This study has been carried out in order to observe the status of performance warranty contracting system currently being implemented at the advanced countries including Europe, U.S.A., and Japan, review the introduction feasibility and possibility. For this purposes this study has surveyed the concept and necessity of performance warranty contracting system as well as the status of domestic performance warranty contracting system. Especially the application environment for the performance warranty contracting system of Europe, U.S.A., Japan and Korea in terms of maintenance guarantee liability system, performance warranty regulations for design-build contracting system, selection method of successful bidder, performance warranty means, project contracting system including maintenance cost, and specifications and contract conditions for performance warranty system have been comparatively evaluated. And introduction methods of performance warranty contracting system were suggested.

Turnkey contract system is an effective ordering system for the organizations that technical engineers are insufficient in their construction projects. It is possible to reduce project duration and to improve project Quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system in our country. The results includes various methods for improving the system based on the analysis of bid price nd selection procedure.

건설공사 하도급계약의 투명성을 제고하기 위해 하도급공사정보망이 구축돼 올해 말 본격 가동에 들어갈 예정이다. 건설교통부에 따르면 불법하도급을 뿌리 뽑기 위해 하도급 관련사항을 실시간으로 파악, 원.하도급 계약 과정의 투명성을 확보하기 위해 건설산업정보망 내에 하도급공사정보망 구축을 추진하기로 했다. 하도급공사정보망은 건설산업종합정보망의 일부분으로 일괄하도급, 덤핑입찰을 일삼는 부실업체를 퇴출시키고 견실한 건설업체는 출혈.저가경쟁 없이 시공에만 전념할 수 있게 하기 위해 건교부가 지난 2005년부터 지속적으로 보완.구축중인 야심작이다.

Recently, Design-build project as delivery system public construction sector tends to be increased according to the Masterplan for promotion of construction technologies, and construction projects are increasing their complexity, variety and scale. And owner's requirements become various. Preliminary design for design eligibility judging of design-build has been designed excessively to get a good point and this tendency includes the elements which is capable of wasting the budget. Because of excessive design, owners require to apply VE study into the design development phase but in the Design-build system, VE application has not been of no effect that owners expect, owing to the characters of lum-sum contracts. The purpose of this study is to propose the plan for effective application of VE in the design development phase in order to solve the problems such as excessive design of preliminary design in the design-build project. This study established plans for VE application through investigating and analyzing VE application case and then proposed the applications in the aspect of regulations and contracts, parties participated in project, VE operation through research for verification of usefulness.

Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

''고''마크 제품이 고효율에너지기자재로 통합됨에 따라 그에 따른 지원제도가 개정됐다. 한전은 고효율 조명기기 보급사업 내용중 기존 고마크 기술규격 인정승인 기준을 고효율에너지기자재 기술규격에 적합한 제품으로 개정하고, 절전용량 총합이 6kW이상 설치 또는 교체한자에게 지급하던 것도 4kW 이상으로 낮췄다. 단, 학교나 군부대 등은 전기사용계약단위별 절전용량이 4kW 미만이라도 각 교육청이나 군부대에서 관내학교와 군부대를 일괄하여 단위공사건의 절전용량총합이 4kW이상일 경우에는 지원금을 지급한다. 개당 지급단가는 형광등용 안정기 1등용 2,800원, 2등용 4,210원, 안정기내장형 램프 2,050원이며, 신청 지원금 지급은 8월 1일부터 시행된다.

The insistence of rights and interests in contract is being generalized by opening in construction market which is following F.T.A, internationally. Conditions of contract in construction have different specialities compared with other industries. Different conditions of contract should be established because of a specific character that is different from each construction, such as work, environment, circumference conditions. Although the order of Turn-key is being expanded by increasing construction scale and demanding hybrid function, the suitable regulations of contract are not settled. As a result, various factors of claim is occurring in Change Order-Claim, because they just obey a part of guide-line. This study suggests useful solutions in detail concerned with the main factor of Change Order-Claim by each D/B phases through practical sorting and analysis of the causes of Change Order-Claim.

Currently, TK(Turn-key) projects have been implemented, the projects on TK basis still have shown several problems rather than its own merits as a bidding method. Increasing the number of claims being occurred during construction process of the projects is reality because of unclear notice of tender documents and conditions of the contract, design review system, and decision process of the qualified bidder. To establish desirable TK projects in domestic market, not only should resonable alternatives for carrying out design review system and selecting the bid winner be set up, but also proper standards for reforming irrational system of contract, bid, and notice of tender related to TK projects. This study is intended to reduce the number of claims and implement efficient projects of apartment construction on TK basis by identifying potential problems through analysis of claim examples of TK projects which have difficulties of revising contract agreement such as drawings and suggesting improvement methods for contract conditions and notice of tender docuements.
