of water pollution and disaster prevention of Busan Ecodeltacity. It proposed the big data city disaster prevention informatization system with the use of the administrative aspects of information with spatial informatization as big data information. Also this study explored the future leadership strategy of the big data city disaster prevention informatization in smart society and smart eco-city. Eventually in 2030 to around, in order to still remain our city disaster prevention informatization as a leading ICT nation, this study suggested the following strategy. It is important to ready the advanced ubiquitous administrative spatial informatization and ICT disaster prevention system with big data in terms of water pollution and disaster prevention of Busan Ecodeltacity.

  • 본 연구에서는 서울시가 상암동 디지털미디어시티 내의 중심가로에 조성하고자하는 디지털미디어스트리트 계획을 사례로 유비쿼터스 공간 구현을 위한 물리적 환경과 디지털 환경의 설계방안을 검토하고자 한다. 또한 유비쿼터스 공간을 계획적으로 조성하기 위해서는 어떠한 요소들이 고려되고 어떠한 문제를 해결하여야 하는가를 제시하고자 한다.

Smart City Policy Considering Spatial Characteristics (공간적 특성을 고려한 스마트시티 정책)

  • The important of Smart City has been increasing on the driving force of 4th industrial revolution and method to solve urban problems. Korea government introduced and implemented ubiquitous City as an intrinsic Smart City brand from the early 21th century. Diverse types of Smart City projects were announced as national strategy by the spatial characteristics. National Test-Beds in Sejong city and Busan(EDC: Eco Delta City) are urban planning to be future city models for new town development. In the old towns in cities, various type of Smart City projects are support by government by urban growth stage; frontiers, stable or declining urban realm. 「3rd Comprehensive Plan for Smart City(2019 ~ 2023)」 in Korea plans an important role to build innovative ecosystem and reinforce global competiveness by spreading of Smart Cities. For the successful Smart City as open and inclusive space, it is need that this space should be made by the cooperation of citizens, private sectors and local and central government.

  • Smart City is urban development for complex problem solving that provides convenience and safety for citizens, and it is a blueprint for future cities. In 2008, the Korean government defined the construction, management, and government support of U-Cities in the legislation, Act on the Construction, Etc. of Ubiquitous Cities (Ubiquitous City Act), which included definitions of terms used in the act. In addition, the Minister of Land, Infrastructure and Transport has established a "ubiquitous city master plan" considering this legislation. The concept of U-Cities is complex, due to the mix of informatization and urban planning. Because of this complexity, the foundation of relevant regulations is inadequate, which is impeding the establishment and implementation of practical plans. Smart City intelligent service facilities are not easy to define and classify, because technology is rapidly changing and includes various devices for gathering and expressing information. The purpose of this study is to complement the legal definition of the intelligent service facility, which is necessary for integrated management and operation. The related laws and regulations on U-City were analyzed using text-mining techniques to identify insufficient legal definitions of intelligent service facilities. Using data gathered from interviews with officials responsible for constructing U-Cities, this study identified problems generated by implementing intelligent service facilities at the field level. This strategy should contribute to improved efficiency management, the foundation for building integrated utilization between departments. Efficiencies include providing a clear concept for establishing five-year renewable plans for U-Cities.

  • Smart scope, such as smart equipments, smart homes, and smart phones, has been appeared lately being developed. Such technology developments have been close and practical to our daily lives, not regulated in a science fiction and a movie. It is just the peak of a smart term period. However, with the result from imprudent application of the term 'smart' in the various fields in a short term, the concept of the term 'Smart City' has been nebulous. Therefore, this study is intended to design the obvious concept of Smart City and figure out the political improvement how it will make the direction in the future. That is to study the Smart City which applies the term smart in its city and space, and to examine the improvement directions. After studying the application of the term 'smart', we determine this word has intelligent and high-tech concepts and is used variously in the diverse fields. But we conclude that the term Smart City in these fields is defined differently. From these perspectives, the term is not a simple creature consists of 'smart' and 'city.' It is to be designed as the meanings of making the cities smart.

  • Recently many researchers are growing more and more interested in the fusion of technology. Especially, The government of Republic of Korea announced city planning by using ubiquitous. Hit the ground running for U-city are processing, there are many discussion about how to fuse between city and ubiquitous. In this paper, we review for fusion technique of city space and ubiquitous technology and discuss applicable for ubiquitous city.

  • Ubiquitous City(이하 u-City)는 좀 더 편리하고 안전한 도시 생활을 위해 도시공학과 유비쿼터스 기술과의 융합을 의미한다. 이를 구현하기 위하여 유비쿼터스 센서 네트워크로 부터 얻어지는 다양한 센싱 데이터를 종합하고 어플리케이션을 지원해줄 시스템이 필요로 하게된다. 이기종 자원의 집합체인 u-City환경을 충족시키기 위하여 분산환경을 위한 미들웨어가 요구되며 자원의 효율적인 관리를 위하여 리소스 브로커링 시스템과 이에 접근하기 위한 종합적인 사용자 인터페이스가 필요하게 된다. 본 논문에서는 유비쿼터스 시티를 위한 지능형 도시정보 컨버전스 시스템 개발 프로젝트의 일환으로 u-City를 위한 유비쿼터스 미들웨어의 구조를 설명하고 이를 위한 리소스 브로커 시스템을 제안한다.
