Visual industry can contribute to this national industry is a high-value industry. Nevertheless, video resources expansion strategy at national level is lacking. There have been several institutions and organization conducting film archiving and related activities in Korea. Korean Film Archive(KOFA) is the only institution whose status is protected by the law. The purpose of this study was to suggest the strategic plan which is able to support the video industry and academic research. For methods to strengthen video resources, role adjustment of KOFA conducting film archiving and unification or integration of collection system for archiving broadcast materials were proposed.

Though the demand of a leading role of resources technology and fosterage of the resources industry has increased in Korea, it is difficult for the existing investment and management of its R&D to lead to be the same level of those in more advanced countries within a short period. Therefore, in order to strengthen the resources technology system it needs to set up systematic plan or strategy, to resolve shortage of professional human forces, and to expand the investment of private technology development. In this study, we suggest the concept redefinition of resources technology and resources development industry, the establishment of expanded R&D investment system, to offer professional human forces and to reestablishment of the infrastructure for creatively improving resources technology.

부존자원이 부족한 우리나라에서 그간 발전의 원동력이 되어온 것은 바로 "교육"이다. 최근 우리나라의 고등교육재정 부족에 대한 우려의 목소리가 높다. 대학의 경쟁력이 곧 국가의 경쟁력으로 이어지는 현대 사회에서 각 대학의 경쟁력 강화를 위해 재정 투자의 확대와 재정 투자의 효율성에 대한 요구가 각계각층에서 이어지고 있다. 이에 우리나라 고등교육재정 현황 및 재정 부족에 대한 원인과 문제점을 짚어보고, 이를 확충하기 위한 방안에는 어떠한 것들이 있는지 살펴보기로 한다.

오늘날 세계적으로 가장 보편적으로 받아들여지고 있는 폐기물관리의 패러다임 또한 '발생을 줄이고, 다시 사용하며, 재활용과 에너지 회수에 이은 최종처분'이다. 최근에는 폐기물이 재생에너지원으로 각광을 받고 있기도 하다. 그간의 정책에 힘입어 폐기물 관리제도가 상당히 정착되었으나, 아직 보완할 분야도 많다. 범정부 자원순환계획의 본격적인 실행에 필요한 인프라를 확충하는데 다소 시간이 필요하지만, 정부에서는 총력을 기울여 확대 발전시키고자 노력하고 있다.

한국경제의 선진권진입(先進圈進入)은 국민이 선진국의 생활수준을 향유할 수 있는 국가경쟁우위(國家競爭優位)의 확보를 의미한다. 국가경쟁우위를 확보하기 위해서는 (1)국내기업의 핵심역량(核心力量)이 배양되고 과학기술하부구조(科學技術下部構造)가 확충되는 등 지식집약산업의 중추기능(中樞機能)이 집적되어야 하고, (2)정보공유(情報共有)와 공동학습(共同學習)을 실현하는 혁신주체간의 네트워크도 형성되어야 한다. 세계기업(世界企業)을 지향하는 국내기업들이 90년대에 무형경영자산(無形經營資産)에 대한 장기투자를 확대하기 시작하여, 2000년대에는 핵심역량의 축적이 가속될 것이며, 2010년대에는 한국계 다국적기업 중에서 기업내(企業內) 세계분업(世界分業)을 전개하는 초우량기업(超優良企業)이 나타날 것이다. 2010년대에는 초우량기업을 중심으로 연구개발(硏究開發)네트워크와 생산분업(生産分業)네트워크가 구축되고 과학기술하부구조가 확충되는 등 세계기업이 고부가활동(高附價活動)(상품기획 연구개발 엔지니어링 등)을 배치하는 입지조건(立地條件)이 구비될 것이다. 특히 차세대(次世代) 원천특허기술(源泉特許技術)의 확보를 위한 기초 응용연구의 국내기반도 확충될 것이다. 중소기업분야에서도 지식집약화에 경영자원을 집중적으로 투입하면서 세계시장을 대상으로 입지를 선정하고 네트워크를 활용하는 것이 보편화될 것이다. 중소기업의 조직화(組織化) 공동화(共同化)를 통하여 지식집약화와 세계화에 요구되는 경영자원의 축적이 가속되고 기능적 상호보완으로 혁신활동(革新活動)의 상승효과(相乘效果)를 증폭시키는 네트워크의 형성도 촉진될 것이다. 중견 중소기업의 업종은 특정지역에 군락(群落)을 이루고 기능(機能)의 집적(集積)과 네트워크의 형성을 통하여 지역산업(地域産業)으로서 세계시장에서 경쟁우위를 확보하게 될 것이다.
