Calculating and Improving Operational Decision-Making Indices for Public Railways by Inclusion of Non-economic Factors (비경제성 요소를 포함한 철도운행 의사결정을 위한 지표 산정 및 개선에 관한 연구)

  • In many cases, operation of regional trunk lines is not profitable to railway operators. Nevertheless, railway operators are under pressure to manage regional trunk lines running under deficits, to better serve public interests. Given this situation, railway operators need to optimize assets by adjusting train schedules or changing the number of trains running. When railway operators judge the operation of a regional trunk line, the B/C ratio is generally used as a management index. This ratio is not considered part of strategic operational policy over the long term, and excessively influenced by the aspects of supply and demand over the short term. Accordingly, this study focused on indices that might be used to prevent worsening deficits and provide long term strategic operation policies, main indices to better measure economic situations, and auxiliary indices to supplement the main index. The main indices were measured in conventional ways to target experts and employees. This study presents quantitative standards, which are intended to be used to create itemized criteria through an Analytic Hierarchy Process, for better decision-making.

  • KORAIL's logistics business coefficient is improved slightly from 197.4 in 2009 to 190.7 in 2010 but the cost is still high compared to the revenues. In order to derive activities for the efficient logistics and measure their effects quantitatively, the analysis of various indexes that can be extracted from the statistical data is very important. In this study, the various indexes are analyzed to evaluate the efficiency of freight cars based on railway logistics. It can be used to estimate the various activities for the efficient logistics associated with freight cars. We suggest the Indexes as the number of transport, cumulative transport distance and transport income to evaluate the efficiency of freight cars and they should be applied according to the characteristics of each index.

  • The government of South Korea has made great efforts in the area of railway safety management by means of a railway safety law and an integrated railway safety plan established in 2004 after the Daegu subway fire accident. However, after certain railway incidents, a reactive railway safety management system has been implemented that has led to fatal accidents caused by the collision, derailment, and fire every year. Hence, this study is intended to propose a framework that integrates data from distributed detection devices into a real-time railway safety monitoring and control system for proactive safety management. Furthermore, we will provide a future development direction for safety performance monitoring indicators to determine whether the railway safety monitoring and control system works effectively. The proposed framework is expected to be a cornerstone for the real-time railway safety monitoring and control system to be implemented in the future.

Railway Investment and Operation combined with Accessibility and Transfer Systems (연계환승 교통체계를 감안한 철도투자 및 운영방안)

  • This paper insists that the accessibility and transfer facility has also to be included in railway investment because railway mode can not be, what is called, a door to door service. At present those facility are not included in the railway investment with them in negligence. Since those facility is not treated with railway system there is no room to get a budget from the central government. This paper suggests that all the measurements have to be implemented, based on the LOS (Level of Service) of accessibility and transfer at railway stations. The LOS has to be as low as reasonably practical (ALARP) which can be derived from the consensus between government and citizens. Also, a couple of procurement methods are suggested for accessibility and transfer facility separately. Finally, improvement of regulations are also suggested.

  • In this paper we presents an approach to assessing the efficiency of freight railroad stations reflecting freight item importance weights with multiple performance indicators and multiple operational condition indicators. We evaluate 187 freight railroad stations using data envelopment analysis with assurance region. Each freight item's loading/unloading volume is used as a performance indicator. Freight labor and yard capacity are used as operational condition indicators. Freight item importance weights are reflected to the data envelopment analysis as assurance region. The evaluation results facilitates the organization's decision making by providing valuable information.

International Comparison of Railway Freight Performance (국가별 철도물류 운영현황 비교연구)

  • This study aims to quantify the railway freight performance using various indicators, to compare it over many countries, and to evaluate efficiency of railway freight in Korea. The indicators developed in this study was classified into two categories; country-specific and company-specific indicator. The former includes freight train density, average gross train load and average haul while the latter contains revenue/ton-km, ratio of operating costs to revenue, revenue per employee, ton-km per employee, costs per ton-km and ratio of labor costs to total operating costs. The results of this study shows that Korail performance is in low efficiency due to multi-frequency small amounts transport. The productivity of railway freight in Korea represented as ton-km per employee appears to be lower than that of other oversea companies considered in this study.

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is coneluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index.

  • According to the national railway safety plan 1 billion US$ have been invested in railway industry every year. As a result, railway accident rate has been reduce to half recent 6 years. Currently, Korea has 3 kinds of national railway safety target, which are accident fatalities, train accident rate, and passenger fatality per passenger kilometer. Increase of railway passengers and train operating companies force to set up new safety target. Current safety target cannot reflect train operator's safety activities because they include suicide and trespass related accidents, which are hard to be controlled by the operators. In order to reflect to the national railway safety plan, new safety targets are proposed in this study.

A Study on the Duty Hour Structure for Railway Crews (철도 동력차 승무원 사업시간 산정방법의 개선에 관한 연구)

  • Because the wage of railway crews is based on the duty hour rather than the working hour, most researches have focused on the balance of duty hour for the crews. In this paper, the structure of duty hour and its relationship to the crew wage are analyzed and some issues are identified. The duty hour consists of several different jobs which are weighed equally in calculating the crew's wage. Also, the difference between the working hour and duty hour is inconsistent with the train routes; i.e., the difference of a long distance train is larger than that of a small or medium distance train. To solve the problems, possible ways to link the duty hour to the wage better are proposed and exemplified
