The Responsibility of An Infrastructure Manager Toward A Railway Competitive Market (복수운영체제에서 철도시설관리자의 철도시설물 유지보수 조직과 업무 설정)

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

  • The study aims at providing an influential model with regard to the level of satisfaction over the call center users and its operator in the National Railroad Administration, while at the same time seeking for possible ways to improve service standards in the call centers for Korean railroads. As a result, it demonstrates that; in the aspect of callers, the call center personnel are required to improve their ability and reciprocating attitude toward the uses; in the aspect of the operator, they are in need of more qualified service providing including advanced facilities. In this context, it is of outstanding importance to take into account the need and demand by both of the user and the operator as for the call center.

  • In many cases, operation of regional trunk lines is not profitable to railway operators. Nevertheless, railway operators are under pressure to manage regional trunk lines running under deficits, to better serve public interests. Given this situation, railway operators need to optimize assets by adjusting train schedules or changing the number of trains running. When railway operators judge the operation of a regional trunk line, the B/C ratio is generally used as a management index. This ratio is not considered part of strategic operational policy over the long term, and excessively influenced by the aspects of supply and demand over the short term. Accordingly, this study focused on indices that might be used to prevent worsening deficits and provide long term strategic operation policies, main indices to better measure economic situations, and auxiliary indices to supplement the main index. The main indices were measured in conventional ways to target experts and employees. This study presents quantitative standards, which are intended to be used to create itemized criteria through an Analytic Hierarchy Process, for better decision-making.

  • This article deals with a problem of setting reliability targets of the railroad systems where the punctuality target is given to the operator and a penalty is imposed for the year when the target is not met. The operator should set the reliability targets of the railroad system and sub-systems because the reliability affects the expected number of years when the penalty is imposed. This paper presents a procedure for setting the service reliability target and equations to calculate the expected number of years when the penalty is imposed and the probability that the operator should pay the penalty per year according to the mean kilometer between service failures of the railroad system and sub-systems.

  • It is anticipated that, in cases in which different train operators share railway network, conflicts may occur among train operators with regard to train operation rate, train priorities, and arrival and departure time; besides this, during times when there is high demand for trains, operators will request train operations intensively, steadily increasing train conflict phenomena. In the present study, train operation sequence, minimum headway, arrival and departure time, train priorities, etc., were analyzed, and while using train departure times as decision variables in variably given train schedules, by adjusting train time requested by train operators, and finally rejecting the train times in cases in which conflict resolution is impossible, so that various constraints can be satisfied, a train slot allocation model was suggested to find the objective function, that is, the maximum number of train slots that can be practically applicable to railway operation.

Planning of Train Operation with Different Objectives Utilizing Mixed-Integer Nonlinear Programming Models (비선형정수계획법을 이용한 운행전략에 따른 열차운영계획 수립)

  • 열차운영계획은 수송수요 산정, 운행노선계획, 열차시간표 작성 기관차 및 인원의 할당 등 광범위한 내용을 포괄하고 있으나, 본 논문에서는 계획의 초기단계에서 결정 가능한 운행노선계획을 대상으로 범위를 설정하였다. 운영목표에 따른 전략은 사용자, 운영자, 사회전체의 입장에서 고려될 수 있는데, 이러한 전략에 의해 운행 될 수 있는 열차운행패턴을 운영비용의 최소화, 통행시간의 최소화. 운영자 수익의 최대화 모형으로 해결하고자 하였다. 2004년 이후에 운행이 예상되는 고속철도/기존철도는 운영계획의 변경이 예상되는 바, 상기의 목표에 따라 열차운영패턴을 작성하여 개발된 효과척도의 적용을 통해 정책적인 적용가능성을 평가하였으며 기존 계획된 철도청의 운영계획과도 아울러 비교, 최적대안을 선정하였다. 본 고에서는 수리계획모형인 비선형정수계획모형(MINLP)으로서 국내 철도망에 부합하는 운영계획을 작성하였으며, 이에 따른 열차-km는 수익최대화 모형, 인-km는 철도청의 열차운영계획이 가장 많은 것으로 나타났다. 인-hour는 수익 최대화 모형과 통행시간 최소화 모형이 가장 적은 것으로 나타났는데, 이는 장거리 노선의 편성이 증가된 것으로 사료된다. 이러한 결과를 산출함에 있어. 어려운 점은 각 구간의 기하급수적 증가, 결정변수의 초기값 선정 등이 있으나, 그동안 연구된 각종 경험적 기법의 적용과 실제 편성 가능한 변수의 적용을 통해 이를 해결하였다. 추후 설정된 모형의 비교에 적합한 효과척도의 개발과 전국적으로 사례구간의 확장 및 모형의 최적대안 선택 시 효과척도의 가중치에 대한 연구가 필요할 것으로 사료된다.

A Study on the Revitalization of Railway freight transportation Through forecasting of container volumes on Busan New & North port (신항과 북항의 철도물동량 예측에 따른 철도운송 활성화 방안에 관한 연구)

  • The purpose of this study is to predict the railway cargo volume on Busan new-port and north-port, in order to revitalize railway transport. This paper is organized as follows. Section 1 presents the description of the objective and methods on this study. Section 2 presents the status of Railway Cargo volumes and Construction plan of railway facilities in Busan New port. Section 3 presents the Forecast Railway Cargo volume using a volume ratio, actual volume records and another predicted datas. Section 4 summarizes our conclusions and further research topics. Especially, korea faces enforcement of green Logistics policy. Modal shift to trail freight transportation is one of ways, but there are no more detail plans. so it need that a cooperation system in government department, a indirect subside policy shift to rail freight transportation from trucking for revitalization of Railway Freight transportation.

  • This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

  • Generally, Urban railway have special characteristics with short distance journey and minimum headway intercity transportation. These days, urban railway operators choose the driverless operation system without driver. On the contrary, Conventional & high speed railway utilize for long distance and high speed running. Because of special conditions of freight railway operation compared with urban railway, operation of conventional & high speed railway is showed very different characteristics. In this paper, We compares different operation scheme of urban railway and conventional & high speed railway and then present condition for train control system based on radio.

Study of Effectiveness of Signal Preemption Strategy Depending on Train Speed at Intersections Near Highway-Railroad Grade Crossings (철도건널목 인근 신호교차로에서의 우선신호 전략 비교분석(열차속도를 중심으로))

  • Because the prime objective of the current preemption methods at signalized intersections near highway-railroad grade crossings(IHRGCs) is to clear the crossing, secondary objectives such as safe pedestrian crossing time and minimized delay often are given less consideration or are ignored completely during the preemption. Under certain circumstances state-of-the-practice traffic signal preemption strategies may cause serious pedestrian safety and efficiency problems at IHRGCs. An improved transition preemption strategy(ITPS) that is specifically designed to improve intersection performance while maintaining or improving the current level of safety was developed by Cho and Rilett. Even if the new transition preemption strategy improved both the safety and efficiency of IHRGCs, the performance of the strategy is affected by train speed. Understanding the impact of this factor is essential in order to implement ITPS. In this paper, the effects of train speed were analyzed using a VISSIM simulation model which was calibrated to field conditions. It was concluded that the delay is affected more by train speed than the transitional preemption strategy and the safety of the intersection is not affected by train speed once an advanced preemption warning time(APWT) is equal to or greater than 90 seconds.
